Background
- The USAID Lagos Urban Water, Sanitation, and Hygiene Activity (LUWASH) is a $44 million Water, Sanitation and Hygiene (WASH) activity. LUWASH will increase the availability, quality and use of safe water and sanitation services and improve the governance and sustainable management of associated sector institutions in Lagos, Nigeria.
- Through an integrated, market-based approach, LUWASH will work across the value chain of WASH services to bolster supply and manage demand within a strengthened framework of sector governance, financing, and regulated services. The activity aims to catalyze sector transformation and generate WASH service improvements for at least 4 million people in low-income communities and build a foundation for continued progress beyond LUWASH.
- The Lagos Urban Water, Sanitation, and Hygiene Program (LUWASH) activity aims to rebuild the social contract around WASH services in Lagos through contributing to the following objectives 1) reliable data on water resources and services and 2) change management for institutional development across objectives to catalyze sector transformation, generating WASH service improvements for at least 4 million people in LICs and building a foundation for continued progress beyond LUWASH.
- Reporting: The WASH Market Specialist reports to the DCOP / Service Strengthening Lead.
Job Summary
- Supports coordination with private and informal markets for WASH services, Non State Providers (NSP) capacity building, and increased SME access to finance, working with the CBO and SME engagement officer to support CAREVO fund grantees (Task 2.3). Advises LWC on support to WASH operators to improve revenue collection.
Principle Duties and Responsibilities
- Support LUWASH technical team in the design and rollout of WASH interventions to ensure they align with the broader LUWASH outcomes.
- Support develop, implement, and track marketing programs such as email, social media, or digital campaigns, and events on behalf of LWC/LSWMO
- Support the collection of data on alternate service providers, customer demographics groups, prices, and distribution, and other information relevant to the LWC/LSWMO’s marketing situation.
- Analyze key performance data of the marketing campaigns to determine their effectiveness.

Qualifications
- University Degree in Marketing, Communication, Sociology, Mathematics, Data Analysis, Economics or related field required. Master's Degree preferred.
- Marketing experience for 5-7 years; experience working with USAID or other donor-funded programs preferred.
- Demonstrated professional excellence, a knack for data and strong analytical skills.
- Solid knowledge of Google Analytics, various marketing, CRM Systems and analytics tools such as Marketo and other statistics and analysis tools.

Job Summary
- Embedded in LWC and leads capacity-building efforts of public and private service providers in operations, maintenance, and overall management (Task 3.1, 3.2). Contributes to activity support for the restructuring of the LWC, advising on recruitment and training requirements (Task 2.1). Provides timely advisory on non-revenue water, billing systems, and performance improvement.
Principle Duties and Responsibilities
- The main objective of this position is to build the capacity of the Lagos Water Corporation (LWC) in general utility operations including commercial, HR, managerial, and operational aspects with the aim of improving their operational viability.
- In this respect the position will support the LWC to have adequate capacity for administration, HR Management, Sales, reporting, billing, non-revenue water mitigation, and other revenue-generation ventures.
- This means developing accurate, transparent accountability systems and strengthening performance management across critical departments of the utility. The position will also support in routine performance management processes and support the creation and operation of a pro-poor unit.
Other functions will include:
- Facilitate the development of appropriate organizational structures and other HR-related functions for the organizational transformation of the LWC.
- Facilitate the implementation of Customer Engagement Strategy, Core Ideology, and Corporate Culture plans.
- Facilitating the development and execution of incentives and performance-based contracts including defining performance monitoring and assessment approaches with clearly defined KPIs and implementation of the PIP’s.

Qualifications

- Expertise in utility performance improvement and specific expertise in the following areas including HR management, strategic planning, training and capacity building, financial management, and/or customer satisfaction and engagement is critical.

