1.) Roving Supply Chain Coordinator

Child Safeguarding

Role Purpose
- Save the Children Nigeria will establish and train a Roving Rapid Response Team. The Team will be based in Abuja, with the ability to mobilize and respond within 72 hours to any newly arising needs in any SC’s implementing and accessible areas. The Roving Rapid Response Team will be trained in conducting rapid needs assessment and time managing the start-up of the responses while supporting new proposals development and further on appropriate handover to the FO’s teams. In the first phase, the Team will be led and composed mainly by HSTs, and it is expected to become nationalized entirely within a period of 6 months.
- The Supply Chain Coordinator in the Rapid Response Team will essentially be accountable for developing and delivering a supply chain strategy for deployed project locations aiming to support programmes implementation through effective and optimized Supply Chain models, which can deliver on needs in varying contexts.
- While increasing effectiveness and optimization in the SCI supply chain, she/he will ensure Save the Children Nigeria field office will be able to manage costs efficiently while delivering high-quality goods and services to our programmes, and procurement processes are compliant with the requirements of SCI’s significant donors across the country.
- The Supply Chain Coordinator will be responsible for managing a Supply Chain team based in any deployed location, supporting the implementation of all SCI procurement policies and controls within their scope of influence, providing technical support and guidance to field offices on their Supply Chain efficiency.
- The role will also ensure that the coordinator put in place an efficient inventory management system able to track all IN and OUT movement with accurate data and a clear strategy on Assets and Fleet management.
Key Areas Of Accountability
Procurement:
- Responsible for the overall field deployment procurement processes for the duration of the assignment.
- Ensure SCI procurement policies and templates are known by staff and implement in all procurement processes.
- Support ProSave usage and provide timely and quality support to the assigned field offices while.
- Responsible for escalating any procurement and ProSave challenges with Supply Chain Country Office senior management and follow through to ensure all issues are resolved
- Provide technical support and guidance to field offices on the development of local and national supply chain strategies, including local and national contracts and supplier assessments related to quality assurance, reliability, agility, and ability to increase capacity in emergency contexts.
- Accountable for costs efficiency and value for Money in all SCI procurement processes.
- Support in putting in place various Framework Agreements aiming to improve procurement efficiency
- Ensure Procurement Trackers across the Country are regularly updated and shared.
- Oversight relationships with suppliers and ensure they adhere to SCI policies, mainly Child safeguarding and Anti frauds and bribery.
- Review all procurement contracts before they are submitted for signatories.
- A focal point for all international orders placed through Regional Procurement Unit
- Create a continuous learning environment where staff are encouraged and supported to grow and develop and are willing to be held accountable for their commitments.
- Provide Guidance to programme and field managers on goods & services price and lead time during the new proposals writing stage.
- Develop and maintain good relations with Field managers and field logisticians.
- Oversight of the procurement manager and Team and ensure objectives are met.

Assets, Warehousing & Fleet Management:
Warehousing:
- Ensure deployed field offices use Total Inventory Management (TIM) in day-to-day warehouse management.
- Ensure all stocks movements are captured within TIM online
- Ensure all best practices for SCI warehouse management are in place and adhere by all staff.
- Ensure warehouse policies and templates are known and used by all staff.
- Conduct spot checks and ensure bad practices are corrected and, if necessary, share information with Roving Operations Manager for immediate adequate actions.
- Alert programme on stocks about to expiry for proper actions.
Assets:
- Ensure the office has a master assets list that is regularly updated.
- Ensure all new purchase assets before being used are registered in the assets list and tag before being used.
- Ensure all assets being used in field office are tracked with users’ form
- Ensure any assets damaged or lost are communicated to Roving Ops Manager.
Fleet:
- Ensure drivers and users of the fleet are compliant with SCI policies and regulations.
- Ensure fleet resources are efficiently used to their optimum for delivery of SCI programmes.
- Ensure fleet maintenance is cost-efficient for the field and country office
- Ensure monthly fleet data are produced and accurate.
Management & Reporting Tasks:
- Ensure the field office team has clear, ambitious, and realistic supply chain objectives set up.
- Ensure weekly/monthly reports are completed, and data are accurate.
- Conduct analyses of reports
- Ensure KPIs, procurement trackers, and fleet reports are shared monthly with the country office supply chain Team.
- Support the development and implementation of Supply Chain Strategy field offices with appropriate and scalable supply chain systems and tools to support emergency responses and ongoing programmes.
- Be willing to undertake regular travel and work with minimum supervision under challenging conditions in varying locations (including remote locations) to support local field offices supply chain team development.
- Monitor the performance and management of the Save the Children supply chain at the field office and provide technical support as needed to ensure optimization and accountability within supply chain activities.

