1.) Liaison Support Coordinator

  • We are looking for a Liaison Support Coordinator for our Abuja Coordination Office in Nigeria. The purpose of the Liaison Support Coordinator is to implement the delegated area of responsibility and to coordinate the activities of the department at Abuja coordination office.
  • The Liaison Support Coordinator reports to the Country Director with technical management by the Head of Support.

Duties and Responsibilities

  • Implement NRC’s systems and procedures at coordination office/area level.
  • Ensure adherence to NRC policies, handbooks, guidelines, donor requirements and the national labor law in all processes and procedures
  • Prepare and submit reports and analysis
  • Ensure proper filing of all support documents
  • Support line managers in procedures and require support team trainings Management of support team
  • Ensure development and implementation of administrative systems and procedures
  • Manage the support team at Abuja coordination office level using NRC standard Performance Management system.
  • Supervise, coordinate and provide support for daily activities of the support team enabling them to provide effective and seamless assistance to the country programme.
  • Responsible for implementation of NRC policies and procedures including but not limited to Human Resources, Logistic, Finance, Security & ICT.
  • Work in close coordination with the technical support managers in Maiduguri to ensure different support functions are working in line with standard guidelines and procedures and meeting the monthly and other regular reporting requirements.
  • Ensure all HR standard requirements are met at Abuja level for all staff including - to maintain record of staff attendance, leave, contracts etc.
  • Ensure all the local visitors & staff traveling from other offices/locations are getting the required Admin and logistic support.
  • As per Management’s guidance, Coordinate and liaison with coordinate with relevant partners, suppliers, authorities, lawyers etc. and ensure quality support for key liaison matters for example organizational registration, staff visas and travel and other legal requirements.
  • Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc.
  • Ensure Abuja logistic team is being managed in an effective manner and working in close coordination with Logistic Manager in country office to provide the optimum support for fleet & generator management, procurement, custom clearance, UNHAS bookings etc. where needed for all NRC offices and Staff.
  • Ensure Abuja Finance team is being managed in an effective manner and working in close coordination with Finance Manager in country office to provide the optimum support for daily transactions, bank account management, tax & social security payments, payroll processing etc.
  • Ensure Abuja HR/Admin team is being managed in an effective manner and working in close coordination with Country HR & Admin Manager in country office to provide the optimum support for staff recruitment, staff record keeping, hotel booking, Guesthouse management, stationery and stock management, office building and equipment maintenance etc.
  • Ensure close working with ICT Coordinator to have in place reliable internet connectivity and power backup system in place whereas have regular maintenance of office equipment’s e.g. printers, scanners, photocopiers etc.
  • Support in coordination with all concerns to maintain in working condition security & safety system and equipment both in the office and guesthouse whereas staff and security guards are following the standard daily security protocols.
  • Ensure that staff records in coordination office are up to date and filed appropriately in the HR personnel file archive.

Qualifications

  • We are looking for a Monitoring and Evaluation Coordinator for Nigeria. The purpose of the Monitoring and Evaluation Coordinator is to support the implementation of the M&E strategy and processes. Using NRC’ standards, he/she will ensure that quality standards and learning are integrated into programme implementation. By promoting contextual data analysis/visualization, the M&E coordinator will support the programme team to develop, update and consolidate planning, monitoring and learning tools.
  • The Monitoring and Evaluation Coordinator reports to the Monitoring and Evaluation Manager.

Duties and Responsibilities
Generic responsibilities:

  • Adherence to NRC policies, guidance and procedures.
  • Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
  • Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
  • Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
  • Contribute to capacity building and training of programme and M&E support staff on M&E.

