1.) Pharmacy Supervisor

Main Objective and Responsibility of the Position

  • Ensuring general functioning of the pharmacy and supervising pharmacy supply chain processes in accordance with MSF standards, protocols and procedures, in order to ensure its efficiency and operating availability.

Accountabilities

  • Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material, according to MSF protocols, national regulations and in cooperation with the logistics department.
  • Coordinating the delivery, reception and recording of international and local orders, in close coordination with the logistics department, updating stock files and informing line managers on their status (shortfalls, over-stocking, expiry dates), in order to permanently ensure security stock levels and ensure efficient management of stock.
  • Supervising orders of medical and drug material in order to ensure an efficient and appropriate consumption pattern under budget constraints.
  • Supervising the supply of drugs to patients, according to medical prescriptions, informing them on consumption patterns and keeping conditions in order to ensure their therapeutic progression.
  • Ensuring efficient supply to other pharmacies managed/supported by MSF according to orders and stocks, and using cold chain when needed. Monitoring and analyzing orders of depending pharmacies in order to avoid ruptures of stock or having expired drugs.
  • Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, training, performance evaluation, development and internal/external communication) of the pharmaceutical team and the nursing staff, in order to ensure both the sizing and the amount of knowledge required and to improve their dispensing capabilities.
  • Recording all items received and issued in computer (MSR) and reporting on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, in order to rationalize the budget and to ensure availability.
  • Assisting in training of nursing staff regarding dispensing of drugs and their side effects.

MSF Section / Context-specific Accountabilities
Supervision and Training:

  • Conduct the annual registration of the project warehouse with the Pharmaceutical Council of Nigeria as Superintendent Pharmacist
  • Oversee rational drug use, and adherence to MSF treatment guidelines and alert the MTL on unusual consumption patterns.
  • Participate in forecasting and ordering of project medical needs and monthly TSR Analysis and follow up on action points. Do a monthly analysis of consumption tools and MSR.
  • Provide training on stock management for the medical team, especially weekly tracking of consumption
  • Provide technical support to the project supply team and advise on medicine storage, distribution, transport, and disposal.
  • Be the focal person for MSF relations with pharmaceutical regulatory bodies at the state level and report to the Mission Pharmacist.

Medical Supply management & Reporting:

  • Ensure good distribution practices, good storage and dispensing practices in the project, and ensure quality supervision of consumption tracking and reporting.
  • Directly oversee and report on the storage, use, and dispensing of controlled drugs and narcotics used in the project.
  • Prepare monthly medical stock reports, consumption analysis, and report to MTL
  • Coordinate medical orders and supplies to the clinic sites through pharmacy storekeeper, and ensure timely tracking of consumption of all intervention supplies and report to the MTL.
  • Participate as a medical focal person in the quarterly stock count at the medical warehouse.
  • Ensure the implementation of upto date tools (Tally Sheets, Consumption tools) and ensuring they are supplied and used in a standard format.

Human Resource Management:

  • Carry out periodic evaluation for project pharmacy storekeeper.
  • Participate in project meetings and other flexible task as assigned by the MTL.

Main Objective and Responsibility of the Position

  • Provide nursing care, treatment and follow-up of patients, according to doctors’ prescriptions, protocols applied in service and universal hygiene standards/precautions, in order to ensure the quality and continuity of care for the targeted population.

Accountabilities

  • Know, promote, implement and follow at all times the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules and other protocols and procedures in the medical premises and ensure high standards of hygiene of his/her working environment .

MSF Section/Context-specific Accountabilities

  • This position requires flexibility as additional tasks maybe assigned depending on needs e.g. referal nurse can be assigned to work in the MSF clinic if there are no patients for referal.