Job Summary
- Embedded within LWC and provides technical assistance in financial management, infrastructure planning, engineering, data, and management of private sector contracts (Task 2.2).
- Collaborates with DCOP and utility operations and management specialist to help LWC establish a LIC unit, advising and building capacity of LWC staff to develop appropriate subsidies and business models, improve cost recovery, and forecast mid- and long-term capital investment requirements.
Principle Duties and Responsibilities
The main objective of this position is to support and build capacity of the Lagos Water Corporation (LWC) in downstream utility operations including finance management, planning, monitoring and evaluation and general strategy development with the aim of improving their operational viability. In this respect the position will support the LWC to have adequate capacity for budgeting, financial management reporting, planning, M&E, and other revenue generation ventures. This means developing a robust, accurate, transparent accounting systems and strengthening transparent financial management along with a long-term strategic thinking hub for the utility. The position also supports the (LWC) in routine budgeting processes, and design of appropriate tariffs. Other functions will include:
- Facilitate the development and implementation of Financial Management Manuals and Standard Operating Procedures.
- Support prioritization and use of private sector options to improve delivery of water supply services.
- Identify innovative cost recovery mechanisms and service delivery models.
- Undertake Lagos State economic analysis and support the tracking of WASH investment trends.
- Facilitate an effective budgeting process and investment planning with specific sight on directed subsidies to low-income communities.

Job Description
- We seek an Accountability and Monitoring Specialist for the USAID Lagos Urban Water, Sanitation, and Hygiene Activity (LUWASH) in Nigeria. The Accountability and Monitoring Specialist will work towards the implementation of Component 1 tasks to achieve required results, under the Governance and Regulatory Lead (GRL).
- This role will work from within key institutions, including Lagos Water Corporation (LWC), Lagos State Wastewater Management Office (LSWMO), Lagos State Water Regulatory Commission (LAWARCO) and the Ministry of Environment, identifying needs as they arise and providing capacity support and technical assistance in response.
- At the same time, this role will assist in the development and implementation of activities to support accountability and monitoring systems for urban WASH services.
Background

- Component 1 of the LUWASH program focuses on strengthening governance and institutional arrangements necessary for achieving sustainable WASH outcomes in the long run.
- This will be carried through three main sub-components: 1) Improve the policy, legal, and regulatory environments of both public and alternative private providers; 2) Enhance the capacity of sector institutions to improve accountability, equity, and transparency in the sector; and, 3) Support government planning efforts to manage water resources and incorporate the risks associated with climate change.
Reporting:
- The Accountability and Monitoring Specialist will report directly to the Governance and Regulatory Lead (GRL).
Specific Duties and Responsibilities
The Component 1 / Accountability and Monitoring Specialist will be responsible for the following:
- Assist the GRL with activities associated with Component 1: Governance and Institutional Arrangements Strengthened to Deliver Improved WASH Services.
- Assisting in the drafting of annual work plans and design and manage activities listed within the work plan to achieve Component 1 required results
- Work with GRL in the mapping of the policy, institutions, and regulation (PIR) landscape, determining responsibilities and identifying elements to change to ensure accountability and effective service delivery
- Support the development and enforcement of effective planning and management frameworks for water resources and ensure these frameworks are integrated into technical activities across project components
- Assist in the institutional development and capacity building initiatives with LWC, LSWMO and LAWARCO to strengthen their ability to carry out more effective, accountable, and transparent sector management and regulation.
- Assist GRL in coordination of stakeholder’s meetings, workshops, and / or learning and knowledge sharing visits
- Monitor and report on results and successes of relevant previous and ongoing WASH activities in Nigeria and Lagos to leverage into future activities.
- Assist GRL in putting together USAID facing deliverables that proactively communicate progress, achievements, and challenges.
- Provide support to the GRL for resolution of complex issues, timely completion of tasks, and achievement of project goals and objectives.

Qualifications
- Bachelor’s Degree required, Master’s Degree in Engineering, Management, Urban Planning, law or any relevant social science preferred.
- Minimum of three years’ experience working on water and sanitation sector reforms and utility management enabling environments at senior level.
- Demonstrated understanding of the institutional and legal framework in Lagos state and Nigeria at the federal level for WASH services, resources management and regulation
- Experience working on urban water supply systems and community-based water supply and sanitation services is preferred.
- A good understanding of operational challenges of water service providers in Nigeria, specifically Lagos

