1.) ICT Manager

 

Location: Abuja

Job Purpose

  • Support the administration of the office ICT devices, systems, networks, and applications in all Nigeria State offices and for all our work in Nigeria. This will include supporting, monitoring, and managing all ICT usage by staff and consultants working within the Data Management Centre (DMC) including ensuring compliance with all ICT and data protection policies and processes when working with ICT devices, systems, networks, applications, and data.
  • Also ensuring effective, efficient, and secure use and access of all ICT devices, systems, networks, applications, and data by all staff and consultants across Nigeria.




Key Working Relationships

  • Reporting to the Country Office Manager (COM), the ICT Manager will be a member of the Operations team under the Data Management Centre (DMC), providing support to MC programme implementation while working with other project staff in delivering programme work plan.
  • The ICT Manager will have dotted line reporting responsibility to the Global ICT Manager to coordinate and ensure all global ICT policies, processes, guidelines, and global ICT procurement are complied with.

Key Accountabilities
Administration, Management and Support (70%):

  • Provide all levels of support to end-users for all ICT devices, networks, applications, and services.
  • Responds to help desk hotline, maintains accurate information within the support tracking system, and monitors and ensures all ICT support requests meet Service Level Agreements (SLAs).  Produce monthly reports for the COM on all ICT support requests versus SLAs.
  • Work with COM to oversee and supervise employees and all activities of MC’s Data Management Centre and IT activities.
  • In conjunction with MC Global HQ, conduct user and system administration, maintenance and support of existing ICT systems including user accounts (Active Directory), email (Exchange Online), Intranet (SharePoint Online), Microsoft Office 365, Teams.
  • Provide line management for the ICT Officer and mentorship for all DMC Staff.
  • Ensure adherence to and enforce Malaria Consortium’s ICT policies, Data Protection policies, and all other policies, guidelines, procedures, and timelines.
  • Monitor Data Usage, provide data analysis and data clean-up as required based on Malaria Consortium Nigeria data management needs.
  • Lead ICT projects related to MC Nigeria project implementation and required support needs, including the design and deployment of new IT systems and services.
  • Provide quarterly reports on Data Security compliance audits.
  • Help define ICT infrastructure strategy, architecture, and processes in country.
  • Ensure the Maintenance of an accurate ICT asset inventory, including hardware and software licences where they are being used for all states in Nigeria.
  • Provide network support to Malaria Consortium staff and partners and escalate to HQ where applicable. Manage changes and, updates of existing systems, including working closely with any suppliers or consultants engaged to work on these changes or updates.
  • Collaborate with the HQ to provide ICT global operations updates to staff.
  • Manage and supervise the ICT officer to ensure prompt preventive and corrective maintenance of printers and copiers.
  • Coordinate, monitor, and manage the digital security of all Malaria Consortium Nigeria users, systems, devices, data, and communications. This includes ICT systems, third-party services, endpoint security including anti-virus and anti-malware, Internet firewalls, intrusion detection, access roles and rights, and password and other user authentication systems.
  • All other tasks as directed by Line Manager.

Procurement and Operations (20%):

  • Assess vendors and develop test strategies for new hardware and software.
  • Provide specifications for ICT devices and accessories in line with the Malaria Consortium global practices and the country-level standards.
  • Ensure that all ICT products and supplies are of the correct specifications and high quality.
  • Estimate and establish cost parameters and budgets for purchases related to ICT equipment and services for Malaria Consortium and Develop/prepare plans for the purchase of products, equipment, services, and supplies as required.




Documentation and Training (10%):

  • Ensure appropriate capacity is provided on ICT systems and software to users as required for existing and new systems and system changes, answering technical questions, and assisting users on set-up.
  • Create and maintain the documentation for existing and new systems for users and administration.
  • Ensure proper filing on SharePoint for all ICT related documentation.

Qualifications and Experience
Essential:

  • Demonstrable experience in IT Management with International NGOs
  • Bachelor's Degree in Information Technology, Computer Science, Information Systems, or a related field, or equivalent experience
  • 5 - 6 years of experience working in IT operations with at least 1 year experience in management role.
  • Experience leading and managing large IT projects and rolling out IT infrastructures across various technologies.
  • Previous experience in a customer-service role.

