1.) CLA Mapping Facilitator, USAID / Nigeria MELSA

 

Location: Nigeria

Project Objective

  • Social Impact is a subcontractor under the USAID/Nigeria Monitoring, Evaluation, and Learning Support Activity (MELSA). Under MELSA, the USAID/Nigeria Mission has requested that Social Impact conducting a CLA Mapping and Action Planning task. MELSA, in close collaboration with the Program Office (PRO), will lead the mapping and deliverables.
  • An effective CLA strategy is based on first understanding an organization’s current practices that support strategic collaboration, continuous learning, and adaptive management – both the successes and challenges – and then defining practical steps to achieve them. The CLA Framework and Maturity Matrix can facilitate this self-assessment and action planning process. The CLA Maturity Tool is a set of cards that offer illustrative examples of what CLA looks like at different stages of maturity; when missions use the tool, staff are engaged in conversations that help define priorities and next steps to strengthen learning processes.
  • The CLA maturity tool is designed to focus internally on Missions but will be adapted for this initial exercise to include IPs and serve mostly as an introduction to the tool.
  • Eventually, the exercise should evolve to include a more detailed, internal mapping of USAID/Nigeria CLA practices, aligning them with the Mission’s Performance Management Plan (PMP)
  • CLA Plan and identifying opportunities to embed CLA more effectively in ongoing Program Cycle processes.

Position Description

  • Social Impact is seeking a CLA Mapping Facilitator to serve as the lead of a small team in this activity. The CLA Mapping Facilitator must have a track record of facilitating the design of similar projects and activities with multi-disciplinary participants.
  • This is a part-time consulting position requiring five to seven days of work in September 2021, including travel to Abuja to facilitate the workshop on September 23rd.

Responsibilities

  • Assist with the dissemination of a CLA survey to Mission and IP staff prior to the MEL Community of Practice meeting.
  • Analyze data collected from the survey for presentation during the workshop.
  • Coordinate and manage logistics and planning for the workshop including up to 100 participants.
  • Serve as lead facilitator for a two-hour CLA Mapping introduction for the MEL Community of Practice.
  • Compile feedback from workshop participants on short and medium-term priorities to inform a high-level CLA Action Plan for the Mission.
  • Develop a CLA Mapping Brief following the workshop to provide results from the survey, workshop, and best practice application of the CLA maturity tool.

Qualifications

  • Bachelor’s Degree and at least eight years of experience in a relevant discipline.
  • Significant prior experience leading strategy development and facilitating workshops.
  • Previous work experience with USAID Missions and implementing partners.
  • In-depth knowledge and expertise in the CLA framework, including experience conducting CLA Mapping exercises.
  • Exceptional organizational, analytical, writing, and presentation skills.
  • Fluency in English, particularly in speaking and writing.
  • Work experience in Nigeria and/or other West African countries preferred.

2.) Civil Engineer, WASH Evaluation, Nigeria

 

Location: Nigeria

Project Objective

  • USAID/Nigeria has engaged the MEL Support Activity to conduct an external final performance evaluation of a Water, Sanitation, and Hygiene (WASH) Activity.
  • This Activity focuses on reforming State Water Board (SWB) governance toward cost-recovery, increasing investment in infrastructure, and expanding access to water and sanitation to large unserved and underserved populations.
  • The primary purpose of this final performance evaluation is to determine whether the assistance achieved the stated development objectives, and to understand the lessons learned from this particular Activity in Nigeria, taking into account the findings, recommendations of the mid-term performance evaluation and the subsequent de-scoping of the Activity. It is intended to provide an independent examination of the overall progress and accomplishments of the Activity.
  • The estimated start date will be October 4, 2021 through January 2022. The estimated LOE will be 46 days.

Position Description

  • SI is seeking a Civil Engineer who will provide technical support to the evaluation team.
  • The Civil Engineer will be working alongside three team members: Team Leader, WASH Governance Specialist, and Evaluation Specialist.

