1.) Monitoring and Evaluation Specialist

The purpose of this position is to:

  • Provide M&E technical leadership to the further development and implementation of Plan International’s global results and indicators for each of the six Areas of Global Distinctiveness (AOGDs), including reviewing and revising existing frameworks, development and testing of methods/tools and the integration of a climate change focus.
  • Contribute to enhance awareness and M&E capacity in Plan International’s offices so that teams across the organisation implement the above frameworks, system and approach successfully.
  • Support the implementation of a new global monitoring and evaluation system (PMERL) to ensure that we are able, as an organisation, to capture, store, analyse and report on our progress and results in a consistent and coherent way
  • Ensure that the data and information that is derived from the application of the M&E frameworks and approach in our programme and influence work is analysed, disseminated and used to advance accountability to all stakeholders; demonstrate the impact of our work; and ensure learning for improved programming and influencing.

Dimensions of the Role

  • This position sits in the Global MERL department. Our department focuses on generating and using high quality evidence, provides thought leadership and technical support for global technical networks in gender, the Areas of Global Distinctiveness (Plan International’s six priority programme and influencing areas); advocacy and policy and MERL. We are a globally dispersed department which strives to work in an inclusive and integrated way, committed to feminist leadership principles.
  • The M&E Specialist will lead specific projects to strengthen M&E across the organisation, provide technical M&E inputs to global initiatives and strengthen our learning and reflection processes.

Accountabilities
Outlined below are the key responsibilities for this position:

Strengthen Plan International’s global AOGD Results and Indicators and their increased use across the organisation:

  • In collaboration with the AOGD Hubs including their advocacy leads and the Global Gender team , review and strengthen the AOGD indicator packages to support robust and consistent measurement
  • Review and maintain the indicator packages in Plan International’s new global M&E system (PMERL)
  • Collaborate with the AOGD Hubs, their advocacy leads, the Global Gender team and M&E teams to support increased uptake of the AOGD packages across the organisation and respond to feedback received.
  • Support the further development and implementation of data collection methods and content

Support the integration of the expanded Global Strategy portfolio, specifically climate change, into the AOGD Results and Indicators:

  • Provide technical M&E inputs to support the development of specific results and indicators linked to climate change
  • Lead the identification of appropriate data collection methods and content for data collection
  • Lead the integration of new climate changes results and indicators into Plan International’s global M&E System (PMERL).
  • Develop and implement a socialisation plan for new results and indicators linked to climate change and support enhanced capacity of different teams across the organisation to collect, analyse and use evidence generated.

Strengthen our global reporting and analysis:

  • Contribute to the production and socialisation of high-quality analysis and reports, including Plan International’s global reports and evaluations
  • Support periodic quality assurance of data in the M&E System related to the AOGDs

Provide high quality technical expertise to additional initiatives (as required):

  • Provide ad hoc technical inputs to Global Hub M&E needs e.g. Strategy, Leadership Team.
  • Provide quality technical support and advice to Plan International offices and staff as and when requested.
  • Complete ethical approval reviews as part of Global Ethics Review Team and feedback to country teams.

Drive continuous learning:

  • Promote and facilitate active M&E networks across the organisation
  • Update and maintain communication and learning platforms for M&E– e.g. Planet pages (Intranet), Workplace.
  • Develop, promote and embed learning processes and practices across offices
  • Contribute to drafting learning papers that capture lessons from Plan International’s work in order to inform the ongoing development of M&E in Plan International offices
  • Input into the development of Plan International case studies, to showcase insights and instances of success and failures in order to ensure ongoing learning
  • Co-ordinate the Global M&E Group so that staff are connected with one another to continuously improve its M&E practice and build a reputation for quality work
  • Participate in initiatives, technical networks and communities of practice that aim to share lessons, good practices on M&E and learning.
  • Ensures that Plan International’s global policies for Safeguarding Children and Young Peopleand Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
  • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Knowledge:

  • Expert knowledge on monitoring and evaluation of development work, across a range of technical areas.
  • Strong understanding of rights-based development programming, particularly in relation to the major technical areas of Plan’s work.
  • Significant experience and a strong understanding of processes, approaches, tools and methodologies that facilitate M&E, and organizational learning, that is up to date with best practices in the sector.

