- Women’s leadership and political participation is one of UN Women’s primary areas of work as mandated in its inception, recognizing the integral role of women in strong and stable democratic processes.
- Through its Leadership and Governance pillar, UN Women’s programmes are guided by a history of international commitments to women’s representation. The Convention on the Elimination of All Forms of Discrimination against Women upholds women’s right to participate in public life, while the Beijing Platform for Action calls for removing barriers to equal participation.
- The Millennium Development Goals measure progress towards gender equality in part by the proportion of women in parliamentary seats.
- In the area of Women’s Political Empowerment, Nigeria has ratified most of the international and regional instruments on women’s rights. However, critical challenges remain in the application and domestication of these frameworks, causing Nigerian women to be underrepresented and marginalised from political decision-making processes.
- Currently, women’s political representation in Nigeria is abysmally low in the legislative, executive, and judicial powers due to different gendered social norms. Young women in particular experience a double jeopardy because of gender and because young people are equally marginalized in politics.
- Under the funding of the Government of Canada, UN Women will implement a programme to the women’s political leadership and participation, as well as gender-sensitive reforms to ensure that affected communities, especially marginalized women and persons with disabilities are fully engaged to advocate and participate in the development of policies/legislations, in elections and other political processes affecting them. Priority areas of the programme include:
- Legal Frameworks/Policies and Institutional Reform with a view to influence gender-responsive legislations that will create an enabling environment for women aspiring for political offices.
- Women’s Participation and Leadership through supporting capacity-building trainings for women candidates to boost their campaign strategies, including training and mentoring young women
- Coordination among partners and engagement with key stakeholders by building on the Working Group on Women’s Political Empowerment and engaging communities on advocacy for gender transformation as well as preventing violence among women in politics.
- To implement this programme, UN Women seeks a recruit Project Officer to facilitate the field implementation of the project (to serve as a focal point for states in the states in the South of Nigeria).
- Under the overall supervision of UN Women Deputy Representative, and direct supervision of the Programme Manager, the incumbent exercises responsibility for supporting the planning, implementation, and management of the UN Women’s programme on Women’s Political Participation in Nigeria.
- She/he works in close collaboration with the WPE team, other programme and operations teams, UN Women staff and substantively and technically support state-level implementation of the programme, including providing guidance to implementing partners in respective states.
- The Programme Officer will be expected to spend a lot of time in the target states under their respective supervision and provide first-hand information necessary to draw and collate lessons learning and sharing.

Duties and Responsibilities
Implementation support:
- Ensure timely and effective implementation of the UN Women’s project on Women’s Leadership and Political Participation
- Ensure that all partners work together to deliver concrete results in compliance with the work plan and the Results Framework
- Facilitate the delivery of the project by leading and promoting a coordinated approach to delivery across different outcomes/outputs
- Support all partners in the implementation of the project through direct assistance and technical/operational advice
- Assist in the systematic monitoring and reporting on project implementation and results
- Participate in the project mid-term review and evaluation in collaboration with relevant stakeholders
- Assist in managing financial resources for achieving results in line with the outputs and activities outlined in the project document and the Annual Work Plan (AWP)
- Support the delivery of results and ensure efficient and effective use of resources
- Prepare annual and quarterly progress reports and organize technical meetings for the project
- Actively participate at the regular Technical Working Group (TWG) meetings and assist in organizing meetings of the TWG of the project
- Support the preparation of inputs for different fora, as required
- Identify and support partners engaged in governance and democratization with a view to increase the participation and leadership of women
- Assist in the provision of support to women political candidates and help them build their capacities
- Share lessons learned from different Country Offices (COs) of UN Women on election, political participation and leadership of women
- Identify and support entities that provide voter and civic education and sensitization campaigns on gender equality
- Provide support to gender equality advocates that make calls for political parties, governments and others to do their part in empowering women in politics and leadership
- Encourage young men and women to engage in advocacy around making gender equality measures central to public policy making
- Support advocacy efforts and undertake initiatives for legislative reforms to ensure women’s fair access to political spheres—as voters, candidates, elected officials and civil service members
- Collaborate and liaise with other UN Country teams and CSOs in undertaking tasks related to women’s leadership and political participation
- Support the project team in facilitating knowledge building and information sharing under the different outcome areas of the project.
