Organizational Setting and Work Relationships

  • Head of a UNHCR Sub-Office (HoSO) is a senior managerial position within a given country operation. The incumbent carries the full delegated authority of the UNHCR Representative (or the country Manager) of the country, who will exercise entire supervisory managerial responsibility over the position.
  • The position, on the other hand, provides all information on developments in relation to the protection (legal protection issues relating to the persons of concern to UNHCR), security (Physical security in relation to the UNCR staff and the persons of concern to UNHCR) and operational matters (programme and office management / administration) within the domain of its geographical area of responsibility to the UNHCR Representative (or the country manager) on a regular and timely manner.
  • Subject to the specific legal or socio economic or security developments in the Area of Responsibility (AOR), Representative will direct and guide the Head of the Sub-Office to take the most appropriate course of action. Concerning overall physical security concerns, HoSO will liaise directly with the competent UN security coordinator while keeping the UNHCR Representative fully informed.
  • While the functional responsibility of a Head of a Sub-Office will always remain the same despite its grade level, the other parameters (therefore the depth and breadth of the competencies) such as the size of the population of concern to UNHCR, their specific legal/security concerns, volume of assistance, Number of operational / Implementing partners and the size of the Office (i.e. number of UNHCR staff and their grade levels) will determine the appropriate grade level. The operational autonomy also depends upon the same parameters/competencies.
  • As the most senior UNHCR staff member within the given geographical area, he/she is required to liaise with all the relevant senior government officials, security organs in the area, the Head of various Non-Governmental Organisations (both national and internationals based in the area), Civilian/tribal leaders/elders, local opinion makers and the local media net-work to ensure his/her assigned responsibilities are effectively and efficiently discharged.
  • As the extended field representative of UNHCR at the front line of High Commissioner's operations, he/she remain as the effective advocate and assistant to the local authorities to ensure that the respective government authorities in the area implement their conventional responsibilities in favour of refugees and others of concern to UNHCR.
  • All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks.

Duties

  • Monitor and report on the implementation of refugee conventional responsibilities and international obligations of the local authorities Vis a Vis the population of concern to UNHCR within the given geographical area; based on local situations/developments make appropriate recommendation to the UNHCR Representative.
  • Advocate and promote UNHCR standards concerning the treatment of asylum seekers, refugees and returnees as well as IDPs, where applicable; Advocate, promote and encourage the concerned authorities and local opinion makers to uphold established UNHCR standards that have become the international norms.
  • Ensure that the basic needs of the concerned population are properly assessed with the participation of the beneficiaries themselves, the host governments and/or the competent Implementing partners and/or UNHCR itself.
  • Subject to the needs, ensure that the planning, formulation and budgeting of identified assistance projects are done as per UNHCR programme cycle; upon approval of assistance project, ensure the timely implementation and rigorous monitoring of identified assistance activities
  • Ensure through the subordinate staff that all deadlines for monitoring and reporting of UNHCR operational activities (i.e. include assistance as well as Administrative) are met on a regular basis.
  • Manage all UNHCR resources, both human, financial/material, at an optimum level for the wellbeing of the concerned population and the UNHCR staff.
  • Ensure that all security measures of UNHCR office (and residential, wherever applicable) compounds are always up to date; any security breaches and/or potential security threat should be reported immediately to competent UN security coordinator in the country.
  • Ensure that staff welfare, both in terms of working and living conditions, are maintained at a satisfactory level within the constraints in the operational area; this requires remaining current in health and medical facilities locally available and evacuation options available in a moment of medical urgency.
  • Guide, coach and advocate the subordinate staff to maintain highest standards of conduct and behaviour thorough one's own practice and deeds.
  • Prepare and submit regular reports, both verbally and written, to the UNHCR Representative. In the event of substantial telephone conversation that leads to specific action or non-action, it should be recorded and share with the other party.
  • Represent UNHCR in inter-agency fora and with local authorities in the AOR.
  • Enforce compliance with UNHCR's global protection, programme, finance, human resources and security policies and standards.
  • Submit project proposals for assistance to refugees and other persons of concern to UNHCR Representation in coordination with local authorities and NGOs.
  • Perform other related duties as required.

