1.) Senior Administrative Officer

 

Location: Taraba
Position Reports To: State Team Lead
Technical Working Relationship: Procurement Manager, Admin Manager at country office

Job Summary

  • The Senior Admin Officer (SAO) reports to the State Team Leader and will be responsible for providing administrative oversight at state office for Jhpiego.
  • The SAO will ensure that administrative reports follow Jhpiego, USAID rules and regulations, other applicable approved procedures at all times.
  • The SAO will be responsible for ensuring cost consciousness, efficiency of administrative operations and maintaining an on-site administrative system required to assure the integrity and effective performance of state admin operations.

Key Financial Responsibilities

  • Ensure state offices administration processes run smoothly to support effective and efficient program implementation.
  • Responsible for managing and reporting operational usage of vehicle fleet and other facility equipment
  • Provide and ensure that all logistics requirements are available for the smooth running of state office and program activities.
  • Ensure all procurements in the field office are in line with Jhpiego’s and donor procurement policies.
  • Ensure documentation for the procurement of all goods and services are completed and available for audit trail.
  • Set the standard for compliance with USAID and Jhpiego procurement regulations and standards.
  • Adhere strictly with compliance indicators for field project procurement. Track and report exceptions.
  • Coordinate with the Procurement and Admin Manager for technical support to identify areas of improvement for field project procurement compliance.
  • Responsible for the accurate recording and maintenance of all Jhpiego Nigeria and donor assets located in the state office
  • Ensure that all shipments received in the state office are properly recorded in the electronic inventory register on time, and ensure that appropriate program staff and the State Team Leader is informed of the arrival of each shipment.
  • Under the guidance of the State Team Lead, be accountable for providing responses to all queries arising from monitoring visits, audits and other related reviews.

Required Qualifications

  • B.Sc in Business Administration, Public Administration, or relevant field
  • Professional Certification in Project Management is an added advantage. Master’s degree is highly desired
  • Minimum of five (5) years of demonstrated administrative experience within an international not-for-profit organization.
  • Previous experience in a PEPFAR award is highly desired
  • Practical understanding and application of donor regulations in large and complex projects is highly desired

2.) Quality Improvement Officer (x3)

 

Locations: Abuja (1) and Lagos (2)
Reports to: RMNCH Advisor, MSD for Mothers RICOM3 Project

Background

  • Jhpiego in collaboration with mDoc and the Health Strategy and Delivery Foundation (HSDF) as partners, is implementing an MSD for Mothers funded cooperative agreement called the RICOM3 Quality of Care (QoC) project.
  • The project aims to offer unique and synergistic strengths to co-design and implement an innovative woman centered QoC model to achieve the project’s expected outputs.
  • The goal is to contribute to reducing Maternal Morbidity and Mortality (MMM) by focusing on the indirect causes of MMM. The project is being implemented in two (2) states – FCT and Lagos.

Objectives of the Project

  • The MSD for Mothers’ project is tasked with the key objectives of supporting women to reduce their risk of Maternal Morbidity and Mortality due to indirect causes (Hypertension, Diabetes, Anemia & Obesity) via an integrated women centered Quality of Care (QoC) model.
  • This project aims to augment existing Maternal / Reproductive health (MH/RH) services platforms to deliver woman centered interventions for prevention, detection and treatment of indirect causes of Maternal Morbidity and Mortality across a woman’s reproductive life cycle.

Overview

  • The Quality Improvement Officer will report to the RMNCH Advisor and should be able to facilitate a complex process of stakeholder decision making, prepare and present reports of work implemented at health facilities.
  • The person will also be responsible for providing technical leadership in capacity building, clinical mentoring and supportive supervision in the technical area of quality of care for non-communicable diseases (Hypertension, Diabetes, Anemia and Obesity) along the pregnancy continuum.
  • Key activities to be undertaken include the provision of technical assistance at the Federal and State ministries of Health, Federal Capital Territory Administration, State Primary Health Care Board, the Health Service Commission / Health Management Board and health facilities (GH, PHCs and private) to optimize existing platforms of quality of care for MH/NCD’s in the two implementing states (Lagos State and FCT).

