Role Purpose

  • This is a Finance Analyst position which is within the Country Office finance department.
  • The post holder will be responsible for assisting in providing timely and accurate financial data/information for decision making, reviewing and development of budgets for active awards, phasing of budgets and forecasting, preparing and reviewing budgets and donor financial reports for accuracy, reviewing and posting of financial transactions, reviewing monthly financial performance against budgets for selected Awards, support program team and budget holders, and other financial supports that may be delegated.
  • This position will be responsible for providing financial support functions required in Country Office. Using strong interpersonal/communication skills and excellent analytical skills, the incumbent will develop and maintain positive relationships with colleagues’/user departments and other business functions with a strong focus on customer service.
  • In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Areas of Accountability:

  • Ensure that Save the Children minimum standards of Finance procedures and country policies are implemented and adhered to in the area of responsibility, supporting relevant staff as required
  • Ensure that transactions within the specific area of responsibility meet Save the Children and donor regulations

  • Prepare quality and timely donor financial reports that meets SCI and donor requirements
  • Support the Senior Finance Manager preparation of annual country master budget; provide costing inputs and ensure that all assigned awards budget are phased and the accurate/updated information for the awards are loaded/posted in the SCI financial management system
  • Recommends actions by analyzing and interpreting data and making comparative analyses; studying proposed changes in methods/materials and providing accurate/timely information to management
  • With respect to the assigned awards, improves financial status by analyzing results; monitoring variances; identifying trends; recommending actions to management.
  • Assists with monthly close process; reviewing transaction listing/making recharges before month end to ensure appropriate coding and correction within the month of transaction.
  • Perform regular foreign exchange (FX) analysis on awards to assess the impact on budget performance, identify possible effects arising from foreign exchange and communicate same to budget holders and management
  • Maintain and update award budgets on SCI financial management system
  • Identifies financial status by comparing and analysing actual results with forecasts and budgets, Coordinate and attend monthly BVA meetings, monthly/quarterly Awards review sessions, and support monthly budget phasing; track agreed action points and recommendation to ensure corrections are done
  • Uploading SOF budgets into FMS and support Budget Holders to ensure that phasing and coding are accurate.
  • Perform budget realignments, revision and rephrasing were required
  • Promptly respond and resolve queries on Donor financial reports from donor/member staff.

Reporting:

  • Review monthly transaction listing with budget holders to ensure that cost charged to awards are valid and wrong codes are corrected
  • Prepare Donor Reports
  • support budget holders to ensure realistic forecast are submitted along with reports where applicable.

Financial Managements:

  • Reviewing and posting of financial transactions on SCI financial management system.
  • Perform partner account reconciliations: In case of partner’s involvement, Finance to ensure that the financial capacity assessment of the partner in question has been completed prior to a sub-award being granted
  • Ensure DEA (Donor Expenditure Analysis) codes are created in Agresso within 30 days of Fund Summary activation
  • Make necessary adjustment and recharges requested by Budget Holders
  • Attend procurement meeting as member of procurement committee and review relevant documents within the authorization limit of this position
  • Assist in preparing CAM estimates for budgets: Analyse actual CAM costs on current award
  • Attend Kick off meeting to support and advise on coding structure/s, SCI/Donor reporting.

Qualifications and Experience
Essential:

  • First Degree or its equivalent in Accounting/Finance
  • Professional qualification in accounting or significant progress towards qualification (ACCA, ICAN, ANAN, CFA, etc) added advantage
  • Previous 4-6 years Donor financial management and reporting experience in similar position in an INGO.
  • Experience of working in a multi-currency environment.
  • Experience working with Agresso, SAP etc.
  • Knowledge of donor financial reporting & budgeting for institutional and private donors like USAID, FCDO, GAC, ECHO, EU, UN Agencies.

2.) Procurement Officer

  • The Procurement Officer (Buying) is responsible for purchasing of goods and services in Ogoja based on needs of Save the Children’s programmes, managing orders and relations for a complex portfolio of programmes.
  • The Procurement Officer will also support the Supplychain Coordinator in:
  • Ensuring that the right supplies and services are procured and that there is timely procurement and delivery of goods and services to programmes to deliver outstanding results for children

Procuring Goods and Services (Buying):

  • Manage suppliers professionally and proactively, providing feedback to improve performance and leading periodic review meetings.

