Child Safeguarding

  • Level 3. The responsibilities of this post may require the post holder to have regular contact with children and young people.   • As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

Scope and Role Purpose:

  • This role will manage, coordinate and mobilize advocacy, campaign and policy engagements for all projects and programs related to “Be Protected”, one of the three SCI breakthroughs, through collaborating and closely working with the other two breakthrough leads, Child Protection Advisor, Child Safeguarding Advisor, Media and Communication Manager, Deputy Director/s of Program Operations, Project Managers, Field Managers, and Team Leaders – ensuring that there is an effective and coordinated team spearheading SCI Nigeria’s influence towards an accelerated positive change for all children, specially the girls, to have their rights being respected, protected, fulfilled and their voices are amplified.
  • S/he will work closely with the Child Protection Advisor and Chief of Parties at states on the implementation of the advocacy, campaign, policy, social mobilization and communication strategies on Child Protection. S/he will work with the new business development unit to mobilize resources for advocacy, campaign and policy engagement components of all child protection related projects for maximum impact on children.
  • S/he will ensure during proposal development that sustainability of the projects are well articulated and the project implementation are directed using both National and Subnational advocacy strategies as appropriate.
  • S/he will also be expected to contribute to the design, review and implementation of wider SCI Nigeria Advocacy, Campaign, Media and Communication Strategy and the Country Strategic Plan (CSP).
  • S/he will coordinate and oversee monthly, quarterly and annual advocacy reports that feeds into RO and donors report. S/he will work closely with CO and FO based Advocacy and Campaign teams to develop relevant materials, such as but not limited to policy briefs/briefing messages, concept notes, guidelines and undertake actions to create enabling environment and promote increasing government commitment and action on child rights and protection.
  • S/he will lead on child rights and protection policy research, analysis and support the design and implementation of the programme within the right based programming approach. S/he will be responsible for leading on the development and delivery of Advocacy, Campaign and Public Financing Strategy for Child Protection/Be Protected.
  • Generally, s/he owns “Be the Voice” part of the Theory of Change for all “Be Protected”/child protection related Strategic Goals in the Country Strategic Plan (CSP). In addition, s/he shall provide technical support, capacity building and technical oversight to FOs advocacy, campaign and policy engagement on child protection/Be Protected; networking and partnership building at national level; and shall promote Every Last Child Campaign/SWOC and GEC across the SCI Nigeria Country Program.

Key Areas of Accountability
Advocacy, Campaign and Policy/Be Protected: Strategy Design, Implmentation and Quality:

  • Develop, coordinate and manage Advocacy and Campaign Strategy/Be Protected, in order to influence relevant stakeholders and achieve child protection policy changes and/or adopted at national and state levels
  • Lead policy and research on the domestication and implementation of Child Rights Act (CRA), develop related policy briefs, key messages for influencing national and state policy reviews, processes and discussions
  • Champion, promote, coordinate and manage the implementation of ELC/SWOC and Girls Education Campaign Strategy in collaboration with Advocacy, Campaign and Policy Manager, Learn and Survive
  • Mobilize and build capacities of SCI Nigeria staff, towards delivering advocacy strategies through strengthening knowledge and skills/capacities to incorporate, align and integrate advocacy into their area of work
  • Monitor policy, political, economic and legal trends in the external environment and identify right opportunities to promote policy advocacy objectives, for engagement and influencing
  • In collaboration with the Head of MEAL, s/he shall develop MEAL framework, track, measure, monitor and evaluate the quality of integration and implementation of advocacy, campaign and policy components in child protection related projects; and ensures clear linkage between programmatic approaches and advocacy strategies
  • Contribute to the development of annual work plans, budgets, reports and document case studies and success stories on the relevant child protection/Be Protected related projects
  • Ensure maximum visibility of Every Last Child Campaign/SWOC Campaign and Girls Education Campaign within Save the Children and externally across relevant platforms
  • Ensure that children are at the heart of advocacy, campaign and policy engagement/Be Protected, and they are an integral part of Save the Children’s campaigning work

Strengthen Resource Mobilization, Networking and Partnership for Advocacy/Be Protected:

