1.) PMERL and Salesforce Functional Admin Specialist

 

Location: Nigeria

Role Purpose

  • As part of the Monitoring  Evaluation Research and Learning (MERL) Department , the primary role of the PMERL and Salesforce functional admin specialist is to understand, maintain, advise on and troubleshoot the Salesforce, Vera, Taro works and Open FN, tools which comprise a system known as “PMERL” from an M&E functional utilisation perspective.
  • This role will be pivotal in ensuring utilisation, governance and application aligned to PM and M&E frameworks and operating standards and procedures.
  • This role will work closely with both the Y.O.D.A. Programme and IT operational teams who support PMERL from an IT perspective as well as leading engagement with third-parties working to support the platform.




Dimensions of the Role

  • This role has no direct reports ,and has an international reach acting as a key PM and M&E functional point of contact for many different stakeholder groups at all levels in the organisation including national offices, country offices, regional offices and the Global Hub.
  • This role is line managed by the Director of MERL but is matrix managed by both the Director of MERL and Director of Programme Delivery and Resources as far as the execution of the accountabilities of the role is concerned.

Accountabilities
Functional admin specialist:

  • Primary M&E functional admin specialist  of PMERL for Plan International with an ability to understand all functionality available and provide training and communication.
  • Ensure PMERL interfaces effectively with related systems, e.g.ERP, Child Data and the data platforms (data warehouse, BI and analytics).
  • Acts as subject matter expert, together with other functional specialists,  for M&E processes and systems and maintain in-depth knowledge of available and emerging functionality of PM and M&E system and Salesforce platform.
  • Support ongoing design and lead testing on system enhancements and new functionality and any integrations with D365.
  • Attend M&E management meetings and recommend any enhancements to PMERL.
  • Help define/ensure Plan International alignment with all agreed PMERL governance; including PM and M&E framework and operating standards/processes/procedures.
  • Support on-going delivery of training requirements to M&E teams across Plan International in order to support the full utilisation of PMERL including system changes/enhancements and on boarding new PM and M&E staff.
  • Attending external meetings, wok-shops and conferences to ensure Plan is aware of trends and future roadmaps across the industry.

System Support:

  • Support M&E teams in the use of PMERL
  • Working with the Applications Team in IT especially their Salesforce Admin, managing, responding and resolving tickets and support issues by system users across Plan International
  • Review on quarterly basis, with IT, and the D365 system specialists, support in line with PMERL releases and agree which features should be enabled to support PM and M&E functionality in PMERL and across the integration with D365.
  • Review issues reported providing functional support to resolve these and highlight any related training needs.

System Utilisation:

  • Increase adoption of the PMERL by M&E staff, line managers and employees and provide continuous updated training and communication materials.
  • Monitor use of the system and provide regular updates.
  • Understand how PMERL can be used most effectively to support PM and M&E processes and frameworks.

M&E Data and Reporting/MI:

  • Support  the use of the PMERL  as the primary source of accurate data relating to PM and M&E through the Data Warehouse.
  • Partnering with PM and M&E Business Analysts, PM and M&E leads, support the development and maintenance of a consistent set of M&E dashboards and reports within Salesforce/Vera for use by PM and M&E and global, regional and country  leadership.
  • Support the PM and M&E Business Analyst to manage new report requests – review requirements, assess against existing reporting and, if required, establish new reports in PMERL and/or Data Warehouse.

Integrations:

  • Working with Data teams, such as Data Warehousing and BI teams to integrate data extraction and utilisation within the broader reporting requirements.
  • Working with ERP and Y.O.D.A. Programme Management teams to integrate project data across the systems.

Ongoing Continuous Improvement:

  • Review PM and M&E systems functionality regularly, implement/upgrade functionality to support Plan International globally.
  • Working with PM and M&E Business Analysts regularly review and update training needs and materials for PMERL.
  • Working with PM and M&E Business Analysts regularly review and update PMERL  reporting requirements.
  • Supports in the creation and deployment of customer surveys/other forms of feedback on  processes and systems from the organisation.
  • Working with PM and M&E Business Analysts and wider Y.O.D.A Programme, responsible for training employees across Plan International Inc. and National Offices on system usage & upgrades

Technical Expertise, Skills and Knowledge
Essential:

  • Proven experience of supporting programme and project delivery (programme effectiveness) and M&E through  Salesforce systems in a large and matrix organisation.
  • Knowledge of programme and project management (programme effectiveness) and M&E operations, principles, practices and processes.
  • Experience of business process design and mapping.
  • Ability to understand programme and project management (programme effectiveness) and M&E workflow and lateral processes, understanding where to probe for inefficiencies and clarity and to lead these discussions with the organisation.
  • Experienced in the use of reporting tools to develop standard and ad hoc reports.
  • Customer focused and strong influencing and stakeholder management skills.

