Context

  • Under the guidance and supervision of the Operations Manager and direct supervision of the HR analyst, the HR Assistant provides HR services ensuring high quality, accuracy and consistency of work.
  • The HR Assistant promotes a client-oriented and consistent with rules and regulations approach in the Unit.
  • The HR Assistant works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs staff to exchange information and ensure consistent service delivery.




Task Description
Within the delegated authority and under the supervision of Human Resources Analyst or his/her designated mandated representative(s), the UNV Human Resources Assistant will:

  • Implement HR strategies
  • Implement HR services
  • Support to staff career management and career development
  • Support to UN-related surveys
  • Support to knowledge building and knowledge sharing

Ensures implementation of HR strategies focusing on achievement of the following results:

  • Full compliance of HR processes and records with UN/UNDP rules, regulations, policies and strategies. Input to the CO business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management

Implements HR services focusing on achievement of the following results:

  • Preparation of draft job descriptions, vacancy announcements, compiling matrixes, performing functions of Secretary in interview panels.
  • Creation/update of positions in Atlas, association of positions to chart fields (COAs), update of COA information, setting up vendor performing the functions of Admin.HR, Position Administrator and Absence Processor in Atlas.
  • Tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through Atlas.
  • Maintenance of the CO staffing table.
  • Collection of background information for submissions to the CRP in all recruitments.
  • Update of the CO rosters.
  • Maintenance of proper filing system for HR records and documents.
  • Provision of information for cost-recovery bills in Atlas for HR services provided by UNDP to other Agencies




Ensures proper staff performance management and career development focusing on achievement of the following results:

  • Provision of background information to CRP.
  • Provision of background information for drafting Whole Office Learning plan and individual learning plans.
  • Any other related tasks as may be required or assigned by the supervisor.
  • Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Context

  • In order to address the need for continued and systematic analysis of contextual risks in Nigeria, the Country Office has developed the design of a Crisis Risk Dashboard (CRD) with the support of UNDP Crisis Bureau.
  • The CRD is an online platform for data aggregation and visualization, aimed at facilitating the identification, tracking and analysis of contextual risks by the UNDP Country Office and potentially the wider UN Country Team.
  • UNDP Crisis Bureau and the Country Office will work together on developing, maintaining and using the CRD.
  • As a next step, the Country Office and Crisis Bureau are seeking to recruit an information management officer (IMO) who will lead on key aspects of the CRD design and finalization, especially related to data management and technical support.

Task Description

  • Under the overall supervision of the Crises Prevention and Recovery Advisor, Governance, Peace and Security (GPS), and with day to day support of the Conflict and Political Economy Specialist, the Peace Building Officer will support the implementation of the PBF Project in Katsina State.

Summary of Key Functions
The Peace building specialist will work closely with the Project team to support in ensuring that results of this programme are well articulated, results are tracked and documented; and that both internal and external reports capture the actual changes that are happening with the programme interventions:




Contributions to substantive peace building and conflict prevention support relevant to state institutions and aligned to the project ensuring facilitation of knowledge building and management focusing on achievement of the following results:

  • Explore new opportunities for sustained peace building and conflict prevention including in the area of Youth, Peace and Security.
  • Support in stakeholder mapping and Mobilisation, collaborative dialogues and peace mapping in the project locations
  • Identification and synthesis of best practices and lessons learned directly linked to programme, institutional and country policy goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Organisation of training for the operations/ projects staff on programme issues.

Ensures implementation of project activities focusing on achievement of the following results:

  • Review workplans, activity reports, implement programme activities according to the technical, financial and administrative procedures prescribed in the pro-gramme document or by the Joint Steering Committee (JSC).
  • Support the organization, preparation, collation and consolidation of annual work plans and budget administration for activities.
  • Serve as secretary at PMU meetings, follow up on communication with all part-ners (Katsina State government and CSOs).
  • Analysis and synthesis of proposals, draft terms of reference on the areas for sup-port and interventions with respect to the project documents.

