  • The Executive Assistant is responsible for providing secretarial/clerical services to the Office of the Director-General, performs auxiliary administrative duties relevant to the supervisor's responsibilities and coordinates overall Office activities, within overall policies or instructions.

Duties and Responsibilities
Correspondence:

  • Receives, logs, reviews and distributes all incoming mail.
  • Provides background information and files concerning correspondence and ensures that urgent/important items are drawn to the (Office of the) Director-General’s attention.

2.) Senior Counsel - Treasury / Capital Markets

Job Title: Senior Counsel - Treasury / Capital Markets

Job Profile

  • The position is responsible for providing legal advice and services to the Financial Operations Department.
  • This includes but is not limited to Treasury operations including long and short-term debt issuance, financial derivatives, collateralization, liquid asset investments, and other finance-related matters, with a view to ensuring the highest standards of legal advice and documentation, protection of the OPEC Fund’s interests and compliance with the OPEC Fund’s mandate, policies, and procedures.

Duties and Responsibilities
Policy development and implementation:

  • Assist with the development of procedures and guidelines and ultimately the monitoring of their implementation from a legal perspective.
  • Support the Financial Operations Department in relevant legal matters to ensure the implementation of the annual work program.

Legal advice:

  • Support and advise the Financial Operations Department in the negotiation, drafting and review of borrowing documentation at both a program and trade level – including for the issuance of both bonds and commercial paper. This will also include the management of due diligence exercises, auditor comfort letters, and compliance with listing rules.
  • Assist in the preparation and review of derivatives documentation, including the negotiation of ISDA master agreements, Credit Support Annexes, and other transaction documents as well as the review of individual trade documentation.
  • Maintain/review documentation with the issue and paying agents, custodians, external asset managers, etc. to facilitate OPEC Fund’s payments, investment, and risk management operations.
  • Provide legal support to the OPEC Fund’s middle office following the issuance of debt and hedging transactions.

Risk management:

  • Monitor and signal deviations and developments in the application and drafting of frameworks, contracts, policies, and processes related to the legal/compliance/risks of the Financial Operations Department, and if necessary, recommend corrective measures.

Leadership and direction:

Stakeholder management and engagement:

3.) Accountant

Job Title: Accountant

Job Profile

  • The Accountant is responsible for the bookkeeping of the Fund’s general ledger accounts, all in accordance with the institutional strategy and framework, to ensure all financial transactions are reconciled and posted, in conformity with accepted accounting principles.

Duties and Responsibilities
Accounting:

  • Maintains the OPEC Fund’s accounting records and balances of general ledger accounts in accordance with International Accounting Standards and International Financial Reporting Standards (IFRS).
  • Supports the internal and external audit processes.
  • Identifies major problem issues in all areas of accounting, tax and compensation.

Reporting:

  • Ensures uniformity and consistency in recording and reporting transactions.

4.) Senior Budget Officer

Job Title: Senior Budget Officer

Job Profile

  • The Senior Budget Officer is responsible for planning, negotiating and preparing the Administrative and Capital Expenditure budget, and for maintaining accurate records of utilization, cost center and cost element allocation, all in accordance with the institutional strategy and framework.

7.) Senior Environmental Specialist

Job Title: Senior Environmental Specialist

Job Profile

  • The OPEC Fund applies its Environmental and Social Policy to all its financing, both public and private, including syndication.
  • The Fund aims to ensure that all financing activities are sustainable, inclusive and equitable in adherence to the principles of the Environmental and Social Policy as well as the larger goal of SDGs and Paris Agreement.
  • In this pursuit, it is of paramount interest to conduct effective due diligence of the financing activities, identify appropriate environmental and social risks and impacts and address management measures in collaboration with the development partners.
  • The Fund intends to align its Environmental and Social Policy application with global standards and in consonance with the policies formulated by other MDBs and DFIs.
  • Thus, the job requires an overall understanding of the Environmental and Social Policy work being followed by different Lending agencies, many of which are potential co-financing partners of the Fund. Subsequently, the Fund aspires to undertake intensive project preparation initiatives and prepare the assessment and management tools in an efficient manner.

Duties and Responsibilities
Policy Assurance and Review:

  • Conduct periodic review of the ESP with reference to its application in different financing activities
  • Review the ESP and identify thematic areas in the environmental domain that requires special guidance for assessment and mitigation management; prepare Guidance notes on such thematic areas
  • Work closely with Treasury on ES aspects related to issuance of Bonds and similar such instruments in the market
  • Work in close coordination with the Climate Change Specialist to prepare a guideline for Climate risk screening of projects.

Review and Assessment:

  • Work closely with Investment Team Leaders in project financing for environmental and social due diligence; identify risks and potential impacts and provide guidance to Clients / Consultants to prepare Environmental and Social Impact Assessments
  • Conduct Field Missions, when necessary, both at the preparatory stage and implementation stage, to identify environmental risks, support ES assessments and investigations, prepare TORs for assessments, review the assessment reports and facilitate preparation of mitigation plans
  • Work closely with Investment Team Leaders to prepare documentation for project preparation with particular reference to Environmental and Social aspects; interact with Client and co-lenders to develop comprehensive understanding of ES risks associated with financing activities
  • Assess ESMS of FI (Financial Intermediaries) and support such Clients to prepare an ESMS when warranted. Review governance structure of FI Clients and assess their ability to conduct assessment, implement management plans and collate monitoring reports of sub projects.