Responsibilities

  • Support the Program Director to implement and provide technical guidance on service and quality of care package for Non-Communicable Disease like Hypertension, gestational and chronic Diabetes Mellitus, Anemia and Obesity prevention, management and treatment that is sound, evidence-based and responsive to the needs of women of reproductive age (WRA).
  • Provide on-site capacity building trainings (providers and training of trainers) at various touch points in health facilities as well as follow-up support, monthly data collection and reporting from all 20 selected health facilities in each state and clinical mentoring as necessary for QoC for NCDs around Hypertension, gestational and Chronic Diabetes Mellitus, Anemia and obesity prevention, management and treatment at supported health care facilities in both states.
  • Support service/quality of care efforts, approaches and tools for selected public and private health care facilities in the two focus States.
  • Support the implementation of the program’s monitoring and evaluation (M&E) framework and the MSD for Mothers metric definitions for the project and ensure the relevant data is collected and collated from selected health facilities.
  • Lead the monthly collection of data from all touch points in the 20 facilities in each state to measure progress of the project.
  • Collect information and develop success stories from the onsite capacity building and other activities being implemented in the 20 selected facilities in each state.
  • Facilitate relevant meetings, workshops, or other events as per the work plan for smooth technical and clinical project management and coordination.
  • Provide support to synthesize and document results and lessons from the onsite training program and mentoring of the QI teams in the supported facilities etc.
  • Provide support to synthesize and document results and lessons from programs, including preparation of briefings and program reviews for presentation to leadership.
  • Develop relevant IEC materials and guidelines for health care workers in the health facilities.
  • Provide support and mentoring to Quality improvement teams established in the 20 facilities in each state.
  • Participate at state level stakeholder meetings and technical working groups in relation to service/quality improvement of NCD/MH and related technical areas.
  • Support the MSD for Mothers project team to review and/or manage and execute activities in support of completion of program activities with desired outcomes as per the respective program work plans.
  • Establish and nurture the external partnerships that will contribute to the success of programs - Project Consortium partners (mDoC and HSDF), Ministry of Health State Primary Health Care Development Agency, LGAs/Area Councils and selected health facilities (public and private), etc.
  • Contribute to quarterly reports and annual reports to the Donor.
  • Support advocacy efforts and awareness creation of the project by being the link person to the focused states (Lagos State and the FCT).

Management:

  • Contribute to annual work planning, training plans and quarterly reports and other required technical reports.

Required Qualifications

  • The Quality Improvement Officer must be a proven leader in the field of MH/RH or NCD service and quality improvement with management experience in public health programs. Recognition by the MH/RH or NCD community in Nigeria is desirable.
  • The Consultant must be intimately familiar with the MH/RH context in Nigeria and have in-country experience with Donor-funded programs.

Additional qualifications include:

  • An experienced Midwife / Nurse or any other closely related health care professional; other related courses (e.g. MPH, MSC or other relevant degree) will be an advantage.
  • Minimum 6 years of experience working in MH/RH or NCDs in Africa, preferably in Nigeria.
  • Demonstrated expertise in working directly with host-country senior government officials and policymakers in MH/RH-NCD.
  • Experience working with host-country partners, organizations, and institutions
  • Strong skills in design, implementation and monitoring of program components; e.g. services, training, supportive supervision, clinical mentoring, advocacy and coordination.
  • Demonstrated capacity to work with stakeholders and partners in developing technical materials and providing training to improve service delivery, advocacy and resource mobilization for expanding quality improvement of MH/RH-NCD services.
  • Strong verbal, listening, writing, and intrapersonal skills essential for effective coordination among several institutions and staff involved in a broad range of activities.
  • Must be fluent in English, (written and oral communication) and ability to communicate in Hausa or Yoruba language is desirable.

3.) Senior Demand Creation and Marketing Advisor

 

Location: Abuja
Reports to: Advocacy / Communications

Overview

  • The Senior Demand Creation and Marketing Advisor will support demand generation and strategic communication efforts for targeted HIV testing and prevention activities at the national, state, and local government levels.
  • S/he will support the design and implementation of demand creation / marketing initiatives in the scale-up of HIV testing and prevention, linkage to ART, and ongoing adherence efforts.
  • S/he will support the development of demand creation strategies through human-centered design methodologies, working closely with the project teams to align activities and ensure the effective integration of these strategies across the project.
  • The position will be based in Abuja and will support demand generation efforts at the central level in Abuja and support rollout and scale-up across the RISE-Nigeria-supported states (Akwa Ibom, Adamawa, Niger, Taraba and Cross River).