  • Deliver management information reports summarising key trends in performance of the procurement section against KPIs.
  • Manage procurement for the Ogoja office in line with SCI procurement policies, processes and quality standards through supervision of Purchase Requests and Purchase Order processes.
  • Deliver on the Ogoja Field office supply plan, combining use of ad-hoc procurement, approved suppliers and contracted suppliers to meet the needs of the programmes.

  • Ensure supplier files are routinely updated on performance and that regular reviews of performance are undertaken by the Procurement Committee for evaluation of suppliers for future use.
  • Develop strong relations with programmes to support them in improving their ordering practices and review all Procurement Plans together with the Supplychain Coordinator.

Team Management and Capacity Building:

  • Develop strong relationships with the field office programmes to support them in improving their procurement practices

Performance Management:

  • Support the Supplychain Coordinator in the production of management information reports on a monthly and quarterly basis, including data analysis and recommendations on improving the efficiency of procurement processes.

  • Promote and ensure compliance to our Procurement Policy, Procedures and quality standards
  • Responsible for ensuring Supplier Enablement activities are carried out so that as many suppliers as possible transact with SCI through the Ariba Network.

  • The Logistics Assistant is responsible for supporting the management of assets, communications and Warehousing to ensure effective, transparent and accountable Supply Chain support to the Save the Children Programs in Ogoja.
  • Liaison with program teams to ensure adequate Supply Chain consideration for coordination and planning of program implementation.
  • Provide technical support and guidance to program teams on Supply Chain elements of logistics management.

Warehousing and Inventory Management:

  • Acknowledge reception of items in good order and condition

  • Ensure proper storage of commodities in shelves or pallets not to exceed maximum stack heights

  • Ensure leased properties are in good habitable conditions.  Overseeing repairs on these houses, liaising with the caretaker and landlord where necessary.
  • Establish and maintain a list of contact details for preferred service providers including carpenters, electricians, plumbers, generator servicers and builders and make this list available to staff.
  • Report any defective communication equipment or service and check on running costs with Finance to ensure no misuse occurs.

Role Purpose

  • Save the Children seeks an experienced Project manager to lead an integrated Child protection and Education project in Ogoja, Nigeria.
  • The Project Manager will ensure effective financial and operational management of the project while working closely with the Filed Manager and the wider Operations Team.
  • S/he will oversee the day-to-day implementation of the programme and will be accountable for the effective financial and operational management including planning project activities, estimate time and financial commitments.
  • The Project Manager is accountable for delivering Project activities to the agreed quality standards and is responsible to seek and coordinate input as appropriate from the technical teams, to ensure the development and adherence to technical program quality standards, monitoring and evaluation systems, donor and SCI regulations.
  • S/he will be responsible for monitoring and reporting on the project’s progress in relation to timely delivery, outputs actual spend, quality and results as compared to the original plans and the project proposal.
  • S/he will manage issues and risk and make recommendations on how to adjust or reallocate resources to accommodate changes and respond to challenges.
  • S/he will also be responsible for effective stakeholder relationship management, including developing and maintaining strong working relationships with the donor, government and partner agencies, operating in the State and at federal level.

  • Budget Responsibilities: Approximately 2 million USD per annum

Key Areas of Accountability
Programme Implementation and Monitoring:

  • Lead the implementation of high quality program activities in line with grant agreement and SC technical and operational requirements
  • Ensure that implementation is accelerated and on track in line with approved budget and required quality.
  • Support the development of Detailed Implementation Plan (DIP) and procurement plan and other project management tools.
  • Ensure that effective monitoring and performance management systems are in place for achieving prior agreed programme activity targets, budget allocations and financial expenditures, ensuring that value for money can be effectively demonstrated to the donor and activities and expenditures are compliant with donor requirements
  • In coordination with technical leads, continually reflect on the extent to which implementation of activities and outputs will lead to the achievement of desired outcomes and make necessary adjustments
  • Conduct planning meetings with key program staff, while ensuring adequate planning documents are established and maintained
  • Monitor progress of activities against the detailed implementation plan and log frames while evaluating the relevance and appropriateness of the intervention.
  • Identify technical and operational program supply needs and coordinate with logistics teams to put in place a sensible phased procurement plan.
  • Prepare timely and quality programme and donor reports on project activities in compliance with internal requirements and any relevant external donor requirements.
  • Ensure that activities are appropriately planned, that delays and constraints are documented, and solutions identified.
  • Ensure programs are adequately resourced and oversee timely expenditure of approved budgets, ensuring appropriate spend and proper and effective use of program resources.