Responsibilities

  • Perform desk review and identify additional information required for analysis.
  • Provide technical expertise on construction quality and support the Team Leader's efforts in evaluation design, methodology, and data collection instruments.
  • Schedule and interview key stakeholders and beneficiaries.
  • Provide ongoing analysis of qualitative and quantitative data.
  • Support the preparation and presentation of the key findings and recommendations to USAID/Nigeria.
  • Write assigned sections of the draft evaluation report in coordination with the team members, taking into consideration feedback from the preliminary findings presentation.

Qualifications

  • Professional Engineer registration and a B.Sc Degree in Civil Engineering, Construction Technology, or related construction field.
  • Must have at least five years of professional experience in the engineering and construction of civil works, water works, and/or power supply construction projects in developing countries, preferably Nigeria.
  • Knowledge and technical experience implementing site plans, reinforced concrete work, and mechanical and electrical installations.
  • Previous work experience evaluating quality assurance and whether the engineering systems, materials, equipment, products, and supporting processes conform to technical, safety, work load and customer requirements.
  • Knowledge of USAID environmental and construction guidelines in this sector is required.
  • Must have exceptional organizational, analytical, writing, and presentation skills.

Qualifications

  • S/he will have at least a Master's Degree in Engineering, Urban Planning, Water Utility, Business Management or any relevant social science.
  • Over six years’ experience working on water and sanitation sector reforms in Nigeria. Five of these years must be in utility management, some at a senior level.
  • Clear understanding of the key performance indicators of a utility will be a necessity;
  • Experience in working on urban water supply systems; community-based water supply and sanitation program implementation and operation essential.
  • A good understanding of operational challenges of water service providers in Nigeria;
  • Demonstrated knowledge and experience strengthening policy, institutional and regulatory frameworks for improved WASH services.
  • Must be able to conduct interviews and focus group discussion and analyze the resulting data.
  • Must have excellent writing and communication skills.

5.) Team Leader, Agribusiness Evaluation, Nigeria

 

Location: Nigeria

Project Objective

  • The primary purpose of this mid-term performance evaluation is to determine whether the assistance provided by USAID/Nigeria through the Nigeria Agribusiness Investment Activity is meeting the stated development objectives, and to understand the lessons learned from this particular Activity in Nigeria. It is intended to provide an independent examination of the overall progress and accomplishments of the Nigeria Agribusiness Investment Activity.
  • The estimated start date will be October 1, 2021 . The evaluation is expected to last until January 2020, and the estimated LOE will be 55 days. Travel to Nigeria for the month of November 2022 is preffered, if feasible.

Position Description

  • SI is seeking a Team Leader  who will be responsible for coordinating the activities of the evaluation team.
  • The Team Leader will be working alongside three team members: Senior Agribusiness Specialist, Agricultural Economist and Evaluation Specialist.

Responsibilities

  • Finalize and negotiate with USAID/Nigeria the team’s work plan.
  • Establish assignment roles, responsibilities, and tasks for each team member.
  • Ensure that the logistics arrangements in the field are complete.

Management:

  • Take the lead on preparing, coordinating team member input, submitting, revising and finalizing the assignment report.
  • Manage the process of report writing.
  • Manage team coordination meetings in the field.
  • Coordinate the workflow and tasks and ensure that team members are adhering to the schedule.

Communication:

  • Ensure harmony within the team.
  • Serve as the primary interface with USAID/Nigeria and serve as the spokesperson for the team.
  • Debrief USAID/Nigeria as the evaluation progresses, and organize a final debriefing.
  • Keep USAID/Nigeria apprised of progress challenges, work changes, team travel plans in the field, and report preparation via phone conversation or email at least once a week.
  • Serve as the primary interface with USAID/Nigeria for the submission of draft and final reports, and deliverables to USAID/Nigeria.
  • Make decisions in conjunction with USAID/Nigeria about the safety and security of the team.

Direction:

  • Assume technical direction lead, as required, in order to ensure quality and appropriateness of assignment and report content.