Work-based Skills and Competencies:
Essential:

  • IT Knowledge related to software and hardware management
  • A collaborative and flexible style, with a strong service mentality.
  • Good knowledge and experience of Microsoft Office applications – Excel, Word and PowerPoint (Office 365, 2019, 2016 and 2013).
  • Good knowledge and experience of networking technologies and systems – Internet, LAN switches, wireless access points, and VPNs.
  • Knowledge and experience of administration of Microsoft Windows Server, and administration of all or many of other Microsoft server technologies: user/Active Directory, email/Exchange, web/IIS, and Remote Desktop servers.

2.) ICT Officer

 

Location: Abuja

Job Purpose

  • Support the ICT Manager in the administration of the office ICT devices, systems, networks, and applications in all Nigeria State offices and for all our work in Nigeria. Scope of Work

  • The ICT Officer will assist the ICT Manager in providing ICT Support Services to MC Nigeria Country Office Programs in line with Global ICT policies, processes, and guidelines as well as local Nigerian policies and guidelines.  This includes supporting the installation, maintenance, and administration of the organisation’s computer systems, including the planning for, and responding to service outages and other problems within Service Level Agreements (SLA) agreed with the Country Office Manager (COM).
  • The role also includes supporting and administering ICT systems and services in all MC offices in Nigeria, including those used in remote or field locations, or in a working from home environment.  This may include liaising with suppliers to support and administer local ICT systems in other MC offices in Nigeria where appropriate.
  • The role will support the ICT Manager in ensuring the efficient and secure operation of all ICT usage within the Data Management Centre whether by staff or consultants.  This includes monitoring to ensure compliance with all ICT policies and guidelines including ICT security and data protection requirements by all staff and consultants accessing MC devices, networks, applications, and data.

Key Accountabilities
Administration and Support (70%):

  • Provide first-line support to end-users for all ICT devices, networks, applications, and services.

  • Support the running and implementation of MC Nigeria Data Management centre as required, including maintenance and servicing of DMC tools and inventory keeping.
  • Support the ICT Manager to monitor data usage, provide data analysis and data clean-up as required based on Malaria consortium Nigeria data management needs
  • Simulates or recreates processes to resolve operating difficulties and recommends system modifications to improve performance.
  • Works with networking services, software systems, and applications as appropriate for problem resolution.
  • Prepares laptops and desktops for deployment and provides education and/or training in their correct and efficient use.
  • Performs software installations on company computers and configures applications as specified.
  • With supervision, maintain an accurate ICT asset inventory, including hardware and software licences where they are being used for the Nigeria offices
  • Assist the ICT Manager in coordinating, monitoring, and managing the day-to-day digital security of all Malaria Consortium Nigeria users, systems, devices, data, and communications. Changes and Updates (10%):

  • Updates of existing systems, including working closely with any suppliers or consultants engaged to work on changes or updates.
  • Support the purchasing of ICT hardware, networking, software, applications, and services.




Qualifications and Experience
Essential:

  • Bachelor's Degree in Computer Science, Information Technology, Computer Engineering or related field.
  • Demonstratable experience in a customer-facing role, providing first and second line support.
  • Experience of working with multiple applications for organisation processes.
  • Demonstrate experience working in IT operations at a similar level
  • Experience of working with ICT suppliers and consultants, preferably in multiple countries.
  • Experience of working in the NGO sector.

Work-based Skills and Competencies:

  • Good knowledge and experience of Microsoft Office applications – Excel, Word and PowerPoint (Office 365, 2019, 2016 and 2013).
  • Good knowledge of networking technologies and systems – Internet, LAN switches, wireless access points, and VPNs.
  • Evidence of strong attention to detail, accuracy, and ability to follow and develop processes.
  • Evidence of good organisational, analytical, oral and written communications skills in English; and ability to work well in teams.

3.) State Administrative & Logistics Officer

 

Location: Kogi
Employment Type: Temporal

Job Purpose

  • The purpose of this position is to provide Administrative, logistics and procurement support to State office of the SMC – PF project.
  • The officer will lead in the everyday administration of the office with support from the project staff.

Scope of Work

  • The Administrative and Logistics Officer under the guidance of the State Project Manager will provide general Administrative and logistics support to the Program office and ensure efficient use, functioning and management of the office in line with MC policies.
  • This will include to have an updated data bank of consultants, vendors and stakeholders. The officer will ensure an effective maintenance system of all office equipment, including generator, photocopiers, computers and its networks, printers and other office assets.