Minimum Qualifications

  • For P5 - 12 years relevant experience with Undergraduate Degree; or 11 years relevant experience with Graduate Degree; or 10 years relevant experience with Doctorate Degree.

Nature of Position

  • UNHCR Sub Office Ogoja, covers three Field Offices (Calabar, Adikpo and Takum) and two Field Units (Makurdi and Gembu) with 65 staff members (13 internationals and 52 nationals) and 12 AWF, and reports directly to the Representation Office in Abuja. SO Ogoja is implementing protection and assistance programmes and plays an important role in coordination and leadership of Cameroonians Refugee Response Plan and Internally Displaced Nigerian Population in Benue State.
  • Under the supervision of UNHCR Country Representative in Nigeria, the Head of Sub Office is responsible for effective management of UNHCR presence, staff and assets in the Area of Responsibility, including formulation and/or representation of UNHCR’s position to external partners in the AOR, by participating in meetings and events, facilitate, take and implement measures to ensure safety and security of UNHCR staff and assets.
  • S/He leads the Sub Office team and manages the performance and conduct of the staff members to deliver protection and assistance for refugees in four states-Cross River, Taraba, Benue and Akwa Ibom as well as IDPs in Benue State.
  • UNHCR has been present in Nigeria since 1978, working with the Government and other partners mostly NGOs to uphold the rights and wellbeing of refugees, asylum seekers IDPs and stateless persons. As a result of the influx from Cameroon, UNHCR established a Sub- office in Ogoja Local Government area in mid-2018. The office also covers the needs of IDPs in Benue state through its field Unit in Makurdi.
  • Benue State has been battling with farmer-herder conflicts for several decades. While seasonal flooding has historically been the main driver of population displacement in the state, Benue has in the last two decades become the major flashpoint for farmer-herder clashes that have claimed thousands of lives and displaced thousands of others. There is an estimated over 1 million IDPS according to the Benue State Emergency Agency.
  • Since the outbreak of the Anglophone crises in Cameroon in 2017 UNHCR and the Government of Nigeria have registered over 80,000 refugees. Of these 57% are in Cross River state, 25% in Taraba, 16% in Benue and 2% in Akwa Ibom and elsewhere. The Government has provided land for the establishment of 4 refugee settlements and supports inclusion of refugees in existing health and education services.
  • The majority of refugees (61%) however live amongst the host population These refugees are hosted in local government areas that have weak social services, reduced economic opportunities and self-reliance and very limited access to electricity, water, sanitation and health services. UNHCR is the only UN agency providing limited lifesaving support to refugees due to budgetary constraints.

Living and Working Conditions

  • Very basic infrastructure as well as leisure and recreational facilities.
  • Limited health facilities available locally; Malaria & typhoid diseases are common in the region.
  • Due to the security restrictions, office has established well organized guest house facilities where all international professional staff are required to reside; Movement of international staff is restricted to avoid risk of kidnapping; Frequent mission travel to the deep Field locations; High stressful work context, therefore capacity for self-care is critical.

