Purpose of Job

  • To provide technical support for the effective coordination of policy related activities on Non-Tariff Measures at the AfCFTA Secretariat .

Main Functions

  • Contribute to set the vision for the NTMs Division and ensure and facilitate successful implementation of its overall strategy.
  • Coordinate the work of the Senior Policy officers and ensuring that work assigned in done on time.
  • Contribute to the design of strategies and policies consistent with the NTMs Division and the TiGC Directorate goals in order to address the pertinent issues in the relevant area.
  • Support the secretariat work at the Sub-committees on SPS, TBT and NTBs, and any relevant meetings to ensure the effective functioning of these sub-committees.
  • Make input into policy formulation in line with Annex 5 on NTBs, Annex 6 on TBT and Annex 7 on SPS Measures under the Protocol on Trade in Goods of the AfCFTA Agreement; and
  • Support engaging stakeholders within Members States and RECs in designing and implementing the required strategies.

Specific Responsibilities
Cooperate and undertake with effectiveness:

  • Ensure State Parties’ implementation of provisions of Annex 5 on NTBs, Annex 6 on TBT and Annex 7 on SPS Measures of the Protocol on Trade in Goods under the AfCFTA Agreement.
  • Undertake and where necessary build upon implementation readiness analysis of SPS regimes already existing in the AfCFTA Member States.
  • Recommend specific ways to enhance transparency, especially in standards development.
  • Establish common methodology and approach to develop proposals on addressing unjustified SPS measures in accordance with guidance from the Sub-Committee on SPS under the AfCFTA.
  • Provide appropriate technical and other AfCFTA-NTB, TBT and SPS related advice during the technical meetings on TBT and SPS Sub-Committees.
  • Provide administrative and technical assistance on all issues pertaining to Sub-Committees on NTBs, TBT and SPS.
  • Ensure that appropriate venues, public address and other conference facilities, translation and interpretation services, and secretarial support are provided for all Sub-committees on NTBs, TBT, SPS and related meetings of the AfCFTA implementation structures.
  • Identify and collaborate with the AfCFTA Member States working on the NTBs/TBT/SPS issues.
  • Identify areas for capacity enhancement activities for consideration by the Sub-Committees on NTBs, TBT and SPS  and  ensure alignment of  these activities with the Member States’ capacity building initiatives.
  • Identify  work schedules and sequencing of collaborative work areas on NTBs, SPS and TBT under the AfCFTA.
  • Prepare high quality factual reports, technical advisory notes and other relevant information notes to enable the effective functioning of the Sub-committees on NTBs, SPS and TBS and any other relevant meetings.
  • Make recommendations to the AfCFTA Sub-Committees on NTBs, SPS and TBT based on the outcomes of relevant meetings.
  • Serve as a data resource in seminars and workshop on NTBs, TBT and SPS issues under the AfCFTA.
  • Undertake the required documentation for AfCFTA Member State representatives participating in all NTBs, SPS and TBT relevant meetings.
  • Ensures timely production and dissemination of minutes of technical meetings.
  • Ensure development and implementation of the AfCFTA Agreement work plan including stakeholder engagement.
  • Circulate to State Parties on a monthly basis status reports on NTBs, TBT and SPS activities;.
  • Work with State Parties and RECs contact points in the reporting, recording, monitoring and resolution of NTBs.
  • Establish an NTB Coordination Unit at the AfCFTA Secretariat.
  • Develop and implement training program for creating awareness on the NTB mechanism for the private sector, especially SMEs.
  • Ensure reliable and continuous online reporting facility of NTB.
  • Facilitate expeditious resolution of NTBs by disseminating reports to the correct institutions for consideration.
  • Arrange for training of national and REC NTB contact points on the operation of the online reporting mechanism.
  • Organize for the periodic meeting of the stakeholders responsible for operation of the NTB mechanism.
  • As necessary work with relevant Parties to arrange for Facilitator resolution of NTB appeals as per the requirements of Appendix 2 of the NTB Annex.
  • Compile and maintain an up to date register of the national and REC contact points for NTBs; and
  • Circulate to State Parties on a quarterly basis a status report on notified requests and responses and of ongoing and recently resolved NTBs, together with reports from facilitators.