Key Accountabilities
Office Administration (35%):

  • Provide and oversee the day to day administration of the office with support from staff.
  • Provide support to the team by overseeing the management and maintenance of the office assets, utilities, office equipment, consumables and supplies;
  • Responsible for recording and updating of office assets in the asset register;
  • Provide monthly reports on state activities as it relates to the admin, procurement and logistics to the office manager at the country office;
  • Oversee the setting up of a filing system for the office, ensuring ease of storage and retrieval of documents.
  • Responsible for the effective maintenance of all IT equipment and computer in the office.




Procurement & Logistics (35%):

  • Oversee all logistic arrangements including maintaining an updated record of events, travel itineraries of staff and short-term consultants (as applicable) to ensure proper delivery and satisfaction of service to the project;
  • Responsible for procurements of assets to the state offices in line with MC procurement policies as well as vendor management and other service providers contracting (including security and IT);
  • Will ensure updated records and valid documentation all of vendors. And other service providers and consultants are registered on NAV;
  • Responsible for negotiations with hotels, travel and transport services and oversee general logistics for field/state activities;
  • Liaises with Country Office on administrative and logistics difficulties and other office maintenance issues.
  • Provide support to the office driver, by providing supervision, coaching and mentoring in developing vehicle movement plan, implementation and review;
  • The officer will check the vehicle log sheet and driver’s time sheet and sign off on them monthly.

Programme Activities (30%):

  • Support the coordination of internal and external stakeholder or technical meetings, workshops, seminars, including all travel and accommodations arrangements;
  • Support the compilation of participants list (i.e. CHWs, health facility staff, team supervisors, ward supervisors, state, and LGA supervisors), during MDA and other project events
  • Responsible for contracting short term consultants in state office in close communication with the HR manager at the country office and in line with the procurement policy;
  • Coordinate the administration and logistics of the programme office on all field related activities in the state;
  • In line with the programme budget and working closely with the finance officer, ensure value for money of all procurements for programme activities carried out in the state.

Qualifications and Experience
Essential:

  • Bachelor's Degree in Administration, Social Sciences, Project Management or similar
  • A minimum of 3 years’ experience in a related role
  • Previous experience within the INGO sector and in a related role
  • Person resident in and working experience in the State of Assignment
  • Ability to work on own initiative and as part of a team
  • Ability to work with little or no supervision
  • Ability to multi-task
  •  Strong Microsoft office suite skill
  • Demonstrable passion for Malaria Consortium’s mission; a strategic manager with integrity and a desire to work in a dynamic environment
  • A collaborative and flexible style, with a strong service mentality
  • Excellent computer skills in MS Word and Excel.
  • Knowledge of use of database tools will be an added advantage
  • Skill in MS Access will be an added advantage.

4.) State Technical Officer

 

Location: Kaduna

Job Purpose

  • To work with the State project manager and team in providing technical support and direct implementation of projects activities with a focus on the capacity building, logistic system for health commodities and supervision of health facility and community health workers in the state.

Scope of Work

  • The State Technical Officer (STO) would support the programme activities at state level, in all service delivery points in all the Local Government Areas (LGAs) of operation to ensure timely programme delivery to achieve given targets and objectives.

Key Working Relationships:

  • The officer working under the line-management of the State Project Manager (SPM) and in close collaboration with the state, LGA, community actors, stakeholders and partners would deliver aspects of the programme as per the specified job tasks and expected deliverables.




Key Accountabilities
Technical contributions (70%)

  • Coordinate the implementation of state-based activities on malaria prevention (including routine LLIN distributions, use and monitoring)
  • Work closely with the SR that would deliver mass distribution of LLINs in state of operation
  • Support the State MoH to deliver Seasonal Malaria Chemoprevention (SMC) services to eligible children in the state
  • Coordinate programme activities to support malaria case management (diagnosis and treatment) within the state including support for LMIS
  • Support the State MoH to implement activities for improving Intermittent Preventive Therapy for pregnant women (IPTp)
  • Technical support for the planning and management of malaria and other communicable disease control programmes at state level
  • Coordinate public sector, private sector and civil society on-site training of health workers, Community Care Givers and PMVs on malaria prevention and case management
  • Support capacity building of the State MoH personnel on malaria technical areas
  • Preparation and submission of project malaria technical activity reports to ZPM
  • Coordinate the project specific and support to State MoH on procurement, supply chain and logistics activities
  • Contribute to the finalisation of the project performance and M&E frameworks and take the lead in the operationalization of the frameworks
  • Support state M&E activities
  • Represent MC on malaria Technical Working Groups (TWGs) and other relevant health coordinating committees at state level with approval of the SPM

Project Management (20%):

