1.) Project Assistant (MM / Awareness Raising)

Context
Under the overall supervision of the Migrant Protection and Assistance (MPA) programme officer and the direct supervision of the project officer, Awareness Raising, the incumbent will assist with the implementation of the IOM X West Africa Campaign Phase 3 project. In particular, he/she will:

  • Assist with the development and dissemination of awareness raising content reate by target populations (returnee migrants, former migrants, civil society, government partners, media).
  • Assist with the organisation of a Design Lab to conceptualize production and distribution of awareness raising content while building the capacity of community members to apply a Communication for Development approach
  • Organise Focus Group Discussions, interviews, and other activities to test content, usability of online platforms and perceived impact of stakeholder involvement in the design process.
  • Support organization of media launch and distribution of the awareness campaign content.
  • Assist in the organisation of outreach activities in coordination with community members.
  • Support execution of the stakeholder analysis including liaising with the service provider for updates.
  • Assist with publication and dissemination of multimedia content on online platforms.
  • Carry out administrative and financial tasks necessary for the smooth running of project activities
  • Carry out any other tasks that may be assigned.




Required Qualifications and Experience
Education:

  • University Degree in Communication, Journalism, Development, International Relations, Social Sciences, or a related field from an accredited academic institution, with one year of relevant work experience; or
  • Secondary school diploma from an accredited academic institution, with three year of relevant work experience.

Experience:

  • Experience in applying C4D (Communication for Development) processes.
  • Experience in organising and facilitating events (online and offline), workshops, trainings, etc.
  • Well versed in the customs and digital and media landscape of Nigeria
  • Demonstrated ability to implement community engagement, advocacy and awareness raising initiatives.
  • Demonstrated satisfactory writing and editing skills.
  • Excellent knowledge of migration dynamics in Nigeria
  • Professional experience with international, non-governmental or civil society organisations.
  • Experience in coordination between government bodies, civil society, and media partners.
  • Good knowledge of project implementation, administration, and evaluation.
  • Experience in digital content creation, including photography, video creation, graphic design and editing is a strong advantage.

Languages:

  • Fluency in English (Oral and Written) and Working Knowledge of the local language.

Context

  • Since 2002, International Organization for Migration (IOM) has been working with the Federal Government of Nigeria to strengthen migration management through capacity-building, advisory services, and technical assistance on migration matters, including migration health and information, assisted voluntary returns, and counter-trafficking.
  • Strong collaboration has been established with national migration stakeholders in order to enhance border management, fight trafficking in persons, reduce irregular migration, and mainstream migration in the country’s development plans.
  • Building on existing projects, IOM seeks to improve the access to trusted information sources and promotes informed decision making by sensitizing potential migrants on regular migration options, vulnerabilities to trafficking in persons (TiP) and risks associated with irregular migration.
  • In addition, the project seeks to build institutional capacities and implement community-based actions in high-risk states of irregular migration such as Lagos, Edo and Delta.
  • In collaboration with the Federal Government of Nigeria (FGN), the intervention aims to build the capacity of state and nonstate actors to exercise evidence-based planning and monitoring of behavioral change communication to prevent TiP and
  • Smuggling of Migrants (SoM). Secondly, through community-based actions (peer education, community dialogue, artbased competitions) and capacity building, the project aims to enable returnees, community members, government and non-government actors to take action to prevent exploitation and promote informed decision making on safe and regular migration pathways. The primary target audience is potential migrants aged 12-35 years from migration prone communities. The secondary audience includes key opinion leaders within target communities such as families, religious and traditional leaders who play an influential role in the decision-making process of potential migrants.
  • IOM Nigeria is seeking a specialized person in Monitoring and Evaluation (M&E) particularly with focus in conducting evaluations and large-scale qualitative and quantitative studies with international organizations focused on trafficking in persons and or/ smuggling of migrants.
  • The expert should have good Knowledge/experience in developing training curriculum and facilitating trainings on research and conducting KAP studies.
  • Purpose
  • To promote the integration of best practices and lessons learned into future prevention of TiP programming of relevant state and non-state actors in Nigeria, IOM seeks to engage a consultant to and facilitate training for NAPTIP, MRC, NOA, and other government personnel on conducting and implementation of KAP studies, surveys, and focus group discussions.
  • The training will help to strengthen how the different partners measure the impact of their interventions.