2.) Total Rewards Advisor

 

Location: Nigeria (Remotely to start with, may be required to work in one of the local countries)
Type of role: 12 month fixed term contract

Role Purpose

  • Plan International has launched a 2-3 year project to introduce the concept of Total Reward across all the regions in which it operates.
  • This aims to ensure Plan International is able to attract and retain top talent through a fair, equitable and competitive global pay and reward system that ensures their well-being.  The project relies heavily on the use of the Hay job evaluation method.
  • The project is structured into phases as follows:
    • Phase 1 evaluating and addressing job grades and salaries
    • Phase 2 addressing benefits and wellbeing
    • Phase 3 addressing contracts and other employment terms and conditions.
  • This position will play a key role in the support to implementing the Total Reward project across West and Central Africa (WACA), Middle East, Eastern and Southern Africa (MEESA) and the Asia Pacific (APAC) Regions and will provide technical support with respect to job evaluation, construction of salary scales and benefits, and implementation of Total Reward and communication to staff.

Dimensions of the Role

  • The role will be a roving advisor and project manager to local countries, assisting Country Office Human Resources/People & Culture departments in evaluations and salary and benefits design and management.
  • The role holder will be expected to lead small teams in country or to work alone on implementing the Total Reward project in countries.
  • Assistance and support is provided by Country Office HR/P&C and by the Global Reward Team.

Accountabilities
Project Management:

  • Work with the Country Directors, Global Reward and HR Teams to agree on country specific timelines
  • Design country project plans for job mapping and job evaluation, design of salary scales and benefits design
  • Design implementation plans and communications with local HR teams
  • Provide regular updates of the assignment to the team through reports.

Job Evaluation and Salaries (Phase 1):

  • To facilitate and support the local People & Culture teams in WACA, MEESA and APAC to develop local capacity in Hay methodology
  • Decide how decisions about the evaluation will be made
  • Scope the evaluation and manage development of the evaluation work plan including logistics
  • Contribute to evaluation guidelines to supplement Hay methodology, to take account of complexity, size of operation in country and align jobs to enable quality evaluations accordingly;
  • Draft and update role descriptions in line with Plan standards and templates;
  • Evaluate roles in all countries according to Hay methodology and additional guidelines;
  • Construction of salary scales in all countries, using salary data from Birches and local salary survey providers;
  • Contribute current Plan salary data to Birches and to other salary survey providers;

Role Purpose

  • Through Programme Y.O.D.A. (Your Organisation’s Data and Analytics), we are changing our Enterprise Resource Planning (ERP) solution; revising our processes and working practices in relation to Finance, Grants, Programmes and Projects, and Supply Chain; and have developed a new Monitoring, Evaluation, Research and Learning (MERL) solution.
  • As part of Programme Y.O.D.A. this role will be responsiblefor the development and delivery of Monitoring and Evaluation processes and systemstraining materials within a blended learning framework. The training input is expected to be predominantly self-paced, ensuring that learners are confident regarding relevant policies, procedures and processes, in addition to becoming familiar with new Y.O.D.A systems. Then, there will be a task-based phase, where learners will be asked to practise and demonstrate competence in the Y.O.D.A systems training environment.
  • This is not just another training role. This is a unique opportunity to contribute to the roll-out of an innovative project that will revolutionise the way that Plan International works.  The role will be responsible for developing the training materials for Y.O.D.A., working with appropriate subject matter experts with guidance from the Learning & Development team, and progress to delivery of the training. There will be a period of time required to understand Plan International processes and systems.
  • The role will be responsible for supporting subject matter experts and the Learning and Development team to create training materials in support of the Y.O.D.A. deployment across over 50 Country Offices, and to play a leading role in delivering that training with support from subject matter experts and Plan International’s Learning & Development team.

