1.) Procurement and Subcontracts Specialist

TITLE: Procurement and Subcontracts Specialist
PROJECT: Global Health Supply Chain – Procurement and Supply Management (USAID GHSC-PSM) Ghana
The USAID GHSC-PSM Project is the primary vehicle through which USAID provides supply chain technical assistance to the Ministry of Health and Ghana Health Service to 1) procure and provide health commodities, 2) improve Ghana’s management of the supply chain, and 3) collaborate with key stakeholders to support global health initiatives.
The Procurement and Subcontracts Specialist will report directly to the USAID GHSC-PSM Procurement and Subcontracts Manager and will help ensure all procurement and contractual transactions are undertaken in compliance with USAID and Chemonics guidelines and procedures.
Principal Duties and Responsibilities
• Oversee management, including regular updating, of the vendor database, with the objective of promoting a more transparent and competitive procurement process;
• Cultivate and manage relationships with local vendors and service providers to ensure they fully understand PSM’s procurement process and systems and requirements;
• Draft negotiation memoranda, selection memos and other procurement documentation where applicable, and ensure required documentation is on file for all procurements. The Procurement and Subcontracts Specialist is encouraged to provide coaching and mentoring to colleagues to assist in the drafting of all procurement related documentation as necessary;
• Manage all project procurement actions and ensure the procurement tracker is up to date and meets USAID regulations and standard reporting requirements.
• Manage the procurement process to ensure coordination with programmatic team needs, compliance regarding the solicitation, review and monitoring process and implementation.
• Conduct regular audits of the electronic and hard procurement files to ensure compliance with Chemonics International’s procurement documentation requirements. Ensure all procurement information continues to be saved to the central shared drives and conduct a thorough review of old/duplicate procurement electronic files (i.e. files from departed staff members) to extract, update and consolidate historical procurement data, as a first step in creating an accurate, reliable, and up-to-date repository of all procurement data.
• Responsible for ensuring that all project staff adhere to the guidelines regulating to procurement; including, but not limited to, planning the procurement, writing appropriate specifications, evaluating offers, monitoring contracts, handling all post-solicitation activities, and maintaining all appropriate documentation
• Ensure that all contract-related regulatory requirements (e.g., ADS) and procurement regulatory requirements (e.g. FAR and AIDAR) are met in a satisfactory and professional manner;
• Respond in a timely manner to procurement requests from project staff
• Work directly with local vendors to obtain quotations and initiate procurements of requested commodities and services;
• Monitor contracts and purchase orders issued to vendors and follow-up as necessary to ensure compliance to terms and conditions;
• Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file;
• Maintain the project’s inventory and tracking system;
• Assist in developing and maintaining procurement related documentation;
• Provide procurement status reports and inventory summaries as requested;
• Assist the project to provide training to project staff on procurement policies and procedures;
• Advise and work with other project staff to advance project goals and needs.
Qualification Required & Experience
• Bachelor’s degree in business administration, management, international development, or other related field
• Minimum of 5 years management experience in procurement and inventory management.
• Experience working on donor-funded development projects, and with USAID programs specifically, is preferred.
• Strong knowledge and understanding of USAID regulations, including U.S. government regulations for compliance and oversight
• Written and spoken proficiency in English

