1.) Development Effectiveness Officer

 

Location: Austria

Job Profile

  • The Development Effectiveness Officer is responsible for assessing, in support of public and private sector operations staff and under the supervision of the Head of Development Effectiveness, the evaluation readiness, strategic alignment, and development effectiveness of OPEC Fund’s public and private sector operations, in accordance with the OPEC Fund’s development effectiveness framework, in order to measure and monitor the development results and performance of OPEC Fund operations in line with the institution’s mission.
  • The Development Effectiveness Officer will also create, populate, and maintain development results and strategic alignment databases, and conduct relevant analysis based on these databases.
  • The Development Effectiveness Officer will furthermore assist the Head of Development Effectiveness in creating content for development effectiveness reports, publications and presentations, as well as for strategy documents, and perform other tasks related to development effectiveness assessment and monitoring as required.

Duties and Responsibilities
Assessment, monitoring and evaluation:

  • Assesses and monitors the development effectiveness, strategic alignment, and evaluation readiness of public and private sector operations at various stages in the investment cycle.
  • Contributes to the design and implementation of strategies and tools for monitoring and evaluating the development impact OPEC Fund operations.
  • May conduct or validate evaluation of OPEC Fund operations in accordance with the OECD-DAC evaluation criteria.

Policies and procedures input and development:

  • Provides inputs and comments on policy, procedural and other papers concerning the development effectiveness of OPEC Fund operations.
  • Translates the result of analytical work, monitoring and evaluation, and project issues into policy advice.

Data collection & analysis:
Reporting:

  • Creates, populates and maintains databases on the development results and strategic alignment of OPEC Fund operations
  • Prepares periodic reports or other knowledge products in relation to the development effectiveness and effectiveness of public and private sector operations.
  • Provides quality assurance in terms of data accuracy, completeness, reliability and relevance for input into the monitoring and evaluation process (concept approval, governing board approval, supervision and completion stages of the financing cycle).

Stakeholder management:

  • Collaborates with the Public Sector Operations Department, Private Sector Operations Department, Legal Department and the Communications Department of the OPEC Fund.
  • Provides guidance to operational departments (PSOD and PSTFOD) on the operation assessment, monitoring and evaluation processes (including use of indicators, development results tracking, project governance and project management tools).

Knowledge management:

  • Highlight lessons learned from evaluations/monitoring data, engage operational departments to integrate lessons into project design and training materials.
  • Any other job as may be assigned by the Head, Development Effectiveness.

Qualifications and Experience

  • A Master's Degree in Economics, Business Administration, Public Policy or other relevant area.
  • At least 5 years of professional experience overall, at least 3 of which from a reputable development finance institution with a strong focus on sustainable development and development effectiveness and results assessment, evaluation and monitoring.

Competencies:

  • Fluent in English and a good working knowledge of French, Spanish or Arabic is required.
  • Demonstrable ability to work in an international multi-cultural environment, with sensitivity and respect for diversity
  • Extensive knowledge in the usage of office technologies, such as Microsoft Office applications (Word, Excel, PowerPoint, etc.), intra/internet as well as on-line database management.
  • Excellent verbal and written communication skills.

2.) Talent Acquisition Specialist

 

Location: Austria

Job Profile

  • The Talent Acquisition Specialist manages the recruitment process and delivery of a major part of the institution’s attracting, sourcing, selecting and hiring of top talent activities; in line with the existing HR strategy and policies and the OPEC Fund objectives, to ensure that the OPEC Fund meets business requirements.

Duties and Responsibilities
Recruitment:

  • Leads analysis of business needs and labor market developments.
  • Coordinates with departments to identify staffing needs and selection criteria.
  • Review job descriptions in collaboration with the hiring team and manages the interview process.
  • Uses standardized screening techniques to assess the skills, qualifications and experience of potential candidates.
  • Works closely with management on diversity initiatives involving recruitment to ensure equity in hiring practices.
  • Focuses on employer branding to ensure that the OPEC Fund is viewed as an Employer of Choice.

Onboarding:

  • Ensures proper on-boarding for new hires and completes the necessary administrative work promptly and accurately.

Candidate pipeline:

  • Uses diverse methods to recruit and network with potential candidates including social media platforms, networking events and job fairs.
  • Sources potential candidates through online channels (i.e., professional networks and social platforms).
  • Monitors and reviews quarterly and annual hiring needs by department.

Stakeholder management and engagement:

  • Fosters long-term relationships with past applicants and conducts screening calls, assessments and in-person interviews with potential candidates.
  • Coordinates with stakeholders to incorporate all metrics into all talent acquisition systems.
  • Carries out other tasks assigned by the HR Director and Head, Talent Acquisition & Business Partnerships.

Qualifications and Experience

  • Master’s Degree in Business Administration / Human Resource Management or related studies is required.
  • Minimum of 7 years relevant professional experience is required. Experience from an international development institution is preferable (2 – 3 years).
  • Fluent in English. A good working knowledge of Arabic, German, Spanish, or French is an added advantage.

Competencies:

  • Good knowledge of Talent Market Intelligence, modern technology and sourcing methods.
  • Demonstrable knowledge of and experience with the full talent acquisition cycle and the assessment of candidates’ knowledge, skills and abilities.
  • Demonstrable skills in cultivating and maintaining relationships across jobs, industries, personality types as well as with internal and external stakeholders such as search firms.
  • Ability to work in an international environment, with sensitivity and respect for diverse cultural backgrounds.

3.) Support Staff - Building and Facility Management

 

Location: Austria

Job Profile

  • The incumbent provides assistance in the day-to-day operations of the maintenance services of the OPEC Fund’s HQ building and the Director-General's residence, all in accordance with the building and facility management framework, manuals and processes.

Duties and Responsibilities
Facilitative support:

  • Provide necessary assistance towards ensuring that all technical and mechanical facilities on OPEC Fund’s HQ building and the residence of the Director-General are in working order, as well as making repairs where possible.
  • Ensure appropriate replacement and maintenance of building equipment as required.
  • Inspecting and reporting on fire hazards, defective technical installations, lights and alarm systems.
  • Provides input on any hazards and/or potential hazards relating to the condition of the OPEC Fund’s HQ building and the Director-General's residence, e.g. the condition of civil construction, defective technical installations, lights, alarm system and others.
  • Carry out emergency small-scale repairs and maintenance work on premises, furniture and equipment.
  • Carries out other tasks that are related to the position, assigned by the Director, Administrative Services.

Safety:

  • Carries out safety patrols in the Fund's HQ building and the Director-General's residence.

Stakeholder management:

  • Acts as a liaison between the OPEC Fund and service providers regarding service contracts and the routine maintenance of all equipment within the Fund's HQ building and the Director-General's residence.

Qualifications and Experience

  • Minimum qualification of a Diploma plus additional technical certification in Civil / Mechanical / Electrical Engineering/other technical related disciplines
  • Minimum of 3 years relevant experience (building maintenance).
  • Experience from an international organization in preferably building and facilities management.
  • Excellent oral and written command of English. Fluency in German is an advantage given the close collaboration with local contractors.
