Overview
- Under the authority of the Resident Representative, the incumbent will work with the Representative of the ECOWAS Commission’s President to brief him/her on various matters and offer advice on different matters and issues relating to politics in the sub-region.
- He/She shall review various matters and provide advice on national and regional politics.
- He/She shall also write speeches and communiques presenting the ideas, options and views of the Commission in such a way as to inform stakeholders and explain certain positions taken by ECOWAS.
- The political adviser shall take into consideration all factors in a given situation, analyse same and advise the Resident representative. He/She shall present reports from time to time.
Role And Responsibilities
- Establish a surveillance system to gather information that may influence national or regional politics
- Regularly assess political situations and events and their consequences, and render report thereof
- Give appropriate advice regarding the country situation and ECOWAS’ position to the Resident Representative
- Explain the organisation’s positions, draft summary notes and write the Representative’s speech
- Analyse the laws and rules of the area and provide information on the political and economic situation of the country to the Resident Representative
- Assist in the development and implementation of the political content of ECOWAS Commission statutory meetings and the Group of Ambassadors meetings
- Ensure close relations and contacts are maintained with leaders and all political and social bodies to make them understand ECOWAS position on all subjects
- Under the supervision of the Resident Representative, participate in meetings organised by leaders, social actors or the political class, to which ECOWAS is invited
- Ensure working links and information channels between the Office and the technical departments of the Commission. Organise and implement, under the authority of the Resident Representative, all activity aimed at enhancing the visibility of ECOWAS in Niger
- Contribute to the preparation and organisation of all the Office’s official missions

Qualifications and Experience
- Master's degree or equivalent qualification in Political Science, International Relations, Social Sciences, Economics, Law, Public Administration or similar field, from a recognised university.
- (7) Seven years’ experience with increasing responsibility in political affairs, governance, diplomacy, conflict resolution, security or a related field;
- An understanding of political, economic, governance and security, as well as conflict management and resolution dynamics
- Technical skills for the collection of information, research and analysis with modern technology.

2.) Program Officer - Disarmament

Role Overview
- Under the supervision of Principal Programme Officer Small Arms, the incumbent shall support the implementation of disarmament programs/activities by providing adequate capacity to Member States in Arms and Ammunition Stockpile Management including Weapons Marking, Tracing, Collection & Destruction.
- The Officer will also undertake the collection of relevant information/data on the status of arms and ammunition administration and management in the region.
Role and Responsibilities
- Support elaboration of programs and projects related to disarmament based on emerging threats in the region;
- Support coordination of disarmament programs in Member States by carrying out the following activities:
- Providing sustainable capacity building on Physical Security and Stockpile Management (PSSM), including training and equipment support;
- Planning and execution of collection and destruction of Arms and Ammunition exercises in Member States;
- Support the implementation of Weapons Marking & Tracing in Member States;
- Support in building a regional Database/Roster of Experts in PSSM, Marking & Tracing;
- Support implementation of programs/projects on disarmament, demobilization and reintegration (DDR);
- Support Mobilization of Resources for the implementation of the Convention on SALW ;
- Perform any other task as assigned by the supervisor.
Academic Qualifications and Experience
- Bachelor's degree (or equivalent) in Political Science, International Relations, Computer Science, or any Social Science or Security related field from a recognized University.
- 5 years of progressively responsible experience in Political Affairs, Governance, Diplomacy, conflict resolution, information management security or related field;
- Understanding of political, governance and security dynamics, conflict prevention management and resolution;
- Technical competence to conduct information gathering, research and analysis with modern technology.
- Ability to understand and apply approaches, techniques and tools that draw on a wide range of inputs and improve the quality and pace of mediation in the coordination of Reginal Political Affairs.
- Experience working in an international organization or at a multi-country level highly desirable;
- Experience in supporting development of regional and national security policies/strategies will be an advantage;
- Strong knowledge of ECOWAS, AU and UN policies, strategies and approached in Small Arms is required;
- Knowledge of relevant instruments of peace and security will be an added advantage;
- Knowledge of project management, monitoring and evaluation of projects;
- Knowledge of the life-cycle approaches in the management of SALW, practical disarmament measures such as physical security and stockpiling of weapons, arms marking and destruction