2.) Executive Engagement Coordinator

 

Location: Abuja, Nigeria

Role Purpose

  • This role exists to support effective internal, and external engagement and coordination for the Country Director and Senior leadership across all parts of Plan International Nigeria including supporting oversight and delivery of key projects related to the Leadership Team.
  • The Executive Engagement Manager role will organise and coordinate Country Director outreach and serves as the primary point of contact for stakeholders in their engagement with the Country Director.
  • The role also exists to actively manage the Country Director’s scarce resources of energy and time and to provide and/or ensure delivery through effective delegation, and administrative support for the CD.
  • This role will also be responsible for managing the CDs communication strategy both internally and externally in close collaboration with the Policy, Research and Influencing Manager

3.) Project Officer

 

Locations: Maiduguri - Borno and Damaturu - Yobe

Role Purpose

  • The purpose of this role is to support daily implementation of FCDO PLANE II funded Education project, Plan international Nigeria

Dimensions of the Role

  • The post holder will directly implement the project and also document lessons learnt, support assessments and monitoring and evaluation of the Education in Emergencies components of Plan International's emergency response.
  • He/she is responsible for assessment, response analysis, design, capacity building.
  • The post holder will also contribute towards the capacity building of Plan Internationals implementing partners.

Accountabilities
In collaboration with the Project Manager:

  • Support in documenting lessons learnt and best practices of the pilot project
  • Support the project Manager in designing of the Project Implementation Plans.
  • Ensure the execution of the Project Implementation Plan is accurately carried out under the project Manager’s supervision
  • Will work closely with the Consortium partners in the execution of the Formal, non-formal (ABEP & IQE) education component of the project
  • With support from M&E team, will support to design a Monitoring plan and simple data collection tools to ensure monitoring and data collection of key project indicators (including data of learners, SBMCs, School personnel and others types of beneficiaries.
  • Will be responsible for the formation, strengthening and training of the Community structures (SBMCs, PMCs, CBCPCs) etc.
  • Will play a key role in the mobilization and engagement of the community and stakeholders in the implementation and monitoring of the project
  • Will be responsible for school supervision, and data collection in and out of schools (in non-formal context)
  • Will support in organizing and facilitating teacher trainings and assessments
  • Support assessment of Education sector in the state of implementation
  • Review, assess and update the education situation in areas affected by emergency
  • Highlight education issues requiring a response – both immediate (less than 2 months) and medium term and make recommendations on specific PLAN actions required.

  • Ensure Plan international guidelines, Education cluster standards and INEE Minimum Standards, are considered in implementation and documented.
  • Provide regular updates to FCDO Project Manager, on progress, priorities and constraints – verbally and in writing on an agreed frequency.
  • Support the implementation of, and represent Plan International in, emergency education coordination mechanisms including any relevant cluster.

Location: Maiduguri, Borno

Role Purpose

  • Plan International Nigeria is seeking applicants for a project Manager for the FCDO funded through UNICEF for Partnership for Learning for All in Nigeria (PLANE) Education in Emergencies Component activity in Nigeria.
  • The PLANE activity aims to equip out-of-school children and youth in northeast Nigeria (in Borno and Yobe states) with the foundational skills needed to progress to higher levels of education, training and/or engagement in the workforce.

Dimensions of the Role

  • Communicates within Plan International Nigeria, UNICEF and development partners and related government institutions in two States Borno and Yobe.
  • The Project Manager will be responsible and ultimately accountable for the project’s strategic direction, planning, quality programming and implementation, management, team leadership, stakeholder and partner relationships, and donor deliverables.
  • He/she will be responsible for overseeing activities contributing to increased systems strengthening.
  • He/she will implement education activities and also document lessons learnt, support assessments and monitoring and evaluation of the Education in Emergencies components of Plan International's emergency response.

  • Specific experience in primary education reform, policy framework development, and working in crisis-affected environments
  • Demonstrated experience working with government agencies, actors, and other stakeholders at the national, district, and local levels
  • Demonstrated expertise in policy mapping
  • Ability to lead workshops, trainings, and strategic planning sessions;
  • Experience in Monitoring and Evaluation highly desired

Role Purpose

  • The Head of Mission (HoM) will act as Plan International representative for the defined Program Area. They are responsible for leading the strategic direction in the Program Area in accordance with Plan’s strategic program framework.
  • The HoM has final accountability for timely and quality delivery of all Plan’s operations in the area and in line with the approved country specific Emergency Response Plan and the wider Ukraine Refugee Response Strategy.