Dimensions of the Role

  • Y.O.D.A training staff areinvolved withboth designing and developing training materials as well as delivering, communicating, evaluating and subsequently refining effective learning solutions for Plan International staff.
  • The objective is to ensure that Plan International staff are able to use new Y.O.D.A systems and to consistently apply relevant processes and procedures as appropriate to their roles.Experience in either development of training material OR delivery of training content, relevant to monitoring and evaluation, is necessary, therefore, but experience in both would be ideal.

Specifically, the Training Specialist will be required to:

  • Work with the Head of Monitoring and Evaluation, the PMERLteam and M&E specialists, as well as senior functional leaders, managers and staff from Country Offices, Regional Hubs and Global Hub to understand Plan processes and to become familiar with the Y.O.D.A. system, in order to ensure training content, methodology and delivery for the functionare appropriate.
  • Work with the Y.O.D.A Learning & Development team and other functional training leads to develop virtual and digital learning content for Y.O.D.A, ensuring this content aligns to Plan’s processes and ways of working.
  • Coordinate and collaborate with the Y.O.D.A. Learning & Development team and subject matter experts to deliver outcome focused and quality virtual and face-to-face training, engaging staff from across the organisation in order to ensure they are in a position to carry out their functions having been appropriately upskilled in the M&E aspects of Y.O.D.A
  • Learn and improve from the delivery of virtual and digital learning content for Y.O.D.A.

Accountabilities
Training Content Development for Monitoring and Evaluation (Y.O.D.A):

  • Be expert in Plan International’s use of Y.O.D.A systems, to support Monitoring and Evaluationfunctional processes.
  • Create engaginglearning content and materials, including using digital methods,to support the achievement of agreed learning objectivesand functional requirements,thereby ensuring staff are equipped to consistently apply relevant functional processes, proceduresand best practice, and to use new Y.O.D.A systems to the benefit of Plan’s work across the globe.
  • Ensure the relevance/accuracy of training materials, in the light of any business process changes.
  • Set up data in the training environment for learners to be able to complete allocated tasks.
  • Create content for knowledge and skills assessments (online and offline).
  • In collaboration with colleagues working in other functional areas, ensure that all training materials and support documentation for Y.O.D.A are aligned and promote collaborative working.

Training content on the integration between the Live PMERL environment and the Live End to end Y.O.D.A environment:

  • Review current set of materials that is available for M&E in the current live PMERL production environment and do an assessment of what adaptations are necessary through the introduction of the end to end Y.O.D.A. suite of tools that comprise of PMERL and D365
  • Based on the review of materials, analyse the gaps and amendments needed for new materials and changes to existing materials
  • Develop materials that will address the new processes that are going to be introduced due to the deployment of the end to end Y.O.D.A. suite of tools that comprise of PMERL and D365.

Training Content Delivery for Monitoring and Evaluation (Y.O.D.A):

  • Facilitate and deliver virtual and face to face training on Y.O.D.A processes and systems to stakeholders across the organisation.
  • Provide individual and group coaching to enable learners to clarify and deepen their understanding of Y.O.D.A processes and systems.
  • Review and mark training tasks for individual learners, providing feedback on processes and systems used, to inform the assessment of practical learner competence in Y.O.D.A systems.
  • Work with the Learning and Development team to ensure records of learning achievement arecaptured in the Totara Learning Management System(LMS). Capture and analyse data from learning events to support the evaluation of learner progress and organisational capability.
  • Plan, facilitate and deliver trainings onappropriate functional systems tostakeholdersacross the organisation (specific assigned locations).
  • Use learning acquired from training sessions and interaction with learners to develop Y.O.D.A FAQs and additional learner guidance/support.
  • Provide regular progress reports, updates on training, and end of training reports. Support and encourage regional/country leadership to drive engagement with training and training completions.

6.) Food Distribution Assistant

 

Location: Pulka, Borno
Contract Duration: 3 Months

Role Purpose

  • The food distribution assistant is responsible to assist the distribution of food rations in compliance with Plan International Nigeria and UNWFP policies for an effective and smooth-running general food distribution program.
  • The food distribution assistant will work under the direction of the food distribution officer and will collaborate closely with other project staff employees within the commodity department.

