1.) Nursing Team Supervisor (IPD)

Job Title: Nursing Team Supervisor (IPD)

Location: Gummi Emergency Nutrition Response, Zamfara
Employment Type: Definite contract (6 months with the possibility of extension)

Main objective and responsibility

  • Plan, organize, and evaluate the activities concerning his/her field of action (IPD department - isolation and paediatric ward) and the team associated, according to MSF values, policies and protocols and universal health standards, in or-der to warrant the quality and continuity of the health care and the development of the plan of action.

Accountabilities

  • Carry out the functions and tasks associated to his/her specialty, i.e. perform as a nurse, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.
  • Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her specialty.
  • Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.
  • Carry out and/or supervise the medicines and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, bio-medical equipment maintenance, etc.) in his/her department, in order to satisfy the needs of material with efficiency and effectiveness.
  • Carry out and/or supervise the sterilization activities and ensure infection control measures are in place and followed.
  • Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.
  • Give feedback/ reports to Nursing Activity Manager and to Medical Referent when needed.

MSF Section / Context Specific Accountabilities
Under the NAM Leadership the IPD Nursing Team supervisor is directly supervising and overseeing all the IPD Nursing Activities, this in-cludes isolation and general paediatric wards. The NTS does not directly have financial responsibilities, Daily workers needs and their payment or any other payment process), all these are NAM/IPD responsibilities:

General:

  • Under NAM/IPD leadership and in close cooperation, NTS is responsible for the day-to-day activities of the isolation and general paediatric wards of Gummi general hospital. Under leadership of the line manager and in close collabo-ration, the nursing team supervisor is responsible for the quality nursing care through mentorship, on Job supervi-sion/trainings.
  • Prepares, provides and ensure all necessary stationaries and all related paper work are available in the inpatient de-partments (Registers, nursing notes, prescription, lab request forms) and among other, many forms needed.
  • Together with Watsan and IPC supervisor ensures IPC measures fully implemented in all departments (isolation, pae-diatric wards): Cleanliness, hand washing points, hand sanitizers etc.
  • Ensures clean water is available for patient and staff.
  • Together with the HP supervisor, ensure health message delivered on the waiting areas and addressing Health issues in line with main morbidities in the Health Facility.
  • Ensures good patient flow to allow reducing waiting time and unnecessary steps, the NTS should, Under the NAM leadership organize the departments to maximize efficient use of resources.
  • The NTS is technically supporting the team on the ground while major administrative tasks (daily worker request and signature on payment sheet for all incentive staff) go to the NAM who is the main manager.

Nursing Care:

  • Implement all MSF protocols, guidelines and Standard Operating Procedures (SOPs) that guide the day-to-day activities.
  • Ensure care to the Patient (admissions, patient care consultation and drug provision) are timely administered, to avoid delays.
  • Ensure quality dressing following the wound care protocol
  • Ensure complementary requests by the doctor, correctly applied in the desired period.
  • Put in place and maintain hygiene rules and universal precautions to staff involved inpatient care.
  • Ensure Medical staff under him/her know the PEP protocol (what to do in case of accidental exposure).
  • Ensure accurate documentation, reporting accurately done on patient’s folders, stock and all inventory registers.
  • Ensure the handing over report effectively carried out, with all duty staff informed of up-to-date changes on patient management.
  • Ensure and Plan the provision of quality, safe, confidential nursing care with involvement of the caretakers, to all patients, in strict adherence to medical ethics , msf principal and values
  • Make sure Nurses Take vital signs and score the PEWs regularly and frequently, depending on patient’s condition and take action when detect any danger signs
  • Ensure the Provision of medical and nutritional care as prescribed, with proper documentation on nursing notes, charts, prescription sheets, while involving and explaining to the care takers, in accordance to MSF protocols
  • Organize working environment, with correct supplies and equipment available
  • Check all the oxygen concentrators at the beginning of each shift, reporting mulfunction,and usage according to BIO MED guidelines
  • Support nursing team to Identify children who are eligible for vaccination and refer as appropriate
  • Observe and follow the 5 moments of Hand Hygiene and appropriate glove use, plus safe waste disposal (used sy-ringes, needles, organic) as per IPC guidelines.
  • Ensure the Cleaning and disinfecting of surfaces of trays/trolleys /equipment, materials before caring out procedures.
  • Ensure open vials policy is restrict followed in her/his working department.