Participates in effective management of the Programme Management Unit focusing on quality control from formulation to implementation of the programme achieving the following results:

  • Implementation of project within the area of responsibility, translating priorities into local interventions.
  • Coordination of the mandatory and budget re-phasing exercises, closure of pro-jects through review.
  • Provision of operational and technical support to Implementing Partners, Respon-sible Parties, and relevant Government institutions and Development Partners as assigned, including facilitating development of workplans and timely submission of reports.
  • Support management of programme resources, supervise administration of ac-counts and follow up budgets and expenditures.
  • Support financial and substantive monitoring and evaluation of the projects, iden-tification of operational and financial problems, development of solutions.
  • Participation in audit of project.
  • Preparation of inputs for reporting, supervise collation, consolidation and review of quarterly, annual and other reports for donor reporting.

Eligibility Criteria
Required Education Level:

  • Bachelor's Degree or equivalent in Sociology, Social Sciences, Development Studies, Conflict Prevention and Peacebuilding, Security Studies, Peace Studies, Law, Public Administration, International relations or other related technical field with top tier grade.

Required Experience:

  • 3 years of experience in Peace building and conflict prevention Programmes
  • Conducting primary conflict research, particularly in crisis context.
  • Coordinating key partnerships with stakeholders - including Government, Civil Society, Faith-Institutions and others.

Age:

  • 27 - 80.

Nationality:

  • Candidate must be a national or legal resident of the country of assignment.

3.) External Relations & Partnerships Officer

Host Entity: WHO Nigeria
Expected start date: 03 May, 2022

Context

  • The World Health Organization (WHO) African Region has embarked on a new Global Programme of Work (GPW13) and a new Programme Budget (2020 -2021). Through these two strategic documents, the region aims to deliver public health outcomes through an integrated results-based structure.
  • The new focus of our work will be at the country level where we aim to reach the triple billion goal of 1 billion more people covered, 1 billion more protected and 1 billion more healthier populations. In this regard, the UN Volunteers can work at the Regional Office based in the Republic of Congo, Brazzaville or in any of our 47 country offices.
  • The areas of work that can be covered include: communicable and non-communicable diseases, healthier populations, health systems and information, emergency preparedness and response, data collection and management, family and reproductive health, programme support and administration.

Task Description
Within the delegated authority and under the supervision of the External Relations & Partnership lead), the UN Volunteer will:

  • Review and refine programs reporting tools in line with donor requirement;
  • Coordinate all aspects of programs reporting ensuring data is of high quality and produced on time
  • Collect articles, cases studies, and best practices across projects for evidence gathering and format so they are suitable for external audiences
  • Conduct support visits on a regular basis and reports findings for programs;
  • Provide support on public and donor related documents as required;
  • Work closely with programs on proposal writing and submission
  • Maintain a tracking system to monitor the current location and status off all resources (personnel, equipment, supplies, etc.) assigned to the emergency response
  • Drafts proposals, donor briefings, reports and updates to ensure accurate and timely reporting
  • Support the overall activities related to mobilization of resources, grants management, funding needs and gaps and the awards process.
  • Maintain project calendars and milestones; analyses information on project activities and monitors progress towards targets using various project management databases
  • Liaise with relevant team leads to validate the location and status of all resources
  • Prepare tables, charts and other graphics required for senior management team meetings; donors’ reports, and other meetings or products as required
  • Support the implementation and improvement of monitoring and evaluation tools and frameworks
  • Liaise with Country Offices and Headquarters to secure the required clearance, including legal and financial clearances for proposals and donor agreements before signature.
  • In coordination with the Communication Officer, effectively utilizes the communication products to inform donors about both Health Sector and WHO’s strategies and work to encourage them to fund the overall health sector response to affected populations and to WHO’s strategic plans and proposals
  • Support the production of outreach/publicity material to increase donor visibility and promote engagement.
  • Support the update of websites and resource mobilization platforms.
  • Perform other duties as required.




Eligibility Criteria

  • Age: 27 - 80 years
  • Nationality: Candidate must be a national of a country other than the country of assignment.

Requirements
Required Education Level:

  • Bachelor's Degree or equivalent in Public Health, Business Administration, Management, Communications, International Relations or related fields.

Required Experience:

  • 3 years of experience in Grant management, donor funding, proposal development, and resource mobilization
  • Document production and editing
  • Working with WHO or other UN organizations would be an asset.
