1.) Supervisor, Service Delivery (North)

Job Title: Supervisor, Service Delivery (North)

Responsibilities

  • To maintain operational requirements of all mechanical and electrical/air conditioning equipment in the region.
  • To carry out on-site liaison with regional mechanical and electrical/air conditioning maintenance contractors.
  • To prepare maintenance order/job instructions for regional mechanical and electrical/air-conditioning maintenance contractors.
  • To carry out routine inspections of the entire mechanical and electrical air conditioning infrastructure installed in the region and take corrective actions to ensure effective and timely maintenance is done and that the equipment can last for recommended life time.
  • As and when required attend to any network impacting issues and outage.
  • Closely work with contractors to minimize interruption of services offered by ATC due to mechanical and electrical/air conditioning equipment failures.
  • To constantly research, identify and implement processes as well as recommend tools required to enhance efficiencies of the regional mechanical and electrical/air conditioning equipment maintenance operations.
  • Ensure that OPEX saving solutions comply to operation objective, within designated region.
  • To monitor, measure, report and manage the Service Level Agreements (SLAs) KPIs with external mechanical and electrical/air conditioning suppliers/contractors and ensure value for money.
  • To participate in the designing and revision of efficient & effective preventive maintenance routines and procedures within the mechanical and electrical/air conditioning maintenance function.
  • Develop and maintain accurate records of all installed mechanical and electrical/air conditioning equipment.
  • Routinely review the installed mechanical and electrical/air conditioning equipment and timely produce input to the swap-out plan for equipment that has outlived its usefulness.
  • Compile and send through all the necessary operational and management reports for mechanical and electrical/air conditioning equipment contractor activities.
  • To routinely check/review & verify all contractor invoices so that payments are made correctly against works executed.

Qualifications

  • Degree Certificate in Mechanical or Electrical Engineering from a recognized Institution preferred
  • At least 3 years’ experience Mechanical or Electrical/Air conditioning activities.
  • At least 2 years’ experience in contractor supervision in a telecommunication or related industry preferred.

2.) Manager, Zonal (Ibadan Region)

Job Description

  • The Zonal Asset Manager (ZAM) is responsible for the administration of all ATC tower assets ground leases in the zone.
  • The ZAM manages the landlord relationship with respect to ensuring compliance with the obligations of the governing ground lease agreement.

Responsibilities
Colocation:

  • Deliver up the consents and notices required for colocation on sites.

Property Management:
Ground Lease Administration:

  • Ensure that landlords in the zone have received notification of the site transfer to ATC Nigeria as required.
  • Ensure that all ATC sites are in compliance with terms set out in the ground lease agreements or other legal documentation as well as regulatory compliance.
  • Ensure ground lease reviews/payments are carried out in advance and in line with the tenets of the ground leases.
  • Negotiate ground lease renewals in advance of lease expiration and in line with lease renewal principles and financial parameters set by the Organization.
  • Relationship management of Landlords via pre-planned visits

New Build/Site Acquisition:

  • Manage the deliverables of the site acquisition project for new greenfield sites as well as indoor solutions.
  • Ensure proposed candidates are compliance with the RF, Civil, Legal quality and regulatory goals and objectives.
  • Monitor the quality of all deliverables to the client by conducting quality checks/compliance on submissions.
  • Manage quality control over the drafting and proofing of recordable transaction documents prior to legal department review.

Permitting:

  • Ensure all permits for existing sites are up-to-date and provide the details necessary to the relevant stakeholders for their renewal.
  • Prepare all documentation required from the Property Dept for permit applications.
  • Liaise with internal departments, external vendors/partners, acquisition and permitting agents, title search and others to ensure sites are adequately permitted and transactions closed within defined timeframes.

Data Management & Reporting:

  • Ensure Siterra and other working tools and applications are kept up to date will all documentation relevant to a sites history.
  • Prepare zonal reports as per agreed schedules and format regarding activities within the zone.
  • Contribute to process improvement of the departments processes to improve efficiency.
  • Ensure the up to date maintenance and accuracy of all site documentation on the company's records systems including memo’s, correspondence, etc.

Dispute Resolution:

  • Participate in the resolution of disputes concerning landlords, regulatory agencies or other stakeholders.
  • Resolve any escalations in the zone within predefined timescales.
  • Keep all stakeholders up-to-date on the status of any pending sites issues.

Contractor Management:

  • Manage the performance of vendors assigned to the zone
  • Report on the weekly performance of the contractor(s) working within the zone.

Special Projects:

  • Undertake any projects that may from time to time be implemented by the Company.

Qualifications

  • A Bachelor’s Degree in Land Management, Estate Management would be an advantage.
  •  Minimum of 3+ years’ relevant experience in Telecommunications Site Acquisition/Property Management.

3.) Officer, Community Liaison

Regulatory Compliance:

  • Monitor and ensure internal processes, policies and SLAs are followed to guarantee approvals, Licenses and Permits are expeditiously obtained for site build.
  • Develop and maintain beneficial relationships with key officials at the second and third tiers of government with a view to deriving benefit for ATC Nigeria.
  • Continually scan the environment, advice and recommend strategies to the Zonal Regulatory Managers for meeting challenges posed by communities, government at the state and local government levels.

Community & Stakeholder Relations:

  • Handle and resolve community related issues which may arise during Zagreb, build to suit (BTS), and build to fill (BTF) projects.
  • Develop and maintain relationships with external stakeholders, especially landlords and host communities, to the benefit of ATC Nigeria
  • Act as primary interface between ATC Nigeria, non-governmental stakeholders and partners with a view to resolving disputes and disagreements that arise from such relationships
  • In conjunction with relevant internal functions, ensure beneficial image for ATC Nigeria in the appropriate quarters at the state and local government level.
  • Manage and advice Zonal Regulatory Manager on issues and challenges at the Zonal level.
  • Contribute to the savings in the Region from negotiations with communities and government Agencies

Legal & Regulatory Support:

  • Ensure compliance to established reporting matrix for monitoring the achievement of zonal legal & regulatory goals to ensure harmony with ATC Nigeria objectives.
  • Provide advice and support to other zonal managers to enable opportunity recognition and access and risk identification and mitigation.

Operational Support:

  • Co-ordinate with regional technical staff to enable opportunity recognition and access, and risk identification and mitigation for successful implementation of Zagreb, build to suit (BTS), and build to fill (BTF) projects.
  • Ensure compliance to applicable regulations and monitor availability of all relevant documentation to meet compliance requirements at the zonal level.

Qualifications

  • Bachelor's Degree, LL.B., BL.
  • LL.M or post graduate degree in humanities is an added advantage
  • 2 - 3 years of varied experience in relating with government, community and managing community issues.

Qualifications

  • University or Technical Degree in Civil [Structures Option], electrical/Electronics, mechanical Quantity Surveying or Building Technologies and/or Construction Management preferred
  • 5 or more years of experience in project managing wireless telecommunication site development, collocation, DC system deployment etc.
  • Minimum of 5+ years’ experience or more in Telecommunication or Infrastructure Company, with direct involvement in project activities.
  • Demonstrated expertise in project / program management with wireless telecommunication projects through prior experience in network deployment and/or large-scale construction projects
  • Demonstrable awareness of health and safety legislation.