Data Management and Reporting:

  • Implement all data collection paper work in collaboration with the Epid- Department and the Nursing Activity Manager.
  • Checking that data collection forms are available and filled correctly (registers, forms, tally sheets, referral sheets and morbidity forms, etc.)
  • Compiling daily, weekly and monthly statistics for the IPD activities and submit to epid-department and NAM-respectively, as at when expected.
  • Draft the Monthly Medical Report for the activities she/he is supervising and submit to the Line manager.
  • Give feedback to the nursing team, regarding progress in line with project-desired indicators, and discuss other possi-ble measures for improvement.

Pharmacy Management / Accountability:

  • The NTS is overall responsible for the drugs and Medical items stored in the IPD department, therefor she/he should ensure there is enough stock to run the wards, ensure good consumption tracking and submission to the central pharmacy with due respect to timing and ordering procedures.
  • Leads and deeply involved in the weekly inventories, double check consumptions and justify discrepancies.
  • Adheres to the project supply system and reinforce its implementation; Prepare Medical orders for the activity according to stock and consumption, submit to the line manager for further process.
  • Analyse consumption pattern and link them with morbidities, gives feedback to the team and provide necessary information to the pharmacy supervisor in order to adjust quantity of medical item to the need.
  • Check emergency boxes in the wards and ensure items used timely replaced.
  • Ensure rational use of drugs and strict adherence to protocols.
  • Ensure daily consumption is recorded, prescription well filled, stored and taken to the Hospital pharmacy.
  • Checks medical prescriptions carried out (treatment administration, surveillance of medical parameters, etc.)
  • Supervises, in cooperation with the pharmacy supervisor, the management of the pharmacy, ensuring reception and storage of orders, preparing new orders when required, supervising expiration items and consumption patterns, in order to ensure, a rationale use as well as pharmacy stock levels are permanently updated and above minimum safety point.

HR Management and development:

  • As a direct supervisor of the nursing team , the NTS has the duty to Know job descriptions of all staff working in the IPD department (nurses, CHEW, etc.) and checking that each individual knows and understands his/her own job and work accordingly. The nursing team supervisor can identify the need of daily workers; follows on daily basis the work of incentivized staff and report to the NAM IPD the main responsible. The NAM makes all signatures of the departments.
  • Leads staff under his/her supervision toward MSF objectives, promote medical ethics and patient safety.
  • Draft Rosters timely of all personnel under his/her supervision and submitting to his/her line manager for perusal.
  • Identify training needs and organizes sessions within his/her team or within the general framework of personnel development.
  • Draft objectives of each staff member under her/his supervision and conduct job appraisals of all staff in close collaboration with the line manager.
  • Participates in the orientation of new personnel.
  • Organizes regular team meetings to encourage the exchange of information and maintain efficient communication within the team.
  • Keeps the team dynamic and promote good working atmosphere.
  • Participe to mortality analysis and collect of medical incidents to report to the Focal point (MAM)
  • Reports to the line manager (NAM) any work related problem/ incident identified within the team.
  • Organize and conduct regular in service/on the job training for the nursing staff and CHEWS.
  • NTS should attend to patient when the occasion arises as well as covering staff absence when decided by the line manager.

Others:

  • Checking that all information is passed on during transfers/referral to the IPD or other health structures in order to ensure the continuity of health care. Implement the referral system between ATFC and ITFC in close collaboration with the line manager and hospital relevant supervisor.
  • Participating in supervisors’ meetings to facilitate the exchange of information and “inter-phase” collaborations.
  • Ensure respectful relationship and communication with the care givers/patients all the team members.
  • Carry out other relevant/delegated duties as may be required or assigned by his/her supervisor.