  • S/he shall represent SCI Nigeria in the National Technical Working Group on Child Marriage (NTWG CM), and shall create, nurture, strengthen and maintain strategic partnership and alliance with other key stakeholders in the child rights and protection sector
  • Work with Media and Communication Manager, Child Protection Advisor, Project Managers and Advisors at the CO and Field Offices to develop impact studies, case studies, for the project and ensure that these meet Save the Children Child Safeguarding Policies
  • In collaboration with the Media and Communication Manager, s/he will identify story ideas, contribute to the development of compelling communications materials based on lessons learned and experiences for print and online media
  • Explore opportunities to communicate about all child protection/rights advocacy projects deliverables and its impact internally and externally, with a wide variety of state and national level stakeholders using innovative methods
  • Produce reports, position papers, briefing papers, policy advocacy messaging and presentations for internal and external audiences, as directed by the line manager
  • Act as SCI Nigeria’s representative at state and national level as required, mainly in events relating to child protection/rights advocacy, campaign and policy engagement
  • Organise events on child protection advocacy issues, including symposiums, trainings, high-level seminars and conferences, including for the dissemination of important information, learning, reports, researches and messages
  • Develop and maintain a professional network for governance issues within Nigeria and within SC globally
  • Build the capacity of CSOs and support the development of strong civil society engagement in Every Last Child/SWOC Campaign

Education and Experience
Essential:

2.) Supply Chain Assistant

Role Purpose

  • The Supply Chain Assistant is responsible for supporting the management of vehicle fleet, assets, communications and procurement to ensure effective, transparent and accountable Supply Chain support to the Save the Children Programs in Kogi.
  • Liaison with program teams to ensure adequate Supply Chain consideration for coordination and planning of program implementation.
  • Provide technical support and guidance to program teams on Supply Chain elements of distribution & procurement planning.

Scope of Role:

  • Reports to: Procurement and Logistics Manager
  • Staff directly reporting to this post: 2 Drivers

Key Areas of Accountability
Procurement and Supply:

  • Manage procurement requirements of the Field Office; implement procurement as per approved guidelines, procedures and forms (Purchase Requests, Purchase Orders, Goods Received Notes, etc.)
  • Check the availability and prices of requested items in the local market; liaise with the capital office if procurement must be conducted there
  • Prepare a weekly summary of all outstanding purchase requisitions, showing the current status of the items and the date which they are expected to be supplied to the projects
  • Prepare monthly summary reports on the procurement and Supply Chain support functions, identifying problems in operations and solutions proposed
  • Monitor procurement and Supply Chain support costs in liaison with the Field Accountant to ensure that expenditures remain within approved budgets
  • Ensure the office is well stocked with necessary supplies stationeries and other consumables
  • All arrangements for meetings and conferences as required ensuring these are delivered to a high Oversee quality and cost effectively

Warehousing and Inventory Management:

  • Acknowledge reception of items in good order and condition
  • Count and record the quantity on appropriate documentation
  • Cross-check quantities and quality in accordance with delivery documents and planned reception
  • Supervise loading and offloading of delivery and distribution trucks
  • Ensure proper storage of commodities in shelves or pallets not to exceed maximum stack heights
  • Ensure organization of the items by type, shipment, FEFO & FIFO.
  • Keep clean the store and secure stocks
  • Ensure pest control is in place and monitored on a daily basis

Stock Monitoring:

  • Monitoring of stock levels at the health facilities
  • Receiving and collation of monthly LMIS reports from health facilities
  • Shelf life monitoring for health commodities
  • Daily update of movements of commodities in/out of the store
  • Participate in Monitoring and Supporting supervision at health facilities

Transport & Fleet:

  • Ensure that SCI and Hired vehicles are checked on a daily basis, and that regular service and maintenance is carried out as per agreed schedule
  • Responsible for tracking of all vehicles on the fleet, including movement planning and day-to-day allocation
  • Ensure vehicles have current and lawful documentation.
  • Manage service agreements related to vehicle maintenance and fuelling. Monitor fuel consumption and submit monthly reports
  • Receive travel requests, and maintain trip schedules and Staff Movement Board.
  • Coordinate with incoming and outgoing travelers on pick up an drop times ensuring drivers are briefed of movement plans
  • Ensure accommodation is arranged for travelers. Ensure best value for money and that travelers are clearly informed well in advance

Asset Management:

  • Maintaining up-to-date control of all assets including tracking donor, value, and location, managing staff issue, and recording all asset movements and disposals
  • Oversee the issuance and return of assets to/from staff
  • Ensure good condition of assets, and maintain asset condition reports.
  • Ensure leased properties are in good habitable conditions.  Overseeing repairs on these houses, liaising with the caretaker and landlord where necessary.
  • Establish and maintain a list of contact details for preferred service providers including carpenters, electricians, plumbers, generator servicers and builders and make this list available to staff.
  • Report any defective communication equipment or service and check on running costs with Finance to ensure no misuse occurs.