8.) Roving Accountability to Affected Populations (AAP) Specialist - Ukraine Response

Role Purpose

  • The conflict in Ukraine is resulting in a major humanitarian crisis with over 3 million people having fled to neighboring countries, and millions displaced within Ukraine. Plan International is responding to the crisis and working in partnership with civil society organisations in Poland, Romania, and Moldova to meet the key needs of those affected by the crisis as well as host communities.
  • This position will play a key role in the support to country level activities and will provide technical support and guidance to Plan International teams and partners in Poland, Romania, and Moldova. A priority focus will be on supporting child friendly feedback mechanisms established and to ensure accountability is core to our response. The position will initially be remote but may well be based in one of the 3 countries in the future.
  • The Ukraine Hub is a service-oriented structure to support initiation of activities, and to help find solutions to problems as and when arise. Creative thinking and identifying work arounds to problems faced will be a critical element of the role.

Dimensions of the Role

  • The position will develop Plan International’s approach to accountability, risk communication and community engagement across all response locations, in close collaboration with our partners.

Role Purpose
The overarching purpose of the role is to provide technical advice on SRHR in the Ukraine refugee response in Poland, together with partner organisations:

  • Providing technical support on SRHR to Plan International and its partners in support of programme and project design, resource mobilization and implementation, grounded in locally led and gender and inclusion principles.
  • Manage current partnerships and develop new ones with local SRHR, GBV and health actors in line with Plan International's partnership approach.
  • Lead capacity development initiatives for staff and partners on SRHR of adolescents and young people, gender and gender-based violence.
  • Work with Plan International staff and partners to strengthening integration of SRHR throughout the response
  • Supporting SRHR advocacy and influencing together with partners
  • Represent Plan International in relevant coordination bodies (incl. SRHR and GBV sectors), and work closely with the (child) protection and GBV sector to implement strong integrated interventions at facility, community and referral levels.
  • Contributing to global learning, by documenting evidence from programmes and sharing best practices with colleagues across the Plan International federation.

The Role

  • The conflict in Ukraine is resulting in a major humanitarian crisis with over 5million people having fled to neighboring countries, and millions displaced within Ukraine. Plan International is responding to the crisis and working in partnership with civil society organisations in Poland, Romania, and Moldova to meet the key needs of those affected by the crisis as well as host communities.
  • Our global work on sexual and reproductive health and rights (SRHR) has been developing over the past decade and is underpinned by a gender-transformative approach aiming to tackle root causes of gender inequality and shifting unequal power relations that shape the prevailing social and gender norms that control girls’ sexuality.

Our key areas of work on SRHR in the response are:

  • Work with health service providers to strengthen access for refugees to timely, comprehensive SRHR information and services, including contraception and abortion care and prevention and treatment of STIs, with focus on adolescent girls and young women:
    • In particular, strengthen access to clinical management of rape, MHPSS and other GBV services for survivors of SGBV
  • Supporting access to comprehensive sexuality education and dialogue that enables adolescents to explore values and attitudes, and build skills and coping mechanisms regarding sex and sexuality.
  • Support girls and young women’s menstrual health and hygiene.
  • Connect with and support multi-sectoral interventions to prevent and respond to sexual and gender-based violence with focus on child and women survivors, including improved access to clinical SGBV services, MHPSS services and child protection services
  • Cash and voucher assistance for SRH services
  • This also includes advocacy and influencing approaches for providing SRH services to refugees to the fullest extent of the law, and working in cooperation with other agencies and partners to provide relevant and timely support. The role will require close collaboration with Plan International colleagues and partners who deliver multisectoral services to support refugee families’ in Poland (e.g. education, protection, livelihoods and economic opportunities etc.).
  • In Poland, Plan International is responding through partners and our response is focusing on child protection, mental health and psycho-social support, education and SRHR. The selected candidate will be expected to lead the SRHR response, with focus on supporting local partner organizations to deliver SRH information, education and services to young women and adolescent refugees, including to survivors of sexual violence. The role will be based in Poland with the Poland response as its primary focus, but may include travel in the region at a later stage to support SRHR in all countries where we respond to the Ukraine crisis.
  • This role is also intended to strengthen the Partner Organisations’ commitment to a safe, responsive and inclusive response, with strong focus on gender equality and social inclusion.
  • The Advisor is expected to represent Plan International in coordination bodies, inter-agency working groups, governmental and non-governmental groups as needed and agreed with managers.
  • Liaise with different SRHR technical staff within the organisation, located within the Global Hub, National Offices, Regional Offices or Country Offices, as well as humanitarian teams, Emergency Response Managers and technical specialists within other humanitarian sectors (in the Ukraine response primarily).