  • Make frequent visit to project sites to monitor and oversee project implementation and provide technical and managerial guidance/support identifying issues that need timely action and support at different levels.
  • Work with the MEAL team to develop tools and ideas to ensure that the program  is monitored against measurable and appropriate indicators.
  • Ensure regular post distribution monitoring is carried out appropriately, and contributes to situation/response analysis, and any corresponding revision of program plans

  • With support from the Child Protection Coordinator, develop monthly and quarterly plans and costed plans, contributing towards an overall thematic programme plan. From the strategy initiate programming in the following areas as appropriate:
    • Support to the psychosocial (physical, social, emotional) wellbeing of children with GBV victims and their families.
    • Build the staff capacity to provide direct and appropriate support services to GBV survivors
    • Take lead in Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV) in project communities
    • Mentor, supervise and monitor of gender based violence implementation and draft monitoring action plan for quality control.
    • Prevention and response to all forms of exploitation including harmful child labour and child trafficking
    • Support the integration of GBV cases into other CP case managements process,  CPIMS,CFS and PSS
    • Oversee and coordinate the development and maintenance of data collection and analysis mechanisms and share timely quality information the relevant sector management.

  • S/he will be responsible for supporting designing and following-up with the technical aspects of the project implementation, strengthening the referral system as well as providing capacity building, and technical expertise.

Role Purpose

  • The Child Protection Officer is responsible for ensuring that quality child protection  services are provided to the population served by the project (mostly vulnerable children and their families).
  • They will have their capacities developed to provide these kinds of protection to children in a range of Save the Children’s emergency responses world-wide.
  • The   Child Protection Officer will be expected to support on sectoral assessment, project planning and coordination. In most circumstances, the post holder will be expected to mentor and/or build capacity of case workers  community volunteers, PSS facilitators and animators on the field.

Key Areas of Accountability:

  • Support the Sector Lead to conduct child protection assessments using SC assessment processes and tools and the Inter-agency Child Protection Assessment Resource Toolkit. Adapt the Assessment Tool as necessary. Coordinate with other SC thematic areas, the national/district Child Protection Working Group and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific, disaggregated analysis of children’s needs.
  • With support from the lead Child Protection Coordinator, develop monthly and quarterly plans and costed plans, contributing towards an overall thematic programme plan. From the strategy initiate programming in the following areas as appropriate:
    • Support to the psychosocial (physical, social, emotional) wellbeing of children and their families.
    • Emergency family tracing interventions and alternative care options for unaccompanied and separated children, utilising tools within the Inter-Agency Child Protection Information Management System
    • Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV) in project communities
    • Prevention and response to the main risks for children’s exposure to physical harm
    • Prevention and response to all forms of exploitation including harmful child labour and child trafficking
    • Support the integration of case management into CFS and PSS
    • Support the integration of child protection in to other SC emergencies core sectors on the field
    • Coordinate with the Case workers and other relevant technical sectors, to ensure a rapid, proportionate and effective response;
  • With support from the Child Protection Coordinator, supervise project implementation to ensure timely delivery of project activities (for example, monitoring against individual performance management work plans).

Capacity Building:

  • Provide capacity to implementing partners that have less CPiE experience
  • Provide technical support/capacity building to other CP staffs in the absence of the senior child protection adviser

Representation & Advocacy & Organisational Learning:

  • Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums including the State Child Protection Sub Working Group, advocating for the specific needs of children. This may involve supporting the coordination of working groups and sub-working groups.
  • With support from the CP coordinator and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country.
  • In collaboration with the Child Protection team, feed in learning, experiences and evidence to relevant global advocacy objectives.

