1.) Human Resource Officer

Job Title: Human Resource Officer

Role Overview

  • Under the supervision of the Principal Officer, Human Resources, the incumbent shall contribute in providing support in the various human resources functions at the Parliament.

Role and Responsibilities

  • Contribute to implementing HR policies and resolving any related issues; give explanations, provide clarifications and make recommendations for resolving issues in the course of policy implementation;
  • Assist the Principal Officer in managing recruitment processes, carrying out relevant background checks on new employees, and managing their integration into the work force;
  • Contribute to career development, capacity building, succession planning and overall progression of the work force;
  • Contribute to the administration of the performance management process and follow-up actions; carry out needs assessment and design and implement staff training/development plans;
  • Manage the staff leave and absences function;
  • Assist in providing various staff services: healthcare, various referral letters, education related services, installation of new staff, dispatch of retired staff, etc.;
  • Prepare periodic HR reports for various purposes;
  • Performs other related duties as may be assigned from time to time.

Academic QualificatIons and Experience

  • Bachelor's Degree in Human Resources, Social Sciences or Humanities from a recognized University.
  • 5 years relevant work experience in human resources, administration or related field, is required;
  • Basic technical knowledge of human resources management including professional work experience in human resources operations;
  • Knowledge of human resources business processes relating to recruitment, training and development, performance management, career management, compensation, etc.;

2.) Procurement Officer

Job Title: Procurement Officer

Role Overview

  • Under the supervision of the Principal Officer, General Administration and Conference, the incumbent has the responsibility for the management of the daily procurement activities in the Parliament, from the request to the delivery of goods and services.

Role and Responsibilities

  • Prepare and Execute procurement plans to support business and operational needs based on requirements stated in the business plans and budgets of departments
  • In liaison with Finance, ensure timely funding, and/or resolution of any funding issues in relation to procurement activities
  • Maintain awareness of market conditions, including source lists, price availability and competitiveness, and ensure that costs are fair and reasonable prior to approving any purchase
  • Assist the various Department in the finalization of the terms of reference or specifications for their various needs  and make recommendations to ensure compliance with rules and procedures of ECOWAS for Goods and services
  • Prepare bidding documents including draft  contracts and other procurement documents, as directed by the Head of Procurement
  • Prepare all the notices for publication (Invitation for Bids, Prequalification notices) as agreed upon
  • Keep track of the status of each procurement – from request to delivery or receipt by the requester – ensuring that priorities are met
  • Assist the evaluation Committee in the evaluation of Bids  and ensure compliance with rules and procedures
  • As secretary to the evaluation Committee, prepare all the evaluation reports in line with the decisions of the Committee
  • Finalize all Contracts for signature and monitor in liaison with the User Department their implementation
  • Produce/provide quarterly reports covering goods and services purchased in implementation of the approved procurement plan
  • Maintain a central register of main contracts to accurately record the status of contracts with suppliers, develop appropriate database for key suppliers, main contractors and Consultants and track service level agreements with vendors, Contractors and Consultants
  • Ensure a proper archiving of all Procurement related documents  (Procurement Plan, Tender Dossiers, Publications, evaluation reports, contracts)
  • Undertake any other official duties assigned by his/her superiors.

Academic Qualifications and Experience
Education:

  • A Procurement Officer with Advanced University Degree (Minimum of Bachelor's Degree or equivalent) in Business Administration, Public Administration, Engineering, Public / Commercial Law or other related field.
  • Relevant training certificate in Procurement of Goods /Services, works and intellectual services shall be considered as an added advantage.

Experience:

  • At least Five (05) years’ experience in Public Procurement with experience of procurement procedures of development partners such as World bank, AFDB, or European Union.

Role Overview

  • Under the supervision of the Principal Officer, Parliamentary Business, the incumbent serves as administrator, coordinator and adviser to the Parliamentary Committees to which they are assigned, and assists the Principal Officer in managing the business of he Plenary and Committees.