Organizational Setting and Work Relationships

  • The Livelihood and Economic Inclusion Officer has a key role to play in aligning livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR), which underscores the need to mobilize additional actors and to adopt a whole-of-society approach to strengthen refugee self-reliance and help ease pressure on host countries.
  • Promoting economic inclusion of refugees is a key development area that will enable the achievement of these objectives and contribute to the 2030 Agenda's Sustainable Development Goals.
  • Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results for persons of concern (POC), including through follow-up on pledges made through the 2019 Global Refugee Forum. Contributing to this global roll-out of the GCR, the Livelihood and Economic Inclusion Officer, with direct support from the Senior Livelihoods and Economic Inclusion Officer in the Regional Bureau and the global support of the Livelihoods and Economic Inclusion Unit in the Division of Resilience and Solutions (DRS), works towards the following objectives:
    • Improve the enabling environment for refugees to work through advocacy on the right to/at work, access to economic opportunities and services;
    • Seek new and strengthen existing partnerships including with the private sector, development actors, government institutions and specialized agencies to advance economic inclusion of refugees; and
    • Enhance ongoing livelihoods and economic inclusion programming through evidence-based and market-driven approaches to improve economic inclusion outcomes.
  • The Livelihood and Economic Inclusion Officer should be proactive, always looking for new opportunities, and persuasive in mobilizing donors and new partners around new models of economic and social integration. The incumbent will play a role in formulating interventions that position UNHCR a key catalyst for livelihoods and the economic inclusion of refugees.
  • S/he will interact with both internal and external counterparts. The incumbent will work closely with multi-functional teams on matters including but not limited to protection, education, cash, partnerships, research and analytics, GBV, solutions, complementary pathways and more.
  • Externally, the Livelihoods and Economic Inclusion Officer will help promote refugees' economic inclusion through effective partnerships with relevant government line ministries, development actors, the private sector, UN agencies, international organisations and NGOs, and research institutions and universities, both at the global and country levels.

  • Facilitate the economic inclusion of refugees in coordination with relevant external partners such as line ministries, private sector and development actors in accordance with UNHCR Global and Country level policies, priorities, and strategies, in particular the Global Compact on Refugees.
  • Strengthen partnerships with relevant stakeholders to enhance economic inclusion of UNHCR POC. This includes advocating with public and private sector services providers to include UNHCR POC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.).
  • Build on UNHCR databases to support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. This includes supporting the implementation of socioeconomic and wealth ranking surveys to inform targeting, monitoring and facilitation of development programmes.
  • Conduct necessary assessments in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to identify investment and funding opportunities that enhance the economic inclusion of UNHCR POC.

Desired Candidate Profile

  • Nigeria hosts approximately 92,000 refugees with majority in the South-South, and due to on-going crisis in North-East, North-West and Central areas has seen 3.1 million internally displaced persons (IDPs) and 1.9 million returnees (IDPs and refugees).
  • As part of the support and to increase capacity of refugees, IDPs, returnees (refugees and IDPs) to meet their basic needs and make a shift toward self -reliance, UNHCR Nigeria has been implementing a range of livelihood and economic inclusion (LEI) interventions. Building on the review of existing interventions, ways of working, and global and regional UNHCR LEI strategy, the country approach for LEI has been revised for 2023 -2025.
  • The Livelihood and Economic Inclusion Officer is directly supervised by Assistant Representative (Operations) and has technical supervisory responsibility for Livelihood staff and/or focal points at Sub-Offices and Field Offices.
  • As needed, the incumbent will provide technical support to other sectors and partners and work closely on development priorities. The incumbent will ensure responses are in line with humanitarian minimum standards and are aligned with results-based monitoring system for 2023-2025 livelihoods multi-year strategy.
  • The incumbent will lead the design and implementation of relevant assessments to support evidence-based decision making and a shift towards area-based and market-oriented approaches.

Living and Working Conditions

  • UNHCR Nigeria consists of a Representation at the Branch Office in the Federal Capital City, Abuja, a Field Office in Lagos, a Sub-Office in Maiduguri (Borno State), a Field Unit in Damaturu (Yobe State), a Field Office in Yola (Adamawa State) a Field Office in Adikpo (Benue State), a Field Office in Ikom (Cross River State) and a Sub Office in Calabar (Cross River State) under the direct supervision of the Branch Office. UNHCR Nigeria has 146 staff members in Nigeria with 46 international and 100 national staff members.
  • The UNHCR Representation acts as a liaison office with the Economic Community of West African States (ECOWAS) Commission and coordinates with various departments to ensure information dissemination, capacity building, participation at various events towards ensuring the dynamic growth of the UNHCR-ECOWAS Cooperation and expansion of the protection space for persons of concern in West Africa.
  • Other activities of the Office in Nigeria include providing support to the Government of Nigeria through the National Commission for Refugees and some other agencies of Government; and working with other UN agencies within various theme groups. With the objective of expanding the protection space for the benefit of all persons of concern in Nigeria.
  • Abuja is a C duty station with good living conditions. The cost of accommodation is very high (yearly rent payment required) and safety is still a concern.
  • The security situation requires international staff deployed to Nigeria to undertake security briefings on terrorism related issues. Borno State is at security level 4 while Yobe and Adamawa states are at level 3 (except some LGA). The South-East of Nigeria is at level 2.
  • Accessibility to affected populations in the North East is difficult due to the volatile security situation. Adequate security measures and equipment, including armored vehicles, are required to operate in the area.