  • The Strategic Planning Unit provides relevant strategy, planning, economic and other important inputs that guide operational departments in the development of their work plans, and helps senior management decision-making processes that feed into overall strategy development.
  • The role will entail significant involvement in the development of the Fund’s short and long-term strategies, business plans and other strategic initiatives.

Duties and Responsibilities

  • Participate, as a significant part of the core team, in the OPEC Fund’s strategy development, articulation and dissemination.
  • Play a lead role in the process of distilling this strategy into yearly business plans and strategic initiatives.
  • Develop relevant strategy and policy papers for management's or governing board consideration and approval.
  • Liaise with operations teams and provide support to the Director in monitoring progress towards assigned operational targets.
  • Ensure that all new policy proposals and strategic initiatives are aligned with the Fund’s planning priorities and long term strategy.
  • Provide support to Senior Management, as requested, on policy developments and the Fund’s response to emerging international issues.
  • Provide support on external stakeholder engagement requirements, including inputs for periodic rating agency reviews.
  • Play a lead role in the preparation of Country or Sector strategies as required.
  • Represent the department, as required, in institution wide working groups and task forces.
  • Keep track of trends as they relate to the OPEC Fund’s external environment and propose initiatives to enhance competitive positioning.
  • Serve as a focal point, as requested, on strategy issues to internal and external stakeholders.
  • Support the development of junior staff by providing coaching and mentorship as required.
  • Support the Director, Strategic Planning in any other assigned tasks and initiatives as required.

Qualifications and Experience

  • A minimum of a Master's Degree (or its University equivalent) in Economics, Macroeconomics or Development Economics, Finance, Engineering, Strategic Management or related fields.
  • A minimum of 7 years of experience with at least 5 years in a related role at a development finance institution.
  • Excellent written and verbal communication skills in English. A good working knowledge of Arabic, French, and/or Spanish is an asset.

9.) Chief Auditor

Job Title: Senior Counsel - Treasury / Capital Markets

Job Profile

  • The Chief Auditor provides OPEC Fund with an effective system of risk-based, independent and objective internal oversight that is designed to improve the effectiveness and efficiency of OPEC Fund’s operations through the provision of internal audit and consulting services in accordance with OPEC Fund strategy and frameworks for governance, risk and control, in order to protect and enhance the value of OPEC Fund.

Duties and Responsibilities
Functional strategy formation & implementation:

  • Formulates the Internal Audit Function’s strategic and operational plans and manages the staff and activities to ensure the achievement of performance goals and the optimal use of resources.
  • Prepares an annual risk-based audit workplan.
  • Provides oversight services which will assist OPEC Fund in successfully managing its strategic and operational risks.

Audit:

  • Ensures that internal audit activities are undertaken in accordance with the International Standards for the Professional Practice of Internal Auditing (IPPF); the Core principles, the Code of Ethics and, the Standards and the Definition of Internal Auditing established by the Institute of Internal Auditors (IIA) and within the OPEC Fund’s regulatory framework.
  • Oversees the quality control of Internal Audit deliverables by reviewing and approving audit reports and working papers and ensuring that all audit findings are supported by appropriate evidence.
  • Engages in advisory consultations and coordinates with Senior Management on improvements in risk management, governance and internal control systems.
  • Completes and supervises assurance and advisory engagements, reviews, special investigations, as required.
  • Maintains a recommendation tracking system (AudimexSD) which is used to monitor the implementation of audit recommendations.
  • Regularly reviews and when necessary updates Internal Audit Charter and Internal Audit Manual.

Leadership and direction:

  • Leads and manages the Internal Audit Function in compliance with the OPEC Fund’s Rules and Regulations and by the Internal Audit Charter.
  • Manages human resources assigned to the Internal Audit Function ensuring appropriate learning, training and development is provided, and conduct performance evaluations.
  • Manages the financial resources allocated to the Internal Audit Function.
  • Maintains a high-performing Internal Audit Function.

Stakeholder management and engagement:
Board relationship:

  • Participates in the Governing Board Meetings as well as in Audit and Risk Committee meetings
  • Builds and maintains relationships with the OPEC Fund’s Audit and Risk Committee, Director-General and Management.
  • Liaises with external audit bodies to strengthen synergies and minimize duplications.

Reporting:

  • Leads Internal Audit reporting to Director-General and Audit and Risk Committee.
  • Provide monthly dashboard reports to Senior Management and quarterly reports to Audit and Risk Committee.
  • Perform other related duties as assigned.

Qualifications and Experience

  • Master's Degree in Business Administration, Finance, Controlling, Accounting, Law or other related fields
  • Certified Internal Auditor from Institute of Internal Auditors
  • A minimum of 20 years of progressively responsible experience, including a minimum of 7 years in managerial role.
  • Five years of experience in an international environment, preferably in multilateral financial institutions.
  • Other related professional certifications e.g. Certified Fraud Examiner, Certified Information Systems Auditor, Certified Information Security Manager, Chartered Financial Analyst, Certified Public Accountant, Chartered Accountant, ACCA
  • Excellent written and verbal communication skills in English. A good working knowledge of Arabic, French, and/or Spanish is an asset.