Reporting:
- Maintain the quality of reports, particularly ensuring that progress reports are based on RBM principle
- Promote the substantive quality of all knowledge products, reports and services, and ensure effective integration and compatibility with other result areas
- Contribute to the production of reports and publications, and serve as peer reviewer
- Forge links with other initiatives to identify good practices and share lessons
- Provide technical support and guidance to implementing partners on timely and quality narrative and financial reporting
Monitoring and follow up:
In collaboration with the WPE team and the M&E Specialist:
- Prepare results frameworks for each output and establish performance and impact assessment indicators and systems
- Draft the project monitoring plan with detailed activities and ensure implementation in conformity with the plan
- Ensure the implementation of the monitoring and evaluation plan is carried out in a participatory manner
- Support partners in preparing contributions to, and compile narrative and financial reports for UN Women and submit to the TWG for inputs, before submission
- Play the lead role in the preparation of project’s reviews and monitoring visits
- Ensure that the activities are implemented in conformity with UN Women and donor requirements, and that support and advice from partners are fully utilized
- Support the WPE Communications Officer in identifying good practices and lessons learned and documenting this knowledge
- Promote the substantive quality of all knowledge products, reports and services, and ensures effective integration and compatibility with other results areas
- Contribute to the production of reports and publications, and serve as peer reviewer
- Forge links with other initiatives to identify good practices and share lessons
- Follow up and provide technical support to ensure quality service provision to identified target groups
- Support the WPE team and partners in ensuring the delivery of the expected results of the project and ensure cascading of the standard accountability tools developed over the years by different Implementing partners.

Required Skills and Experience
Education and certification:
- Master’s Degree or equivalent in Social Sciences, Human Rights, Gender/Women's Studies, International Development, or a related field is required.
- A First-Level University Degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Management certification would be an added advantage.
Experience:
- A minimum 5 years of relevant work experience or 7 years with B.A / B.Sc. Degree, in the area of Human Rights, Governance, Development or a related field of which at least two years of professional experience in program/project implementation
- Experience in the implementing programmes for women’s political empowerment is a strong advantage
- Experience in implementing multi-partner programmes, and proven experience in partnership building and networking
- Strong facilitation, training, and interpersonal skills
- Knowledge of M & E of programmes, proven advocacy, analytical and writing skills.
Language Requirements:
- Fluency in English is required
- Knowledge of the other UN official working language is an asset.

- The objective of building and sustaining peace and security across the country is critical for Nigeria, which faces several security challenges including the Boko Haram insurgency in the Northeast, the Farmers/Herders conflict in the Middle Belt, and conflicts over natural resources in the oil-rich Niger Delta region. Ongoing efforts to address these conflicts often overlook women’s role and contributions. Women are often seen only as victims of conflicts that need to be protected rather than agents of change for peace.
- This leaves untapped, the potential and capacities of women whose contributions can be harnessed to promote transformative change and sustainable peace.
- Through the previous phase of the Women Peace and Security (WPS) Programme, UN Women enhanced the effective participation of women in conflict prevention and peacebuilding and improved the public perception on the role of women in peace and security at the national level and in the target states of Bauchi and Benue. The Programme registered significant achievements against its set results framework, including developing State Actions Plans and Women Mediators Networks in the target States, the development of a Legislative Guide on Women, Peace, and Security and capacity enhancement of legislators in the State Houses of Assembly, among others.
- The Programme has also created the conditions for related WPS programming on the security sector, Violence Against Persons (Prohibition) Act (VAPP) implementation, and women's mediation capacities and utilization.
- The next phase of the programme starting in 2022 will also include women’s leadership and political participation, particularly in relation to peace and security concerns. As a follow-on programming for Phase II, interventions will include:
- Support to the development of Nigeria's 3rd National Action Plan (NAP) on Women, Peace and Security, including mechanisms to enhance coordination in implementation, monitoring and reporting;
- Enhanced legislative engagement and actions on Women, Peace, and Security;
- An enabling secured environment for women’s leadership and participation in politics
- Support to women mediation capacities, networks, and actions for conflict prevention and peacebuilding.
- UN Women seeks to recruit a National Programme Officer to support the implementation of the next phase of the WPS programme in Nigeria.
- Under the strategic guidance of the Country Representative, and with day-to-day reporting to the UN Women Deputy Representative, the Programme Officer exercises overall responsibilities for planning, implementing, and managing UN Women interventions under the WPS thematic area.