Administration & Reports:

  • Maintain all Supply Chain files in an organized, accurate and up to date manner; develop shared electronic & manual files to ensure easy access to information.
  • Line manage, coordinate, monitor and guide the work of the drivers any other Supply Chain support staff by managing performance on an on-going basis

  • As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. Scope and Role Purpose:

  • This role will manage, coordinate and mobilize advocacy, campaign and policy engagements for all projects and programs related to “Be Protected”, one of the three SCI breakthroughs, through collaborating and closely working with the other two breakthrough leads, Child Protection Advisor, Child Safeguarding Advisor, Media and Communication Manager, Deputy Director/s of Program Operations, Project Managers, Field Managers, and Team Leaders – ensuring that there is an effective and coordinated team spearheading SCI Nigeria’s influence towards an accelerated positive change for all children, specially the girls, to have their rights being respected, protected, fulfilled and their voices are amplified.
  • S/he will work closely with the Child Protection Advisor and Chief of Parties at states on the implementation of the advocacy, campaign, policy, social mobilization and communication strategies on Child Protection. S/he will work with the new business development unit to mobilize resources for advocacy, campaign and policy engagement components of all child protection related projects for maximum impact on children.
  • S/he will ensure during proposal development that sustainability of the projects are well articulated and the project implementation are directed using both National and Subnational advocacy strategies as appropriate.
  • S/he will also be expected to contribute to the design, review and implementation of wider SCI Nigeria Advocacy, Campaign, Media and Communication Strategy and the Country Strategic Plan (CSP).
  • S/he will coordinate and oversee monthly, quarterly and annual advocacy reports that feeds into RO and donors report. S/he will work closely with CO and FO based Advocacy and Campaign teams to develop relevant materials, such as but not limited to policy briefs/briefing messages, concept notes, guidelines and undertake actions to create enabling environment and promote increasing government commitment and action on child rights and protection.
  • S/he will lead on child rights and protection policy research, analysis and support the design and implementation of the programme within the right based programming approach. S/he will be responsible for leading on the development and delivery of Advocacy, Campaign and Public Financing Strategy for Child Protection/Be Protected.
  • Generally, s/he owns “Be the Voice” part of the Theory of Change for all “Be Protected”/child protection related Strategic Goals in the Country Strategic Plan (CSP). In addition, s/he shall provide technical support, capacity building and technical oversight to FOs advocacy, campaign and policy engagement on child protection/Be Protected; networking and partnership building at national level; and shall promote Every Last Child Campaign/SWOC and GEC across the SCI Nigeria Country Program.

Key Areas of Accountability
Advocacy, Campaign and Policy/Be Protected: Strategy Design, Implmentation and Quality:

  • Develop, coordinate and manage Advocacy and Campaign Strategy/Be Protected, in order to influence relevant stakeholders and achieve child protection policy changes and/or adopted at national and state levels
  • Lead policy and research on the domestication and implementation of Child Rights Act (CRA), develop related policy briefs, key messages for influencing national and state policy reviews, processes and discussions

Strengthen Resource Mobilization, Networking and Partnership for Advocacy/Be Protected:

  • S/he shall represent SCI Nigeria in the National Technical Working Group on Child Marriage (NTWG CM), and shall create, nurture, strengthen and maintain strategic partnership and alliance with other key stakeholders in the child rights and protection sector
  • Work with Media and Communication Manager, Child Protection Advisor, Project Managers and Advisors at the CO and Field Offices to develop impact studies, case studies, for the project and ensure that these meet Save the Children Child Safeguarding Policies
  • In collaboration with the Media and Communication Manager, s/he will identify story ideas, contribute to the development of compelling communications materials based on lessons learned and experiences for print and online media
  • Explore opportunities to communicate about all child protection/rights advocacy projects deliverables and its impact internally and externally, with a wide variety of state and national level stakeholders using innovative methods
  • Produce reports, position papers, briefing papers, policy advocacy messaging and presentations for internal and external audiences, as directed by the line manager
  • Act as SCI Nigeria’s representative at state and national level as required, mainly in events relating to child protection/rights advocacy, campaign and policy engagement
  • Organise events on child protection advocacy issues, including symposiums, trainings, high-level seminars and conferences, including for the dissemination of important information, learning, reports, researches and messages

