  • In Adamawa, the IRC is implementing.
  • A GIZ-funded School-Based Education System Strengthening Project that aims to benefit 63,000 children with quality education services in safe, functioning, and responsive schools in Adamawa state.
  • Educate A Child Programme  “Improving Access to Education for Conflict-Affected Children in Northeast Nigeria” that aims to reach 20,000 children in BAY States with quality non-formal education services.
  • ECHO - funded ‘Protective and adaptive Education Approaches for Children in Emergencies (PEACE)’ which aims at supporting more than 81,000 school-aged boys across BAY states  to access and learn in safe educational environments, together with Child Protection.
  • The Senior M&E  Officer will be responsible for the overall coordination of the monitoring, learning and evaluation related activities of the GIZ ASSESS, EAC AND ECHO PEACE Projects in Adamawa State. This position is based in Mubi and reports to Education Manager in Mubi.

Major Responsibilities

  • Closely work with Education and M&E staff in Adamawa to make sure that all the education projects in the state have  standard monitoring tools that capture both program activity and indicators progresses.
  • Ensures proper implementation of the education projects’ accountability/feedback mechanism in Adamawa state.
  • Assist Education M&E Manager in conducting and documenting project learning, and sharing lessons learned and best practices, incorporating these into project implementation.
  • Facilitate the preparations of monthly project activity plans including M&E plans
  • Work with project staff to determine which monitoring activities will take place and which data collection methods to use

Job Overview / Summary

  • The IRC is currently implementing a 36 months ECHO-funded regional Programme titled ‘Protective and adaptive Education Approaches for Children in Emergencies (PEACE)’ in Nigeria, Niger, and Cameroon between 2020 and 2023. In Nigeria, PEACE takes an integrated and adaptive approach to education and child protection, to support more than 81,000 school-aged boys and girls most affected by crisis across Borno, Adamawa, and Yobe States (BAY)  to access and learn in safe educational environments.
  • The Education Officer will be responsible for the overall management of education activities in the respective LGAs(either in Gwoza/Bama,  or Damaturu/Gujba or Michika. S/he will be responsible for providing technical leadership for all the education activities, including leading and coordinating the non-formal education program and systems support activities at the national and state level. The position reports to the respective Senior Education Officers in Damaturu or Gwoza or Michika.

Major Responsibilities

  • Oversee the implementation of all PEACE project activities in one of the assigned LGAs(Gwoza/Bama,  Damaturu/Gujba and Michika)
  • Work in collaboration with the Child Protection team in the implementation of the project activities, ensuring integration of CP and education in the project.
  • Oversee training, coaching and on-going support for teachers, tutors and learning facilitators in order to improve instructional practices in literacy, numeracy and social and emotional skills.
  • Ensure technical coordination of state-level activities related to teacher education and curriculum development, and obtain support from directorates and local government authorities as needed
  • Oversee the selection of learning facilitators (teachers) and tutors for the intervention and contribute to tools for selection such as assessment tools.
  • Oversee the initial training of learning facilitators, as well as their continuous professional development.
  • Monitor progress towards the objectives and intended outputs pertaining to teacher education using routine data, spot checks, observation, and other methodologies.

  • The IRC is currently implementing a 36 months ECHO-funded regional Programme titled ‘Protective and adaptive Education Approaches for Children in Emergencies (PEACE)’ in Nigeria, Niger, and Cameroon between 2020 and 2023. In Nigeria, PEACE takes an integrated and adaptive approach to education and child protection, to support more than 81,000 school-aged boys and girls most affected by crisis across Borno, Adamawa, and Yobe States (BAY)  to access and learn in safe educational environments.
  • The Education Officer will be responsible for the overall management of education activities in the respective LGAs - Gujba. S/he will be responsible for providing technical leadership for all the education activities, including leading and coordinating the non-formal education program and systems support activities at the national and state level.   • A USAID-funded project (2019 – 2021) in collaboration with Harvard University’s Graduate School of Education, which aims to test the delivery model of an array of flexible social and emotional activities and games in IRC-supported schools in Borno and Yobe states.
  • A GIZ-funded School-Based Education System Strengthening Project that aims to benefit 63,000 children with quality education services in safe, functioning, and responsive schools in Adamawa state.
  • ECHO - funded ‘Protective and adaptive Education Approaches for Children in Emergencies (PEACE)’ which aims at supporting more than 81,000 school-aged boys across BAY states  to access and learn in safe educational environments, together with Child Protection.
  • Educate A Child Programme  “Improving Access to Education for Conflict-Affected Children in Northeast Nigeria” that aims to reach 20,000 children in BAY States with quality non-formal education services.
  • The Senior Education Manager will be responsible for the overall management of education projects in Yobe State, and assist the Education Coordinator in ensuring program quality,  effective and timely implementation of education projects across BAY states, and identifying new areas for Education program expansion across the IRC operation geographical areas.
  • The position is based in Damaturu (Yobe) with 30% travel to Borno and Adamawa for technical assistance, and support. Under the supervision of the Education Coordinator, the Senior Education Manager will directly supervise a team of Education Staff and Education M&E staff in Yobe and is responsible for providing supervision and guidance in line with agreed performance objectives.
  • He/she will liaise, on a regular basis, with Senior Area Manager, Sector Managers, SC and Finance Managers in Yobe; and other education staff members in Borno and Adamawa States; and Yobe State and local government officials and program clients as required.