Specific Tasks

  • Monitors the evolution of hospitalized patients, through daily visits while ensuring that referral hospitals staffs perform consultations, examinations and prescribing the necessary treatment.
  • In collaboration with the hospital doctors and MSF MAM, decide on discharge or transfer to other departments of hospitalized patients.
  • Provide daily reports verbally, email or by phone to the MAM/MTL on the number and status of patients admitted in the referral facilities.
  • Ensure that family members of hospitalized patients receive regular update on the patients’ progress.
  • Refer all critically ill patients and those with complications to the medical doctor while in the MSF clinics.
  • In collaboration with the MSF doctor, write a referral form and chaperone refered patients to the referal hospital
  • Provide first aid and stabilization of refered patients prior to and during tranportation to the referal facility following MSF treatment guidelines
  • Closely monitor reproductive health care referal needs and establish efficient referral pathways for ANC/PNC women for deliveries, specialist consultation, PMTCT, ART etc.
  • Ensure confidentiality and respect for patients’ diagnosis, treatment and follow up information
  • Perform and record MUAC screening for children between 6 – 59 months of age as a surveillance tool for malnutrition.
  • Ensure updated vaccination status for hospitalised children according to national EPI schedule
  • Participate in the collection and analysis of medical data and ensure proper recording of patients care. Take record of all referral cases including outcome of treatment and update MAM reguarly including compilation of MMR on referral cases.
  • Participate in the analysis of patient bills according to investigations and medications listed on the patient’s discharge sheet as per hospital standard price list. Any discrepancy will be reported to the management of the hospital for rectification

3.) Mission Supply Chain Manager

  • Defining supply strategies and coordinating the implementation of an efficient mission supply chain according to MSF protocols and standards in order to ensure the optimal functioning of the mission.

Accountabilities

  • Proposing a supply strategy for the mission or the revision thereof, to the coordination team for validation, according to the mission’s context and the operational needs
  • In line with MSF’s protocols, policies, standards and guidelines, ensuring the implementation, monitoring and evaluation of the validated mission supply strategy under the Supply Chain or Logistics Coordinator’s responsibility
  • Defining and ensuring the implementation of the overall supply procedures, of an efficient supply administration and providing adapted tools to support the different supply activities. Guaranteeing the standardization of warehouse management focusing on medical stocks and the interactions with the distribution points
  • Acting as a permanent auditor of the supply chain: as such, monitoring the different supply processes as well as the use of the tools and the accurate execution of the supply procedures, proposing adjustments where needed. Ensuring the stability of supply activities within regular and emergency intervention of the concerned projects
  • Evaluating the HR set-up related to supply (team sizes, JD, organigrams, division of tasks and responsibilities) and managing the different supply teams in the mission (Coordination + Project) and participating in the selection, the follow-up (training-coaching) and evaluation of the staff under his supervision

  • Establish a good flow of information with the medical department;
  • Communicate regularly and clearly with projects and capital on the status of their requests. Advise the projects on lead-time of specific items, and provide the pipeline of back orders monthly;
  • Provide information relevant to requests to the LogCo Supply for logistic items and Mission Pharmacist for medical orders in determining if they can be fulfilled from stock, local purchase or international order;
  • Ensure the respect of financial authorization table and approval;
  • Responsible for follow-up of local and international purchase (Purchase list and Purchase order) and communicating with all suppliers including Amsterdam procurement Unit;
  • In consultation with LogCo Supply and in cooperation with local purchaser update the local suppliers list and their price lists in regular intervals;
  • Responsible to approach suppliers, negotiate, and prepare purchase contracts. Every 3 to 6 months compile tenders, renegotiate contracts and supervise that process is properly followed;
  • Communicate with local and international suppliers for status of purchase orders, claims and/or complaints;
  • Assess the local transport market and monitor prices of transporters at least once a year;
  • Communicate with projects to set the priority of project cargos;
  • Analyze the database of standard items and compare it periodically with items regularly ordered by the mission. Notes the items regularly purchased, and create of local codes in collaboration with the LogCo Supply;
  • Contribute to the monthly logistic report. Supervise, track and ensure accuracy of monthly supply reporting done by projects and analyzes monthly supply reports such as Monthly Stock Report (MSR), Total Stock Review (TSR), Stock Monitoring Sheets (SMS) etc.
  • Keep track of all loans and donations certificates and status;