Role Purpose

The Education Coordinator provides support to Head of Education both technical and operational level to oversight on all aspects relating to Education in Emergencies and regular education projects.
  • The job holder provides overall programmatic and operational coordination support including; designing, planning, implementation, capacity enhancement, monitoring/ evaluation and reporting both internally (within SCI) and externally (for/with partners) for education portfolio. Projects Coordination & Management:

  • At least 5 years of accrued working experience in program implementation with a minimum of 3 years in a management level position in an international NGO and those applying partnership approaches is desirable.
  • Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable plans and to evaluate progress.

  • Work with the Technical Advisors (TAs) to prepare and update capacity statements and past performance reference documents for the CO;
  • Maintain the SCI Nigeria Country Profile to ensure that it contains the most update to date information for sharing.
  • Assist the Head of BD/DDPDQ and senior management team in forming strong and competitive consortiums and in the preparation of teaming agreements. This will entail developing and maintaining competitor and partner analysis.
  • Work with the Head of BD/DDPDQ and Technical Advisors to conduct a Go No Go process on every opportunity.
  • Ensure that the BD tools are used and processes are adequately followed in the development of each opportunity.

Donor and Partner Relationship Management:

  • Work with the Head of BD/DDPDQ to develop and maintain the donor and partner relationship management system (DPRM), in order to establish an institution-wide structure for developing new, and managing existing, relationships with key stakeholders, donors and potential collaborators for new opportunities;
  • Help identify potential opportunities to further diversify our funding base, including private sector donors, foundations and local philanthropists.
  • Help to identify existing or new partners for upcoming opportunities, by developing an extensive competitor and partner mapping, and help cultivate relationships.

Proposal Development:

  • Assist the Head of BD/DDPDQ in proposal coordination for portfolio growth opportunities and serve as lead writer or contributor; while working with the technical and multi-disciplinary teams on the proposal development.
  • Identify and/or propose potential growth opportunities through intelligence gathering from potential partners and donors;
  • Identify evidence that can be integrated into the proposal development to improve the quality of our proposals.
  • Lead in the conducting of design workshops with participation from multi-disciplinary teams and relevant stakeholders to feed into the proposal development process.
  • Work with the BD and other teams to ensure the effective use of BD tools and systems in the proposal development process.
  • Support in the preparation of past project reports and capacity statements for new and upcoming bids.

Technical Support and Capacity Building:

  • Plan and help lead field assessments for new programs, in collaboration with PMs, TAs and the Field Managers;
  • Lead/participate in meetings to develop a Theory of Change, Log Frame and other proposal documents required for donor submission.
  • In collaboration with the Head of BD/DDPDQ, identify capacity development needs for internal CO teams and pre-position for prime position for contracts.

Qualifications and Experience

  • Bachelor's Degree in an area relevant to Development, including any of the technical areas for which the PDQ has responsibility; Master's Degree is also desirable.
  • A general appreciation of the issues concerning the INGO sector, both development and humanitarian issues;
  • Proven track record (5 to 6 years) of business development - fundraising, proposal development and successfully designing programmes in both emergency and development contexts, preferably with solid experience in more than one of the Save the Children priority sectors: education, protection, health, HIV/AIDS, and livelihoods;
  • Extensive experience working in international development and emergency environments or a resource-poor setting; experience living and working in Nigeria is a plus;
  • Genuine commitment to, and understanding of, rights-based approaches;
  • Good analytical skills with the ability to positively influence cross departmental and cross sectoral working;
  • High level of integrity;
  • Proven ability to function effectively as part of a diverse, multi-cultural team;
  • Excellent cross-cultural communication skills and proven diplomatic and negotiation skills;
  • Commitment  to  and  understanding  of  Save the Children’s  aims,  values  and principles  including rights-based approaches;
  • Fluency in written and spoken English.