- She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio .
Duties and Responsibilities
Design and Develop Programme Strategies in Area of WPS:
- Design and formulate programme implementation strategies to guide the roll-out of the UN Women’s WPS programme, Phase II;
- Oversee the implementation of the Programme’s inception phase activities including the inception workshop, advocacy visits to stakeholders, identification of target beneficiaries and the finalization of the Programme’s implementation plans, among others;
- Undertake ongoing research and analysis to inform the refinement of programme implementation strategies;
- Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to WPS.
Manage the Implementation and Management of the WPS Programme:
- Finalize the annual workplan and budget and manage their implementation in accordance with the program document;
- Facilitate the technical implementation of the programme and ensure synergies with other teams;
- Oversee the timely submission of implementing partners’ financial and narrative reports;
- Provide guidance to partners on Results Based Management tools and performance indicators, in collaboration with the M&E Specialist;
- Organize the Project Steering Committee, project review and/or evaluation meetings, as needed.
Manage Technical Assistance and Capacity Development to Project/Programme Partners:
- Build and manage relationships with national partners to support the implementation and expansion of the WPS Program, respond to any potential problems;
- Provide guidance and support to implementing partners to enhance programme implementation and reporting;
- Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives targeted to partners.
Manage the Monitoring and Reporting of the Programme / Project:
Under the guidance of, and in collaboration with the M&E Specialist:
- Regularly monitor programme implementation and finances, using results-based management tools;
- Monitor the implementation of activities and spending of funds by partners and conduct regular monitoring visits;
- Prepare and timely submit quarterly and annual progress reports, including reports to donors;
- Provide inputs from WPS programme activities and results to inform corporate reporting requirements.
Manage the People and Financial Resources of the WPS Programme:
- Manage the programme budget and draft financial reports;
- Oversee programme financial monitoring, including budget revisions, and expenditure tracking and reporting;
- Oversee and monitor the allocation and disbursement of funds to implementing partners
- Oversee recruitment processes, as necessary;
- Oversee the work of programme staff under direct supervision, and provide mentorship and coaching support as necessary
Build Partnerships and Support in Developing Resource Mobilization Strategies:
- Develop and implement partnerships and resource mobilization strategies;
- Review donor funding trends and priorities and identify opportunities for resource mobilization;
- Prepare substantive briefs on possible areas of donor cooperation and identify opportunities for cost sharing.

Contribute to inter-agency coordination on WPS to achieve coherence and alignment of UN Women programmes with other partners in the country:
- Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
- Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.
Manage Advocacy, Knowledge Building and Communication Efforts:
- Develop and review background documents, briefs and presentations related to the WPS program;
- Represent UN Women in meetings and policy dialogues on issues related to WPS as necessary;
- Develop advocacy strategies and oversee their implementation;
- Organize major advocacy campaigns, trainings, workshops and knowledge products to share lessons on the WPS programme;
- Identify best practices and lessons learned to guide programme improvement and strategy planning;
- Develop knowledge management strategies, products and methodologies on WPS;
- Ensure documentation of the WPS programme implementation process and products, in accordance with UN Women guidelines;
- Contribute to the sharing and exchange of information and WPS knowledge products internally and externally through the programme.

- UN Women will be working closely with the Office of the Speaker and the Chair, Committee on Women Affairs in the House of Representatives, to advance gender-related priorities in the Federal House of Representatives particularly around promoting legislation to increase women’s political leadership.
- Against this background, UN Women seeks to recruit a Technical Expert to support the Office of the Speaker and the Chair, Women Affairs Committee in the House of Representatives, in the process of promoting increased women’s representation in leadership.
- The Technical Expert exercises overall responsibility for planning, implementing, and managing UN Women’s intervention to support the House of Representatives in specific tasks aimed at strengthening legal reforms to enhance women’s political participation.
- She/he works in close collaboration with the Office of the Speaker and the Chair, Committee on Women Affairs in the House of Parliament, UN Women programme and operations teams, UN Women staff at the regional and headquarters levels, Government officials, multi and bi-lateral donors and civil society to ensure the success of the implementation of assigned responsibilities.
- In connection with the above tasks, the Technical Expert will be hosted and discharge all tasks, duties and responsibilities in the Federal House of Representatives in Nigeria.