Key Responsibilities
Program Development and Management:

  • Coordinate and oversee effective implementation of education activities in Yobe State.
  • Ensure that the identification, set up and management of and non-formal learning opportunities expands adhering to relevant policies and standards, and mitigating risks to harm.
  • Oversee training, coaching and on-going support of educators and learning facilitators in order to improve instructional practices in literacy, numeracy and social and emotional skills.
  • Develop actionable work plans to ensure the timely implementation of project activities, in collaboration with Education Officers.
  • Contribute to the development of robust data collection systems to ensure that the education program is data-driven and that programmatic decisions are grounded in evidence.

Coordination:

Background
Founded in 1933, the International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive, recover, and rebuild their lives. At work today in more than 40 countries, the IRC restores safety, dignity and hope to millions who are uprooted and struggling to endure. The IRC leads the way from harm to home.

IRC began working in Nigeria in October 2012 in response to a widespread flood disaster in Kogi state and then moved to North East Nigeria, Adamawa state (2014), Borno state (2015) and Yobe state (2016) to respond to the displacements caused by the conflict between the Armed Opposition Groups (AOGs) and the Nigerian Government and its Armed Forces. The conflict is the north east is in its 10th year and has seen over 1.92 million people displaced internally and 257,000 have sought refuge in neighboring Cameroon, Chad and Niger, since the start of the crisis (HRP 2021). Since then, IRC has expanded its program scope and size with the aim of making the greatest possible contribution to meeting humanitarian needs in Adamawa, Borno and Yobe states, which is now a protracted conflict with widespread displacements, violations of human rights, protection risks and ongoing humanitarian crisis.

IRC’s response includes Health (integrated health, reproductive health and nutrition services); Protection including Women’s Protection and Empowerment services, Child Protection, Protection and Rule of Law; Economic Recovery and Development; Environmental Health/WASH; Education and Governance. In 2015, IRC Nigeria developed a five-year Strategy Action Plan which ended in December 2020, which had health and education as high priority program areas.

The current COVID-19 pandemic which started in April 2020 in Borno state and in May 2020 in Adamawa and Yobe states has exacerbated the humanitarian crisis. In an already fragile context and health system, the pandemic is likely to have a devastating effect especially for the women. Movement restrictions and limited access to communities due to COVID-19 and government regulation makes it difficult to conduct assessments among target communities in operational areas.

IRC Strategy:

  • At global level IRC has developed strategy100, which will guide IRC programs through IRC 100th anniversary in 2033. The period from July 2020 to September 2021 was designated for country program to plan for the implementation of the new strategy.
  • IRC Nigeria Country Program, Strategic Action Plan (SAP) 2015 – December 2020 has ended, and the country program is planning to develop a new SAP in line with Strategy 100 from June – August 2021.
  • Before the development of the new SAP, the country program would like to undertake program review as part of the process and to inform the new SAP development.

Objective

  • The overall objective of this consultancy is to facilitate IRC Nigeria country program review process, to document the learnings from the existing program with the focus of reviewing what has worked. What did not work well.
  • What needs to change. The outcome of this will feed into the planned Country Strategy Action Plan process to follow this.

Key Working Relationships:

  • Consultancy Manager: will be the Deputy Director of Programs.
  • Country Senior Management Team (SMT) will provide overall strategic leadership and directions.
  • IRC has established a small team of 20 people from country program across departments/sectors who will work with the consultant during the entire program review process. The consultant will play a lead facilitator role to the team.

Job Overview

  • As Regional Emergency Director (RED), you will provide strategic and operational leadership to building emergency response capacity and implementing high quality responses in the West Africa Region.
  • In close collaboration with technical and operational counterparts, you will advise and guide decision making for Country, Regional and Emergency and Humanitarian Action Unit (EHAU) leadership around where, when, and how IRC will build capacity and respond to emergencies and you will coordinate and lead support to emergency responders at country level.

  • The RED is a senior position within regional and EHAU management teams. Responsibilities
Response Management (approximately 40% of time): The RED will lead the regional and HQ support for emergency response management led by countries within your region. With support from regional and EHAU leadership, and in collaboration with country teams, you will coordinate resources, guide strategy, and serve as the primary support for emergency responders. This includes:

  • Ensure the timely planning and implementation of contextualized emergency responses, which are aligned with IRC standards, policies, and global best practice.