Principal Duties and Responsibilities (Essential Functions)
As Technical Director, the employee is responsible for the following principal duties and responsibilities:
Responsible for overseeing the program’s overall technical operations and for directly supervising technical staff members across three main technical departments (Systems Strengthening, Warehousing and Transportation, and Public Health Programs) in addition to providing technical oversight to additional technical sub categories such as the Logistics Support Project, Vaccine logistics support and Oxygen non clinical technical assistance.
• Lead the development of annual country work plans through engagement with relevant stakeholders, and development of quarterly implementation plans with technical team human resource allocation to guide and monitor implementation of annual work plans.
• Work closely with the Country Director to promote synergy, unity of vision, and coherence of activities in all areas of GHSC-PSM implementation
• Lead the coordination of strategic interventions, oversee the entire technical component of the program, working closely with the Country Director, counterparts and client to ensure effective program performance and targeted service delivery.
• Provide technical assistance and resources to the MOH and GHS to implement the National Supply Chain Master Plan (SCMP) priorities, and development and implementation of future supply chain strategic documents in alignment with GHSC-PSM project objectives.
• Serve as a member of the secretariat for the national supply chain technical working group, responsible for supporting the coordination of supply chain system strengthening key interventions, including but not limited to: the rollout of the Last Mile Distribution (LMD) throughout the sixteen regions in Ghana, implementation of a national electronic logistics management information systems (LMIS) and its full utilization, integrating all program commodities and essential medicines, strengthening accountability systems for PMI commodities and other USAID donated commodities, and establishing a standard framework for monitoring key supply chain performance indicators.
• Responsible for coordinating the implementation of strategic supply chain interventions in alignment with PEPFAR in-country strategy to contribute to attainment of set country targets for HIV treatment and control in Ghana
• Responsible for coordinating GHSC-PSM technical activities in tandem with activities implemented by other USAID implementing partners and the Global Fund supported interventions.
• Support efforts to improve and strengthen in-country supply chains to ensure health products are available when needed and can get to where they are needed; bridge the gap between the Ghana Ministry of Health (“GMOH”) and supply chain operators to improve core supply chain functions; improve visibility at all levels of the supply chain to strengthen accountability; and strengthen environments for commodity security through increased knowledge management and dissemination, all in a coordinated manner that assures country ownership and transition to government counterparts
• Strengthen central level warehousing and distribution planning capacity of central and regional levels to supervise lower level supply chain through regular supervision visits to lower levels, annual peer review meetings among supply chain actors, and regular reports to be shared with relevant stakeholders.
• Provide oversight for the conducting of assessments as necessary to understand storage capacity requirements at various levels in the supply chain.
• Develop relevant scopes of work and terms of reference to guide recruitment of long term technical assistants and local consultants to conduct key assignments in line with country work plans and strategies, and provide technical oversight and coordination of all such STTAs and local consultants to ensure deliverables are on time and of the right quality.
• Ensure that national quantification reviews are completed for various health commodities
• Provide the necessary oversight and technical guidance required to develop and implement modalities for tracking availability and movement of program commodities in and out of the Regional Medical Stores (“RMS”).
• Ensure that the technical team establish partnerships to coordinate the distribution of health commodities from contracted central warehouse to RMS.

TITLE: Supply Chain Technical Advisor, M&E and Communications

• The USAID GHSC-PSM Project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve Ghana’s management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives.
• The Supply Chain Technical Advisor M&E and Communications will report directly to the USAID GHSC-PSM Country Director and will be responsible for leading and managing the implementation of the project’s monitoring, evaluation, and learning (MEL) plan, designing and populating the project’s MEL system, and performance reporting to project stakeholders. The Supply Chain Technical Advisor- M&E and Communications will also work with technical staff to oversee tools for data collection, storage, and analysis. S/he will perform in-depth data analyses, generate reports on findings, and produce analytic outputs to meet reporting requirements and project communications products. S/he will also plan for and supervise intermittent performance evaluations, collect and disseminate lessons learned, and share successes during project implementation.
Principal Duties and Responsibilities (Essential Functions)
Set up the MEL system
• Review the project contract and other background documentation such as the client’s strategic objectives, results framework, MEL plan, and country strategy to understand how the project helps to achieve the client’s goals.
• Lead the field team in refining the project’s results framework and provide technical supportin development of project workplans.
• Lead the implementation of the project’s MEL plan and report on project indicators as defined in the indicator reference sheets.
• Support the Country Director and project staff in the field and home offices to include among to priorities the monitoring and evaluation and the use of information for learning purposes.
• Work with the project’s staff to ensure that they appropriately attend to their roles and responsibilities in the collection and reporting of data for the monitoring and evaluation system.
• Hold regular briefing sessions with project staff to ensure the MEL plan meets their requirements and the rationale for each indicator is clearly understood.
• Ensure that all Memorandums of Understanding (MOUs), services agreements, or other contractual arrangements with partners stipulate their responsibilities for data collection and monitoring.
• Design and share databases and spreadsheets as well as formats for reporting information.