Role Purpose

  • The Internal Control & Compliance Manager is responsible for ensuring that all Save the Children and donor guidelines and policies are complied with while evaluating the effectiveness of the governance, risk management and control systems in place.
  • As a member of the Extended Senior Management Team (ESMT), s/he will advise on any additional steps that need to be taken to ensure the protection of the programme’s assets, funds and reputation. S/he will undertake regular checks of procedures and documentation in all of Save the Children’s offices in Nigeria and will serve as a liaison for all audits and regulatory agencies.
  • The position, in coordination with Head of Internal Control & Compliance, will act as the Country Office Fraud Focal Point and actively be involved in CO Risk management review and update planning in coordination with the Programme Operations unit.

SC Nigeria has over 500 staff and a high number of local Implementing partners both on development and humanitarian programmes. SC Nigeria has about 34 active awards, currently with about $52m pa. The Internal Control & Compliance (IC&C) Manager is to objectively collaborate with staff in all locations, programmes and functions towards the achievement of the overall organisational goal.
  • Staff directly reporting to this post: Two (2) Internal Audit & Control Specialists
  • Staff Working Closely with: Members of the Extended Senior Management Team (ESMT), Field/Project office leads, CO Head of Units (in particular the Head of the Awards, Finance & Operations sections), Budget Holders, Save the Children Member staff (as applicable), SCI Global Assurance department and the Regional Fraud Focal Point (RFFP).

Key Areas of Accountability:

  • In coordination with the Head of IC&C, conduct regular in-country risk assessments (incl. Fraud and FOs Internal Control adequacy). coordinate the update of CO risk management register in collaboration with the Programme Operations, Ext. Senior Management Team (ESMT), Programme managers, Field/Project office leads and follow up on implementation of indicated risk mitigation measures.
  • Manage all fraud investigations, documentation, reporting and provide regular updates to the Head, IC&C internally and into DATIX (including queries from Regional and Centre Fraud team)
  • Serve as the CO fraud focal point, providing necessary guidance and coordination to in-house investigators and ensuring all investigation report/ recommendations are reviewed for completion and share with the Head of IC&C for CD’s final approval prior submission onto Datix.
  • In coordination with the Head of IC&C, ensure adequate investigation capacity is in place and regular capacity building session is provided for existing in-country trained capacities.
  • Collaborate with Programme development and Awards unit when developing high-risk awards to risk culture is incorporated.
  • In conjunction with the team, prepare and review annual internal audit work plan and processes, including but not limited to the design and implementation of various tools to conduct internal audits, investigation, compliance audit and spot-checks.
  • Lead, plan, coordinate audit reviews, ensure reports meets a high standard and follow up with action owners and relevant SMT managers on implementation of recommendations from internal reviews and other compliance action.
  • Follow up with Unit heads/BHs to ensure timely response to Global Assurance audit requirements and recommendation and update provide regular update to the Head of IC&C.
  • Deliver training as required to reinforce risk mitigation, fraud awareness/prevention and internal control and compliance awareness for SCI staff and other stakeholders with meeting log frame results.
  • Conduct internal controls compliance review on Save the children CO units and across Field/Projects offices (incl. Programmes/Operations, Humanitarian & Development). Issues of non-compliance identified discussed with related unit team with agreed recommendations and closure timelines tracked for follow-up to ensure early implementation.
  • Flag significant internal control weaknesses/compliance issues to the Head, IC&C and Extended Senior Management Team (as applicable) and provide required support in reinforcing the identified weak controls through recommendations implementation monitoring.
  • Conduct sample-based compliance review on Implementing partners (IP), assess processes (organisation and donor regulations), raise issues observed with the relevant Program & Award managers, build the partner’s capacity by discussing issues observed/implications, share report detailing improvement recommendations with the IP’s management &SCI Awards Mgt. team for implementation.
  • Provide necessary support to ensure successful completion of external audits (statutory /donor audits)
  • Supervision, training, coaching, and mentoring of Internal Audit & Control specialists.

Qualifications And Experience
Essential:

  • Qualified internal auditor or compliance manager (Graduate of finance, accounting or a related business field with professional qualification-ACA, ACCA, CPA or CIA)
