1.) Procurement Coordinator (Buying)

Role Purpose
The Procurement Coordinator (Buying) acts as a crucial component in the SCI Supply Chain team which aims to deliver goods and services across all SCI field offices. The Procurement Coordinator (Buying) is responsible for:
- Ensures that the right supplies and services are procured and that there is timely Procurement and delivery of goods and services to programmes to deliver outstanding results for children
- Ensures best value for money is achieved through competitive and transparent Procurement processes.
- Supervises and manages the execution of the Procurement (buying) processes in all steps and stages, especially when it comes to PRs, POs and contracts.
- Provides SME Procurement support and guidance to FOs/ requesters.
- Supports CO Procurement Manager with management of International Procurements through RPU.
- Supports CO Procurement Manager with resolution of user issues relating to ERP and other duties as may be assigned.
- Focal point for CO ERP deployment (PROSAVE), usage and reporting.

Key Areas of Accountability
Procuring Goods and Services (Buying):
- Supervise and manage preparation of Procurement process in all steps and stages, especially when it comes to purchase orders and contracts
- Advise on best sources of supply in coordination with the Procurement Officer and Assistant.
- Verify purchase requests ensuring all required information is provided.
- Process Purchase Requests using pre-established FWAs and Pre-Qualified Supplier (PQS) lists and support the procurement lead on comparative bid analysis, Procurement committees and PO processes.
- Ensure items procured match programmatic requests and are of good quality and value for money.
- Support the procurement lead to ensure that all orders are processed in timely manner, inputted on Procurement Tracker, status updates are communicated to programmes timely, and that all relevant documentation is filed appropriately.
- Monitor Procurement activities for signs of fraud/corruption and report these to the Procurement Manager and Head of Supply Chain.
- Ensure Save the Children’s and donors Procurement procedures and policies are being adhered to and provide guidance regarding their application at the field level.
- Monitor Contract/ FWA Compliance, create catalogues where required and manage supplier enablement in ProSave (our new global Procurement system).
- Ensure international Procurement, importation and custom clearance of goods are in line with programme budgets and needs and ensure timely delivery of imported goods.
Supplier Management:
- Manage our supply base by tracking supplier performance, actively liaising with suppliers, and undertaking supplier risk management e.g. vetting
- Make suppliers aware of Save the Children values, policies and procedures and their need to comply as part of agreements.
- Support Supplier Enablement activities are carried out so that as many suppliers as possible transact with SCI through the Ariba Network.
Team Management and Capacity Building:
- Conduct performance reviews and build capacity of the Procurement Officer, Procurement Assistant and Intern, ensuring clear work plans are in place and that personal objectives are established with regular feedback and support provided.
- Develop strong relationships with field office programmes to support them in improving their Procurement practices and review all Procurement Plans together with the Supply Chain Manager.
Performance Management:
- Produce management information reports on a monthly and quarterly basis, including data analysis and recommendations on improving the efficiency of our Procurement processes.
- Support the Supply Chain Manager in monitoring the Procurement function performance against KPIs and targets, developing and implementing the necessary corrective actions for buying activities to improve performance.
Systems, Tools and Processes:
- Promote and ensure compliance to our Procurement Policy, Procedures and quality standards
- Accountable for ensuring Supplier Enablement activities are carried out so that as many suppliers as possible transact with SCI through the Ariba Network.

Qualifications
- A University Degree in one or more of the following areas; Business Management, Supply Chain Management, Cold chain / Logistics or equivalent.
- Chartered Institute of Purchasing & Supply (CIPS) or equivalent Experience will be an advantage.
Experience and Skills:
- Minimum of five years of relevant experience working in Procurement, preferably in an NGO/and/or development program, with in depth experience in managing medical and non-medical procurement, logistics and Supply Chain management processes.
- Experience in managing high value and complex international procurements within a large organisation
- Knowledge and experience of implementing Procurement processes, driving contract compliance and embedding buying best practice

2.) Night Driver

Role Purpose
- The driver is responsible for the safe driving of Save the Children International vehicle, staff and Assets.
- The Driver will ensure cleaning, proper maintenance of vehicles in compliance with the Driver’s handbook and safe driving standards, ensuring the vehicle is fueled in time for trips and the proper management of the fuel supply for that vehicle.
- The driver should do so in accordance with SCI policies and procedures.