Supervise and Undertake with Excellence:

  • All studies and advocacy programs on TBT and SPS issues under the AfCFTA.
  • Ensure that agreed deadlines of input to the periodic reports of the Division on issues relating to TBT and SPS are met.
  • Manage the work of staff under supervision including short-term experts to undertake subject-specific research into areas of concern to Member States’ representatives participating in technical meetings.
  • Preparation of speeches and regular briefs for senior staff and presentation on trade and specifically SPS and TBT issues for specialist or non-specialist audiences; and
  • Lead in the preparation of flagship publications and policy papers on trade and SPS and TBT issues in Africa.

Support Mobilization of Stakeholders:

  • Proactively establish and operationalize Africa Network related to TBT and SPS which shall be responsible for coordination and consultation with relevant stakeholders, Facilitate policy dialogue amongst stakeholders.
  • Ensure cooperation and liaison with State Parties’ AfCFTA National Implementation Committees and the relevant AfCFTA sub-committees and structures with respect to all TBT and SPS issues to facilitate the implementation of the AfCFTA Agreement.
  • Undertake capacity building initiatives in liaison with Member States and other partners, on all technical and legal aspects pertaining to TBT and SPS provisions in order to facilitate the implementation and enforcement of AfCFTA instruments and best practices.
  • Initiate and formulate policies, programmes and projects aimed at promoting cooperation with respect to TBT and SPS issues among the Member States of the AfCFTA Agreement.
  • Conceptualise and deliver training sessions, workshops and seminars to AfCFTA Member States.
  • Collaborate and develop good working relations and partnerships with relevant organisations such as UN Economic Commission for Africa, the World Trade Organisation, the World Customs Organisation amongst others.
  • Liaise with other Divisions of the TiGS Directorate on all matters related to research and Protocols on Trade in Goods and Competition whenever expertise on these matters are required; and
  • Perform any other duties as may be assigned by the Head of NTMs Division and the Director of TiGC.

Academic Requirements and Relevant Experience

  • A Master's Degree in International Finance, Economics, International Trade, International Business / Public Administration with ten (10) years of experience in the area of trade policies and NTMs issues at regional or multilateral level of which six (6) years at a managerial level and 3 years at supervisory level Or;
  • A Bachelor's International Finance, Economics, International Trade, International Business/Public Administration with twelve (12) years of experience in the area of trade policies and NTMs issues at regional or multilateral level of which six (6) years at a managerial level and 3 years at supervisory level; and
  • Experience in coordination of trade and NTMs related programmes will be an added advantage.

  • Ensure harmonisation of customs legislation, rules and regulations and procedures in relevant areas of trade facilitation for implementation in the AfCFTA.
  • Ensure adoption and use of harmonised trade facilitation instrument under the AfCFTA.
  • Formulate and manage technical assistance programmes in support of trade facilitation in Africa.
  • Develop and formulate advice and recommendations to AfCFTA State Parties in areas trade facilitation following the rules and regulations and standards of the World Customs Organisation.
  • Provide appropriate technical and other AfCFTA trade facilitation related advice during the technical meetings on Customs Cooperation, Trade facilitation and Transit Sub-Committee.

Purpose of Job

  • To provide leadership for effective management and technical efficiency within the Market Access Division of the AfCFTA secretariat.

Main Functions

  • Set the vision for the Market Access Division and define and lead its overall strategy;
  • Ensures the appropriate risk management and mitigation strategies for the division;
  • Contribute to the development of the Directorate business continuity plan and ensure the implementation at the division level;
  • Supervise staff of the division with regard to organization and performance evaluation;
  • Lead the design of strategies and policies consistent with the Directorate of TiGC goals in order to address the pertinent issues in the relevant area;
  • Act as a secretariat to the Committee on Trade in Goods and its subsidiary bodies, to ensure their effective functioning of these subcommittees.
  • Preparation of the Annual Action Plan and its corresponding resources for the Division
  • Represent the AfCFTA Secretariat and explain its position at conferences and events when requested;
  • Contribute to the preparation of periodic financial and budget execution reports and monitors budget execution at the division level.