  • Contribute and work with the relevant personnel to prepare all relevant project start up and planning tools on time.
  • Contribute to project exit strategy as part of project design and ensure inclusion of relevant activities to promote sustainability within the work plan and smooth transition of the project to government.
  • Contribute to quarterly lessons identification and learning documentation and dissemination.
  • Preparation and submission of project service delivery activity reports to Project Manager

Technical performance management and Quality Assurance (10%):

  • Take the lead in ensuring roll-out of project service delivery activities meet international standard of quality
  • Document evidence and best practices that are related to the programme

Qualifications and Experience
Essential:

  • Degree in Medical, Public Health, Health Policy, Epidemiology or another relevant specialty is a minimum requirement
  • Significant experience of working in developing countries
  • Excellent project planning, management and monitoring & evaluation skills
  • Excellent written and spoken English
  • Knowledge of medical supplies procurement and supply chain management
  • Technical knowledge and skills in control of malaria, pneumonia and diarrhoea
  • Familiar with public health principles
  • Familiar with monitoring and evaluation of community based health programmes
  • Excellent report writing and presentation skills are also needed.

5.) Procurement and Admin Officer

 

Location: Abuja
Job Type: Permanent, Full Time

Job Purpose

  • The Procurement and Admin Officer will be responsible for all based procurement planning and procurement.
  • He/she will also be responsible for providing Abuja based administrative support to state projects under Malaria Consortium in Nigeria.

Scope of Work

  • The Procurement and Admin Officer will support the project procurement plan design and regular updating.
  • He/she will provide the analysis for all Abuja strategic supplier agreements related to and will monitor them, and will coordinate all procurement related in Abuja in accordance with the Malaria Consortium Procurement Policy.
  • He/she will also manage all assets in the Abuja office and provide support to the management of assets in all state offices.

Key Accountabilities
Procurement planning (15%):

  • Support the project manager and Country Office Manager with the design of procurement plans to allow all procurements to be delivered on-time at value for money following compliant processes
  • Work with the Senior project manager and Country Office Manager to review all project procurement plans on a regular basis (at least quarterly) to ensure that all procurement is being planned to allow for on-time delivery at value for money following compliant processes.

Supplier agreements (15%):

  • Support the Abuja Office Manager with defining they Nigeria Country Procurement Plan
  • Provide support in the analysis for all Abuja based Framework Agreements and creation  of Preferred Suppliers based on the Country Procurement Plan, following the processes defined in the Malaria Consortium Procurement Policy, including for fuel, security, IT support, generator maintenance, vehicle maintenance, stationery, hotels, taxi firms, rental vehicles, event locations for conferences/workshops/seminars, printing material, etc.
  • Track all Global Fund procurements against all supplier agreements and provide quarterly reports to the Abuja Office Manager on total expenditure to date per agreement, supplier performance and issues and recommendations for the coming year.




Procurement (55%):

  • Coordinate all Abuja based procurement in accordance with the Malaria Consortium Procurement Policy, ensuring that all documentation is completed, correctly approved and filed appropriately for future reference
  • Maintain a record of the status of all procurements, which will be shared weekly with all relevant staff so that they can properly plan and implement all activities
  • Collate documentation for all procurements for the Country Procurement Review Committee (PRC)
  • In line with the project budget and working closely with the Country Office Manager, ensure value for money of all procurements for activities carried out in Abuja and all offices at state level.

Admin, Asset and Stock Management (15%):

  • Support the Abuja Senior Admin Officer in managing all Abuja based assets to ensure that they are registered, tracked, maintained and disposed of according to the Malaria Consortium Asset Management Policy
  • Maintaining the Property Inventory Register for all office equipment (as per the Malaria Consortium Fixed Asset Policy) in Abuja
  • Support the Abuja Senior Admin Officer in managing any stock procured by, as defined by, and in accordance with the Malaria Consortium Inventory Management Policy
  • Carry out delegated administration tasks as required by the Abuja Office Manager.

Qualifications and Experience

  • Degree or similar qualification in Procurement and Administration or related field
  • At least 5 years’ experience working in an operations related role specifically in procurement
  • Proven writing skills in English
  • Ability to work effectively and sensitively with staff in other locations
  • A collaborative and flexible style, with a strong service mentality
  • Facilitation and coordination skills
  • Sector awareness related to procurement
  • Excellent interpersonal and communication skills
  • Excellent computer skills with proficiency in Microsoft Word, Excel and PowerPoint
  • Analytical skills
  • Ability to troubleshoot basic ICT issues.