Job Title: Senior Logistics Advisor - Program Operations

Project
- This scope of work (SOW) sets forth the services to be provided by the Senior Logistics Advisor-Program Operations to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc. in the implementation of the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) in Nigeria.
Background
- The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world.
- The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program. GHSC-PSM provides health commodity procurement services and systems-strengthening technical assistance that address all elements of a comprehensive supply chain. All four task orders are implemented in Nigeria.
- The Senior Logistics Advisor-Program Operations will be responsible for coordinating technical activities in the assigned state for the GHSC-PSM project in Nigeria.
Principal Duties and Responsibilities (Essential Functions)
The Senior Logistics Advisor-Program Operations, working through the State Logistics Management Coordinating Unit (LMCU), shall be responsible for:
Facility-Level Replenishment and Reporting:
- Ensuring donor-procured health commodities “stock on-hand” within State/health facilities continuously falls within the min/max range established for each product by supporting the LMCU to:
- Support data collection at the state level
- Support data review at the state level (accuracy of facility reporting)
- Coordinate data input into the National Logistics Management Information System (LMIS) reporting tool
- Support assessment activities (EUV, state warehouses, storage facilities, supply chain, etc.)
- Submit bi-monthly replenishment orders for quantities of each donor-procured commodity not to exceed the allocated value of commodity made available to the State from the national supply of donor stock,
- Submit emergency orders if/when donor-procured stock levels fall below min/max values in between bi-monthly distributions.
- Support replenishment trend analysis and consumption data pattern analysis to help supervise and identify future distribution requirements.
Facility Level Receiving:
- Share the distribution plan with identified Stakeholders within the state.
- In conjunction with the W&D Advisor/Associate, will develop a schedule to monitor distribution services of the 3PLs making deliveries of donor-funded commodities (appropriate trucks, delivery times, etc.)
- Coordinate with SDP IPs and other stakeholders to ensure that facilities have the appropriate staff with signature authority are present during delivery windows, that facilities conduct a comprehensive review the quantities of each product delivered against the proof of delivery, that facilities inspect the quality of the products being delivered, and facilities carefully noting any discrepancies on the proof of delivery document prior to accepting the delivery.
- Oversee the review of PODs to detect any issues and address/escalate accordingly.
- Provide feedback to the regional and central W&D team on delivery issues
Facility Level Storage:
- Coordinate with SDP/ IPs and other stakeholders to ensure that donor-procured commodities within health facilities are stored and managed in keeping with World Health Organization (WHO) guidelines, and good inventory control best practices.
State Central Medical Store:
- Support the state to strengthen storage practices at the central medical store, applying best practices and improving the state systems.
- Support routine ITN distribution in malaria-supported states.
Coordination and Governance:
- Support state monthly PSM TWG meetings, providing technical inputs and information regarding supply chain activities of program areas supported by GHSC-PSM.
- Support the conduct of biannual ART focal person meeting.
- Support the state programs in their annual workplan development and periodic review.
- Facilitate periodic visits to the health facilities, by the GHSC-PSM M&E team, to monitor implementation of supply chain activities that supports service delivery, and report results to the Director-Program Operations (Regional Director).
- Providing state level reports to the Director-Program Operations (Regional Director) on stock status of health products within health facilities in the state and warehouses that have stock allocated to their state.
System Strengthening and Collaboration with other Donors:
- Work with other USAID supported IPs to coordinate program activities and promote synergy among partners.
- Work with stakeholders to conduct Joint monitoring and supportive visits.
- Work with stakeholders to conduct capacity building activities suited to address identified gaps
- Conduct joint routine review of data quality issues with all relevant stakeholders and develop appropriate strategies to address issues identified.
- Ensure availability of commodities for all partner programs where it falls within GHSC-PSM mandate
Report of commodity loss:
- Immediately report donor and state-procured commodity loss at the health facilities or during distribution to the Director-Program Operations (Regional Director). The losses will include, expiries, theft, discrepancies inventory, commodity damage during handling, damage in product quality etc. while in custody of the state officials at the warehouses and/or health facilities.
- Facilitate the collection of a police report on the incident to ascertain the root cause and preventive action.
Project related:
- Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual.
- Support achievement of the overall project goals as required to ensure project performance.
- Perform other tasks as directed by the Director-Program Operations Region 1 (Regional Director)
Job Qualifications
- Bachelor's Degree in Pharmacy, Public Health, Medical Laboratory Sciences, Logistics Management or other related Sciences.
- Specific experience in supply chain and programming related to HIV/AIDS, TB, FP, MNCH or Malaria strongly desired.