Core Functions / Responsibilities

  • Inception report, including detailed Work plan and methodology (training slides and participant workbook)
  • Develop training materials (trainer presentation slides and participant workbook, pre and post test) on conducting KAP studies.
  • Facilitate training, for key partners working with returned migrants to strengthen their capacity on different research methodologies, including conducting and implementation of KAP studies using standard approach.
  • Conduct brainstorming session with NAPTIP and other stakeholders to develop research questions, methodology, and data collection tools for operational research.
  • Provide supervision to and coordinate trained partners to pilot the operational research tools developed;
  • Analyse findings of pilot research and share draft report
  • Facilitate debriefing session of key findings with partners in coordination with NAPTIP and IOM
  • Share final report incorporating feedback from the IOM project team.
  • Perform other duties as may be assigned




Scope of Work
Specific Task  - Deliverable (Timeline - Working days)

  • Inception report, including detailed Work plan and methodology (training slides and participant workbook) - Work plan including timeline and training dates (3)
  • Facilitate training, for key state and non-state actors working on the prevention of TIP and SOM to strengthen their capacity on different research methodology, conducting and implementation of KAP studies using standard approach - Conduct 1 training (location TBD) Develop training handbook incorporating all the martials and  tools used during the training. (5)
  • Conduct brainstorming session with NAPTIP and task force members during the training and develop research questions, methodology and data collection tools for operational research - Develop methodology and data collection tools, train enumerators on data collection tools (2)
  • Provide supervision to trained partners and NGOs to pilot the operational research tools developed. Also, with the analysis and report writing - Coordinate and supervise pilot research. (5)
  • Final report - Training report and the pilot Research report (including executive summary) -5

Measurable Output & Performance Indicators of the work assignment:

  • Timely execution of assigned responsibility
  • 80% satisfaction reported in coordination activity/ability of the consultant.
  • 80% validation of reports submitted by the consultant.
  • 80% satisfaction reported in the overall performance evaluation of the consultant.

Required Qualifications and Experience
Education:

  • Advanced Degree in Social Sciences, Research, Statistics, Economics, and/or Monitoring and Evaluation
  • 5 years or more of experience in conducting evaluations and large-scale qualitative and quantitative studies with international organizations focused on trafficking in persons and or/ smuggling of migrants

Experience:

  • Demonstrated Knowledge/experience in developing training curriculum and facilitating trainings on research and conducting KAP studies.
  • Demonstrated experience in conducting published migration related research, preferably on the prevention of trafficking in persons and smuggling of migrants
  • Excellent oral and written communication skills.
  • Previous working experience in the West African region or Nigeria desirable.
  • Computer proficiency including with data analysis software MS Office Microsoft tools and ability to take notes/drafts and produce high-quality written reports.
  • Motivated, committed, responsible, and able to work independently with limited direct supervision.

Languages:

  • Fluency in oral and written English; knowledge of multiple languages advantageous.

3.) Migration Health Officer (x2)

Context

  • Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Chief Migration Health Officer (CMHO) the successful candidate will be responsible for the supervision of the Migration Health Assessment Centre (MHAC) in Lagos, Nigeria.
  • In particular, she/he will carry out the following responsibilities:

Core Functions / Responsibilities
Health Assessment Portfolio:

  • Organize and supervise Lagos MHAC’s migration health assessment process to fulfil the technical requirements of the resettlement countries in the areas of:
    • Medical examinations;
    • Imaging;
    • Laboratory testing;
    • Vaccinations;
    • TB management;
    • Treatment and referrals;
    • Pre-departure procedures and medical movements;
    • Documentation, certification and information transmission; and,
    • Other technical areas as may be required.
  • Conduct health assessment for refugees and migrants, including review of medical history, physical examination, evaluation of Chest X-ray (CXR) and review of the lab results in accordance with the technical guidelines of the resettlement countries.
  • Maintain the infrastructure and equipment of MHAC premises so that they meet the professional standards of quality and safety and are sufficient and adequate for provision of the services.
  • In close collaboration with the Chief Migration Health Officer (CMHO) and Human Resources, coordinate the needs of the MHAC organizational structure to facilitate sufficient and adequate planned levels of health assessments and the necessary qualifications and skills of staff.
  • Contribute to the network of external human resources, such as consultants and medical
  • escorts, to support health assessment process and travel assistance.
  • Ensure that the Chief Migration Health Officer is informed about the MHAC’s health activities and check that the IOM medical facilities have obtained approval to provide health assessments and related services.
  • Contribute to and maintain efficient, client-centered procedures while ensuring a high level of integrity at all stages of the MHAC’s process, including client information and appointment system, payment, registration, pre- and post-test counselling, examination, testing, treatment and referrals, submission of health assessment results, pre-departure and other procedures. Establish within MHAC a system enabling clients to provide feedback.
  • Contribute to and maintain a system of quality improvement for each service area within the MHAC. Undertake quality control activities on a regular basis, including practice observation, desk audits and use of self-assessment tools. Use data analysis and web reporting system to monitor performance indicators. Ensure implementation of the global IOM Standard Operating Procedures (SOPs); draft and implement Lagos MHAC specific SOPs for each service area. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.
  • Collaborate with the CMHO to incorporate additional public health interventions in the HAP context. Interventions may include surveillance for communicable diseases, outbreak preparedness and response, health education and health promotion, public health services for host communities, liaison with public health institutions and other activities.
  • Supervise health- and non-health staff as well as external consultants involved in the health assessment process; ensure that performance evaluations for health staff are completed in a timely manner. Ensure that all staff are aware of the IOM Standards of Conduct under Article 42, and continuously reinforce these standards. Inform in due time the CoM and the IOM Office of Ethics and Conduct of any issues regarding staff misconduct.
  • Implement the MHAC staff development strategy in coordination with the CMHO. Apart from attendance to external educational events, initiate and contribute to the organization and delivery of various professional in-house trainings.
  • Liaise with external service providers to participate in negotiating agreements in close coordination with Resources Management Officer (RMO). Exercise quality control over outsourced services and take corrective measures if necessary.
  • Maintain confidentiality and security of migration health data in accordance with the IOM Data Protection Principles.
  • Organize systematic collection, processing and analyses of migration health data according to guidelines established by the CMHO. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the CMHO for migration health activities.
  • Monitor MHAC budget and expenditures in close coordination with the mission's finance staff, including assisting with budget preparation, suggesting adjustments and cost effective solutions, and reviewing financial reports.
  • Supervise and coordinate the procurement of medical equipment, vaccines, medications and other medical supplies in coordination with the CMHO and the resource management unit.




Other health activities:

  • Facilitate the integration of health assessment activities into the overall migration related programming of the Mission in Lagos through close collaboration with the various units at the Country Office level.
  • Advise IOM colleagues on the link between the Health Assessment Programme with the two other core MHD programme areas - Health Promotion and Assistance to Migrants and Migration Health Assistance to Crisis-Affected Populations.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience
Education:

  • University Degree in Medicine from an accredited academic institution with at least seven years of professional work experience; or,
  • University Degree in Medicine from an accredited academic institution plus Master’s degree in Community of Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with five years of relevant professional experience.

Experience:

  • Working experience in the domain of medicine, four years of which is continuous clinical experience (either in clinical set-ups or immigration / resettlement medical examinations or health assessments);
  • Experience with team management/ supervision is required, preferably within the context of immigration/resettlement medical examinations;
  • Knowledge and experience with the health segment of Unites States Refugees Admission Programme (USRAP) as well as experience in the provision of immigration medical examinations for Australia, Canada, UK and New Zealand;
  • Experience in managing health assessment programmes of a significant size, management of resources and personnel within migration health or public health projects;
  • Experience in TB, migration health or other communicable disease control programmes among refugees and migrants in an international organization, UN agency or hospital;
  • Experience with occupational health issues related to crisis and in developing countries;
  • International experience in global public health issues, emergencies and policies; and,
  • Experience in liaising with governmental and diplomatic authorities as well as national and international institutions.

Skills:

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Knowledge of UN and bilateral donor programming; and,
  • Excellent demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations, including technical understanding.

Languages:

  • IOM’s official languages are English, French, and Spanish.