Duties

  • Advise and support the manager on all aspects of security risk management, crisis readiness and preparedness with regard to maintaining the safety and security of UNHCR personnel, operations, and facilities.
  • Undertake security risk assessments/ ad hoc Security Risk Managements (SRM) analysing security factors and levels of risk related to UNHCR activities and programmes.
  • Participate in the development or update of the SRM process for designated areas.
  • Evaluate existing Security Risk Management Measures (SRMMs) to determine their appropriateness and identify areas needing improvement. Follow up with actions to oversee or implement those improvements.
  • Monitor compliance with standards established through the Security Risk Management process.

Living and Working Conditions

  • The FSO will be based in Maiduguri, capital of Borno State and the job requires travelling within the same state as well as to Adamawa and Yobe states which are part of the jurisdiction covered by the Sub Office.
  • The area of operations is usually hot with temperatures over 30 degrees Celsius throughout the year with only some rare exceptions during the rainy season. Under normal circumstances, Maiduguri has access to all necessary food supplies.
  • Access to running water, power, cooking gas, fuel, phone communications and internet is available but can be interrupted due to unreliable infrastructure hence the need for back-ups.
  • The city is fairly big but has limited opportunities for entertainment during time off. While there is no imposed curfew in the city, UNHCR movements are done in official vehicles and are highly discouraged at night time.
  • The residential arrangement is at UNHCR Guesthouse that is exclusive for the use of UNHCR and some few other UN staff members. Maiduguri is approximately 2 hours flight from Abuja. In order to facilitate access to targeted areas, UNHCR exercises some limited presence in volatile environments and favors delivery through national NGOs and other partners.
  • The Security challenges predominantly derived from the terrorist threat with exposure to armed attacks while present in the Humanitarian Hubs.
  • Non-State Armed Groups (NSAGs) are also responsible for recurrent kidnappings mainly for ramson but at times for political gain. Armed Conflict is also present in the area with Government Security Forces confronting the threat posed by the NSAGs.  While armed conflict is more predominant outside Maiduguri, there have been a few incidents of NSAGs targeting Security Forces in the environs of Maiduguri Airport.  It is assessed that the mentioned security threats will remain current in 2023.

Nature of Position

  • Current Situation: Nigeria is a vast federation with 36 states and one Federal Capital Territory (FCT). The UNHCR operations in the country comprise:
  • A country Representation in Abuja, supervising two Sub-Offices (Maiduguri and Ogoja) as well as the Lagos Field Office.
  • A Sub-Office in Maiduguri, supervising other smaller offices in the response to an IDP situation that in the past affected the States of Taraba, Gombe, Bauchi, Yobe, Adamawa and Borno.  Currently, the situation is limited to the latter three States.
  • A sub-Office in Ogoja, supervising other smaller offices, for the Cameroon refugee situation in SE Nigeria.

Living and Working Conditions

  • Most of the cities in Nigeria are hugely populated, access to accommodation is relatively easier in Abuja with less security restrictions.
  • In Maiduguri, in the Northeast, for security reasons and due to limited availability, UNHCR has rented a guesthouse solely for the use of staff. Most food products, both fresh and processed are readily available in most urban centers. As Calabar is a family duty station, movement there is free with minimal restrictions and staff are allowed to rent their own houses in designated areas.
  • Similarly, In Ogoja, staff are currently operating from UNDSS cleared hotel, however, suitable office premises and guest house, for staff accommodation, has been identified and is undergoing MOSS/MORSS improvement for staff use.
  • In Adikpo, UNHCR has an office and Guesthouse in place. In general, roads are passable. Malaria and typhoid are common and although there exist governmental and private medical facilities in Calabar, facilities in Ogoja and Adikpo are more limited.
  • Medical standards are not optimal. There exist local banking facilities.
  • The weather is humid in Cross River and drier in Adikpo in Benue state. As UNHCR has no presence in both Akwa Ibom and Taraba, staff are required to undertake frequent missions to the deep field locations often resulting in long working hours.

