1.) Deputy Director, Partnerships Coordination

 

Job Summary

• The Deputy Director, Partnerships Coordination is policy analyst and strategist who supports the Director of Policy and Planning in contributing to the overall policy and strategic direction for delivering the commission's mandate
• He/She is responsible for mobilisation and allocation of both financial and technical resources for the achievement of the national HIV response
• He/She also has direct responsibility for donor coordination and supports the Director of Policy and Planning in the day-to-day management of the division's work






Job Purpose

• To provide technical operational and administrative support in Partnerships coordination for the achievement of the mandate of the commission

Duties and Responsibilities

• Provide inputs for the formulation of policies
• Conduct annual partnership forum and programme audit to identify and address programmatic and funding gaps
• Ensure the development, review and implement of resource mobilisation strategy for the commission
• Ensure the regular analysis of resource data, identify resource gaps, conduct resource mapping and develop strategies for increased national ownership and optimisation of sustained domestic HIV funding approaches
• Ensure the regular review and analysis of the impact of current partnerships and develop strategies to strengthen partnerships and optimise synergies among partners/stakeholders responses
• Support the management of relationship with key partner including the Global Fund in Fight Malaria, Tubercurses and Malaria, PEPFAR Agencies (CDC, USAID, Department of Defence and Department of State), the UN system and other multilateral and bilateral partners
• Ensure the development, implement, monitoring and evaluation of partnerships coordination strategy to ensure effective harnessing of partners inputs into the national response
• Contribute to the knowledge and skills constantly by studying current peer-reviewed journals, attending scientific conferences, meetings and workshops to keep you up-to-date and in tune with new knowledge and best practices for performance enhancement and quality of GAC's leadership of the HIV and AIDS response in the country
• Ensure the development and implementation of capacity building strategies and interventions to enhance partnerships and stakeholder coordination in achieving the goals and objectives of the national HIV response
• Ensure the efficient and effective management of the human, material and financial resources of the unit
• Ensure the implementation, monitoring and evaluation of the programmes and activities of the unit
• Ensure the development, review and implementation of resource mobilisation strategy for the commission
• Ensure the capacity building of stakeholders in HIV and related issues for the commission
• Liaise with relevant stakeholders in undertaking the functions of the unit
• Ensure identification of possible areas for research
• Ensure the implementation of the performance management system of the unit
• Ensure the preparation of the work plan and budget of the unit
• Ensure the preparation of the annual and other periodic reports
• Ensure the building of a well-motivated team for peak performance by providing effective leadership, supportive supervision and mentoring for the unit
• Supervise and appraise the performance of subordinate staff






Qualification Required & Experience

• A minimum of Master's Degree in Social Sciences, Public Policy, Public Health and any other related discipline from an accredited tertiary institution
• A minimum of 8 years post Bachelor's relevant work experience in a reputable organisation 4 years of which must be in a Senior management position
• Must pass a selection interview conducted by the Ghana AIDS commission in collaboration with the Public Services Commission

2.) Deputy Director, Administration

 

Job Summary

• The Deputy Director of Administration is an administration professional who supports the Director of Finance and Administration in contributing to the overall policy and strategic direction for delivering the commission's mandate.
• This position exercises oversight of general administration, procurement transport and store management, information technology, estate and assets management
• He/She supports the Director Finance and Administration in the day-to-day administration of the division's operations

Job Purpose

• To provide leadership, technical and administrative direction for the effective and efficient performance of the administrative functions of the commission

Duties and Responsibilities

• Supervise the collation of data for the formulation of policies
• Oversee the implementation, monitoring and evaluation of programmes and activities of the unit
• Ensure the efficient and effective management of the Human, material and financial resources of the unit
• Oversee the development and use of administrative systems of the commission
• Coordinate plans to ensure the availability of resources to support the activities of the commission
• Research best practices in administrative and management systems and develop relevant tools to ensure that the commission's processes and procedures are consistent with best practices
• Ensure that the unit maintain knowledge of current literature, research, policies and programmes, experience both domestically and internationally in order to recommend appropriate and best practices for HIV policies and programmes
• Upgrade your knowledge and skills constantly by studying current peer-reviewed journals attending scientific conferences, meetings and workshops to keep you up-to-date and in tune with new knowledge and best practices for performance enhancement and quality of GAC's leadership of the HIV and AIDS response in the country
• Lead the building of a well motivated team for peak performance by providing effective leadership supportive supervision and mentoring for the Administration Unit
• Coordinate the organisation of meetings, seminars, conferences and workshops
• Oversee the planning, execution and management of all procurement activities
• Ensure efficient running of transport management systems, fleet maintenance, insurance and accountability
• Oversee the development maintenance and use of functioning ICT infrastructure and systems of the commission
• Oversees the development and use of comprehensive storage, stocks and assets management systems that assure safe storage, inventory, distribution of materials or supplies and accountability
• Ensure the preparation of the budget and work plan of the unit
• Ensure the preparation of annual and other periodic reports of the unit
• Supervise and appraise the performance of immediate subordinate staff






Qualification Required & Experience

• A minimum of a Master's Degree in Business Administration, Public Administration or any other related disciplines from an accredited tertiary institution
• Must be a chartered member of a relevant professional body
• A minimum of 8 years post-Bachelor's relevant work experience, 4 years of which must be in a Senior Management level
• Must pass a selection interview conducted by the commission in collaboration with the Public Services Commission

3.) Principal Procurement Manager

 

Job purpose

• To provide technical and administrative leadership for the efficient and effective performance of the procurement functions of the commission

Duties and Responsibilities

• Provide inputs for the formulation of policies
• Oversee the implementation, monitoring and evaluation of the programmes and activities of the Unit
• Ensure the compliance with Procurement Act, manual and procedures
• Ensure the development, maintenance and update of database on Suppliers
• Ensures the preparation of the Annual Procurement Plan of the Commission.
• Ensure the submission of annual and other periodic reports on the procurement functions.
• Oversee the effective management of the procurement process
• Ensure the efficient and effective management of the human, material and financial resources of the unit
• Oversee proper stores management and Assets Disposal in accordance with laid-down procedures and regulations.
• Ensure the preparation of the budget and work plan of the Unit.
• Ensure the preparation of annual and other periodic reports of the Unit
• Supervise and appraise the performance of immediate subordinate staff.

