1.) Value Chain Specialists

Job Description
• Serves as the technical coordinator for all TCDA activities and programmes in the specified value chain
Duties and responsibilities
• Facilitate the registration of all value chain actors and formalize their operations in accordance with ACT 1010
• Provide technical support for the formation of CBOs, FBOs and associations or producer groups in different enterprises along the value chain
• Coordinate the establishment of the national umbrella bodies for all the six(6) mandated commodities under the TCDA
• Conduct value chain assessments and determine appropriate interventions to enhance agricultural productivity and market access
• Coordinate and collaborate with relevant projects and partners including private businesses and individuals, Development Partners, CBOs and NGOs working on related actions to leverage project resources, avoid duplication of efforts and ensure complementarities.
• Provide up to date information on all activities along the specified commodity value chain
• Facilitate the transparent processes of representation of the specified value chain into the TCDA Board
• Provide technical guidance and capacity building trainings for the specific Value Chain actors
• Prepare detail annual work plans and progress reports on assigned value chain component.
• Coordinate the development of commodity grades and standards and implementation of the commodity protocols thereof
• Coordinate the production and distribution of certified planting materials
• Lead the development of concept note and project proposals most especially on crop diversification, farmer livelihood supports, value chain development and marketing initiatives.
• Conduct value chain assessment to identify gaps and develop recommendations on how to improve the selected value chains and maximize the impact.
• Manage assigned staff and perform other duties as assigned
Qualification Required & Experience
Minimum Qualification Requirements
• Master’s degree in agriculture, agriculture administration, agribusiness development or related field from an accredited academic institution
• At least seven (7) years of relevant experience in the management of activities in the specific value chain
• Excellent communication skills, especially written communication and group facilitation skills
• Proficient in the use of MS Word, Excel, Access, Power-point, and internet communication.
• Must be able to communicate fluently in at least two (2) local languages
• Membership in a related professional body is an advantage

5.) Policy, Research and Monitoring Manager
LOCATION: HEAD OFFICE
RESPONSIBLE TO: DIRECTOR OF OPERATIONS
RESPONSIBLE FOR: RESEARCH & MONITORING OFFICERS
OBJECTIVES OF POSITION
• To manage Policy, Research and M&E programmes and initiatives that aim at improving the various operational areas of the tree Crops industry in Ghana and thereby ensuring its sustenance in the global Tree Crops economy.
• To lead teams of researchers in the development of research projects, data collection, data analysis, report writing and M&E programmes for Management’s information and policy decisions.
• To represent the Authority at relevant policy making platforms in the Tree Crops industry and occasionally mandated to represent TCDA at external forums.
DUTIES AND RESPONSIBILITIES
• Manage aspects of Research and M&E projects (socio-economic, market and other operational area).
• Help in the conceptualisation of research design;
• Lead teams of researchers in field data collection;

JOB DESCRIPTION
• Serve as the technical coordinator for all operational activities and engagements on tree crops development.
OBJECTIVE
• Design and coordinate the operationalization of policies and programmes of the TCDA.
• Plan, design and implement strategies to develop and manage the mandated crops under the TCDA
DUTIES AND RESPONSIBILITIES
Value Chain Development
• Undertake value chain identification, development and upgrades of the individual tree crops
• Design and coordinate the implementation of value chain upgrading strategies, measures and activities
• Formalize the individual commodity value chains achieving strong market driven linkages between agribusiness producers, exporters, wholesalers, processors, retailers, consumers and other service providers
• Perform value chain appraisals for the mandated tree crops and prefer solutions
• Ensure upgrades of the private sector capacity to support the development of the value chains
Agribusiness, Agri-financing and Exports
• Develop business cases to stimulate private and public sector investment into the development of the mandated value chains
• Commodity specific de-risking strategies to stimulate private enterprise growth and investment into rural agriculture production of the mandated commodities
• Undertake simulations of export demands and initiate processors towards meeting export demands by the exporters
• Profile commodity specific export standards and design appropriate measures for integration into local context

7.) Assistant Procurement Manager
LOCATION: HEAD OFFICE

OBJECTIVE OF POSITION
• To provide supervision and coordination of all procurement activities for TCDA
DUTIES AND RESPONSIBILITIES
• Implement the procurement policies of TCDA by ensuring the purchase of materials, equipment, spares and other consumables and services at the optimum combination of quality, price, delivery and services.
• Collate all requisitions-offshore purchases requisition/local purchase requisition from user departments and Zonal Offices

• Establish letters of credit with Banks and complete the exchange control forms AI and AII for processing and fulfil the current auction formalities

• To guide and manage the overall provision of Human Resource services, policies, and programmes.

DUTIES AND RESPONSIBILITIES
• Advise on human resource strategies, policies and practices in order to ensure that the Authority has the high quality, well-motivated and committed workforce it needs
• Prepare demand and supply forecasts of human resources requirements and plans for the recruitment and retention of employees to meet TCDA’S objectives
• Provide a recruitment and selection service to meet the Authority’s Needs

DUTIES AND RESPONSIBILITIES
• Advice Deputy Chief Executive Officer (Finance and Administration) on all financial matters of the Authority
• Institute appropriate systems of accounting to maintain proper records and provide guidelines for the maintenance of the systems
• Develop procedures for efficient management of funds by other departments
• Ensure that annual budgets and financial statements are prepared on time for presentation to management

• Institute good systems of accounting to maintain good records and give directions for the maintenance of the systems.
• Prepare the Annual Master Budget for TCDA.
• Supervise and Monitor developments in the Budget and prepare quarterly management accounts and budgetary performance reports for presentation to management.
• Assist in liaising with Departmental Heads in the collation of information for the preparation of Annual Budgets.
• Supervise the preparation of Financial Reports, analyze and monitor the overall financial position of the Authority to ensure prompt receipt of all receivables and payment of all payables.
• Sign cheques and payment advice.
• Perform any other duties that may be assigned by DCEO (F&A) or Management.
SUPERVISORY DUTIES
• Interpret conditions of service to and handle problems of immediate subordinates and (where necessary) consults with appropriate departments.
• Appraise the performance of immediate subordinates and review those for lower level subordinates.
• Identify the training needs of immediate subordinates and organize or recommend appropriate training for them
• Administer disciplinary measures to immediate subordinates in accordance with TCDA’s disciplinary code and procedure.
LEVEL OF AUTHORITY
• Give approval of Finance Department staff leave.
• Write confidential reports on Finance Department staff.
• Has limited disbursement authority.
Qualification Required & Experience
• A recognized professional qualification in Accounting, such as CA(Gh), CIMA, ACCA, CPA, or a Master’s degree in Business Administration or equivalent with a minimum of seven (7) years post-qualification working experience.
• Three (3) years satisfactory service as an Accounts Officer.
THE PERSON
• Must have sound knowledge of Financial Accounting Techniques, Standards, Rules and Regulations.
• A member of a recognized professional body is an advantage
• Must have analytical skills
• Must be computer literate.
• Must be a person of high integrity, credibility and good interpersonal skills.