Job Overview / Summary

  • The purpose of the Nutrition Snr. Roving M&E Officer position is to coordinate the collection, compilation, consolidation, and analysis of data using the CMAM online platform to track programs/ projects activities, monitor progress and support impact measurement across the BAY states.
  • S/he will also serve as the focal person for all development research, engage in reflective practice, and generate lessons from projects/program and prepare M&E plans for the Nutrition sector.

Job Overview / Summary

  • The Environmental Health Manager is responsible for overseeing the implementation of all EH activities in Yobe and will report to the Senior EH Manager.

  • The Senior MEAL / Capacity Building Specialist will support the strengthening of leadership and management capacity of IRC Nigeria MEAL staff to: design, deliver and maintain MEAL Systems; effectively and efficiently adopt and use the IRC’s preferred Measurement Technologies and standard indicator definitions; provide decision makers with timely and quality data; conduct ongoing MEAL orientations and professional development.
  • This position will be based in Maiduguri, Borno State, with regular travel field offices to supervise programs and provide capacity building throughout the northeast.

Major Responsibilities
Capacity Building:

  • Lead the development and implementation of the IRC Nigeria MEAL Systems Strengthening and Capacity Building strategy: on the base of the current initial capacity assessment and training needs, provide coaching / mentoring / training as necessary to key identified staff;
  • Reinforce leadership in the department through definition of clear reporting lines, structure of the team and roles and responsibilities;
  • Develop and nurture collaborative working relationships between MEAL and Programme Team staff and the Senior Management Team.

Improve Workflow Definition:

  • Contribute to revise / reframe management lines, roles and responsibilities in main office vs. field offices;
  • Improve definition of workflow from data collection to data analysis and ensure that teams are aware of the entire process
  • Improve connection / communication / transfer of knowledge and data from field offices to main office: quality check on data, upload on BOX system, ensure that data is trackable from collection to analysis

Improve Quality Data Management:

  • Improve current beneficiary count system among sectors and make sure that count methodology is consistent; facilitate revision of current overall beneficiaries count and identify measures to prevent double counting;
  • Revise current Master Database Indicator, reconcile indicators in the masterplan with indicators in each grant and facilitate elaboration of indicators sheet on current Project Cycle Management Dashboard;
  • If necessary, provide training on data collection, data storage, data analysis;
  • Facilitate elaboration of quarterly reports on beneficiaries outreach.

General M&E Management and Operations:

  • Provide leadership in project and portfolio review and planning meetings.
  • Provide M&E analysis as required to project teams, grants team or other units
  • Contribute to elaboration of proposals and concept notes
  • Manage M&E budget, allocation of expenses and spending plans
  • Other daily tasks as required in collaboration with Senior M&E Manager

Qualifications
Education:

  • Advanced degree in relevant field such as Epidemiology, Public Health, Economics, Statistics, International Development, Public Policy, or other social sciences.




Work Experience:

  • Minimum of 7-9 years of MEAL capacity building experience with specific focus on complex multi-project programming.
  • Extensive experience designing, implementing, and supporting M&E frameworks and results, with extensive experience supporting field-based M&E design and reporting, as well as working with major international donors on M&E related aspects.
  • Extensive experience in developing baseline research, logic models, data collection and analysis, mid-term evaluations, outcome evaluations, and in mentoring and teaching-by-doing other M&E staff.
  • Experience with the challenges of effective monitoring in the field, including cultural, gender, and access considerations with the aim of enhancing project learning, quality, and data-driven decision making.
  • Proven ability to operate in a complex organisation, across functions and projects, on own initiative and collaboratively as part of diverse teams, including project management experience.
  • Excellent communication skills, including solid writing skills and the ability to plan for and prepare strategic communications.
  • Excellent understanding of basic ICT principles and the logic of data collection and management systems.
  • Strong computer skills: proficiency with MS Office – especially MS Excel. Knowledge of ArcGIS, Kobo ToolBox, CommCare, MS PowerBI, as well as other software used in qualitative and quantitative M&E would be solid assets.
  • Experience with direct program implementation in emergency and low-resource contexts.
  • Experience rolling out organizational initiatives, particularly related to monitoring and evaluation.
  • The chosen candidate will be a proven team player able to work with multi-cultural teams and under tight deadlines.
  • Ability to handle a large and dynamic workload, work under pressure and meet deadlines.
  • Previous work experience in West Africa, field experience in Nigeria is preferred.

Company Overview
The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In response to humanitarian needs resulting from the ongoing conflict in the country’s northeastern states, the IRC currently operates in eight sectors (health, nutrition, WASH, protection/rule of law, child protection, women’s protection and empowerment, education, and economic recovery and development) based out of six field offices in Northeast Nigeria.