Responsibilities

  • Support the design and implementation of HIV prevention/retention/adherence initiatives including the development of marketing/demand creation strategies
  • Support design and implementation of demand generation strategies and tools for the scale-up of oral PrEP, HIV self-testing, and other priority interventions.
  • Support the scale-up of demand generation efforts to engage and retain men in HIV testing and ART services.
  • Support field testing and Media Dissemination.

  • Proven leadership and inter-personal skills and ability to work well both within a team and independently.
  • Demonstrable ability to use HCD approach in Public Health-oriented demand creation campaign development
  • Strong representational skills and ability to interface with multiple stakeholders, representatives, and partners (including representatives of government agencies, media) in a professional manner on an ongoing basis.
  • Experience in marketing, communication or PR and strategic media engagement (campaigns, presentations, door to door, social media) will be an added advantage

Job Description

  • We seek a Program Assistant for Jigawa State on The Global Fund funded, “Quality Improvement and Leadership and Management Strengthening through Technical Assistance”.
  • The Program Assistant will work under the supervision of the Quality Improvement Advisor to support quality improvement and leadership and management activities in Jigawa state working closely with the State Ministry of Health and other government agencies and with the QI specialist.

Responsibilities

  • The Program Assistant will assist in the implementation, documentation and logistics support for QI, leadership and management activities in the state/LGA/facilities
  • Assist in the development of work plans, budgets, liaising with GoN stakeholder and implementing partners regarding activities.
  • Support Project team in preparation of activities, including scheduling meeting, creating attendance list, corresponding with attendees, preparing materials, setting up meeting rooms, taking meeting minutes, amongst other task
  • Support to maintain records and files, distributing of project information and documentation
  • Assist in the asset management and documentation
  • Assist in the smooth running of project office, maintenance of assets and project materials

5.) Quality Improvement Advisor

Project Summary

  • Jhpiego seeks to hire qualified candidates for The Global Fund funded, “Quality Improvement and Leadership and Management Strengthening through Technical Assistance”.
  • The project aims to provide support to Global Fund programs in 5 countries: Chad, DRC, Niger, Nigeria and Mali to implement an innovative approach for integrated supportive supervision (ISS) that includes collaborative improvement, training, a web-enabled supervision checklist, and supervision of supervisors to improve health worker performance and quality of care for integrated HIV/TB/Malaria/primary health care services for underserved population, as well as strengthen leadership and management skills among Ministry of Health staff for QI and improved integrated service delivery in health facilities and communities. The project will be implemented in Jigawa State.

Job Summary

  • Jhpiego seeks a Quality Improvement (QI) Advisor for Jigawa State for The Global Fund funded, “Quality Improvement and Leadership and Management Strengthening through Technical Assistance”.
  • The QI advisor will work under the supervision of the Nigeria Project Lead and Regional Program Manager to lead quality improvement and leadership and management activities in Jigawa state working closely with the State Ministry of Health and other government agencies and with the QI specialist.

Responsibilities

  • Lead technical assistance for quality improvement and leadership and management activities in Nigeria to achieve rapid and sustained goals, objectives and targets,
  • Lead preparation, planning and implementation of QI capacity-building activities (training and mentoring) for facility health workers and district managers in program districts using virtual and in-person methods as appropriate
  • Support development, adaptation and use of QI and L&M training curricula and tools as part of QI capacity-building activities and ongoing support of QI teams and district MOH managers
  • Provide onsite and virtual support and mentoring to at least 15 sites in the selected project region for quality improvement activities related to HIV/TB/Malaria/primary health care services.

  • Collect data, review and ensure quality as related to QI activities and submit them to the central monitoring and evaluation advisor

Required Qualifications

  • Health professional (e.g. Doctor, Nurse, Midwife) with at least 5-years’ experience leading and implementing public health programs.
  • Previous experience in quality improvement, capacity development, stakeholder engagement and program management.
  • Previous experience working in HIV, TB and Malaria
  • Strong familiarity with health system and HTM service delivery context in Jigawa and Nigeria
  • Ability to interact with established networks of senior-level international health professionals, ministry of health officials and other partners
  • Comfortable with a team approach to programming and the ability to manage several major activities simultaneously
  • Proficiency in word processing, Microsoft Office
  • Willingness to travel within Nigeria and especially Jigawa