Scope of Role:

Responsibilities
- Safely drive SCI Staff and assets as at when requested.
- Map out driving routes ahead of time to determine the most expedient trip.

- Listen to traffic and weather reports to stay up-to-date on road conditions.
- Adjust the route to avoid heavy traffic or road constructions, as needed.

- Ensure the car seats are clean and comfortable for all riders.
- Schedule regular car service appointments and report any issues.

Documentation:
- Maintain the vehicle log and fuel consumption documentation

Control of Vehicles:
- Ensure that Line Managers authorize all vehicle journeys in advance.

On the road:
- Ensure that the line manager is immediately informed of any accidents, the Accident report is filled immediately and the accident reported to the police as soon as possible.

- Save the Children has a no passenger policy – this relates to all non-agency personnel and is for reasons of safety, the continuance and equity of the programme.

- SCI reserves the right to refuse entry to a vehicle any staff member without identification documents or who cannot be identified by SCI staff.

Vehicle Checks:
- Check the vehicle prior to its use in the morning and after use
- Check the vehicle before departing from work.
- Check, on taking over a vehicle, that the items listed on the Vehicle Check List and the items listed in the Vehicle Tools and Materials Inventory are present and in full functioning order.
Vehicle Defects:
- A driver is to check for vehicle defects and damage to the vehicle and ensure that he reports them to his line manager. After consulting a mechanic, the line manager will make the decision as to whether the vehicle should be taken off the road for repair.
- Report and supervise all maintenance and repair needs of assign vehicle.
Cleanliness & Visibility:
- The driver is responsible for ensuring that his vehicle is kept clean on the outside and inside at all times. The driver is also to keep the vehicle tidy and ensure that all rubbish is removed from the vehicle after a journey.
- Driver is to ensure SCI visibility protocols are adhered to at all times.
Other:
- Follow and abide by the traffic rules, SCI regulations, driver safety manual and any other instructions given by the Line Manager

- S/he will provide all needed IT services to and act as a part of the SCI Nigeria IT team during an operation request.

Key Areas of Accountability
The Information Technology Support officer shall be accountable on the following key areas in Maiduguri field office of Save the Children International program in Nigeria:
Network Management:
- Setup Office IT infrastructure, with support from the IT coordinator
- Manage network in Maiduguri field offices
- Troubleshooting, ensuring an effective network connection and maintaining the entire local area network installed at the Maiduguri field office
- Install, troubleshooting and maintain networked devices e.g., printers, scanners, etc.
- Maintain record of the local network, VPN connection and the wide area network installed and terminated in Maiduguri field office
- In consultation with the IT Coordinator, ensure that staff visiting from other field offices/country offices, ERPs and consultants have the necessary IT assistance to enable them carry out their official assignments during their stay
Hardware Support:
- Configure and install systems and set up new users.
- Carry out routine preventive maintenance/checks and troubleshoot problems with assigned field offices. Ensure all IT hardware equipment and computer accessories/peripherals are maintained effectively
- Ensure all IT issues in Maiduguri field office are resolved in a timely manner.

Telecommunications Management:
- Ensure the Maiduguri field office has a functioning voice network (IP PBX). All devices are functioning and the service is cost effective.

Asset Management:
In collaboration with the assets team and the IT coordinator:

- Save the Children seeks an experienced programme manager who will ensure effective financial and operational management of the Philanthropic Integrated Health and Nutrition project while working closely with the wider Operations Team.
- The position holder will based in Katsina and coordinate the overall programme activities for Philanthropic Integrated Health and Nutrition project across the three project’s implementing states of Katsina, Adamawa, and Borno States.

Programme Implementation and Management:
- Provide strategic and technical leadership to the project team as it relates to planning and implementation.
- Use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources.
- Ensure iterative planning and adaptive implementation to achieve overall project goal.
- Conduct internal planning meetings/workshops with key program staff, TAs, operation team while ensuring adequate planning documents are established and maintained for different phases of project cycle.