The Requirements

  • Significant experience of providing technical support to SRHR programmes and advocacy, including ability to analyse the impact of crises on SRHR of adolescents and young people with focus on girls and young women (experience in the Polish / Ukrainian context desirable)
  • Strong technical knowledge of comprehensive SRH services, GBV, comprehensive sexuality education and understanding of SRHR in humanitarian settings (incl. relevant humanitarian standards)
  • Strong communications and advocacy skills, including ability to develop and apply a range of advocacy strategies, in partnership with others
  • Strong partnership management and collaboration skills
  • Significant experience supporting capacity development initiatives and deliver SRHR and GBV related trainings to staff and partners (incl. trainings focusing on values clarification and attitudes transformation).
  • Actively promoting diversity, gender equality and inclusion
  • Good writing and editing skills, including fluent written and spoken English. Polish and/or Ukrainian desirable.
  • Ability to prioritise tasks, meet deadlines and work independently.
  • Capacity to manage demanding workloads, often in complex environments.
  • Strong understanding of safeguarding and prevention of sexual assault and exploitation (PSEA)
  • Conversant with the international humanitarian architecture desirable, particularly related to coordination and funding. Demonstrated prior experience of engaging with the humanitarian coordination system at local, regional and global levels. Demonstrable experience and expert knowledge of key practice and standards for SPHERE and Core Humanitarian Standards (CHS).

  • Programme Y.O.D.A is an organisational change programme through which we will change our Enterprise Resource Planning (ERP) solution, revise our processes and working practices in relation to Finance, Grants, Programmes and Projects and Supply Chain Management, and develop a new Project Management and Monitoring, Evaluation, Research and Learning (PMERL) solution.
  • Our new ERP solution will strengthen our business processes, leading to a more data driven and transparent organisation, which in turn, makes us more efficient and sustainable. Our PMERL solution will enable us to use data-driven insights to design, deliver and evaluate gender-transformative programmes and influencing, so we can reach 100 million girls. Together, they will help us understand the cost and impact of our projects, so we can make more informed decisions as we deliver our global strategy.
  • The purpose of this post is to lead Country Office (CO), Regional Hub (RH) and National Organisation (NO) readiness activities, providing guidance and support to help them meet the readiness criteria required ahead of Y.O.D.A systems’ deployment.

Accountabilities
To lead activities and provide support required to ensure Country Offices (COs)and Regional Hubs (RHs) achieve sustained behavioural change:

  • Work with relevant colleagues to shape and validate approach to Country Office business strengthening to ensure readiness for Y.O.D.A systems’ deployment and sustained behavioural change.
  • Determine how best to support colleagues through change to ensure sustained change as part of business practice strengthening
  • Create tools and resources to support process of change and readiness for deployment
  • Work with CO management and with functional leads in team to review and validate gap analysis with Country Offices.

  • Identify key actions and milestones to ensure National Organisations and Global Hub strengthen business practice to minimum requirements ahead of systems’ deployment, and ensure a plan is in place to meet the milestones

To use insights gained from pilot and subsequent cohorts to improve approaches to CO/NO readiness and business strengthening:

  • Analyse and report on insights gained from review and work with Country Offices on gap analysis and roadmaps to inform Business Strengthening and Deployment processes and approach.
  • Work with functional leads and subject matter experts, to update and improve change readiness assessment and guidance to Country Offices, Regional Hubs and National Organisations
  • Ensure insights gained are shared with Change team so they can be integrated into overall programme learning.
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

  • Experience in supporting the delivery of major change projects with regards to business processes and systems within large and complex international organisations.
  • Strong understanding and experience of working in strategic and operational aspects of a large, geographically dispersed, complex organisation and able to work at multiple levels in a complex programme

  • We wish to recruit an eLearning designer/developer to work on the Y.O.D.A self-paced learning materials.

Dimensions of the Role

  • We are looking for a creative eLearning designer/developer, able to create engaging self-paced learning which captures and retains learner interest where the subject matter focuses on processes and systems.
  • Part of the role requires the development of standard learning activities, where the approach and format are repeated across various modules. In addition, we are looking for the successful candidate to add value, using his/her expertise and experience to propose new activity types and better ways of working.
  • The successful candidate will be an eLearning developer, able to develop system simulations and other interactive online activities using Adobe Captivate or Articulate Storyline (TBC).
  • Online simulations are templated; however, other activities will require the learning developer to liaise with subject matter experts and apply instructional design skills to create engaging activities meeting agreed learning objectives.
  • The designer/developer will be able to create visually engaging learning content meeting Plan International branding guidelines.
  • All learning materials will be created in English, French and Spanish. (Translated text will be provided by translators.)
  • We use Totara as our learning management system (LMS). Most LMS administration is undertaken by our L&D Administrator. The eLearning developer will ensure learning works on the LMS and will load some of the content.

  • Do the instructional design of modules to create engaging learning, meeting agreed learning objectives
