Role Overview

  • Under the direct supervision of the Principal Officer, Systems Acquisition & Implementation, the incumbent accelerates IT modernization, centralizing best practices and expertise for holistic transformation within ECOWAS. He/She will be responsible for enhancing innovation and continuously modernizing ECOWAS IT infrastructure as opportunities and challenges emerge over time.
  • He/She will improve current IT infrastructure and set the direction for integrating information technology and the Commission’s programs experience, via modernization strategies that will drive optimizations and improvements in the security, agility, responsiveness, and efficiency of the Commission’s front and back IT office infrastructure and processes.

Roles and Responsibilities

  • Actively support ECOWAS modernization program from start to finish in accordance with the Commissions policies and processes, produce clear, detailed project scoping and design documentation to be used by technical specialists to build appropriate solutions.
  • Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
  • Drive and challenge business units on their assumptions of how they will successfully execute their plans.
  • Develop and execute service desk and staff experience modernization strategies incorporating leading technology, and best practices to ensure solutions can meet their current and future needs in an efficient, sustainable, agile, and adaptable manner.
  • Ability to collect and analyze current Commission’s operations, data and reports to develop future-state recommendations for optimization and transformation.
  • Incorporate knowledge management and user relationship management systems best practices to improve the work experience and ECOWAS’s overall user experience.
  • Support the implementation of intelligent system and innovative solutions to leverage robotic process automation (RPA) & artificial intelligence (AI) to help anticipate user needs, augment conversations, and automate routine tasks.
  • Practice and enthusiastically share project management and agile methodologies throughout all stages of the project lifecycle.
  • Elicit and develop clear, traceable requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and/or workflow analysis.
  • Assist in the development of business cases, considering financial, resource, and technological constraints; develop cost estimates with consideration to business impacts and risks.
  • Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver the following artifacts: Functional Requirements; Technical Requirements, include architecture, interfaces, security, and business continuity.
  • Strategizing with senior leaders to identify clear key priorities and opportunities to modernize IT, create operational efficiency, improve user experience, and communicate complex recommendations.

  • Develop strategies for replacing and updating hardware and software that incorporate and align with overall information security and business strategies as appropriate.
  • Ensure that approved requirements are developed in sufficient scope and detail to result in the delivery of a solution that meets user needs as they perceive them.
  • Capture specific capabilities (e.g. strategies, roadmaps, playbooks) to document good practices across ECOWAS.
  • Accountable for documenting and maintaining departmental operational policies and procedures.
  • Provide regular reports and updates to management on progress and achievements.
  • Maintain an in-depth understanding of IT software and hardware assets in place, lifecycle of these assets from requisition through retirement, existing processes, policies, and tools to manage them.
  • Promote best practices implementation and leverage appropriate risk technologies.
  • Accountable for managing contractors as part of squads in support of financial stewardship.
  • Provide support for lower tiered systems and applications supporting ECOWAS operation.

  • Interface with data and security teams to address gaps and risks and assist in the overall design and build of security features.
  • Ability to explain product and/or services to users who have varying levels of technical knowledge, enabling them to make necessary changes to product performance or presentation.

Academic Qualifications and Experience

  • Bachelor’s Degree (or equivalent) in Computer Science, Computer Engineering, Business Systems Analysis & Design, Information Systems Management, or any related ICT field from a recognized University.
  • At least five (5) years’ experience in IT Development, Implementation and Maintenance of Information and Communication technologies.
  • Experience working with systems and/or IT integration executions.
  • Possess knowledge of development life cycle methodologies and the principles of project management
  • Strong understanding of software design tools (CAD, ANSYS, etc)
  • Knowledge in developing Acquisition/Procurement strategies for IT related resources
  • Knowledge of relevant high-level web programming languages (PHP, ASP, ASP.NET, HTML, CSS, etc.) and programming skills, including structured/object-oriented design, relational systems (MS-SQL/MySQL), web platforms (Linux/Apache/Windows), scripting (JavaScript, jQuery, Perl, Linux shell scripts) and query languages.

Role Overview

  • Under the direct supervision of the PO System Acquisition and Implementation, the incumbent is responsible for performance, integrity and security of ECOWAS database. He/She will plan and develop database and troubleshooting as required to ensure that the server security is up to date.
  • He/She will perform routine back-ups, design and implement tests of the system to address issues with accessing data information, ensuring data is stored securely and only available to authorized users, and users can access information they need at the times they need it, and that it is in the format they need.

Roles and Responsibilities

  • Design and implement database of high availability in accordance to end users’ information needs and views. Define users and enable data distribution to the right user, in appropriate format and in a timely manner.
  • Minimize database downtime and manage parameters to provide fast query responses.
  • Create new databases or design database structures and manage database access and permissions, ensuring that databases meet users’ requirements.
  • Liaise with programmers, applications/operational staff, IT project managers and other technical staff to develop or test new database applications using commercial design tools such as SQL Server or oracle.
  • Monitor database performance and tuning to ensure optimal performance at all times.
  • Create new databases or design database structures for new systems.
  • Manage backup and recovery processes including replication for failover environments disaster recovery.
  • Provide technical support for ECOWAS’s database applications by answering user questions about database structure or function.
  • Develop or test new database applications using commercial design tools such as SQL Server or oracle.

