1.) HR & Administration Officer

 

Overview of the Position

The HR & Administration Officer is part of the Administration and Human Resources Team within the SNV Ghana Country Office. Human Resources ensures the availability and administration of human capital for SNV, supporting engagement and motivation through HR strategy and instruments.

The HR & Administration Officer executes the personnel administration based on defined processes and using relevant systems. Provides accurate, complete and timely HR administration and payments in order to ensure complete administration and accurate data for management information (reports) and insights.

Duties and Responsibilities include:

I. Human Resource Administration

• Personnel administration: Administer all relevant data and mutates data into the personnel administration, in line with the administrative procedures and based on the information supplied, prepare necessary letters and communications to employees.
• Recruitment, hiring, on boarding when applicable: Organises and administrates the processes of recruiting, hiring and introducing new colleagues. Informs stakeholders and takes care of the introduction conform standards (e.g. on safety and security, company policies).
• Documentation: Archives relevant documentation, keeps files complete and up-to-date and maintains quality and accessibility of archive and files, conform administrative procedures and filing procedures.

II. Office Administration

• Managing of the reception function of the office i.e. phones, incoming mails and outgoing mails, deliveries, records management of each;
• Ensure all services in the offices are available (water, utility, generator, internet, phone, etc.) and that all office furnishings and equipment are functioning and maintained;
• In collaboration with Procurement Officer, ensuring offices remain stocked with office supplies and kitchen consumables. Stock controls and monitoring;
• Oversee the maintenance, repair and cleanliness of the office and premises, ensuring that any needed maintenance is dealt with.

III. Operation

• Manages and organises integrated process delivery, optimising the use of guidelines and procedures within projects and/or a country office.
• Coordinate all necessary arrangements for official visitors and/or missions;
• Coordinate accommodation arrangement for personnel on field trip.

Qualification Required & Experience

• University degree in Human Resources; Business Administration or Management, Social Sciences or related field;
• Minimum 4 years working as in Human Resource administration or operations, preferably for an NGO;
• Sound General Business Practice and Experience, able to work autonomously and in a team;
• Ability to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, to exercise good judgment and to effectively communicate with personnel, high integrity and commitment to transparency.

2.) Administrative and Procurement Officer

 

Job Description

• The Officer will be responsible for supporting the project’s administrative activities and procurement in coordination with the Project Manager; project team and country HR and Operations Manager.
• S/he works closely with project staff, vendors, and service providers to ensure that project procurement are compliant with donor and SNV requirement.

Job Summary

• Under the supervision of the Country HR and Operations Manager, the key responsibilities of the Administrative and Procurement Officer will include:

• Provide the highest standards of procurement services and advice to the project team of SNV in Ghana in accordance with the established rules, regulations and processes;
• Ensure the integrity and transparency of the procurement process and compliance with the EU’s and SNV’s Financial Regulations and Rules and relevant internal policies;
• Implement proper procurement planning every year in coordination with relevant Teams in order to ensure cost-effective solicitation of goods and services;
• Identify and fully understand the details and conditions of the best procurement methods to be used for maximized competitive bidding process through pre-qualification exercise, i.e. Call for Expression of Interest or Request for Information. Launch of Request for Quotations, Requests for Proposals and Invitation to Bid inviting vendors to submit their quotations/prices or proposals based on the nature of the requirements and cost of procurement involved;
• Ensure with requesting project team members the availability of funding sources based on EU´s and SNV’s Financial Regulations and Rules to award contract(s) to the selected suppliers who are able to meet the specifications and offer the best terms;
• Prepare evaluation reports, abstracts or financial comparison matrix of offers, compile data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible with due consideration to cost, quality, delivery time, payments terms and others;
• Ensure preparation and review for completeness of various cases for submissions to the dedicated Contracts Review Committee;
• Submit for approvals agreements and contracts to the Project Manager;
• Provide clarifications and advice on EU´s and SNV’s procurement procedures and practices; respond to queries about the status of delivery raised by requisitioner and about payment and other matters raised by the suppliers;
• Perform a wide range of office support, for events and workshops contributing to the efficient and effective management of the administrative and procurement activities;
• Maintain relevant internal databases and files; keeps track of contractual agreements and purchase orders;
• Maintain a proper and systematic archive system
• Perform other tasks as required.