Requirements

2.) Supply Activity Officer

Job Title: Supply Activity Officer

Location: Gummi Emergency Nutrition Response, Zamfara

Main Objective and Responsibility

  • Performing the day to day implementation of supply procedures and ensuring efficient administrative processes for one or more areas of the supply programmes (Order Processing, Transport and Customs, Procurement, etc.) at coordination or project level according to MSF protocols, standards and procedures in order to ensure the optimal running of the mission.

Accountabilities

  • Performing the day to day activities ensuring an efficient running of the administration processes of the supply activities following the supply procedures according to MSF standards and protocols. The activities can include one or more of the following areas:
  • Order Processing: Performing the day to day order processing activities in a particular supply office (coordination or project level)
    • Purchasing: Performing the day to day purchasing activities in a particular supply office (coordination or project level)
    • Transport and Customs: Performing the day to day procedures and administrative processes for the clearance and transportation of goods in a particular supply office (coordination or project level) ensuring an efficient shipment of goods
    • Performing and coordinating administrative procedures related to his/her supply activity(ies), verifying the compliance to MSF procedures, standards and protocols
  • Ensuring that all necessary tools and management procedures are followed to avoid stock ruptures, losses and excess stocks in the mission
  • Performing delegated tasks according to his / her activity(ies) and as specified in his/her job description.

MSF Section/Context Specific Accountabilities

  • Carry out data entry activities into UNIFIELD system, registering all orders, deliveries and data concerning stocks according to established procedures, and produce the appropriate, updated documents for the supply team in order to support decision making processes.
  • Perform data entry of all ordering information into UNIFIELD program and create appropriate documents for ordering and receptions, ensuring that all data entered has been approved according to authorization table and MSF policy. Ensure that appropriate documentation has been received and ensuring that all data entry processes occur in a timely and efficient manner.
  • Ensures all data collected and entered to databases is consistently accurate and complete.
  • Perform the workflows, outgoing and ingoing, of all the related logistics documents.
  • Verify correct authorization of orders and receptions in UNIFIELD.
  • Report any anomalies in the database to the supervisor immediately
  • Files documents according to MSF standards (Log Admin Kit).
  • Ensures no unauthorized people have access to the database
  • Discusses work progress with the supervisor on a daily basis, reporting to the rest of the supply team at the weekly team meeting.
  • Perform routine checks of the database to ensure consistency.
  • Assists the supervisor to identify any items at risk of rupturing or expiring – referring to UNIFIELD database.

Reporting Duties

  • Identify, in close relation with the supervisor and the Supplier and according to UNIFIELD database, potential stock risks (expiring, security level stock).
  • Produce UNIFIELD reports on stock level, average expiring terms and availability.
  • Compare with the supervisor the logical stock inventory with real stock levels on a monthly basis and justify any gap.
  • Enter data and create worksheets to assist in the International Orders
  • Provide weekly and monthly format sheets for consumption and stock reports of all locations.
  • Report immediately to the supervisor of any discrepancy found in data system.
  • Report the pipeline and the ordered material received or outstanding items.
  • The position is based in Gummi LGA where MSF conducted a mass malnutrition screening in June 2022 and found that rates of malnutrition were well above emergency thresholds. As a result the project has begun to establish an emergency intervention which includes blanket supplementary feeding, in-patient and ambulatory therapeutic feeding centres, and malaria test and treat units, and community health education activities throughout the Gummi LGA.
  • The project is still in the start-up phase and thus the position requires flexibility to work outside of traditional working hours and days.

