1.) Programme Policy Officer (Food Systems & Smallholder Farmers Support Coordinator)

Job Purpose

  • Under the direct supervision of the Head of Programme, Damaturu Sub Office and in close collaboration with the livelihoods teams, the programme Policy Officer (Food systems and Smallholder Farmers Support Coordinator) will be responsible for coordinating the implementation of food systems interventions and Smallholder Farmers (SHF) support activities in targeted Local Government Areas (LGAs).
  • She/He will coordinate with relevant units including Supply Chain, RAM, Gender through joint planning, monitoring and representation while ensuring programme convergence with other integrated resilience programmes within WFP.
  • The incumbent will report, document and build on the experience that define WFP’s role in supporting food systems and smallholder farmers for integration into all programmes of WFP.
  • The incumbent will also serve as the main focal point for coordination with the Government at state level and with WFP Technical Leads in Maiduguri and Abuja. She/He will play a key role in donor relations/liaison and partnerships building around the food systems transformation agenda at field level.

Key Accountabilities (Not All-Inclusive)

  • Provide technical guidance to the WFP Area and Sub Office in strategic planning and implementation of Food Systems and Smallholder support initiatives.
  •  Act as the organizational focal point for northeast cross-sectoral initiatives related to Food systems and SHF support interventions.
  • Represent WFP in coordination forums with states, level governments and other governance systems and networks related to food systems transformation agenda.
  • Support in designing, implementation and coordinating specific SHF support interventions through ensuring work plans and activities are formulated, implemented, and monitored based on LGA’s specific risk profiles, conflict analysis, partnerships, government capacity and programme priorities.
  • Work with other partners to identify and advise on ways to strengthen the capacity of smallholder farmers and their organizations, including management structure and processes with a particular focus on building marketing and operational capacity
  • Collect, synthesize and report on seasonal production and marketing data (acreage, volume and price) of food crops, mainly sorghum and millet in locations where WFP has SHF interventions
  • Contribute to strengthen capacity and learning for WFP in programming for food systems, SHF support, resilience and the triple nexus. 8.
  • Oversee and support the area office on knowledge management and lessons learnt arising from implementation through drafting/finalizing key documents, reports, updates and briefing notes and knowledge/information exchange to ensure continued generation of evidence from supported interventions
  • Coordinate closely with other UN agencies, development partners, and state government counterparts, and targeted communities in the area of responsibility to ensure alignment and complementarity of SHF support and food systems interventions.

Standard Minimum Qualifications

  • Education: Advanced University Degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
  • Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
  • National Professional: Fluency (level C) in English language and the duty station’s language, if different.

Other Specific Job Requirements:

  • Minimum of five years of relevant work experience in food and nutrition security, Natural Resource Management, International and Rural Development.

2.) Business Support Assistant G4 (Information Technology)

Organizational Context

  • Under the supervision and guidance of the Head of IT /SCOPE Unit, Damaturu Sub-Office, the IT Business Support Assistant will be responsible for the management of IT, Telecom and SCOPE assets, properly accounting for them at all times.
  • The incubent will work closely with the IT Associate, serving as a backup whenever needed. She or he will also support to resolve client complaints while providing technical guidance and training as required.
  • Other functions of the incumbent will include serving as focal person for budgeting and facilitating the procurement of all IT related equipment at the Sub-Office, maintain contingency stock of new equipment and prepare for them deployment where and when the need arises. She or he will also support the setup and connection of conferencing tools like MS Teams in conference rooms, and will deploy and manage IT services like CUG SIMs and portable internet devices normally assigned to staff.

Job Purpose

  • To deliver standard software and hardware support services, as well as monitoring and maintaining a wide range of information sources, to contribute to the effective delivery of IT services.

Job Purpose

  • To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

In Nigeria, WFP works with the Government of Nigeria through various interventions aimed at supporting the government to achieve Sustainable Development Goal (SDG) 2-Zero hunger.
  • SDG 2 holds a prominent place among national priorities of Nigeria and the Government views food security as a critical national objective, generating employment opportunities, particularly for the youth; promoting education through linkage to safety nets and homegrown school feeding programmes; and supporting women’s empowerment.
  • One of WFP interventions in Nigeria is resilience building, which uses a multisectoral approach, integrating different sectors including nutrition and livelihoods to building resilience at household, community and institutional levels.
  • To this end, WFP and UNICEF are implementing a multi-year joint project on Building Resilience and Social Cohesion in Northeast Nigeria.