Qualification Required & Experience

• Bachelor’s degree required Business Administration, Business Management, and Procurement Supply or relative field;
• At least four (4) years of progressively responsible procurement and administrative work experience preferably for an NGO;
• Demonstrated experience in procurement and grants focused on ensuring compliance with established rules and regulations;
• Knowledge of EU procedures and regulations desirable;
• Ability, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, to exercise good judgment and to effectively communicate with Management, high integrity and commitment to transparency.
• Excellent command of written and spoken English is required

3.) Project Manager

 

Job Description

• The Project Manager is part of SNV Country Office Team.
• The Project Manager leads and manages the planning, implementation of all components of the WASH Project within scope, budget, timeline and required quality levels along the commitments specified in the contracts signed with the donor(s) and other relevant stakeholders.
• The Project Manager works in line with SNV standards, SNV`s approach to project management and donor regulations, in order to achieve high quality, be compliant and achieve the agreed results and deliverables of the project.
• He/she shall ensures the project objectives and results are achieved with quality and to the expectation of the donor.
• He/she will provide technical leadership and managerial oversight of the project, including and among others, ensuring the timely and successful implementation of SNV’s work, reporting of activities and project deliverables, and overall coordination of the project in the implementing districts.

Duties & Responsibilities

The key responsibilities of the Project Manager will include the following:

Project set-up and design

• Initiates contract handover from the Business Development Team. Sets up and communicates administrative, governance, accounting, HR, M&E structures and procedures for the project. Initiates implementation of the project plan upon approval of donor(s) and/or country director, in accordance to the SNV project management procedures, relevant SNV structures and procedures, accounting principles, donor requirements and contracted commitments.

Project Management

• Leads, manages and motivates the project team, partners and relevant stakeholders. Plans and assigns deliverables and activities, monitors and reviews their progress and addresses deviations in terms of timelines and quality, based on project planning, deliverables agreed and budget set. Manages project closure and evaluation process including hand-over of complete and up-to-date project file to Sector Leader, Country Director and Business Development unit based on project management procedures.

Project quality assurance

• Takes responsibility for the (technical) content of a project, ensures quality of the deliverables and ensures sufficient technical input to meet the quality standards.

Contract Management & Project Accounting

• Manages and accounts for full compliance of administrative, finance and HR components of the project with SNV internal procedures and requirements specified in the donor, sub-grant, sub-consultancy and partner. Ensures that approval for, coding and booking of all expenditures is done according to the relevant procedures and authorization levels. Prepares, accounts for, manages and reports on project budget (and revisions thereof). Discusses and obtains approval of donor for contract / budget deviations. Ensures security and (financial risk) mitigation (incl. due diligence). Fully understands procurement and comply with requirements and contracts.

People Management & Team Leadership

• Guides, develops, coaches and motivates team members and prepares resource estimation based on forecast in order to attract and recruit (SNV staff, consultants and/or service providers). Advises HR and country management on contract conditions for consultants and service providers within guidelines and project budget.

Business development

• Builds and maintains effective relationships with the team, external partners and the donor(s) by ensuring a high level of SNV visibility and branding. Signals and acts on potential for positioning, innovation, upscaling and potential follow up on projects. Timely recognizes and analyses threats and makes sure relevant colleagues are informed.

Analysis & Reporting

• Ensures collection, consolidation and review of project information, according to SNV’s monitoring and evaluation guidelines. Analyses and provides advice to management how to incorporate the new insights/best practices into the organization’s policies and practices.

Knowledge Development

• Contributes to internal and external knowledge development, by full documentation and sharing of project insights and results. Develops knowledge by attending workshops and conferences. Ensures lessons learned are shared and applied in daily practice. When applicable can be appointed as (national) focal point of an expertise network.
Qualifications

Qualification Required & Experience

• Master’s Degree in International development, Business Administration, Water Supply and Sanitation Engineering, Sustainable Development or related field;
• Have at least seven (7) years’ experiences in Water, Sanitation and Hygiene (WASH) sector programmes in rural, peri-urban and urban environments and inter-sectoral working relationships, including within the environmental sciences, health and education development sector.
• Experience in Governance, Monitoring, Evaluation and Learning (MEL)
• Hands-on experience working with national/regional/district structures to implement sustainable WASH programmes.
• Experience in establishing and maintaining effective partnerships and strategic alliances (Bilateral/Multilateral Donors, Local NGOs, Regional Bodies)
• Substantial experience establishing and managing donor relations;