Specific Responsibilities
Provide effective leadership:

  • Provide policy guidelines and facilitation of negotiations and implementation of Phase I under the AfCFTA Agreement;
  • Provide capacity building and technical support to Member States and Customs Unions to ensure smooth implementation of the various Annexes pertaining to the Protocol on Trade in Goods of the AfCFTA Agreement;
  • Provide policy advice regarding the challenges affecting the implementation of the AfCFTA Agreement and propose activities or initiatives to address them.
  • Provide appropriate technical and other AfCFTA-related advice to Member States’ representatives participating in technical meetings;
  • Formulate and manage technical assistance programs in support of meaningful commencement and continuation of trading under the AfCFTA;
  • The required documentation for AfCFTA Member State representatives participating in technical meetings; ensures the timely production and dissemination of minutes of technical meetings.
  • Provide high-quality factual reports, technical advisory notes, and other relevant information notes to enable the smooth functioning of the Sub-committee on Trade remedies and any other relevant meetings;

  • Ensure all studies and advocacy programs on Market Access issues under the AfCFTA are undertaken;
  • Production of the required inputs on issues relating to Market Access under  the Director of Trade in Goods and Competition and ensuring  strict adherence to the agreed deadlines for these inputs as well as related activities;
  • Work of all staff including short-term experts under the Market Access Division to undertake subject-specific research into areas of concern to Member States’ representatives participating in technical meetings; and
  • Preparation of speeches and regular briefs for senior staff and makes presentations on Market Access matters for specialist or non-specialist audiences on trade and any relevant issues.

Collaborate and Mobilize Stakeholders:

  • Proactively establish and operationalize a strong African network which shall be responsible for coordination and consultation with relevant stakeholders;
  • Facilitate policy dialogue on Market Access under the AfCFTA amongst stakeholders;
  • Collaborate and develop good working relations and partnerships with relevant organizations such as UN Economic Commission for Africa, the World Trade Organisation, the World Customs Organisation amongst others;

Academic Requirements and Relevant Experience

  • Master’s degree in Human Resources Management, Business Administration, Public Management or Administration, Law, Industrial Relations, Corporate Management or other related Social Sciences with 12 years progressively responsible experience in managing Human Resources and Administration functions out of which 7 at managerial level and 5 years at supervisory level.
  • Professional certification in Human Resources from a recognized institution is an added value.

Purpose of Job

  • To provide leadership for effective management and technical efficiency within the Non-tariff Measures Division of the AfCFTA secretariat.

Main Functions

  • Set the vision for the Non-tariff Measures Division and define and lead its overall strategy;

Specific Responsibilities
Provide effective leadership:

  • Oversee State Parties implementation of provisions of Annex 5 on NTBs, Annex 6 on TBT, and Annex 7 on SPS Measures of the Protocol on Trade in Goods under the AfCFTA Agreement;
  • Harmonise legislations, rules and regulations and procedures in relevant areas of Non-Tariff Measures (NTMs) for implementation of the AfCFTA Agreement;
  • Formulate and manage technical assistance programs in support of NTMs issues under the AfCFTA;
  • Formulate advice and recommendations to AfCFTA State Parties in relevant areas of NTMs following the AfCFTA Agreement’s relevant instruments;
  • Develop and formulate plans and recommendations for improvement of systems/functions/procedures/legislation for NTMs under the AfCFTA to boost intra-African trade;
  • Lead and where necessary build upon implementation readiness analysis of SPS regimes already existing in the AfCFTA Member States, and recommend specific measures to enhance transparency, especially in standards development;
  • Envisage and lead a common methodology and approach to develop proposals to address unjustified SPS measures in accordance with guidance from the Sub-Committee on SPS under the AfCFTA;
  • Identify new or emerging development issues of potential concern to AfCFTA State Parties in the areas of NTMs, particularly those of a regional nature, and designs and develop programmes and policy advice to address them;
  • Provide high quality factual reports, technical advisory notes and other relevant information notes to enable the smooth functioning of the Sub-committees on NTBs, TBT, and SPS and any other relevant meetings;
  • Serve as a data resource in seminars and workshop on all NTMs related issues and measures;
  • Production of the required documentation for AfCFTA Member State representatives participating in all relevant meetings
  • Ensure the timely production and dissemination of minutes of technical meetings’;
  • Interpretate all NTMs-related instruments to ensure compliance by Member States and stakeholders;
  • Develop and implement the AfCFTA Agreement work plan including stakeholder engagement; and
  • Ensure circulation to the Parties on a monthly basis, status reports on NTBs, TBT and SPS activities; and
  • Perform any other duties as may be assigned by the Director of TiGC of the AfCFTA Secretariat.