Scope of Work

  • The Health Coordinator is the focal point for health programs in Nigeria and ensures the implementation of quality primary healthcare programing in Borno, Yobe, and Adamawa states.
  • The Health Coordinator will be responsible for maintaining regular contact with all partners, including the Ministry of Health, UN agencies and other NGOs, and will also be responsible for fulfilling IRC’s strategic objectives for the health sector.
  • The Health Coordinator supervises all health staff, and reports to the Senior Program Coordinator. The Health Coordinator will receive technical support from the regional Technical Advisor for Health Programs.
  • The position is based in the IRC Maiduguri field office in Borno state with regular travel to supervise IRC’s emergency health and health systems-strengthening programs throughout the northeast.

Key Responsibilities

  • Oversee the implementation of all emergency health and health systems-strengthening programs as well as operational research projects implemented by IRC Nigeria.
  • Provide technical supervision and guidance of all IRC health projects. Extend technical support and supervision to subordinates and the IRC’s implementing partners as the need arises.
  • Ensure that health programs utilize standardized protocols, policies and guidelines, as outlined by the Federal Ministry of Health and WHO. Ensure that all health activities are consistent with established best practices.
  • Promote the quality of the IRC’s health programs by setting up quality assurance mechanisms and checks in collaboration with other staff and IRC’s M&E Team.
  • Ensure sound data collection and information management systems are in place for ongoing performance analysis and programmatic action based on data and identified needs.
  • Participate in the design of robust M&E plans and design/adapt health information systems including surveillance systems for the IRC health programs in Nigeria.
  • Ensure that the stated goals and objectives of all health projects are met with strong monitoring and evaluation (M&E) followup, including any required operational research, with technical support from the Health Information Management team in the New York-based Health Unit and the regional Technical Advisor as needed.
  • Provide technical support to the health team for program design, proposal development and reporting, ensuring that IRC programs are of high quality and that programs are driven by data and learning, working in conjunction with other colleagues in the IRC Nigeria program.
  • Ensure all designed health projects use the relevant IRC theories of change and that interventions are evidence-driven.
  • Update IRC Nigeria’s health sector strategy according to prevailing needs and country priorities.
  • Work with other IRC sector leads to actively integrate and improve quality of programs.

Management:

  • Provide supportive supervison to the health team to develop work plans to guide implementation of approved grants. Support the field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC has made to donors and communities.
  • Review Budget vs. Actual expenditure for health programs on a monthly basis with staff and set course corrections as necessary.
  • Ensure that periodic data reviews are conducted in coordination with M&E Managers and relevent technical advisors for course correction as needed.
  • Participate in the development of staff development plans for health staff based on performance reviews in collaboration with the human resources department and contribute to the training of health staff (mentoring, on-the-job sessions as well as formal trainings). Conduct performance evaluation of health staff in the field.
  • Develop/organize training opportunities to build the capacity of the health staff and local partners in order to transfer skills. This includes staff training in program management areas such as reporting, budgeting, monitoring, evaluation, and supervision.
  • Oversee the implementation of health sector priorities, ensuring that program growth is in line with country strategic plans.
  • Review all reports prepared by the health staff and provide appropriate feedback to the concerned staff, and ensure that reports are written and submitted to concerned bodies in a timely manner.

Representation and Advocacy:

  • Serve as Co-lead for the Health Sector, working closely with the Ministry of Health and WHO.
  • In coordination with the Senior Emergency Prorgram Coordinator, actively develop and maintain effective working relationships with key stakeholders in Nigeria including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
  • Develop strategic partnerships with local organizations wherever possible.
  • Represent IRC to local communities, government departments, international agencies, local partners and donors as required.
  • Assist in organizing donor site visits by supporting field staff in the smooth design and implementation of agendas and visit activities.
  • Develop evidence-based advocacy points to be presented through the Health Sector, INGO Forum, Humanitarian Country Team (HCT) and Operational Humanitarian Country Team (OHCT).

Qualifications

  • Health professional with an MPH or other suitable public health degree and experience.
  • Five years experience in coordinating, implementing and managing health programs in developing countries. Experience working in Nigeria/West Africa a plus.
  • Experience implementing health programming in insecure environments, hard-to-reach areas, and displaced communities.
  • Experience implementing both emergency and development-oriented health programming.
  • Experience integrating health programs with other sectors (nutrition, WASH, protection, etc).
  • Demonstrated skills in project design/proposal development and grant management.
  • Experience in capacity building and mentoring of national and international staff.
  • Knowledge and experience in participatory design methods, community development and partnership.
  • Background in situation analysis, health assessments, and program implementation.
  • Demonstrated leadership, communication, and facilitation skills; ability to delegate responsibilities.
  • Excellent interpersonal and problem-solving skills.

  • Willingness to travel extensively in Nigeria.