Main objective and responsibility

  • Performing the day to day purchasing activities in a particular supply office (coordination or project level) according to MSF protocols and standards in order to ensure an optimal running of the mission/ project

Accountabilities

  • Performing on a day to day basis the purchasing activities of a supply office, analyzing market sources and competitive pricing conditions among different suppliers in order to ensure an ongoing supply of goods, following the procurement procedures and according to MSF standards and protocols. Including the following activities:
  • Constantly assessing the local market, seeking products and suppliers that offer the best value for money and negotiating prices in order to guarantee the best quality and pricing for MSF goods and commodities. Regularly upda-ting the supplier-item-price data on the supply office and informing the Supply (Activity) Officer / Logistics Supervisor of all information or modifications to the data i.e. price, address, items available
  • At the request of the line manager, obtaining different quotations from suppliers according to the MSF Purchasing policy and placing purchase orders to pre-selected suppliers with whom prices have been agreed.
  • Requesting invoices or receipts, without delay, for all purchases, checking they are correctly filled and translating information written in local language before approval.

4.) Medical Doctor (IPD / ITFC)

Job Title: Medical Doctor (IPD / ITFC)

Location: Gummi Emergency Nutrition Response Project, Zamfara
Employment Type: Definite contract (6 months with the possibility of extension)

Main objective and responsibility

  • Provide medical care to inpatient and/or outpatient beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.

Accountabilities

  • Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
  • Follow up the evolution of the hospitalized IDP patients, through daily visits, consultations and examinations, requesting lab tests, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
  • Check and control the rational distribution of medicines and use of equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
  • Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients’ illness, medical error and monitors the proper functioning of the department, equipment or material.
  • Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
  • Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
  • Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary..

  • Make the medical visits of the service / Medical consultations.

  • Make follow-up visits to patients and adjust management according to the protocols and the patient's current clinical conditions or the results of laboratory examinations.

  • Discuss with colleagues the challenges/errors discovered regarding the activities in each care unit of IPD (triage, HDU, ITFC, Isolation, General Paediatric).

5.) Finance and Human Resource Assistant

Job Title: Finance and Human Resource Assistant

Contract: 208 working hours per month and flexibility is required

Background

  • MSF has been active in Katsina since February 2021 after carrying an exploratory mission that end up with an opening of the project under the Emergency-Cell.
  • Currently, MSF is running an ITFC (Inpatient Therapeutic Feeding Centre) in Katsina in the Kofar Sauri PHCC and Turai Yar'Adua Hospital and 8 ATFC (Ambulatory Therapeutic Feeding Centre) including four in Jibia LGA (Magama, Daddara, Gubi Magaria, Riko, Mashi, Majigiri and Sonkaya) and one in Katsina City (Kofar Marusa).

Main Purpose

  • Perform administrative tasks and follow up on accounting management, respecting the instructions of the Administration Manager and MSF procedures, in order to ensure compliance with laws and maintain strict control over monetary resources.

Job Description

  • Perform administrative and legal tasks under the supervision of the Administration Manager, verify the calculation of salaries and update personnel files to ensure correct, compliant and timely payments.
  • Implement financial management procedures, to ensure optimal control and security and to ensure the availability of funds.

Main Objective and Responsibility of the Position

Accountabilities

  • Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies manage-ment

  • MSF is currently responding to Diphtheria outbreak in Kano state. The project, in collaboration with State Ministry of Health (SMoH) and hospital management, has set up a Diphtheria Treatment Centre (DTC) at Murtala Mohamed Specialist Hospital (MMSH) and contact clinics at MMSH and in the ward of Tudun Fulani. The health promotion component needs strengthening to efficiently support medical objectives.

Specific Tasks
Specific Tasks of the Health Promotion (HP) supervisor are:

  • Strategy development, with emphasis on building outreach activities
  • Adapt facility-based and outreach HP strategies to shifting project needs, in collaboration with the HP Activity Manager (HPAM) and medical team.
  • With HPAM, orchestrate launch of outreach activities, including contact tracing, community-based case management, community mobilisation for vaccination, supporting community health workers in health education, focus groups etc.
  • Support regular project staff in HP strategy development, as requested.
  • Foster diphtheria literacy and linkage to care in DTC and target community
  • Organise HP activities in DTC and community
  • Develop and update HP tools, including posters, message guides etc.

