1.) HR Policies Specialist

 

Location: Austria
Employment Type: Temporary Contract - one year

Job Profile

  • The incumbent drafts and reviews HR policies and guidelines, recommends solutions based on applicable regulations, rules and general principals.
  • S/he identifies and assists in solving HR policy related gaps and misalignments that are relevant to meet the needs of the OPEC Fund.
  • This is done by researching and collecting legal references and benchmarking HR policies with comparable international institutions.
  • The incumbent is also responsible for communicating and promoting rules and procedures, as well as monitoring their compliance and implementation

Duties and Responsibilities
Policy Development:

  • Reviews existing policies, frameworks and procedures to assess their adequacy and alignment with the emerging needs and strategy of the Organization
  • Formulates new HR policies in close collaboration with the Head, HR Policies and Development and works with different HR functions to collect relevant inputs
  • Identifies policy flows and misalignments by conducting comparative analysis of current HR rules and benchmarking against other international organizations
  • Drafts amendments to HR policies, reviews comments and edits from stakeholders, addresses queries and updates documents, as required
  • Recommends policy changes and innovative approaches on how these can be addressed
  • Reviews proposed changes, advises on feasibility and potential risks

Policy Communication and Implementation:

  • Contributes to the successful roll-out of policies and procedures, promoting the use of new processes and introducing new approaches
  • Develops systematic feedback mechanisms to assess policy impact and effectiveness
  • Develops appropriate communication strategies to promote awareness, understanding and support for HR policies across management and staff
  • Assists with the interpretation of HR provisions as well as exceptions and precedents
  • Advises management on HR policy applicability, acting as a policy adviser within the HR Unit
  • Ensures consistency across HR policies and provisions, flagging misalignments, if any

Reporting and Policy Planning:

  • Ensures alignment of initiatives with overall HR strategy and program
  • Tracks the progress of HR policy related initiatives, reporting regularly to the Head, HR Policies & Development
  • Drives the assessment of HR policy related projects and reports to management by consolidating results and feedback received
  • Conducts in-depth research and studies on both legal and factual aspects of the issues of HR, keeping abreast of the developments in the field and in comparable international organizations
  • Carries out other duties as assigned by the HR Director and Head, HR Policies & Development

Qualifications and Experience

  • A Bachelor's Degree in Law, International Management, HR, Public or Business Administration or other related fields.
  • A minimum of 5 years of professional experience in a relevant field.
  • Preferably 2-3 years at a responsible level in a large organization, preferably international in nature.
  • Fluent in English. A good working knowledge of German, French, Arabic, or Spanish is an added advantage.

Competencies:

  • Proven ability to follow existing process with high attention to detail

2.) Syndication Officer

 

Location: Austria (AT)

Job Profile

  • The Syndication Officer is responsible for providing syndications and co-financing services for the private sector & trade finance lending activities of the OPEC Fund, provides support to and manages syndications and co-financing transactions and OPEC Fund’s relationships with syndication / co-financing partners, in accordance with the departmental strategy, in order to ensure a sustainable pipeline of syndication and co-financing activities.

Duties and Responsibilities
Syndication:

  • Leads syndicated loan transactions associated with the private sector & trade finance lending activities of the OPEC Fund.
  • Contributes to the delivery of the annual syndication targets for OPEC Fund.
  • Contributes to the development of internal operational processes and procedures for the syndication and co-financing of loans.
  • Performs market soundings, pricing and provides risk appetite feedback to ADG PSTFOD and BDU Team for their consideration.
  • Contribute to formulating and executing the strategic objectives and business model of the Syndication Function.
  • Support management in developing a network of syndication/co-financing/market participants.
  • Provide support to prepare departmental reports, and provide inputs for strategy, board papers, departmental balance score-card, pricing, and sector papers.

Support:

  • Prepares pitch books and market updates for clients, information memoranda for lead/co-lead transactions, and slides for partner meetings/roadshows as needed.
  • Supports the preparation of marketing strategy for coverage areas (infrastructure, Financial Institutions, Manufacturing & Services)

Stakeholder management and engagement:

  • Expands syndications and co-financiers base among development finance institutions and commercial banks.
  • Negotiates credit documents with syndicate/co-financing institutions in liaison with relevant internal departments (Business Development Unit, Portfolio Management Unit, Legal Department

Qualifications and Experience

  • Master’s Degree in Accounting / Commerce / Finance / Economics or other relevant disciplines.
  • A minimum of 7 years of relevant credit and origination experience, including at least 3 years of direct underwriting and or syndication experience gained in a major development Finance institution or an international commercial/investment bank.
  • In addition, preferably 1 - 2 years at an international development finance institution
  • Fluent in English. Good working knowledge of Arabic, French, or Spanish is an added advantage.

3.) Senior Risk Policy Officer

Job Profile

  • The Senior Risk Policy Officer develops, implements and maintains the OPEC Fund’s risk management framework comprising of policies, processes, and methodologies, and supports the development of the IT infrastructure for risk management, all in accordance with the institutional risk framework, in order to prevent, minimize, and mitigate risk.

Duties and Responsibilities
Policy Development and Implementation:

  • Develops, implements and maintains risk management policies, guidelines, methodologies, processes, and systems for identification, measurement, mitigation, and reporting of the risks in OPEC Fund's operations (capital adequacy, liquidity, credit risk, market risk, operational risk, asset and liability management, and provisioning) in line with practices at peer AAA-rated multilateral development banks.
  • Develops and implements policies and methodologies for determining economic capital requirements and allocations, prudential minimum liquidity, and loan loss provisioning in line with practices at peer AAA-rated multilateral development banks.
  • Maintains and enhances guidelines related to pricing of OPEC Fund’s products, including loans and guarantees.