Supervise and Coordinate with Excellence:

  • All studies and advocacy programmes on NTMs issues under the AfCFTA;
  • Production of the required inputs on issues relating to NTMs  under the Director of Trade in Goods and Competition and ensuring  strict adherence to the agreed deadlines for these inputs as well as related activities;
  • Work of all staff including short-term experts under the NTMs Division to undertake subject-specific research into areas of concern to Member States’ representatives participating in technical meetings;
  • Preparation of speeches and regular briefs for senior staff and makes presentations on trade and specifically NTMs issues for specialist or non-specialist audiences; and
  • Leads in the preparation of flagship publications and policy papers on trade and NTMs issues in Africa.
  • Collaborate and Mobilize Stakeholders
  • Proactively establish and operationalize Africa Network related to NTMs issues which shall be responsible for coordination and consultation with relevant stakeholders, Facilitate policy dialogue amongst stakeholders;
  • Ensure liaison and cooperation with State Parties’ AfCFTA National Implementation Committees, NTBs National Monitoring Committees (NMCs), and other structures with respect to all NTMs issues to facilitate the movement of goods and implementation of the AfCFTA Agreement;
  • Ensure resolution of NTBs in liaison with all relevant authorities in State Parties and the relevant AfCFTA subcommittees and structures;
  • Lead the capacity building initiatives, in liaison with Member States and other partners, on all technical and legal aspects pertaining to NTMs provisions, in order to facilitate the implementation and enforcement of the NTMs instruments under the AfCFTA and best practices;
  • Lead initiation and formulation of policies, programmes and projects aimed at promoting cooperation with respect to NTMs issues among the Member States of the AfCFTA Agreement;
  • Lead conceptualization and delivery of training sessions, workshops and seminars to AfCFTA State Parties;
  • Lead collaboration and development of  good working relations and partnerships with relevant organisations such as UN Economic Commission for Africa, the World Trade Organisation, the World Customs Organisation amongst others;
  • Liaise with other Divisions of Trade in Goods and Competition Directorate on research and all matters related to the Protocols on Trade in Goods and Competition; and
  • Perform any other duties as may be assigned by the Director of TiGC.

Academic Requirements and Relevant Experience:

  • A Master’s Degree in International Finance, Economics, international Trade, International Business/Public Administration or any closely related field;
  • A minimum of twelve (12) years of relevant work experience in the area of trade policies and NTMs issues at regional or multilateral level of which seven (7) years must be at managerial position; and
  • Experience in coordination of trade and NTMs related programmes will be an added advantage.

  • Provide policy advice regarding the challenges affecting the negotiations on RoO
  • Ensure effective implementation of the AfCFTA Agreement and propose activities or initiatives to address them

Academic Requirements and Relevant Experience

  • An advanced university degree or equivalent in a quantitative in Economics, International Trade Law, or Law.
  • A minimum of twelve (12) years of relevant work experience in the area of trade policy at regional or multilateral level of which seven (7) years must be at managerial level.
  • Knowledge of or previous work experience in the fields of international trade policy and/or tariff regimes would constitute an asset.
  • Experience in coordination of trade related programmes will be an added advantage.

Specific Responsibilities
Under the direct supervision of the Director of Administration and Human Resources Management, the Head of Division is responsible for the following:

General Divisional Management Responsibilities:

  • Develop strategies, policies, procedures and processes for successful delivery of Human Resources and Administration services at the AfCFTA Secretariat;
  • Determine and execute the division’s strategy and align to the directorate and Secretariat’s overall strategy;
  • Develop and promote sound people and administrative management practices by ensuring adherence and compliance with the AU Staff Regulations and Rules, code of ethics and conduct as well as systems, policies and procedures;
  • Build and maintain a strategic plan to form good working relations with other directorates and AU institutions;
  • Develop and maintain regular working relations with stakeholders in appropriate agencies of Member States and partners; and
  • Prepare periodic financial, budget execution, staff and administrative related reports.