  • Experience designing data queries against data in the HDFS environment using tools such as Apache Hive, Implementing MapReduce jobs.
  • Hands-on knowledge of Map-reduce, Pig, Hive, Flume and other tools such as oozie, zookeeper etc.
  • Good knowledge and experience in scripting languages (Bash, Korn, Perl, Python).

Role Overview

  • Under the direct supervision of the Principal Officer Operation, Infrastructure and Maintenance, the incumbent is responsible for planning and implementation of the ECOWAS contingency plans that are responsible for providing manual / off-line procedures development to mitigate any risk associated with complete or partial failure of facilities, technology systems, or applications related to an unforeseen disruption.
  • He/She designs, installs, configures, tests, manages, monitors, supports, and troubleshoots all server, storage & backup components of the Data Center, disaster recovery site and other remote locations.

Roles and Responsibilities

  • Overall responsibility for planning, directing/maintaining, troubleshooting, and coordinating activities pertaining to the day-to-day support of the data centers.
  • Maintain data centers and environmental facilities including but not limited to UPS, backup generator power, fire prevention systems, and HVAC.
  • Helps with infrastructure project management.
  • Oversee the monitoring of servers and applications and other peripheral systems for alarms and alerts.
  • Responsible for ensuring maintenance/ repairs of site-critical facility infrastructure of a Data Center are planned and executed to the best interest of the business.
  • Manage and Coordinate activities related to hardware decommissioning, rack moves and services migration within various Data Centers.
  • Develop a complete, deep knowledge of the design intent, operational alternatives and contingency plans related to all ECOWAS Center systems to provide day to day global operational activities for Storage and Backup/Recovery teams including administering storage array architecture, SAN infrastructure, Network Attached Storage (NAS), Enterprise Backup/Restore, Hierarchical Storage Management (HSM) and Archival and Retrieval.
  • Responsible for advanced troubleshooting of Storage and Backup/Recovery related issues, backups and recovering failed backups.
  • Design and implement an organizational framework to support DR/BC/IR programs.
  • Effectively drive change initiatives targeted at decreasing operating expense and increasing operational efficiencies.
  • Manage the engineering aspects of the Data Centers related to financial and cost control, code and regulatory compliance, personnel management, staff training and development, Health & Safety, local statutory requirements, environmental and energy management.
  • Manage changes to the project scope, project schedule and ensure proper communication to all stakeholders.
  • Responsible for capacity planning and performance analysis of backup and recovery infrastructure.

  • He/She will be involved in identifying network issues, fixing them, identifying cyber security threats, and devising ways to prevent intrusions.
  • This role is responsible for providing an excellent level of third line support to the ECOWAS Commission, by giving necessary/appropriate IT support across the whole Front and Back business office functions.

Roles and Responsibilities

  • Identification of system problems, anticipate potential issues, repair systems and software.
  • Maintenance and adequately provide necessary security protocols for ECOWAS’s intranets and entire IT systems.

  • The/She leads the efficient and effective operation and maintenance of enterprise-wide system and technology tools and ensures scalability of all Information Technology (IT) related infrastructure.
  • S/he implements and maintains operating policies to mitigate risk, promote IT infrastructure security, directs information systems operations for daily end-to-end delivery of IT business systems support requirements using ITIL service disciplines.

Roles and Responsibilities

  • Overall responsibility of business systems availability to ensure operations are managed as required, including providing visibility of system availability to key business stakeholders in real-time. This will involve systems uptime, designing and deploying business continuity plans, remedy and escalation management, project management of business systems initiatives, and 3rd party vendor management.

  • Experience in a management position, preferably in a regulatory body.
  • Five (5) years’ experience in team management, preferably in a supervisory capacity, within an international organization or national electricity/energy regulatory body.
  • Knowledge of energy policy issues, in particular electricity sector institutional reforms, as well as economic issues related to cross-border electricity exchanges and electricity market management (planning, tariff/pricing, competition, funding, etc.).
  • Deep knowledge of Power Purchase Agreements (PPAs) at national and/or regional level.
  • Knowledge of Community institutions and mechanisms within the ECOWAS region, as well as proven experience in the area of electricity sector regulation in Africa.

 Roles and Responsibilities

  • Ensuring protocol coverage of official activities, such as meetings, lunches, dinners, high-level visits etc.
  • Arrange airport receipt and dispatch in compliance with instructions including handling of dispatch and receipt of lost luggage, cargo etc and drop-offs of staff and visitors of the Commission, while engaging effectively with relevant airport and other travel ports authorities.
  • Deploy ECOWAS Commission flag code at meetings, events etc.
  • Deploy order of precedence for mapping of group photographs for members of governing bodies, e.t.c.
  • Organise, in collaboration with the General Administration, security arrangements for high-level visitors to the Commission, entry passes for visitors and meeting participants.

  • Knowledge and ability to challenge and question fundamental assumptions regarding accepted ways of doing things in the spirit of improvement.
  • Ability to use current technology to communicate effectively e.g. office software programs, including spreadsheets, word processing and graphic presentation software; ability to type and format presentations, reports, manuals, newsletters, and website content and proficiency in information communication technologies (ICT).

  • Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.

  • Good organizational skills with an excellent ability to break down work into smaller parts and focus on the most important steps first.
  • Ability to contribute to maintaining organizational performance standards throughout the implementation of new processes, practices and plans adopted by the Department and of relevance to assigned tasks.
  • Ability to monitor progress and to consider new goals in the context of assigned responsibilities.
  • Ability to follow through with commitments made to others.