Risk Management and Analysis:

  • Develops and enhances risk models and methodologies for measuring various risks in OPEC Fund’s operations.
  • Leads preparation of data submission to credit rating agencies for the semi-annual or annual review of OPEC Fund’s credit ratings.
  • Leads preparation of risk management inputs to quarterly financial statements.
  • Provides feedback to and consults with the operations department to identify risk issues and develop solutions that satisfy the technical and business need.
  • Advises on risk policy and methodology matters.
  • Supports IT projects and other specialized projects to meet risk management requirements.
  • Assists in developing and maintaining risk data for use by key stakeholders, including member countries, bond investors, rating agencies, and regulators.

Research and Analysis:

  • Researches and analyzes various matters related to risk management to ensure alignment of OPEC Fund’s risk policies and methodologies with in line with practices at peer AAA-rated multilateral development banks and industry developments (such as the replacement of LIBOR).

Reporting:

  • Assists in the preparation of quarterly and annual risk management report.
  • Carries out other tasks assigned by the Director, Market Risk, Operational Risk & Policies.

Qualifications and Experience

  • Master's Degree in Accounting / Finance / Economics or equivalent professional qualification.
  • A minimum of twelve years of banking experience.
  • Preferably, 10-12 years of experience with multilateral/bilateral development financial institutions, global or regional banks or fund managers, with focus on development of risk policies, methodologies, and IT systems.

Skills and Competencies:

  • Demonstrable knowledge of risk management concepts and principles in the context of highly rated multilateral development financial institutions, covering capital adequacy, liquidity, credit risk, market risk, operational risk, asset and liability management, and provisioning.
  • Good knowledge of credit rating and pricing methodologies.
  • Good understanding of lending and investment practices, banking products, and rating agency methodology.
  • Demonstrable understanding of the application of risk management methods to information technology and vice versa.

4.) Head of Protocol

Job Profile

  • The Head of Protocol is responsible for coordinating relations between OPEC Fund and Member States, and for providing substantive technical and logistical support to the Ministerial Council and Governing Board meetings as well as to other high-level OPEC Fund meetings.
  • This position also facilitates guests to OPEC Fund and ensures the proper logistics and etiquette is observed. The incumbent plans the programs and activities of protocol operations and supervises the implementation.
  • The annual workload includes organizing and servicing a Ministerial Council meeting, four Governing Board meetings, 11-14 Board-level committee meetings, and 12-18 loan signature ceremonies, and the preparation of various receptions for other in-house and external meetings and events.

Duties and Responsibilities
Stakeholder Management and Engagement Support:

  • Responsible for coordinating relations between the OPEC Fund and Member States, and for providing substantive technical and logistical support to the Ministerial Council and Governing Board meetings as well as other high-level OPEC Fund meetings and visitors. The incumbent will be in communication with ministers, OPEC Fund governors and alternate governors, ambassadors, government officials and other high-level representatives.
  • Draft routine correspondence with government ministries and other high-level entities.
  • Anticipate client needs and address them properly.

Meeting Coordination Assistance:

  • Provides assistance in coordinating the organization of ceremonies for the signature of loan/grant agreements, in cooperation with other concerned departments.

  • Arranging any necessary meeting-related reservations and appointments.

  • Responsible for maintaining up-to-date lists and contact details for of ministers and high officials of the host country, ambassadors posted in the host country, members of the Ministerial Council, members and alternate members of the Governing Board, ministers and high officials of the OPEC Fund’s partner countries.
  • Maintains a list of relevant contacts and partners in the hospitality industry, especially, hotels, restaurants, caterers, venues in Vienna.
  • Contributes to a shared master contact list for the organization.
  • Prepares checklists and guidance documents for meetings taking place outside of headquarters.
  • Provides regular reports to the Chief of Staff on lessons learned and new best practices following conclusion of mission and meetings.

Administrative and Logistical Support:

  • Coordinates the administrative and logistical support for the Fund’s high-level meetings, including arrangements for the transportation of VIPs from and to the airport.

Qualifications and Experience

  • University Degree in Public Relations, International Relations, Communication, Business Administration, and/or other relevant field is required. A Master's in any of these fields is an asset.
  • Minimum of 10 years relevant professional experience. At least five years of experience in an international institution, embassy, or ministry is desirable.
  • Proficiency in Microsoft Office applications, especially Word and Excel.
  • Experience in communicating with high-level VIPs, preferably in English, German and/or Arabic.
  • Excellent written and verbal communication skills in English and German. A good working knowledge of Arabic, French, and/or Spanish is an asset.

5.) Investment Manager, Portfolio Management Unit

Aim of Job

  • This position is responsible for managing a portfolio of the Private Sector and Trade Finance Department’s loans, equity investments and guarantees in developing countries, including execution and implementation of approved operations and continuous monitoring of the assigned portfolio, all in accordance with related finance documents, the departmental strategy and framework and the OPEC Fund’s policies and procedures, in order to contribute to a compliant and optimal project portfolio.

Main Accountabilities

  • Reviews financial covenants, compliance certificates, external project reports, and financial reports of borrowers and prepares credit monitoring reports
  • Reviews and processes waiver, amendment, consent, and rescheduling/restructuring requests

6.) Investment Manager, Business Development Unit