Role and Responsibilities

  • Assists in preparing the draft agenda of Parliamentary Sessions;
  • Assists in drafting minutes of the proceedings of Plenary Sessions and draft reports of Parliamentary Sessions;
  • Plans and organises the activities of Committees in liaison with relevant units of the General Secretariat;
  • Prepares the draft agenda and draft work programmes of the Committees;
  • Prepares draft speeches for Committee meetings;
  • Conducts research and gathers information and documentation required for the work of the Committees;
  • Proposes conference topics for the deliberations of the Committees;
  • Prepares Terms of Reference (TOR) for the meetings of the Committees;
  • Identifies and contacts resource persons for the meetings of the Committees;
  • Liaises with the relevant Departments of the Commission responsible for the areas of competence of the Committees to which one is assigned;
  • Undertakes studies and research as well as prepares memoranda as may be determined by the Committees, the Secretary General or the Speaker of Parliament;

Academic QualificatIons and Experience

  • Bachelor's Degree or equivalent in International Relations, Political Science, Law, Public Administration or a related field from a recognized University.
  • 2 years of progressively responsible professional working experience in political science, political affairs, international relations, law, mediation, conflict resolution, or related area is required;
  • knowledge and understanding of ECOWAS agency or institutional mandate, international non-proliferation theories, concepts and developments and ECOWAS strategies, including cooperation with Member-States and international organizations;
  • knowledge and understanding of ECOWAS agency/institution’s relations with national and regional agencies, International organizations and other international and diplomatic institutions;

4.) Accounting Assistant

Job Title: Accounting Assistant

Role Overview

  • Under the supervison of the Accountant, the incumbent shall assist in delivering financial services to the Parliament.

Role and Responsibilities

  • Booking of invoices;
  • General Ledger: preparation of various accounting journals,
  • Analysing of open items;
  • Providing operational support on accounts payable for regularising anomalies;
  • Assisting with the calculation of accruals/advances for inclusion in financial statements;
  • Providing necessary support to the year-end audit process by preparing schedules and supporting documents; Reviewing and updating the operating manuals;
  • Act as back-up to other Accountants as and when required;
  • Perform any other duties as may be assigned from time to time.

Academic QualificatIons and Experience

  • Ordinary National Diploma/ Brevet de Technicien Superior (BTS) or equivalent in Accounting or Finance from a recognized University/Institution.
  • 2 years progressive experience in Accounting, Finance, Budget, Business Administration or related area is required;
  • Knowledge of transactional based accounting activities such as budgeting, payroll, vendor claims processing, reconciliation and financial reporting as related to assigned responsibilities;
  • Ability to identify and resolve accounting data discrepancies and operational problems.

5.) Stores Assistant

Job Title: Stores Assistant

Location: Abuja

Role Overview

  • Under the supervision of the Administrative Officer, the incumbent will assist in providing stores services to the Parliament in order to ensure the availability, at all times, of essential and regularly used materials.

Role and Responsibilities

  • Keep custody of all stock/consumables of the Institution
  • Ensure adequate and timely replenishment of stock.
  • Receive deliveries from suppliers after ensuring all item specifications and supply lead-times are as specified in Purchase Orders or supply contract.
  • Ensure the conformity of items on Purchase Order/Supply contract with supplier’s invoice and delivery note/waybill, before generating a Goods Receipt Note for onward transmission to Finance for payment processing.
  • Issue out stock/consumable items to user units/divisions/departments after necessary approvals.
  • Constantly monitor stock levels to avoid stock-outs and waste of items through expiry and also the waste of space.
  • Update stock records
  • Generate periodic stock reports as needed by Management.
  • Carry out periodic physical inventory count of stock.
  • Ensure adequate use of space and temperature in stores.
  • Ensure the cleanliness and safety of consumables and staff in stores.
  • Assist in accounting for the fixed assets of the Institution.
  • Perform other tasks as may be assigned.

Academic QualificatIons and Experience

  • Ordinary National Diploma in Purchasing and Supply, Stores Management, Supply Chain Management, Business Administration or related field from a recognized University/Institution.
  • 2 years of progressively responsible working experience in Stores Management or related services;
  • Knowledge of the Material Management module of SAP is a plus.

Role Overview

  • Under the supervision of the Protocol Officer, the incumbent will assist in providing protocol services to the Parliament.

Role and Responsibilities

  • Assist in providing protocol services to Members of Parliament, staff and guests of the Parliament during meetings official ceremonies, visits, receptions, luncheons and other social functions;
  • Assist in the acquisition of ECOWAS Laissez-passers, diplomatic number plates, residence permits, etc.;
  • Assist in liaising with partner institutions within the Diplomatic Community, such as Governments, missions, delegations, governmental and non-governmental bodies;
  • Facilitate official travel by assisting in the acquisition of visas and air tickets;
  • Perform other tasks as may be assigned.

Academic QualificatIons and Experience

  • Ordinary National Diploma / Brevet de Technician Superior (BTS) in the Humanities, Arts, Public Relations or any of the Social Science disciplines from a recognized university/institution.