MSF Section/Context Specific Accountabilities

  • This is an new position in the Medical Coordination office and will subsequently exist besides the MedCo (overall responsible, first responder to some projects, intersectional and external collaboration), operational Deputy MedCo (who is responsible for some projects), MedCo Support (who is responsible for staff health, Monthly Medical Report and other delegated tasks) and this new position of Deputy MedCo responsible for advocacy around OCA’s medical priorities in Nigeria.
  • This position will work in close collaboration with the medical teams in both coordination and projects, as well as the Humanitarian Affairs Coordinator (HAC) in Abuja, the Head of Mission and Operational Deputy Head of Mission and the intersectional Country Representative.
  • Since it is a new position, the tasks and accountabilities might change as the position and department progresses. We expect flexibility, pro-activeness, a teamwork attitude, but also the ability to work independently on long-term dossiers.

Specific Tasks

  • Follows discussions and developments on key medical and public health dossiers and supports the mission’s advocacy efforts on these (in close coordination with the HAC), i.e.

Main Purpose

  • Carry out the assessments and ensure the implementation, day-to-day management, and control of the technical part of projects in the energy (and HVAC if relevant) domain in accordance with MSF protocols, standards, and procedures in order to ensure optimal functioning of the project, infrastructures and efficient use of systems and equipment.

Job Description

  • In collaboration with managers, provide support and guidance to the field staff in order to ensure that all electrical (and HVAC if relevant) installations comply with MSF standards, protocols, and procedures, and the preventive and corrective maintenance is done accordingly.
  • Carry out evaluations and detailed study of the project to present hierarchical superiors with different possible solutions to difficulties encountered in this area of specialization; namely the installation, construction, and commissioning of electrical (and HVAC if relevant) installations.
  • Conduct a feasibility study and pre-design of a solar photovoltaic system application (< =10kWp), including its implementation.
  • Assist with training of project technicians to make them autonomous for preventive maintenance, basic troubleshooting, and jobs.
  • Guide and support the field teams in defining and implementing preventive and corrective maintenance procedures
  • Raises awareness on energy use for all staff and advice on strategies to improve energy efficiency on site.

Main Purpose

  • Performing all anaesthetic medical activities according to MSF policies, protocols and universal hygiene standards, in order to ensure the quality of treatment, during and post-operative care of patients.

Job Description

  • Performing consultations to patients due for surgery, evaluating of the risks of operating (in collaboration with the surgeon), obtaining patient’s written authorization for their operation, providing patients with appropriate information on their illness and treatments, and deciding on what type of anaesthetics to be used.
  • According to set procedures, carrying out all nursing anaesthetics related activities during surgery in order to collaborate in patient's adequate anaesthetized state and safety during the process.
  • Providing post-operative care, including immediate post-operative surveillance in the recovery room and special patients present in the intensive care unit, in order to adapt the prescriptions, with special focus on patient's pain relief, during the stabilization and recovery process.
  • Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
  • Carrying out all pharmacy related activities (stock control, station's re-stocking, inventories, expired drugs, etc.) and other equipment of anaesthetic ward, doing special follow-up of narcotics and sedatives (register, consumptions, empty phials, etc.).
  • In collaboration with the Surgeon Doctor, carrying out quantitative surgical-anaesthesia data collection, drawing up and sending out reports for the monthly follow up of peri-surgical mortality and for the quality of anaesthesia/pain management and informing the direct supervisor immediately in the event of medical error.
  • Carry out aneathetic assessment and evaluations prior to surgical procedures to evaluate the surgical risks and confirm status before administration of anesthesia.

