Position Purpose

  • To support its work in this area, the UNDP Nigeria country office intends to engage a professional expert to support the reimagination of its outreach, partnerships and public engagement initiatives and function.
  • Under the direct supervision and guidance of the Resident Representative, the Public engagement, Outreach, and Partnerships Lead is expected to provide creative, innovative, visionary and strategic leadership to the country office, through distinct approaches and tangible actions that helps to position UNDP Nigeria in key development areas as a thought leader in ways that boost demand for various service lines and increase overall business opportunities.

  • With the leadership of the Resident Representative and in consultation with the Deputy Resident Representatives (Programmes and Operations) the incumbent will ensure support for inter-agency/multi-sector partnerships and collaboration through critical actions geared towards the strategic positioning, partnership building and business development with a view to influence the development agenda and, mobilize political and financial support for UNDP.

Duties & Responsibilities
Ensures design and implementation of public engagement and outreach initiatives focusing on the following results:

  • Curates and oversees implementation of the country office public engagement and outreach strategies based on goals and priorities
  • Assesses the impact of the country office public engagement and outreach implementation and makes adjustments accordingly as informed by trends, media and audience analysis
  • Integrates issue-based and people-centered advocacy around key priority areas relevant to UNDP's work in Nigeria in support of accountability and transparency
  • Ensures communication on and around UNDP contribution and that of its partners to Nigeria’s development agenda is relatable, contextualised, locally understood and visible through evidence-based stories of impact and documentation of lessons learned
  • Fosters outreach partnerships with communication innovators, creatives and social influencers to achieve programmatic visibility and engagement

Leads proactive media engagement and management focusing on the following:

  • Supports country office and programme inoculators' public engagement and messaging to articulate UNDP's offer, programmatic priorities, key milestones, impact and results
  • Works with the Resident Representative, senior officials, team leaders and project focal persons to produce blogs, op-eds and speeches, talking points, organise interviews and support high-level programme visits and events that showcase UNDP work
  • Provides timely support on responses to reputational management inquiries raised by media and donors in close consultation with the Regional Service Centre in Addis Ababa, RBA regional and sub-regional teams and, BERA
  • Delivers substantive oversight and quality assurance of communication products, including external website and social media platforms by strengthening their utility for public engagement.

Ensures facilitation of knowledge building and management focusing on the following:

  • Shares an instrumental culture of knowledge management and sharing within the team and with partners
  • Actively engages in relevant UNDP communities of practice and other practice networks, within UNDP, in the broader UN landscape and externally
  • Leverages the use of blogs, social media, and communities of practice to ensure wide dissemination of positions, events, debates on programmatic work and related issues
  • Ensures the continuous analysis and collation of lessons learnt, best practices and impact in the area of communications for development

Requirements
Education:

  • Advanced University Degree (Master’s Degree) or equivalent in Mass Media, Public Relations, Journalism, International Relations, or in a related field;
  • A First-level University Degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.




Experience:

  • Minimum of 5 years progressively responsible for teams with Master’s degree and relevant professional work experience in communication, print, broadcast, and/or new media and or fundraising/corporate communication, advocacy, Public Relations, project management, brand management. Bachelor’s degree with additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree
  • Work experience in conflict related contexts, ideally at national or regional level is an asset
  • Demonstrated experience in partnership development, collaboration and management is required
  • Demonstrated skills and experience in media and public engagement through dynamic platforms is required.
  • Experience in communications for development is not mandatory but an asset
  • Excellent written and verbal communication skills is required.
  • Experience in leading teams to create highly effective content targeting various audiences for use on digital platforms and mainstream media using innovative approaches and tools is required
  • Experience in the United Nations, a governmental, other multilateral or civil society organization is an asset.