Dimensions of the Role

  • The food distribution assistant is responsible assisting distribution of food commodities on the field according to the methodologies and guidelines provided by Plan International.
  • Distribution assistant will be part of a distribution team responsible for ensuring a smooth and clear distribution process, from enrolment to disbursement.
  • They are responsible for monitoring beneficiaries’ enrolment, verifying their identity card. During disbursement, they will be responsible for monitoring the process together with Community Mobilizers. This will include spot-checks on beneficiaries’ identification

Accountabilities

  • Arrange, organize and attend to distributions and provide post distribution reports:
  • Organize and arrange distributions according to SOP defined by PLAN;
  • To distribute commodities to eligible beneficiaries strictly following verification process and methodology and standards defined by Plan;
  • Foresee crowd control, verification of beneficiary and receipt of entitled commodities by the beneficiary in exact amount as entitled in methodology;
  • To collect all data needed for reporting after distributions.
  • Submit accurate and detailed reports on distributions and assistance provided to beneficiary during distributions
  • Ensure that all commodities entrusted to Plan International arriving at food distribution point are properly accounted for.
  • Scrutinize all waybills for commodities arriving at the distribution points. Ensure that the commodities are of correct quantities and quality as manifested on the waybill. Immediately record all quantities delivered short (missing), quantities lost in transit and quantities damaged if any (In the field and FDP). All observations must be recorded immediately.
  • Commodities must carefully be counted during off-loading.
  • At the distribution points, commodities must be stacked in an organized manner, by commodity type to facilitate easy distribution.
  • Take active role in the registration and verification of beneficiaries to ensure that the process is fair.
  • Organize and supervise general food distributions in the field and FDPs.
  • At the food distribution points, commodities must be properly stacked on plastic sheeting
  •  Ensure that the food distribution point is properly organized and secured with ropes and crowd control measures put in place to ensure smooth distribution and flow of beneficiaries.
  • Responsible to ensure that all necessary distribution equipment’s are available at the distributions point, including forms, ropes, banners, plastic sheets, measuring devices etc.
  • Supervise loading of food that is left over after distributions. Ensure that a waybill is prepared for food to be returned to the warehouse.
  • Prepare daily distribution point visit reports and Food Monitors report. This is a MUST.
  • Ensure proper completion and safe return of all tally documents and beneficiary lists to the office for safe storage.
  • Ensure proper accounting of all quantities of commodities received and distributed at each distribution point.

Project Support:

  • To support with distributions and data entry after distributions as required.
  • To support with surveying of beneficiaries and others when needed.
  • To support with data analysis and reporting when called upon.
  • To process data and information from field - in particular ensure quality, consistency, accuracy, truthfulness, comprehensiveness of all distribution data.

7.) Stabilization Center (SC) Coordinator

 

Location: Yobe
Contract Duration: 6 Months

Role Purpose

  • The position holder will be responsible for the implementation of the Stabilization Centre component of the community-based management of acute malnutrition (CMAM) in Bursari LGA, Yobe State.
  • He/she will work closely with the SC Officer, government staff, and other SC staff for effective implementation of the CMAM program. In addition, he/she will be responsible for the provision of high-quality technical support to the CMAM program.

Dimensions of the Role

  • The incumbent will lead the management of children under 5 with complicated severe acute malnutrition in the established stabilization centre in Bursari LGA.
  • He/she will be responsible for the diagnosis, treatment, discharge, and follow-up of children admitted with complicated severe acute malnutrition based on the National and WHO guidelines.
  • He/she will work closely with the SC Officer and other stabilization centre staff to provide optimal care to children admitted with complicated severe acute malnutrition.

Accountabilities

  • Coordinate the management of children under 5 with complicated SAM in General hospital.
  • Administer and prescribe drugs based on analysis of examination, test reports, findings, and National and WHO SAM inpatient management protocol.
  • Manage the project unit's implementation of the nutrition program in agreement with the overall CMAM Program activities.
  • Examine patients/clients in line with standard medical procedures using various types of diagnostic mechanisms.
  • Build the capacity of the SC staff and government health workers on inpatient management of SAM.
  • Ensure that the stabilization centre/ therapeutic feeding unit is implemented according to the National protocol and WHO guidelines.