Qualifications

  • A graduate Degree in Development Economics, Public Policy, Economics, Business Administration, Agriculture, or a related field.
  • At least ten years of experience assessing or evaluating USAID-supported agricultural policy, finance and investment, and agricultural value chain activities.
  • Previous experience serving as an evaluation Team Leader on a USAID-supported agriculture-related and/or access to finance activity.
  • Previous experience working in Africa.
  • Experience facilitating and providing leadership in collaborative and participatory evaluations with multiple stakeholders.
  • Excellent writing, communication and presentation skills.
  • The ability to produce preliminary and final reports on time.

8.) Team Leader / WASH Specialist, Nigeria

 

Location: Nigeria

Project Objective

  • The primary purpose of this final performance evaluation is to determine whether the assistance provided by USAID/Nigeria through the E-WASH Activity achieved the stated development objectives, and to understand the lessons learned from this particular Activity in Nigeria, taking into account the findings, recommendations of the mid-term performance evaluation and the subsequent de-scoping of the E-WASH activity (see attached revised E-WASH SOW). It is intended to provide an independent examination of the overall progress and accomplishments of the Activity.
  • The estimated start date will be October 1, 2021 through December 2021. The estimated LOE will be 52 days.

Position Description

  • SI is seeking a Team Leader who will be responsible for coordinating the activities of the evaluation team.
  • The Team Leader will be responsible for the overall management of the evaluation, including coordinating and packaging the deliverables.
  • The Team Leader will develop the outline for the draft report, present the report, and after incorporating USAID/Nigeria staff comments, submit the final report to USAID/Nigeria through DevTech Systems Inc within the prescribed timeline.
  • The Team Leader will be working alongside three team members: Financial Analyst, Civil Engineer, and Evaluation Specialist. In addition to the responsibilities outlined above, the Team Leader will:

Responsibilities

  • The Team Leader will approve the final evaluation design, oversee the development of evaluation instruments, integrate the findings of team members, and coordinate preparation of the final reports.
  • Provide leadership for the team and coordinate activities as necessary.
  • Perform desk review and identify additional information required for analysis.
  • Provide technical expertise and lead efforts in evaluation design, methodology, and data collection instruments.
  • Schedule and interview key stakeholders and beneficiaries.
  • Coordinate team's ongoing analysis of qualitative and quantitative data.
  • Lead the preparation and presentation of the key findings and recommendations to USAID/Liberia.
  • Write the draft evaluation report with support from the team members, taking into consideration feedback from the preliminary findings presentation.
  • Respond to USAID comments on the draft report and submit a final report to LSA.
  • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise.

Qualifications

  • A minimum of a Master's Degree in Hydrogeology, Hydrology, Water Resource Management, Environmental Engineering, with a focus on Utility Management.
  • Minimum of ten years of professional experience in the WASH sector, with specific expertise in urban water supply and utilities, preferably in Nigeria;
  • Demonstrated experience in sanitation and hygiene promotion in urban contexts in Africa;
  • Demonstrated experience with WASH capacity building and policy reform, with preference to those with considerable working experience in Nigeria with institutions and civil society organizations in the urban water and WASH sectors;
  • Experience in preparing persuasive technical reports and making verbal presentations, explaining issues in a clear and concise manner;
  • Required oral and written communication and presentations skills in English;
  • Demonstrated experience in collaborating across projects stakeholder groups and donor projects; and

  • Provide ongoing analysis of qualitative and quantitative data.
  • Support the preparation and presentation of the key findings and recommendations to USAID/Nigeria.
  •  Write assigned sections of the draft evaluation report in coordination with team members, taking into consideration feedback from the preliminary findings presentation.
  • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise.

Qualifications

  • Must have at least a Master's Degree or equivalent in Development Economics, Agribusiness, Agricultural Finance, Business Administration, Social Sciences, or related fields.
  • Must have a minimum of seven (7) years implementing and evaluating programming around strengthening the enabling environment for agricultural development.
  • Must demonstrate experience and knowledge about the Nigerian agribusiness context, particularly on business enabling environment, finance, investment, and policies.
  • Must be able to conduct interviews and focus group discussions and analyze the resulting data.
  • Must demonstrate good interpersonal and diplomatic skills as well as strong report writing and analytical skills and an excellent oral communication skills.