Main Purpose

Job Description

  • Coordinates the implementation of MSF clinical policies, tools, guidelines and protocols (antibiotic prophylaxis, post-operative pain management, thrombo-prophylaxis, caesarean section, blood transfusion, etc) and recommendations (standard hygiene and sterilization rules, prevention to HIV, TB, Syphilis and Hep B exposure) in order to minimize clinical risks.
  • Undertake pre-operative consultations, evaluating the surgical risks with the anaesthetist and/or other medical staff involved, and obtaining the patient’s signed consent to operate.

  • Put in place the emergency disaster response plan of the hospital along with the anesthetist and the medical doctor and /or the responsible nurse and run role hospital practical rehearsals, in order to ensure the continuity of the services under any circumstance.
  • In collaboration with the nurse anesthetist and support of manager and pharmacy supervisor, carry out pharmacy related activities (stock control, OT re-stocking, inventories, expired drugs, etc.) and other equipment of anesthetic support, doing special follow-up of narcotics and sedatives (register, consumptions, empty vials, etc.), ensuring enough stock-up and the good functioning to carry-out the medical activities.
  • Training other medical staff when applicable and working particularly in close collaboration with the ER department and SRH team in the maternity department (especially to resuscitate new-borns).

Main Purpose

  • Ensuring general functioning of the pharmacy and supervising pharmacy supply chain processes in accordance with MSF standards, protocols and procedures, in order to ensure its efficiency and operating availability.

Job Description

  • Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical materials.
  • Coordinating the delivery, reception and recording of international and local orders, in close coordination with the logistics department, updating stock files and informing line managers on their status (shortfalls, over-stocking, expiry dates).
  • Supervising orders of medical and drug material in order to ensure an efficient and appropriate consumption pattern under budget constraints.
  • Supervising the supply of drugs to patients, according to medical prescriptions, informing them on consumption patterns and keeping conditions in order to ensure their therapeutic progression
  • Recording all items received and issued on the stock cards and in computer (Isystock) and reporting on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, in order to rationalise the budget and to ensure availability.
  • Assisting in training of nursing staff regarding dispensing of drugs and their side effects.
  • Follow up biomedical equipments to ensure availabilty especially back-ups and rational use, with non-functional items returned back to pharmacy.

Planning and supervising on a day-to-day basis the Warehouse and Stock Management activities in the project or capital, ensuring compliance of MSF standards, protocols and procedures. These activities include but are not limited to the following:

Accountabilities

  • In conjunction with headquarters, managing visas, working permits/resident cards, plane tickets and associated required processes for the arrival and departure of international staff from the country
  • Coordinating the movements of staff (local and international) and related administrative formalities (passports, visas, per diems) with the projects and headquarters

Main Objective and Responsibilities of the position

  • The Project Coordinator (PC) delegates ad hoc some responsibilities to the Deputy Project Coordinator according to objective criteria taking into consideration sustainability in the treatment of the different dossiers.
  • In general terms, the Deputy Project Coordinator will assist the PC in planning project’s objectives and priorities, by identifying the population’s health needs, analysing the context, risks and constraints, and by calculating human and financial resources needed.
  • He/she will contribute to the supervision, monitoring and follow-up together with the PC of all aspects of the projects in order to ensure its efficient and smooth functioning. He/she will replace the Project Coordinator in his/her absence.

Accountabilities

  • Contributes to the analysis of the political, humanitarian, economic and social context in project area in order ensure that MSF's charter, policies and image are respected with regards to national employees, populations, authorities and partners.
  • Contributes to the planning, supervision, monitoring and follow-up, together with the PC, of all aspects of the projects, according to the project plan, MSF operational policy and main strategic lines.
  • Participate in the security management in the project, updating the security guidelines.
  • Upon request of the PC, represents MSF within the project limits (local authorities, media, governmental and non-governmental bodies, etc.) and negotiates collaboration agreements. Legal representation is not delegable unless legally backed up (powers of attorney, etc.)

  • Represent MSF within project limits.