Role Purpose

Under the direct supervision of the WASH Officer, the incumbent will be required to work as a member of the WASH unit towards the improvement of construction, hygiene promotion and community mobilization activities effectiveness, particularly as part of the WASH intervention, to safeguard and improve the public health of the affected population by promoting safe WASH practices, including appropriate use and maintenance of WASH facilities and services; ensuring appropriate targeted community involvement in the design and delivery of essential WASH services and facilities and sensitization.

- Assist in promoting safe WASH practices, including appropriate use and maintenance of WASH facilities and services among refugee and host communities.
- Assist the community mobilizers to mobilize the communities to mitigate priority water and sanitation related health risks, promoting the BCC strategy and keeping records of the community volunteers participating in HP activities.
- Assist in communicating effectively with the communities targeted, ensuring that hygiene and health messages are passed on with participatory interventions, allowing ownership and empowerment of the beneficiaries to influence their hygiene and health.
- Assist in selecting, train, and manage Community WASH Standing committees, such as Community Water Management Committee members, sanitation facilities caretakers and volunteer hygiene promoter networks within the targeted beneficiaries.
- Participate in the HP campaign by conducting house to house visits focused on hygiene promotion and public health, focus groups and mass campaign using songs, posters, etc. promoting Community Lead Total Sanitation (CLTS) and PHAST methodology and assisting the community mobilizers in the implementation of gathering events.

Qualifications and Experience
Essential:

- Excellent communication skills and knowledge of English and other local languages;
- Good knowledge of participatory approaches for behavior change (PHAST / SARAR, CHAST, CLTS)

Role Purpose

- The Senior Safety and Security Coordinator will work closely with the SCI Nigeria Safety and Security Director to manage overall safety and security for the emergency response programme. The Senior Safety and Security Coordinator will facilitate the implementation of Save the Children’s Safety and Security Policy and Standards within deployed field locations; help drive systemic change in the quality of safety and security management, contribute to enforcing deployed field Safety and Security Policy and Standards; and carry out safety and security assessments; make recommendations and provide support for their implementation by country programmes. She/he will also take forward the organizational security ethos. While on an assignment, the post holder will play a key role in the capacity building of Safety & Security Focal Points, where applicable.
- As a Safety Coordinator, she/he will be expected to undertake a leadership role in an emergency and support the team leaders and team at a senior level.
Key Areas Of Accountability
- Engage deployed field programme management and staff as well as staff at all levels to facilitate the adoption and compliance with the Save the Children’s Safety and Security Policy and Standards
- Undertake Security Risk Assessments for any emergency responses and operations
- In-depth analysis for overall country security context

- Develop and deliver the capacity building in safety and security management for field managers and safety and security training for staff
- Provide safety security management advice, guidance, and support to the field and the Roving HST Team and field managers.

- Provide technical assistance and guidance to field Offices in implementing action plans based on country office security assessments and recommendations.
- Assess and evaluate field offices' security guidelines and make recommendations for improvements using the Save the Children Policy and Standards for security management plans, evacuation contingency plans, and standard operating procedures.
- Promote the concept that the whole team should jointly develop safety and security plans and guidelines to create ownership and encourage compliance.
- Promote the concept that safety and security is an integral element of programme design and operations and should be amongst the first planning considerations.
- Promote the need for each field programme to have safety and security as a standing agenda item on the FMT or management team meeting and quickly highlight any issue to the Roving Ops Manager or Security Safety Director.

Qualifications and Experience
Essential:
- Expertise in current safety and security practices and issues affecting aid work nationally.
- Fluent in English (written and spoken).
- Significant experience of NGO security management/Adviser.
- Proven experience and understanding of humanitarian or field operations and understanding of programming in an emergency.
- Good interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, militias, donors, International Organisations, and local NGOs.
- Experience of working in hostile environments. Self-motivated with the ability to work autonomously in a highly stressful and challenging environment.

- The Roving Info Comms Coordinator will lead and manage the setup or scale-up of all emergency response information and communication functions and responsibilities. As a member of the roving management team, the Info Comms Coordinator will support the deployed roving management team on the best use of Save the Children’s resources. The Info Comms Coordinator will lead a team that will establish safe and stable information gathering and sharing and other IC programming which complies with current SCI standards.
- The Info Comms Coordinator will work with country office ICT teams in SCI to ensure that all activities relating to information and communication are coordinated. This role will also engage with external organizations and any other local authorities responsible for communication.
- The Info Comms Coordinator contributes to ensuring that Save the Children’s commitment to improving quality and accountability in humanitarian work is upheld through the Save the Children Minimum Standards and the NGO Code of Conduct and endeavors to implement sustainable systems and transfer knowledge and skills to existing staff.
Key Areas Of Accountability
Communication:
- Coordinate with the roving field team and field managers to support the overall improvement of information and communication of assigned project and field office
- Design effective communication tools for all offices which are saleable and complies with SCI technical standards
- Communicate and enforce SCI data protection and policies in information sharing.
- Develop centralized IC services such as printing, scanning, templates, etc.
- Set up weekly calls with the ICT manager for the update, discussion, and needed support
Information management
- Promote SCI standard document management systems (OneNet and other SCI standard applications) to all staff.
- Ensure compliance with data protection and security standards.
- Circulate updated programme information with all field staff and ensure the field team have updated information on all necessary SCI support function services
Coordination
- Attend field-level senior meetings to ensure that the work of project information is communicated and promoted.
- Liaise with country office ICT team so that activities at all levels are aligned.
- Attend field-level management meetings and keep ICT Manager updated with activities.
- Attend Logistics meetings when and where appropriate.
- Liaise country office ICT manager and team to support timely information gathering and sharing of activities with SMT and donors
General:
- Be the initial focal point for all information and communication activities and escalate to other support channels as required.
- Comply with all relevant Save the Children policies and procedures with respect to child safeguarding, health and safety, equal opportunities, and other relevant policies.
Qualifications and Experience

