Qualifications and Evaluations

Requirements
Experience:

  • Minimum of three years of work experience required in one or more fields of agricultural economics, agricultural/product marketing, agricultural policy, business/project management, and marketing analysis/research that includes significant analysis and report writing.

Job Knowledge:

  • Good knowledge of Foreign Agricultural Service (FAS) goals, programs, reporting requirements and procedures, and of U.S. agricultural polices and trading practices.
  • Thorough knowledge of agricultural practices, market conditions, and government policies in Nigeria.
  • Knowledge of Nigeria structure and responsibilities of various Ministries and offices, congressional and National Assembly processes as it relates to economic, trade and agricultural policy matters is required.
  • Good understanding of international agreements relating to agricultural policy and agricultural economic supply/demand theories and concepts is required.

Summary

  • This incumbent is one of three procurement professionals located in the USAID/Nigeria Executive Office.
  • The incumbent is responsible for procurement of a variety of commodities and services for USAID/Nigeria. This includes, but is not limited to Service Contracts, Blanket Purchase Agreements, Contracts, Purchase Orders, Task Orders, and Delivery Orders.
  • Supervises two Procurement Assistant, and reports directly to the Executive Officer, USAID/Nigeria.

Duties
Procurement Review /Technical Support 40%:

  • Reviews all incoming procurement requests within the Simplified Acquisition Procedure threshold of $250,000.00, performs personally or assigns the work to the Procurement Assistant based upon the type of procurement action necessary and establishes priorities.
  • Performs procurement actions for the entire Mission.
  • As appropriate, advises Assistant on procurement policy and other pertinent considerations affecting procurement requests.
  • Reviews all procurement actions completed by the Assistant.
  • Tracks the status of requests to ensure priorities are met.
  • Approves proposed method of procurement and may participate in complex or difficult procurement actions.
  • Reviews purchase orders, solicitations, requests for quotation, price quotations, proposed contracts, supplier’s bills, and other procurement documents.
  • Posts procurement requests for proposal or requests for quote outside the office premises, or in newspapers and in other outlets for easy access to a wide range of public companies. Organizes and coordinates technical committees for the review of proposals, and to obtain technical reports for procurement actions.
  • Prepares paperwork or reports prior to submission to the Executive Officer (EXO) for signature. Maintains a tracking system of all procurement documents, from purchase request, until items or services are received by the requestor.
  • Screens and reviews bids and quotations, negotiating contracts, and reviews language in contracts and Statements of Work.
  • Ensures and reviews status reports and keeps the EXO and the requestor aware of expected delivery or appraised of potential delay.

Market Awareness and Compliance 35%:

  • Maintains awareness of market conditions, including price and availability of commonly purchases items.
  • Maintains contact with supplier firms, to facilitate resolving procurement problems. Reviews all requests for cash purchase, to ensure costs are fair and reasonable prior to approving any purchase.
  • Ensures compliance with the Federal Acquisition Regulation (FAR), the Automated Directive System (ADS), USAID Acquisition Regulation (AIDAR), and USAID policies and Notices, and with other contracting laws, policies, and procedures in the procurement of supplies and services.

Supervision / Reporting 25%:

  • Supervises the management of local and international vendor contacts, procurement references, source lists, price quotations, and Federal procurement regulations and instructions and GSA Catalogs.
  • Prepares correspondence and reports on all aspects of Procurement Section operation. Reports procurement actions using the Global Acquisition and Assistance System (GLAAS) and other web-based tools, and prepares reports in GLAAS, in conjunction with the Office of Financial Management (OFM) and Office of Acquisition and Assistance (OAA).
  • Ensures filing system for all purchase order and contract actions (physical and electronic) are maintained and that Purchase Order files are complete and up to date in ASIST and that information is readily accessible.
  • Supervises annual retirement of older contract files to the warehouse per USAID regulations.

Duties

  • Plans for feasibility assessment, design, specification, programming, implementation, testing and evaluation that include project plans, schedules, and time/cost estimates.
  • Provides systems automation, troubleshooting, maintenance, technical support, and management of advisory services.
  • Supervises three subordinate systems LE staff.
  • Responsible for providing daily guidance, coordination of systems, functions of management, and support services in the Consulate and three remote sites for Information Systems Center.

Qualifications and Evaluations

Requirements
Education Requirements:

  • University degree in Computer Science, Engineering or Electronics is required.

Experience:

  • Minimum of 2 years of experience in Computer Operations, Programming, Network Operations, or Maintenance and Repair or a combination thereof.

Job Knowledge:

  • Complete knowledge of computer equipment, standard business work processes and management principles, emphasizing strong customer support, and trouble-shooting techniques for Information Technology is required.
  • Complete knowledge of mobile device platforms (Blackberry, Apple iPhone, and Android) and their operating system is required.

Evaluations:

  • This may be tested. Please specify your level of proficiency in the language listed.

Language:

  • Fluent in Reading/Writing/Speaking English is required.




Skills and Abilities:

  • Ability to troubleshoot, diagnose technical problems, and resolve software errors is required.
  • Communications skills are required.
  • Managerial abilities to administer and maintain Windows Server 2008, 2012, Exchange 2016, Windows 7 and Windows 10, LANs, WANs and Network infrastructure based on standard Guidelines, formal instructions to new users and ability to interface with personnel at all levels is required.

  • Position is directly supervised by the Deputy Human Resources Officer.

Qualifications and Evaluations
Education Requirements:

  • A Bachelor's Degree is required.

Requirements:

  • Experience: Five years of progressively responsible experience in human resources management with additional six months as a supervisory level is required.

Evaluations:

  • Language: Advanced fluency in speaking/reading/writing of English is required. This may be tested.

Skills and Abilities:

  • Ability to deal with personnel at all levels of the U.S. Mission and outside organizations is required. Must have good counselling skills.
  • Must be tactful, possess good judgement and be able to maintain effective working relationship with employees and American/FSN supervisors.
  • Good keyboard and computer skills with emphasis on accuracy is required. Proficiency in Microsoft Office is required for daily work with excel, word, outlook and publisher.