Administration:

    • Responsible for the overall administrative functions for the efficient and consistent operations of the AfCFTA Secretariat;

  • In collaboration with African Union Commission, develop high-quality, best-practice safety and security policies, standards and operations including the appropriate degree of standardisation;

  • Monitor and report on compliance with safety and security policies, practices, and procedures;
  • Serves as a member of the AU security working-group and other senior-level forums;
  • Prepare and publish an internal framework for accountability documenting individual roles, responsibilities and accountabilities related to safety and security for the AfCFTA Secretariat Safety and Security Services;
  • Ensure effective risk mitigation through the establishment of a coordinated safety and security threat/hazard and risk mechanism within the framework of a common, system-wide methodology;
  • Ensure that all AfCFTA Secretariat’s Safety and Security Services personnel are aware of security training requirements and facilitates the provision of such training programmes and briefings; and
  • Liaise and coordinate with the security services of the host country and other stakeholders.

Human Resources Management:

  • Lead on the planning, coordination, administration and evaluation of the human resources functions of the AfCFTA Secretariat;
  • Establish and ensure the effective implementation and reviews of plans, systems, policies and processes for human resources planning, talent acquisition, management and development, employee engagement, legal compliance, employee relations, compensation and benefits; and payroll;
  • Monitor, revise, and lead in institutionalizing Human Resources policies, philosophy, values and practices that embrace and drive the Commission’s core values and objectives;
  • Develop, implement and evaluate a HR and Talent Management Strategies to ensure the AfCFTA is equipped with staff needed for the implementation of the AfCFTA agreement;
  • Establish mechanisms to implement strategies that will enforce departmental accountabilities around recruitment and staffing, employment processing, compensation, health benefits, training and development, records management, employee relations and retention within the AfCFTA;
  • Lead the effective and efficient administration of the performance management process, making sure that the organization’s managers are equipped to engage in constructive and continuous feedback and coaching, and encourage staff to actively participate in identifying and addressing performance gaps;
  • Maintain current knowledge and application of the AU staff regulations and rules (SRR) and ensure AfCFTA compliance. This includes guiding and advising directors, managers and staff on legal matters and ensure alignment of HR initiatives and practices to SRR;
  • Develop a comprehensive Human Resource planning system aligned with the program planning and budgeting cycles, and oversee the provision of support to other Departments’ Human Resource planning, resourcing and deployment;
  • Conduct Human Resource risks analysis and make recommendations to the Secretary General and senior management team of the Secretariat;
  • Deliver a continuous successful change management process that responds to changing delivery expectations on the Secretariat;
  • Manage relations with the staff representatives and promote good employee relations through dialogue, consultation and continuous staff engagement on Human Resources issues;
  • Co-ordinate diagnostic surveys, Human Resource audits, stakeholder and employee surveys as needed in order to monitor and evaluate organizational culture and climate;
  • Oversee and participate in recruitment of staff consistent with the diversity of the Secretariat’s membership, operational needs and priorities;
  • Monitor, manage and explore ways of reducing the cost of recruitment, practices and procedures and identify areas for specific improvement;
  • In collaboration with the HR Director’s Office, AUC Office of Legal Counsel, ensure that Human Resources policies and management is consistent with international administrative law requirements;
  • Manage relations with partners and external Human Resource service providers, etc;
  • Supervise HR line management responsibilities performed under the direct supervision; and
  • Performs any other related duties as my be assigned by the supervisor or the Secretary-General.

Academic Requirements and Relevant Experience

  • Master's degree in Human Resources Management, Business Administration, Public Management or Administration, Law, Industrial Relations, Corporate Management or other related Social Sciences with 12 years progressive responsible experience in managing Human Resources and Administration functions out of which 7 at managerial level and 5 years at supervisory level.
  • Professional certification in Human Resources from a recognized institution is an added value.

Purpose of Job

  • To provide leadership for effective management and technical efficiency within the Trade Remedies Division of the AfCFTA secretariat.