Role Overview

Role and Responsibilities
- Perform the daily preventive maintenance checks before moving a particular vehicle for the first time in the day;
- Perform airport departure and arrival formalities when required;
- Monitor consumption of fuel and lubricants by vehicles to ensure their efficient use;
- Initiate timely requests for fuel replenishments;
- Maintain accurate record of fuel/lubricant usage for planning and audit purposes;
- Ensure accurate completion of vehicle log books by drivers;

Academic Qualifications and Experience
- West African School Certificate or equivalent certificate with a formal driver training certificate and a valid driver’s license/ certification to operate assigned vehicle.
- 2 years’ experience as a driver, preferably for an international organization involving a variety of makes and models of vehicles;
- Working knowledge of traffic rules and regulations, and ability to read and interpret traffic signs and documents such as safety rules, and operating and maintenance instructions;
- Experience in maintaining a vehicle log book;
- Knowledge of defensive driving practices, chauffeur protocol and courtesies, local roads and conditions, and protocols of relevance to safety and security of passengers during inclement weather, terrorism events, motor accidents, criminal and violent incidents;

Overview
- The Economic Community of West African States (ECOWAS), in the framework of the execution of its 2020 Budget, intends to apply a portion of the budgeted funds for the Selection of an Individual Consultant to support the Implementation of Projects on Training of Youth in ICT and Digital Technology Entrepreneurship and Facilitate Centers of Excellence (CoEs) for e-Skills Development.
- The overall objective of this programme is primarily to promote digital entrepreneurship, create jobs, alleviate poverty, promote an enabling environment for employment and spur economic growth through youth digital capacity building and enterprise support. In addition to job creation, this programme seeks to encourage and support youths to fulfil tomorrow’s job requirements through e-skills development.
- The consulting services (“the Services”) include the deliverables listed under item 4. below and the duration of the contract shall be for a period of one (1) year renewable.
Duties and Responsibilities of the Consultants
- Conduct, comprehensive assessment of Center of Excellence (CoEs) (inventory of existing facilities, level and quality of trainers in the institutions, costs for individual/group of trainee and modality of payment, location and easy accessibility to the trainee participants, on-site and online training capability, training languages, etc);
- Analyze Center of Excellence (CoEs) offers/packages on job creation training/capacity building that they can provide for the youths and women in the different sphere identified in the programme and totally complying with the objective of the programme and eventually propose new appropriate trainings;
- For the assignments i) and ii) the consultant will use as inputs the questionnaire of ECOWAS filled by CoEs and complete by online consultative with those CoEs who did not respond or not identified in the initial list establish by ECOWAS for consultation.
- Assess and analyze the current status of the ecosystem of youth entrepreneurship in Member States (training, various practices and incentives, etc.);
- Take stock of what Member States are doing as well as the priority actions they plan to undertake to promote youth entrepreneurship over the next 3 to 4 years;
- For the assignment iv) and v) the consultant may use as input the questionnaire filled by Member States and complete by online consultative with Member States who did not respond to the questionnaire;
- From proposals of CoEs and other specialized institutions and outcomes from Members States entrepreneurship ecosystem analysis, propose the content of the ECOWAS regional training programme for youth on Digital Entrepreneurship which ECOWAS will implement in two phases (first phase of two years priority programme, second phase which implementation is totally owned by member states through their national center of excellence) in line with the job creation objective and e-skills development; and
- Evaluate the total cost of the Programme to be considerate in the financing plan and the financing mobilization documents taking into consideration various potential contributions.
Requirements
Educational Qualification:
- Advanced university degree (Master's degree or equivalent) in Telecommunications / ICT, Computer Science, Information Systems Management, or any related field from a recognized university;
Experience:
- Shall justify at least fifteen (15) years progressively responsible experience in project management, planning, design, development, implementation of information systems and telecommunications and 5 years at a supervisory level;
- Candidates shall justify of having executed at least one (1) similar assignment (large nationals or international projects) organized and successfully executed with International Organization or Public Body or Government or Donors funded project;
- Candidates shall justify Knowledge of ICT industry benchmarks for performance, enhance services and performance management with demonstrated ability to lead a programme transformation (Proof of 1 similar assignment);

Role Overview

Managerial Duties:

- 10 years of progressively responsible experience in administrative law or related areas including 2 years relevant international work and 5 years at a supervisory level;
- Knowledge of ECOWAS regulations and rules, policies, procedures and operations;
- Demonstrated professional competence and mastery of administrative law and judicial procedures and ability to review and edit the work of others and manage the functioning of an office and its staff members;