Implement the project’s approved MEL plan
• Organize the collection of baseline data and the setting of targets. In cases where baselines and targets are not yet possible, describe “next steps” the field team must take to identify them. Oversee the collection of baseline data.
• Review performance monitoring indicators, track progress towards targets and ensure results inform the development of interventions.
• Conduct in-depth analysis of project data and other relevant including systemic data triangulation to drive evidence based decision making
• Develop and implement a systematic plan to ensure the availability of quality data and results in accordance with the MEL plan.
• Train project staff to help them collect data.
• Ensure data quality and integrity by implementation data quality audits to systematically improve data confidence and address anomalies .
• Identify and track reliable secondary (external) sources of data.
• Conduct periodic training for project staff, stakeholders, and/or partners. Share information to help them monitor the progress of their work and use the data for strategic decision-making.
• Maintain the MEL system, periodically evaluate its effectiveness, and adjust as necessary to provide the project with accurate and useful data.
• Manage the implementation of field surveys and assessments including the use of electronic data collection tools, particularly the Survey CTO platform.
Communications Responsibilities
• Lead the development and implementation of the project’s communications and knowledge exchange strategy;
• Set as needed internal and external communications standards, guidelines, processes and protocols;
• Work closely with the M&E and technical teams to identify data, stories, and articles for communications materials;
• Stay informed of all major issues in the Ghana health sector and of the project’s strategies and methods, programs and activities, results and achievements, and on best practices, lessons learned and success stories so that project communication is rich, diverse and well grounded.
• In collaboration with Technical Director, Team Leaders, and other technical personnel, draft or edit, finalize and ensure the publication and dissemination of written materials and website content on the project, health system and needs of the Ghana population. Materials and content may include abstracts, reports, presentations, brochures, articles, press releases, speeches, briefings and update notes, blog posts, and social media content.
• Ensure compliance with all contract requirements that relate to reporting (such as the Quarterly and Annual Progress Reports) and draft program statements describing connections between implementation and results for submission to the Chemonics USAID/GHSC-PSM leadership team, MOH/GHS and USAID.
• Manage distribution process of communications material so the right information gets to the right audiences at the right time.
• Provide support to the project leadership in maintaining effective communications with USAID, the MOH/GHS, other partner organizations, and stakeholders, including timely response to requests for information.
• Assist the Country Director with managing media relations.
• Provide strategic and programmatic advice on communications and knowledge exchange to project leadership to strengthen program design, workplans and implementation.
• Oversee the management of the project’s photo and video library as well as of the project’s institutional memory to ensure that information and materials are easy to access.
• Work closely with the home office on campaigns, annual reports, and other USAID/GHSC-PSM communications activities. Provide new and/or updated written material for Chemonics websites, newsletters, and social media.

• Provide technical assistance and logistical support for supervision of malaria commodity distribution
• Liaising closely with the National Malaria Control Program (NMCP) to ensure malaria commodity availability in Ghana

Title: Logistics Support Officer, LMU/SSDM
Project: Global Health Supply Chain – Procurement and Supply Management (USAID GHSC-PSM) Ghana or the GF/MOH Logistics Support Project
The USAID GHSC-PSM Project is the primary vehicle through which USAID provides supply chain technical assistance to the Ministry of Health and Ghana Health Service to 1) procure and provide health commodities, 2) improve Ghana’s management of the supply chain, and 3) collaborate with key stakeholders to support global health initiatives. In collaboration with the Global Fund, Chemonics International is managing the GF/MOH Logistics Support Project.
The Logistics Support Officer for the Logistics Management Unit, who will be stationed at the SSDM will primarily be responsible to provide technical assistance to SSDM on general supply chain interventions. Among these are supporting PSM coordination efforts at the central and regional levels, analyzing logistics data and reports from the Ghana Integrated Logistics Management Information System (GhiLMIS) and providing key suggestions/recommendation for overall supply chain system improvement within the Ghana Health Service. The incumbent will work closely with national quantification team and other stakeholders to conduct, document and regularly update product quantifications. He/she will provide technical assistance to the team and ensures capacity of the national quantification team is built. He/she will monitor and regularly report national stock status of health commodities.
Principal Duties and Responsibilities (Essential Functions)
• Provide technical assistance to support the functioning and sustainability of the Logistics Management Unit (LMU) of the Ghana Health Service.
• Liaise with Regional Health Directorates (RHDs) and Teaching Hospitals (THs) on Order Preparation and Scheduled Delivery to Regional Medical Stores (RMSs) and THs.
• Monitor the timeliness and accuracy of submission of orders through GhiLMIS and provide feedback to Regional Medical Stores (RMS) and Teaching Hospitals (TH) for improvement.
• Work with TCMS managers to plan and execute cycle count for all commodities based on established schedule and provide support for adjustments (if any) to ensure accurate data in GhiLMIS.
• Collaborate closely with the TCMS, IHS and other central level warehouse managers and programme logistics focal persons to review RMS/TH orders and allocate commodities in a timely manner.
• Monitor and ensure improvement of the quality of data at the TCMS by comparing manually generated reports with GhiLMIS reports and providing feedback with remedial actions to address challenges to relevant stakeholders
• Ensure needed reports including inventory and stock status reports are generated from GhiLMIS to support supply chain management decisions at all levels.
• Support the organization of periodic PSM meetings involving programme logistics managers ((NACP, NMCP, NTP, FHD, EPI, etc.) to review stock status reports from the regions and take appropriate decisions to address bottlenecks.
• Prepare and disseminate comprehensive stock status reports
• Provide technical assistance to the Regional Supply Chain Coordinating Committees/Regional Supply Chain Technical Working Group (TWG) in the performance of their functions.
• Coordinate and participate in national quantification exercises as per the national quantification guidelines and collaborate with key stakeholders to provide required data for the quantification of public health commodities.
• Prepare, monitor and update procurement pipeline on quarterly basis using appropriate tools.
• Conduct regular field monitoring and logistics support visits to facilities (in coordination with GHSC-PSM and GFLSP officers whenever feasible) to appraise the management of health commodities.
• Perform any other function(s) in the area of health supply chain systems strengthening as may be determined by Director, SSDM and/or assigned representative.
Qualification Required & Experience