Background

  • Millions of civilians continue to grapple with extreme adversity across northeast Nigeria and the rest of the Lake Chad region where a recent surge in violence has uprooted tens of thousands more people, exacerbating an already dire crisis situation. An intractable extremist insurgency that has left tens of thousands of people dead, approximately 2.5 million displaced, and more than 10 million people in the region affected and in need.
  • It is unlikely that security responses alone will be sufficient to address the complex factors that gave rise to the insurgency, and which continues to sustain it. There is increasing consensus that military efforts must be coupled with significant investments in complementary stabilization activities to benefit the local population with both local and Lake Chad Basin (LCB) regional levels, if the security-humanitarian-development nexus around Lake Chad is to be effectively addressed.
  • While robust national and multi-national military operations have re-taken territory previously controlled by Boko Haram, a new approach is required to consolidate these gains and establish the conditions necessary to transition from military to civilian responsibility for security, and from the provision of humanitarian assistance to the resumption of stalled development processes.
  • To this end, UNDP has launched Lake Chad Basin Regional Stabilization Facility, supporting four Lake Chad Basin countries (i.e., Nigeria, Niger, Cameroon, and Chad) as well as LCB regional institutions, such as the Lake Chad Basin Commission (LCBC).
  • The Facility will act as a rapid-response package– delivering within 90 days of target area selection - that relevant authorities can sequence with military operations as necessary, to ensure immediate follow-up in specific locations and curtail the ability of armed opposition groups to re-infiltrate and exploit any security vacuum or community perceptions of non-responsive Government by extending an organized and effective civilian security umbrella, consolidating military progress with development ‘dividends’ for the local population.

Position Purpose

  • The National Window of the Regional Stabilization Facility for Nigeria aims to address the needs of immediate stabilization in the target areas in North-East Region of Nigeria with high degrees of insecurity, promoting the phased transition of insecure areas toward greater security, and the reduction of current volatility whereby previously secure areas have become more rather than less vulnerable.
  • It is expected that various donors, such as Germany, Sweden, the UK and the EU, will make their financial contribution to the Regional Stabilization Facility. Given the extremely complicated crisis situations in the North East (NE) region of Nigeria and the LCB region as a whole, establishment and maintenance of effective donor relations is indispensable for successful implementation of the Regional Stabilization Facility and UNDP’s projects in North East Region of Nigeria. To this end, UNDP Nigeria is seeking for a qualified expert to identify, establish, and promote partnership with development partners and promote resource mobilization for the Stabilization Facility and other projects in NE Nigeria.

Duties & Responsibilities

  • Support and maintain strong relationships with donor and government partners.
  • Support Senior Management in ensuring compliance with donor agreements and requirements.
  • Facilitate reporting and communications with donors and development partners.
  • Support Senior Management’s engagement with donors.
  • Support resource mobilization for the Stabilization Facility and NE Projects in general.




Support and maintain strong relationships with donor and government partners:

  • Assist Senior Management in UNDP Nigeria and the Programme Team for the Stabilization Facility Nigerian Window in facilitating partner dialogues to market UNDP’s comparative advantages and obtain buy-in from the partners for their support to UNDP’s Stabilization Facility.
  • Ensure that all donor partners are well-informed on the progress and issues related to the Stabilization Facility in Nigeria and NE Projects in general, by providing pertinent and timely information, responding to the inquiries, and producing ad-hoc reports/information brief whenever required.
  • Collect donor intelligence information and conduct donor actor mapping for identification or establishment of innovative partnership and potential partners (e.g., emerging donors, the national/local government, CSOs, academic institutions, private sector).

Support Senior Management in ensuring compliance with donor agreements and requirements focusing on the following:

  • Support Senior Management in UNDP Nigeria and the Programme Team for the Stabilization Facility to meet the requirements of donors, especially those relating to earmarking or special conditions outlined in agreements.
  • Facilitate partnership agreement/formalization process with new potential partners to determine concrete areas and modality for the partnerships (e.g., financial, in-kind contribution, information sharing, technical cooperation).
  • Facilitate management of donor agreements in collaboration with the respective offices (e.g., PMSU, Finance, NE Sub-Office) to ensure compliance with donor agreements, including the contribution deposit schedule, fund earmarking/restrictions, and due diligence/validation exercise.
  • Support the Programme Team in NE Sub-Office for preparation and organization of donor site visits

  • Harmonize communications and reporting products in collaboration with M&E Officers, PMSU, and Communication Team.

Support Senior Management’s engagement with donors focusing on the following:

  • Support Senior Management meetings with high-level officials or donor meetings.
  • Support content development for presentations, briefing notes, or other documentation required for Senior Management donor engagement and meetings.
  • Support senior management outreach to regional donors and host national government to communicate developments, the strategy of the Country Program Document, and priorities.
  • Support for resource mobilization for the Stabilization Facility in Nigeria focusing on the following:
  • Assist in drafting proposals to current or potential donors in line with the donor’s interests and requirements.
  • Develop materials, strategies, and other communications or products to support resource mobilization with donors.
  • Support engagement with regional donors and with the host-country government to contribute resources to UNDP.