  • MSF has been active in Katsina since February 2021 after carrying an exploratory mission that end up with an opening of the project under the Emergency-Cell.
  • Currently, MSF is running an ITFC (Inpatient Therapeutic Feeding Centre) in Katsina in the KofarSauri PHCC and TuraiYar'Adua Hospital and 8 ATFC (Ambulatory Therapeutic Feeding Centre) including four in Jibia LGA (Magama, Daddara, GubiMagaria, Riko, Mashi, Majigiri and Sonkaya) and one in Katsina City (KofarMarusa).

Main Purpose

  • Participate in the planning, supervision and coordination of mental health / pycho-social related services in the programme in accordance with MSF standards in order to provide the most appropriate mental health support for patients.

Job Description

  • Participate in the planning, organization and coordination of Mental Health activities, in close collaboration with the Project Coordinator, the Mental Health Activity Manager and other medical team members, in order to ensure an efficient and effective implementation of the resources needed while maintaining high levels of quality in Mental Health MSF programs and activities.
  • Coordinate activities of counseling with other relevant actors and liaise with the local counterparts on mental health matters, including referral services.

  • Ensure that patients’ confidentiality is upheld (where files are kept, internal and external information-sharing policy/procedure, etc.)
  • Ensure that the MH team understands the proper use of the MH tools, data collection and data entry through training.
  • Maintain close collaboration with the medical team to ensure an interdisciplinary approach to the treament of caregivers/patients (i.e. participating in interdisciplinary case discussions and ward rounds).
  • Follow and encourage adherence to the protocols developed for the activity, including referral pathway, in order to maintain structure and smooth flow within the service.
  • Accompany the mental health staff at psychoeducation/awareness sessions to ensure quality of information.
  • Monitor defaulters/missed appointments and collaborate with the MHAM to implement appropriate strategies to reduce the dropout rate.
  • Prepare requests for daily workers to cover gaps as needed following required HR procedure.
  • Prepare the relevant invoices for payment of daily workers.
  • Develop creative and impactful psychosocial and psychoeducational activities aimed to improve the mental health of caregivers/patients.
  • Ensure the accuracy, quality and continuity of the mental health messaging that are disseminated to the caregivers and hospital teams.
  • Participate in the creation of any materials needed to support the continuation of the psychosocial activities.
  • Plan and organize group, individual and in-sesion supervision for the psychologists and counselor educators to ensure the quality of care provided to caregivers/patients.
  • Monitor the caseload of the psycholgoists and counselors (maximum 7 patients per day in individual counselling) to ensure quality of care.
  • Ensure that patient files are timely and appropriately updated to reflect the care provided.
  • Conduct individual and group counselling for caregivers/patients following MSF’s MH protocol.
  • Collaborate with the SGBV activity to provide counseling/consulation on the treament plan for survivors of sexual violence.
  • Actively promote  and provide information on the availability of counselling services to caregivers as well as the hospital medical team.
  • Identify patients with psychological needs and liaise with the relevant medical teams to refer them for mental health support.
  • Follow-up on caregivers/patients receiving mental health support to ensure proper care is given and adherence to treatment.
  • Receive calls (within working hours) for urgent mental health referrals.
  • Create and conduct training(s) about mental health topics for the mental health team and hospital teams, to improve the overall knowledge and acceptance of mental health and to improve the activities from a mental health perspective.
  • Update the Mental Health database with the weekly statistics prepared by the counselors and psychologists and forward to the MHAM by the end of the month to formulate the SitRep
  • Performing any other task, specific to his/her area of specialty, as defined in his/her job description and according to the line manager.

Requirements
Education:

  • Bachelor’s or Master’s Degree in Psychology

Experience:

  • Essential: 2 years’ experience minimum as a Psychologist
  • Desirable: previous experience with MSF or other NGOs in developing countries

Languages:

  • Essential, local language commandment desirable, mission working language (English).

Knowledge:

  • Desirable: Computer literacy (Microsoft Word, Excel and internet)
