1.) Finance Officer

Job Title: Finance Officer (Partnership)

Location: Abuja

Description 

  • The Finance Officer shall foster partnerships, to build strong, transparent, and accountable financial and programmatic interactions. He/she will work to establish clear processes, policies, and controls to ensure the effective and efficient use of resources by local partners.
  • The Finance Officer will ensure that all financial transactions and reporting by partner organizations adhere to relevant regulations, donor requirements, and organizational policies.
  • He/she will contribute to the long-term sustainability of local organizations by helping them develop robust financial management systems, fostering transparent and accountable financial practices within NRC’s localization priority, to enhance the impact and sustainability of NRC aid efforts in Nigeria.

Responsibilities 

  • Responsible for conducting Downstream partner financial capacity assessments during the Downstream partner identification process.
  • Initiate implementing partner meetings in line with the Project Cycle Management viz; Grants Opening Meeting, Project Review Meetings and Grant closing meetings.
  • Responsible for verifying supporting documentation of costs charged to NRC by Downstream Partners in line with the procedures and regulations stipulated in the Downstream Partners agreement, for      cost  eligiblility.
  • Ensure all original documents for the Downstream partner are stamped with NRC and/or donor stamp.
  • Conduct periodic visits to the partners during the project implementation to support on Financial and reporting issues.
  • Conduct regular meetings with Downstream Partners in consultation with the Partnerships Manager, to ensure issues identified during the implementation period of the project, or issues that may arise ,are resolved in a timely and precise manner.
  • Responsible for reviewing Downstream Partners’ financial reports and ensuring that the Downstream Partner does not overspend or underspend on budgets. Responsible for recording and tracking Downstream Partners payments and updating progress on the grants/partnerships trackerr.
  • Monitor Downstream Partner financial management, including each member’s expenditure and performance level.
  • Provide support and training to Downstream Partner on financial and controls matters.
  • Responsible for audit confirmation correspondence to Downstream Partners and coordinated with DPs on audit requirements.
  • Responsible for the archiving of partner Financial supporting documents unto the NRC intranet site.
  • Work closely with the Partnership Manager in providing required key Financial and implementation performance information timely.
  • Acts as cover to the Country Office Finance Officer during leave periods.

2.) Livelihoods & Food Security Coordinator

Job Title: Livelihoods & Food Security Coordinator

Location: Yola, Adamawa

Role and Responsibilities
Generic Responsibilities:

  • Ensure that reports (internal and external) are submitted on time and are coherent and accurately written (Biweekly, APRs, quarterly, interim and/or final report).
  • Support the field coordinator for the collection and dissemination of various contributions from the Project Managers, review and validation by technical team, dissemination and filing of the validated report.
  • Maintain hard and soft files of NRC Nigeria food security and livelihood documents (from inception to closure).
  • Play a key role in Grant Opening and Closing meetings preparation and implementation, as well as monthly/regular grants management meetings which include representation from each unit (Admin, programs, logistics, security and M&E), compile action points and ensure proper follow up of issues raised.
  • Monitor and support the use of grants management tools such as the detailed implementation tool, M&E plan, PFU and Budget Follow Up amongst program teams to ensure accurate tracking of implementation and timely alerts to potential challenges/obstacles.
  • Support Field Coordinator in Project  development;  including making inputs in the area of risk management, quality of implementation, analysis of challenges faced during implementation and  working with various program teams and key-stakeholders to resolve problems in a timely, cost-efficient and effective manner.
  • Monitor implementation of programs to ensure they are in accordance with donor and NRC internal requirements. Must develop extensive understanding of donor rules for the project under implementation and guide project manager in the reading of the relevant donor rules.

In connection with the Field Coordinator, be able to provide informative and varied articles from several sources regarding the current food security and livelihood status based on CH Analysis, FEWSNET  and HEA analysis, socio-economic, security situation in the country. Build a dedicated file to centralize all relevant information on Adamawa context evolution and development.
  • Provide briefing papers and support development of external communication tools as relevant for donor and relevant stakeholders’ visits/meetings on NRC Nigeria programs in Adamawa.
  • Attend inter sector/coordination as FSL Coordinator to get firsthand information on program work and security information in Adamawa State.
  • Support the field area manager in the ongoing context analysis and scenario planning, risk analysis and advocacy initiatives

Specific Responsibilities
Project Management:

  • Support LFS Project Manager in preparation and timely delivery of detailed projects implementation, procurement and budget spending plans ensuring that off targets are timely identified and mitigated.

  • Proven Experience in working with agriculture, livestock, aquaculture, income generation, financial inclusion and value chain development with strong experience in use of Cash and Voucher Assistance (CVA) as a modality.

  • Previous experience of working in complex and volatile contexts.