Impact of results:

  • The Partnership Analyst Stabilization is expected to identify, establish, and promote partnership with development partners and promote resource mobilization for the Stabilization Facility and other projects in NE Nigeria.

Requirements
Education:

  • Master’s Degree or equivalent in Development, International Relations, Business, or related field.

Experience:

  • Minimum of 2 years of relevant work experience at the national or international level in stabilization, partnerships, including demonstrated experience in partnerships with donors and people management.
  • Previous experience of working in donor institutions in either humanitarian or development assistance can be an asset.
  • Knowledge about the UN coordination systems, particularly on humanitarian or early recovery, would be an advantage.

Background

  • Under the guidance of the Administrative & Finance Officer in Borno, the Procurement & Administrative Analyst is responsible for ensuring the effective delivery of procurement, general administration, logistical and common services support to OCHA/Nigeria country office and procurement support to West & Central Africa (WCA) region consistent with UN rules and regulations.
  • The Procurement & Administrative Analyst leads and provides guidance to OCHA Nigeria CO and WCA region, fostering effective collaboration within the teams, with relevant OCHA and UNDP counterparts at headquarters and in the field, and with other UN agencies, promoting a client-oriented approach and ensuring optimal performance and efficient delivery of services.




Position Purpose

Duties & Responsibilities
Within delegated authority, the Procurement & Administrative Analyst shall be responsible for the following duties:

  • Provide procurement support to Nigeria CO and West and Central Africa (WCA) region
  • Provide administrative support to Nigeria CO
  • Provide Travel support to Nigeria CO

Provide procurement support to Nigeria CO and West and Central Africa (WCA) with the following expected results:

  • Full compliance of operations with UN/OCHA/UNDP rules, regulations and policies, effective implementation of corporate operational strategies, achievement of management targets, monitoring and reporting of results.
  • Serve as Procurement Focal point for OCHA NG, interfacing with HQ regarding all procurement matters.
  • Implement Procurement Delegation of Authority for all procurement requests with maximum amount 50,000 USD for OCHA Nigeria
  • Under the same above Delegation, serve also as Procurement Case officer/OCHA Buyer WCA for all procurement requests below 50,000 USD for West and Central Africa region
  • Perform procurement functions under 50,000 USD DoA for OCHA Nigeria, Niger, Burkina Faso, CAR and the other country offices within the region.
  • Advise and support requisitioners on development of terms of reference, technical criteria, technical evaluation
  • Insure day-to-day support and coordination for all procurement arrangements with local service providers & ensure that common service agreements (cleaning, security, health facilities, vehicle maintenance etc) are properly implement and services are to the standards required

  • Attend bi-weekly procurement forum with capacity to present when required

Provide administrative support to Nigeria CO with the following expected results:

  • Oversee Contract, Lease Agreement, MOU, and all contract amendment/extension
  • Established and maintaining procurement matrix for effective monitoring of ongoing contracts, MOUs and Lease Agreement
  • Plan and organize office events including retreats, meetings and other events and ensure that all participants are informed in advance and that the necessary logistics is in place including booking of venues, hotels etc

  • The National Administrative Officer has the role as Travel Administrator, thus he/she will take responsibility to submit Travel Requests/Expense Reports into OCHA ERP system “Umoja”.
  • Prepare travel requests (TR) and expense report (ER) on behalf of national staff in OCHA ERP system “Umoja”.
  • Closely follow up on all issues related to staff travel (domestic & international) and office/staff compliance with the security procedures

Requirements
Education:

  • Advanced University Degree (Master's or the equivalent) in Business Administration, Accounting or in a similarly related field.
  • Professional qualifications in finance/accounting/Administration and knowledge of UN financial rules and regulations are added advantage.

Experience:

  • Up to 2 years of relevant professional experience in business/public administration, finance, Human Resources or other related areas.
  • Good knowledge on Procurement / Supply Chain Management Administration/Operations is required. Experience working with the UN or other international organizations is desirable.
  • Experience in using UN ERP system (Umoja) in the area of procurement and travel is highly desirable. Good computer skills (Windows, MS Word, Excel/Spread sheets, the internet/Web) is required




Language Criteria:

  • Fluency in oral and written English; knowledge of other official UN languages is an advantage. Knowledge of local language (Hausa) desirable.