Qualification Required & Experience

• A minimum of a Master’s degree in Supply Chain Management, Procurement Management,
• Purchasing & Supply or any other related discipline, from an accredited tertiary institution
• Must be a member of the Chartered Institute of Purchasing and Supply (CIPS) or any recognised professional procurement body
• A minimum of six (6) years post-Bachelor’s degree relevant work experience in a reputable nan organisation
• Must pass a selection interview conducted by the commission in colaboration with the Public Services Commission

4.) Principal Manager, Clinical Support

 

Job Purpose

• To provide technical and operational support in Clinical Support for the achievement of the mandate of the commission.

Duties and Responsibilities

• Supervise the collation of data for the formulation of policies
• Supervise the implementation, monitoring and evaluation of the programmes and activities of the unit.
• Supervise the development, review and implementation of HIV reisted policies, guidelines and manuals
• Liaise with Ghana Health Service to improve clinical services.
• Supervise the identification of HIV research priorities
• Supervise the development and update of a database on grant partners,
• Supervise the development of grant proposals
• Supervise the proportion of the work plan and budget of the division.
• Supervise the preparation of the annual and other periodic reports,
• Supervise and appraise the performance of subordinate staff.

Qualification Required & Experience

• A minimum of a degree in Medicine, Master’s degree in Public Health, Laboratory Science or any other Health Sciences from an accredited tertiary institution
• Must be licensed by a recognised professional body, where applicable
• Membership of a relevant professional body will be an advantage
• A minimum of Six (6) years post qualification relevant work experience in a reputable organisation
• Must pass a selection interview conducted by the Ghana AIDS Commission in collaboration with the Public Services Commission

5.) Transport Manager

 

Job Purpose

• To provide technical and operational support for the efficient and effective performance of the transport management functions of the commission.

Duties and Responsibilities

• Collate data for the formulation of transport policies
• Implement guidelines, procedures and safety standards on transport management.
• Supervise the implementation of the programmes and activities of the unit
• Supervise the management of incidents involving official vehicles of the Commission
• Facilitate training programmes for staff within the transport unit.
• Supervise the registration and insurance of new vehicles,
• Supervise the renewal of insurance, roadworthiness and other vaid documentation of the commission’s fleet
• Provide inputs for the preparation of guidelines on the maintenance, utilisation and disposal of feet of the commission.
• Provide input for the development and update of transport Management Information Systems.
• Develop and update Vehicle Register.
• Collate data for the preparation of budget and work plan for the Unit.
• Collate data for the preparation of annual and other periodic reports. 13. Supervise and appraise the performance of immediate subordinate

Qualification Required & Experience

Direct Entry

• A minimum of a Master’s degree in Transport & Logistics, Mechanical Engineering or any other related field or its equivalent professional qualification from an accredited institution
• Must be a member of a relevant professional body
• Must have a valid driver license
• A minimum of one (1) year post-Bachelor’s relevant work experience in a reputable organisation
• Must pass an interview conducted by the Commission in collaboration with the Public Services Commission

6.) Technical Coordinator (2)

 

Objective of Position

• To perform activities involved in the planning and co-ordination of the technical services of the Commission under the direction and supervision of the Director of Technical Services and in partnership with the Regional AIDS Committee

Duties and Responsibilities:

• Plan and coordinate of National HIV response with respect to decentraised activities at the Regional level.
• Assist in the planning and supervision of sub-project processes relating to HIV & AIDS
• Undertake activities relating to provision of technical services to people infected and affected by HIV and AIDS.
• Coordinate regional activities in the promotion of behaviour change and dissemination of information via IEC/BCC materials.
• Document Technical Assistance and Technical Support needs at the regional and district levels.
• Coordinate capacity building and training for key implementers (MMDAs, private sector, civil society, traditional structures and community leaders etc.) at the decentralised level
• Organise coordination meetings involving key actors at the regional level and facilitate same at the district level in partnership with the District AIDS Committees
• Lead district and regional level planning, including operational planning in line with the National HIV and AIDS Strategic Plan
• Track all releases of the District Common Fund for HIV activities and report to the Region for action.
• Facilitate resource mobilisation at the regional and district levels for the local HIV response from the private sector, individuals and donor partners.
• Support all regional and district level surveillance, operational research and surveys to generate strategic information both from the general population and most at risk populations as well as dissemination of strategic information
• Assist in preparation of quarterly technical reports from the region and its designated districts.
• Assist in preparation of the HIV Country Response information Systems on a quarterly basis by all implementing partners.
• Undertake any other activities as directed by the Director of Technical Services

Qualification Required & Experience

• Must have an advanced degree in Social or Medical Sciences (MSc, MPH, etc) with requisite experience or knowledge of the epidemiology of HIV/AIDS, its prevention, treatment, clinical and/or community level management.
• Must have experience in Project Management.
• Must have a minimum of 5 years post-qualification working experience in the Public, Private or NGO sector.