Specific responsibilities:
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly:

  • Implement systems to promote evidence-based decision-making through quality programming and effective programme and project performance at country level. Ensure that the country office delivers on internal and external M&E requirements and standards in a timely manner and with quality data.
  • Contribute to project and program planning, kick-offs and review meetings, including preparing and sharing monitoring data on progress and challenges.
  • Support programme team to develop requisite M&E tools (M&E matrix, indicator reference protocols, Indicator performance tracking tables and quality benchmarks).
  • Ensure planning tools are context-sensitive (eg: Covid 19) and ensure that gender is integral to M&E activities.
  • Technically support needs assessments, post distribution monitoring surveys and outcomes surveys.
  • Analyse data focusing on correlation, causation and provide quality support and advice to programme team, including through field monitoring visits, inputs to programmatic reports and quality control of distributions and post distributions.
  • Refer to NRC’s standards and processes and support monthly data review, assess gaps and develop plans to fill those gaps in consultation with the program team.
  • In close collaboration with programme staff, ensure that monthly data are reviewed and entered into an internal data management platform.
  • Support project, program and country regular monitoring and reporting, including internal and donor reporting so that reports are evidence-based and include relevant quantitative and qualitative data.
  • Provide capacity building, coaching and training to programme staff to ensure that M&E standards is consistently and systematically integrated in all programmes/ projects.
  • In collaboration with the M&E Manager, develop a monthly M&E report to present trends, gaps at the country level.
  • Develop a systematic method of capturing qualitative stories and project effects on beneficiary communities.
  • Work with technical and field teams to identify key methodologies to enable advocacy and campaigning impact measurement, document lessons learnt and disseminate findings.
  • Maintain a central and systematic information and knowledge management system whereby relevant project information, data and lessons of programs are accessible for use as required.
  • Support that learning is built into programme activities, ensuring that findings and lessons learnt are shared and used in an appropriate way to inform ongoing implementation and future programming.

Qualifications
Generic professional competencies for this position:

  • At least 4 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development.
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
  • Understanding of data and information needs for program management and decision making.
  • Experience in capacity building efforts using formal and non-formal methods.
  • High level English language proficiency (speaking, reading, writing)
  • Good organisational skills, the ability to pay close attention to detail and report in a timely manner.
  • A flexible and initiative-taking attitude with the ability to be proactive in working with others and have very good interpersonal skills.

  • Knowledge of ArcGis, Gretl, Salford-Predictive-Miner (SPM), XLMiner, WasHMIS collect, Tableau is a plus.
  • Good experience in classification, regression, missing value analysis, data binning and clustering/segmentation.
  • Ability to synthesise a considerable volume of technical material.

  • The Human Resources and Administration Technical Assistant reports to the Biu Field Office Coordinator.

Duties and Responsibilities

  • Ensure proper and systematic filing of all personnel files
  • Support recruitment process by collecting applications, long listing, schedules examination, administering tests, and conducting interviews
  • coordinating appointments and background/reference checks, and communicating benefit information
  • Maintaining a database of field office recruitment
  • induction of new staff, and schedule briefing with relevant departments and assist in email address requests for new staff
  • Preparation of contracts for both casual workers and full time workers

Duties and Responsibilities

  • Managing and tracking all vehicles on the fleet, including movement planning and day-to-day allocation
  • Manage, maintain and repair vehicles in safe and efficient working order
  • Ensure that vehicles are checked on a daily basis and that regular service and maintenance is carried out as per the agreed schedule
  • Receive travel requests, and maintain trip schedules and Staff Movement Board.
  • Coordinate with incoming and outgoing travelers on pick-up and drop-off times ensuring drivers are briefed on movement plans
  • Prepare Military Clearances for the delivery of goods to field locations as requested.
  • Produce logistics site report, vehicle and generator cost performance report.
  • Maintaining up-to-date control of all assets including tracking donor, value, and location, managing staff issue, and recording all asset movements and disposals
  • Enter all new items purchased are entered in the stock card and ensure reconciling with Stock/Assets register.
  • Manage and maintain the physical warehouse.
  • Oversee procurement requirements of the Field Office; implement procurement as per approved guidelines, procedures, and forms (Purchase Requests, Purchase Orders, Goods Received Notes, Service Completion form, etc.)
  • Prepare a weekly summary of all outstanding purchase requisitions, showing the current status of the items and the date which they are expected to be supplied to the projects
  • Ensure adherence to communication protocol at the field level.
  • Ensure that all communication systems in Field Office are maintained and staff trained in their proper and effective use
  • Ensure that all equipment and supplies in Field Office are maintained in a safe and secure manner

Qualifications

  • University degree in a related field