  • Review and approve the settlement of employee entitlements including DSA, local salaries and the Medical Insurance Plan (MIP).
  • Advise on matters pertaining to administrative and staffing requirements in the Division/Bureau/Office.
  • In cooperation with HR, endorse staffing management strategies, and ensure local compliance with UNHCR's workplace standards.
  • Issue and extend contracts for locally recruited staff.
  • Coordinate training and capacity-building activities to staff in administrative related areas.
  • Provide guidance and support on UNHCR's internal control framework, financial rules, policies and procedures. - Prepare the ABOD for the Office, and monitor the budgetary execution of it.
  • Control and check the monthly accounts and various administrative activities.
  • Ensure that appropriate internal controls are in place.
  • In cooperation with Supply, prepare a procurement plan, initiate and coordinate local procurement for the smooth running of the Office.
  • Manage contracts and relations with suppliers.
  • Recommend local service providers (e.g. building security guards and cleaning companies).
  • Award, issue and terminate (local) contracts and frame agreements in accordance with delegated authorities and UNHCR regulations, rules and procedures.
  • Serve as a member of the Local Contracts Committee (LCC) in accordance with delegated authorities.
  • Participate in the physical verification of UNHCR property plant and equipment.
  • Enforce compliance with UNHCR's financial and administrative rules, policies and instructions.
  • Perform other related duties as required.

Minimum Qualifications

  • For P4 / NOD - 9 years relevant experience with Undergraduate Degree; or 8 years relevant experience with Graduate Degree; or 7 years relevant experience with Doctorate Degree

Field(s) of Education:

  • Accounting, Public or Business Administration, Economics, or other relevant field.

Certificates and / or Licenses:

  • UNHCR Management Learning Programme.

Relevant Job Experience:
Essential:

  • Minimum of 5 years of relevant work experience in an International Organization (United Nations or similar).
  • Good understanding and/or experience of financial and HR modules of a major Enterprise Resource Planning system (such as PeopleSoft, SAP or Oracle).
  • Excellent communication and negotiation skills.
  • Experience of managing people in a multinational/multicultural environments.

Desirable:

  • Completion of relevant UNHCR Management learning programme.
  • Experience in procurement in an International Organization.
  • Accounting qualification from an internationally recognized Institute of Accounting.

Nature of Position:

  • The implementation of general administrative and resource management tasks as delegated by the supervisor. S/he will work with an oversight from the supervisor, who will provide general guidance and work plans for identifying work priorities and appropriate approaches; work is controlled for meeting expected results.

Living and Working Conditions

  • Abuja is a C duty station with good living conditions. The cost of accommodation is very high (yearly rent payment required) and safety is still a concern.
  • Abuja has an active social life with recreational facilities that positively support the integration of new arrivals in the city.
  • Medical facilities – Standard medical facilities (such as the UN clinic, NISA Premier Hospital, Nizamiye Hospital, etc.) are available in Abuja.
  • Food and environmental sanitation – There are a variety of local, national, and international food items available, and the city has good environmental sanitation systems.
  • Housing -There is good housing accommodations in Abuja though relatively expensive when compared to other cities in the country.
  • Well-being and family life – Abuja is a relatively safe city to stay in with family and there are facilities that support social life and well-being. International schools are available with relatively expensive fees.
  • Communication – English and Pidgin-English are widely spoken and understood alongside indigenous languages.

Security Considerations:

  • The general security situation in Abuja is calm but unpredictable.
  • Staff must be aware of very high incidence of crime and terrorism in the capital.
  • Terrorism is the main threat in the Federal Capital Territory (FCT) Abuja SLA. General crime is also prevalent.