- Significant management experience working in an emergency response context or fragile states
- Proven knowledge of IC programming and ability to communicate complex issues in a more formal but understandable manner.

Role Purpose
The Procurement Assistant (Buying) supports the Procurement Officer (Buying) in the daily coordination of procurement activities, including:
- Ensuring that items procured match programmatic requests, and are of good quality, reliable and value for money and deliver the best results for children
- Supporting the Procurement Officer on preparation of the procurement (buying) processes in all steps and stages, especially when it comes to PRs, quotes, POs and contracts
- Supporting and interfacing between field offices and the central supply chain team
- Supporting users (requestors and budget holders) on issues relating SCI’s procurement management tool (ProSave) to reduce errors and to ensure timely processing of PRs.
Key Areas of Accountability:
- Support the Procurement Officer to execute procurement actions in line with SCI protocols and procedures, being responsible for getting quotes, filling all relevant document (PR, quotes, CBA, PO etc.).
- Assist staff on creating clear and understandable procurement documentation e.g. PR
- Communicate with suppliers in order to get quotes, specifications and quality information as assigned by Procurement Officer
- Provide regular updates to programme and supply chain teams on progress
- Support supplier evaluation and Procurement Committees as required
- Ensure that items procured match programmatic requests, and are of good quality, reliable and value for money
- Receive invoices from suppliers, checking if they are correct and complete, and forward payment requests together with all necessary supporting documentation to Procurement Officer monitoring the process to ensure payment is made on time to the suppliers.
- Respond flexibly to changing program needs, reprioritising tasks in a logical, sensible way and in coordination/consultation with the Procurement Office.
- Assist the Procurement Officer on regular updating of the Procurement Tracker, supplier’s database and other Procurement reports if required, in collaboration with co-workers.
- Communicate and exchange information effectively with colleagues and other team especially for supplier has changed contacts, product detail specifications, payment terms & conditions, delivery due date and payments.
- Assist the Procurement Officer with the evaluation, modification, renewal and establishment of Framework Agreements (FWA).
- Support the Procurement Officer to prepare the status/management information reports.
- Work closely with other procurement/supply chain team members and give necessary support when needed
- Ensure that at all times Save the Children procurement policy and procedures are implemented and adhered to and are within compliance to donor regulations

Position Overview
- Under the supervision of the Gender and Inclusion Advisor, the post holder will be responsible for the planning, implementation and reporting of the gender and social inclusion activities (as well as the achievement of the expected outputs) of a Foreign Commonwealth and Development Office (FCDO) funded social protection systems strengthening programme that is working to strengthen Nigeria’s social protection systems strengthen towards bringing about significant reductions in multi-dimensional poverty across the country.
- Specifically, he/she will work closely with other members of the programme team in the country office and the programme’s focal states to identify barriers to inclusive social protection for marginalized and vulnerable or excluded population groups and develop appropriate interventions.
Key Areas of Accountability:
- Under the supervision of the Gender and Inclusion Advisor, facilitate the development and implementation of a gender-responsive social inclusion strategy (focused on children, people with disabilities and other excluded groups as appropriate) for the programme.
- Work closely with the Social Protection and Inclusion Coordinators (SPICS) in each of the focal states to plan and implement social inclusion activities that are aligned to the programme’s theory of change, outcomes and log-frame.
- Gather and report regular progress updates from the SPICS to ensure programme activities and indicators are on target.
- In collaboration with the Knowledge Management Coordinator and Communications Specialist, collect and share learnings, success stories and best practices related to social protection for vulnerable, marginalized and excluded groups, including people with disabilities and girls.
- Collaborate with other members of the programme team to scale up activities to promote and meet the needs of vulnerable and excluded population groups, particularly children and people with disabilities.
- In collaboration with the MEAL Coordinator ensure result-oriented reporting in line with programme outcomes.