5.) Protection Officer - P3

The Role and Organizational Context

  • Under the direct direction of the Head of Area Office and the technical oversight of the Deputy Country Director (Operations), the Protection and Accountability to Affected Population (AAP) Advisor - Head of Protection and AAP Unit (below referenced as HoProt) will be responsible for providing strategic orientations in protection and AAP.
  • This includes overseeing the implementation of protection and AAP activities in WFP’s operations in Nigeria, supervising the CO protection and AAP personnel and coordinating the partner protection and AAP officers and assistants hired within the context of field level agreements with WFP.
  • This will include providing operational and programmatic advice on the operational integration of the WFP Nigeria CO Protection and AAP strategy and working closely with WFP technical units including support services and respective sectors (Food, Logistics, Communication) to mainstream protection & AAP throughout WFP operations in North-East Nigeria.
  • The Protection and AAP Advisor also plays a key role in supporting the implementation of the WFP Gender Policy in coordination with the WFP Gender Focal Point and the WFP CO Strategy on Prevention of Sexual Exploitation and Abuse (draft) in collaboration with the WFP Senior SEA Focal Point.
  • The HoProt leads the protection team which is composed of two national protection officers and one international protection officer and works in close coordination with the Head of the Programme Unit, as well as with the Heads of Nutrition, Livelihoods, Vulnerability Assessment Mapping (VAM), M&E, Communication, Compliance, Security and Supply Chain so that protection is effectively integrated at various levels of WFP’s response, including in operational support-related activities, as well as ensure that staff is trained accordingly.
  • The HoProt is responsible for the overall yearly implementation, monitoring and reporting on the Nigeria CO Protection and AAP Strategy and the protection component of the Country Strategic Plan (CSP).

You will be responsible for the following duties:

  • Leadership & Advocacy on Protection and AAP-Provide leadership on protection related policy issues to the Nigeria Country Office including on the choice of protection objectives, policies and context-based priorities, including by ensuring alignment of the HCT/OHCT-endorsed policies with WFP Nigeria Protection, Gender and AAP policies and strategies.
  • Define and Oversee the Implementation of the Nigeria CO Protection Component of the Country Strategic Plan and respective Policies on Protection and AAP- Manage a team of three protection officers across three locations Yobe, Adamawa and Borno and provide the technical framework for the scope of work of WFP's implementing partner protection officers & assistants.
  • Advice WFP and Partners on the Integration of Protection and AAP into WFP Operations in Nigeria-Develop and define strategic and operational measures to integrate the findings from the protection analyses of issues that are impacting WFP beneficiaries and their communities and the linkages to food security and food assistance.
  • Work with all relevant staff and in collaboration with the Head of Area office to develop responses, ensuring that these are integrated in WFP’s programming and operational activities at the country office level.

  • Represent WFP in the inter-agency protection fora (Protection Working Group, GBV and Child protection sub-working groups, the civil-military taskforce), as well as individual protection actors to ensure complementarity with the overall strategy on protection.
  • Complaints and Feedback Mechanism and Reporting System for Protection-Support the roll-out of the WFP Nigeria Complaint and Feedback Standard operating procedures and the development of relevant tools and guidance.
  • Provide advice, guidance and follow-up in relation to protection aspects of the complaints and feedback mechanism and continue to explore how a system of reporting protection issues within the context of WFP's operation in Nigeria can be established and sustained.
  • Safe Delivery of Assistance-In collaboration with the Head of Programme Unit, Access Unit, CIVMIL (Logistics Sector), Head of Logistics and Head of Security provide advice, guidance and follow-up on measures to ensure safe distributions.
  • Ensure that protection integration is consistent with WFP policies Executive Board and other operational and protection guidance.
  • Contribute to the Country Office Emergency Preparedness i.e. early warning, risk analysis and contingency planning for the integration protection considerations and arising protection issues and other corporate and donor reporting requirements.

Qualifications and Key Requirements
Education:

  • Advanced University Degree in one of the following disciplines: Social Sciences, International Development, International Relations, Human Rights, Political Science or another related field or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • At least 5 years of solid, responsible and relevant work experience in a humanitarian organization or with an organization/agency dealing with protection of civilians, human rights or gender-based violence in a humanitarian emergency context.

Language:

  • Fluency (level C) in the English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language)

  • Ability to lead a team and strong coordination and communication skills to advocate for protection, AAP and gender across different fields and technical units.
  • Strong analytical, writing skills, and communication skills
  • Sound knowledge and skills in training and facilitation
  • Knowledge of UN system policies and functions of protection-mandated agencies
  • Flexibility to travel on short notice and in challenging and difficult environments.
  • Team spirit and excellent interpersonal relations.