Main Functions

  • Set the vision for the Trade Remedies Division and define and lead its overall strategy
  • Ensure the appropriate risk management and mitigation strategies for the division
  • Contribute to the development of the Directorate business continuity plan and ensure the implementation at division level
  • Supervise staff of the division with regard to organisation and performance evaluation
  • Lead the design of strategies and policies consistent with the Directorate of TiGC goals in order to address the pertinent issues in the relevant area
  • Act as a secretariat to the subcommittee on Trade remedies, to ensure their effective functioning of this subcommittee
  • Engage stakeholders within Members States and RECs in designing and implementing the required strategies
  • Invest in strategic partnerships and relationships to drive growth
  • Preparation of the Annual Action Plan and its corresponding resources for the Division
  • Represent the AfCFTA Secretariat and explain its position at conferences and events when requested; and
  • Contribute to the preparation of periodic financial and budget execution reports and monitors budget execution at division level.

Specific Responsibilities

Provide effective leadership:

  • Oversee the State Parties Implementation of Annex 9 on Trade Remedies under the Protocol on Trade in Goods of the AfCFTA Agreement
  • Ensure the readiness of State Parties with regard to technical capacity, domestic mechanisms and institutions to support proper implementation of the Trade Remedies provisions of the AfCFTA Agreement
  • Build a database for Trade Remedies (Complaints and investigations)
  • Support capacity building for State Parties on all technical and legal aspects pertaining to Trade Remedies and Dispute Settlement
  • Provide administrative and technical assistance on all issues relating to Trade Remedies and Dispute Settlement
  • Support on-site verification visits
  • Formulate and manage technical assistance programmes in support of trade remedies issues in Africa
  • Formulate advice and recommendations for AfCFTA State Parties in relevant areas of trade remedies and dispute settlements
  • Develop plans and recommendations for improvement of systems / functions / procedures / legislation for trade remedies and dispute settlements
  • Identify new or emerging development issues of potential concern to AfCFTA State Parties in the areas of trade remedies and dispute settlements, particularly those of a regional nature, and designs and develops programmes and policy advice to address them
  • Provide high quality factual reports, technical advisory notes and other relevant information notes to enable the smooth functioning of the Sub-committee on Trade remedies and any other relevant meetings
  • Serve as a data resource in seminars and workshop on all trade remedies related issues

Supervise and Coordinate with Excellence:

  • All studies and advocacy programmes on trade remedies and dispute settlements issues under the AfCFTA
  • Production of the required inputs on issues relating to trade remedies and dispute settlements to the Director of TiGC for the periodic reports of the activities of the Directorate, ensuring that agreed deadlines for these inputs are strictly adhered to
  • Work of all staff including short-term experts under the Trade Remedies Division to undertake subject-specific research into areas of concern to Member States’ representatives participating in technical meetings; and
  • Preparation of speeches and regular briefs for senior staff and make presentations on trade remedies and dispute settlements issues for specialist or non-specialist audiences.

Collaborate and Mobilize Stakeholders:

  • Proactively establish and operationalize Africa Network related to trade remedies and dispute settlements
  • Ensure coordination and consultation with relevant stakeholders as well as facilitate policy dialogue amongst stakeholders
  • Liaise with State Parties’ AfCFTA National Implementation Committees and structures with respect to all trade remedies and dispute settlements issues to facilitate the implementation of the AfCFTA Agreement
  • Ensure cooperation of all relevant authorities at the State Parties in order to facilitate the movement of goods within the AfCFTA
  • Develop capacity building initiatives, in liaison with RECs and other organizations, in order to facilitate the implementation and enforcement of AfCFTA instruments and best practices
  • Conceptualise and conduct of training sessions, workshops and seminars for AfCFTA State Parties
  • Collaborate and develop good working relations and partnerships with relevant organisations such as UN Economic Commission for Africa and the World Trade Organisation, amongst others
  • Liaise with other Divisions of Trade in Goods and Competition Directorate on research and all matters related to the Protocols on Trade in Goods and Competition
  • Perform any other duties as may be assigned by the Director of TiGC.

Academic Requirements and Relevant Experience

  • A University Master’s degree or equivalent in International Trade Law or Law
  • A minimum of twelve (12) years of relevant work experience in the Trade Remedies (Anti-Dumping, Countervailing and Safeguard Measures) and Dispute Settlement of which seven (7) years must be at managerial level
  • Knowledge of or previous work experience in the conducting on-site verification visits; and
  • Experience in conducting Anti-Dumping investigations.