- S/he will have a double reporting line to the Federal House of Representatives and to UN Women.
- S/he will directly report at 60% to the Special Adviser to the Speaker, International and Inter-Parliamentary Affairs in the House of Representatives, and at 40% to the Programme Manager on Women’s Political Empowerment in UN Women.
- Under this arrangement, the Technical Expert will participate in UN Women’s weekly meetings, the UN Women’s WPE thematic meetings on a monthly basis and other technical briefings and meetings at UN Women when required to discuss work undertaken.
Duties and Responsibilities
- Support in the production of a work plan for the implementation of initiatives by Offices of the Speaker and the Chair, Women Affairs Committee in the House of Representatives, towards increasing women’s political leadership.
- Provide support in the preparation and operationalization of a women’s caucus in the National Assembly
- Support with the mobilization of national legislators for project-related convenings to advance women’s political leadership
- Support and facilitate study tours for leadership and members of the National Assembly
- Follow up and track the progress of gender reforms in the National Assembly, particularly bill on reserved seats
- Spearhead the development and adoption of gender legislative reforms and facilitate conversations on the passage of the GEOB in the House of Representatives for concurrence with the Senate with the Speaker and the Chair, Committee on Women’s Affairs Office in the House of Representatives
- Compile background and reference materials on the constitutional review process to inform advocacy initiatives.
- Attend all meetings of the HoR constitution review committee, make presentations and provide strong justification for the adoption of gender-sensitive reforms.
- Gender review of the Legislative Agenda
- Facilitate stakeholder consultation/townhall on gender in the Legislative Agenda
- In collaboration with focal points at the House of Representatives, document operational and institutional capacity needs and gaps for the organ and draft actionable recommendations for addressing them;
- Plan and contribute to capacity-building workshops targeting Members of Parliament on gender and political leadership
- Organize and facilitate consultations with CSOs and other key stakeholders to develop a strategy for engaging the National Assembly to ensure the adoption of the GEOB and other gender-sensitive reforms.
- Organize public/media debates/programmes and stakeholder consultations by parliamentarians on the participation of women in decision-making
- Provide inputs to relevant strategies, policy briefs, concept notes, reports and other documents as appropriate;
- Document lessons learned from UN Women’s support to the constitution review process and efforts to pass the GEOB and other gender-sensitive reforms in legal frameworks

Provide administrative and logistical support to the formulation and management of the programme:
- Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
- Provide technical guidance to the CO and executing agencies on routine delivery and reporting of programme supported activities and finances;
- Undertake all logistical, administrative, and financial arrangements for organizing meetings, workshops, events and missions;
- Make travel arrangements for the Programme Team, including travel requisitions and claims;
- Prepare public information materials and briefing packets;
- Assemble briefing materials and prepare power-point and other presentations;
- Identify sources. gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.
Provide administrative support to Resource Mobilization:
- Compile and process information from donors, CO, and programme team, as inputs to various databases and documents;
- Prepare drafts for cost sharing agreements including conditions of contributions within resource mobilization efforts, adhering to standard agreements where possible. Follow up on contributions within the CO resource mobilization efforts;
Facilitate knowledge building and knowledge sharing:
- Provide administrative support synthesis of lessons learnt and best practices related to programme management and finance;
- Collect and compile lessons learned and best practices in financial management and services;
- Conduct training and/or helping organize training events and activities; as well as participate in trainings;
- Contribute to financial business operational practices and management innovations;
- Disseminate to clients and stakeholders as appropriate to build capacity and knowledge
Key Performance Indicators
- Timely and accurate support to events, workshops, and missions;
- Full compliance of administrative activities with UN Women rules, regulations, policies and procedures;
- Timely recording of the WPS Programme finances;
- Timely and accurate tracking of data for CO management and donor purposes;
- Quality maintenance of internal systems.
Required Skills and Experience
Education and certification:
- Completion of Secondary Education required;
- Bachelor’s Degree in Business or Public Administration is an asset
Experience:
- At least 6 years of progressively responsible experience in administration or programme management/support;
- Experience in working in a computer environment using multiple office software packages;
- Experience in the use of ATLAS is an asset;
- Experience in supporting programme teams
Language Requirements:
- Fluency in English is required
- Working knowledge of another official UN language is an asset.