Job Description
The Regional Logistic Officer will primarily provide technical support to the Regional Health Administration (RHAs) to implement supply chain prioritized interventions. The Officer will organize, coordinate and facilitate implementation of health commodities supply chain activities at regional level in collaboration with GHS, MOH Headquarters and Implementing Partners (IPs).
The officer will specifically support the Regional Health Administration in: the implementation of the Ghana Integrated Logistics Management Information System (GhiLMIS), the implementation of last mile distribution (LMD), inventory management of program commodities, gathering and analysis of logistics data to inform supply chain decisions at regional level, bi-monthly central level distribution, provision of targeted supportive supervision to lower level health facilities and, associated reporting requirements.
Duties and Responsibilities
• Provide technical assistance to support the functioning and sustainability of the regional level supply chain coordinating committee and facilitate regular meetings of the committee.
• Support and monitor the implementation of LMD in the region and provide technical assistance for the implementation of LMD standardized framework including the tasks associated with determining commodity volume as part of implementing LMD initiative.
• Provide supply chain management technical assistance to the RHA and RMS to support lower-level health systems strengthening initiatives through regular targeted supportive supervision to districts and service delivery points.
• Support the RMSs and health facilities to prepare and submit accurate and timely inventory and stock status reports including key recommendations to Programs (NACP, NMCP, FHD, TB) and identified regional and central level stakeholders. Similarly, follow up with the Programs and central level authorities to provide feedback on submitted reports to the RMSs and appropriate health facilities.
Ensure that the RHAs:
• are regularly engaged on logistics management issues
• are involved in monitoring, supervision, and capacity building activities prioritize strengthening logistics management in their regional work plans and budgets.
Participate in forecasting, quantification and procurement planning of health commodities
• Ensure optimized GhiLMIS use at the RMS and onboarded SDPs in the region.
• Provide immediate support to users to ensure a consistent response to resolution of immediate needs, incidents and technical issues, service requests, status reporting and notification of changes related to GhiLMIS.
• Work with RMS manager to plan and execute cycle count for all commodities based on established regional schedule
• Work closely with the RMS Manager and program coordinators at the regional level to generate orders for program commodities from the central level.
• Conduct supportive Supervision to provide end-users with on-the-job training to ensure system usability as well as provide functional support to addressing functional and viability issues
• Ensure needed reports including inventory and stock status reports are generated from the system to support management decision
• Provide analytics for regional technical working group meetings using GhiLMIS analytic tools.

• Assist Senior Finance Manager and Finance Team in all aspects of project accounting and financial management, particularly strict adherence to Chemonics policies and procedures, USAID rules and regulations, and Ghanaian law.
• Manage the accounting cycle, including the processing of accounting transactions in accordance to the general principles of accounting and Chemonics policies and procedures and preparing appropriate documentation of journal entries, payment requests, and general ledger reconciliations.

• Prepare submission of all tax withholdings (payroll income tax, deduction at source) to relevant parties.

• Support Senior Finance Manager and Finance Team as a liaison to other administrative and technical components to manage project financial budgeting and expenditure progress.
