1.) Programme Assistant

How Can You Make a Difference?

  • Under the close supervision and guidance of the supervisor, the Programme Assistant supports Education Section by carrying out a range of procedural, administrative, and operational tasks, to help develop, implement, and monitor their country programme, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations.

Summary of Key Functions / Accountabilities

  • Facilitating the processing of contracts for consultants, vendors, and external partners that support the office in programme delivery. This includes preparing and filing documents on the shared drive completing necessary forms and templates, uploading TORs in VISION, and making necessary logistical arrangements. Keeps vendor lists, partners, and consultant rosters up-to-date.
  • Collecting invoices and filing documents for approval and thereafter processing in VISION.
  • Preparing and maintaining records, documents, and control plans for the monitoring of project/program implementation and financial expenditures. Ensure the Education e-filing system is organized and up to date.
  • Supporting the management of administrative supplies and office equipment.
  • Maintaining office calendar and arranging meetings. Taking minutes of meetings and keeping the correspondence of the team well organized.
  • Providing travel assistance to staff members in section for travel arrangements and entitlements based on the organization’s rules and policies. Liaising with relevant travel focal points to ensure that the organization obtains the best service and price for all travel.
  • Maintaining and updating a system which monitors the absence of staff.
  • Preparing and maintaining records pertaining to programme planning and development for his/her respective section.
  • Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and makes amendments and alterations as per section revisions when necessary.
  • Supporting capacity development activities, meetings and conferences by making the logistical arrangements, through engaging with facilitators, caterers and hosts; arranging times through liaising with participants over availability; liaising with budget focal points and section over costs and needs; and preparing background materials for participants.





Requirements
To qualify as an advocate for every child you will have:

  • Completion of Secondary Education is required, preferably supplemented by technical or university courses related to the work of the organization.
  • A minimum of five years of progressively responsible administrative or clerical work experience is required.
  • Fluency in English is required.

How Can You Make a Difference?
Under the overall guidance of the Chief, Planning Monitoring and Reports, the Planning and Monitoring Manager is accountable to ensure that the UNICEF Nigeria Country Office:

  • Has strategic and results-based programme planning strategies and documents; useful, valid and reliable information on the situation of children’s and women’s rights; relevant, effective and timely use of programme monitoring information and insights for strategic and programmatic decision making, including insights for coverage, coordination, and coherence in emergency contexts.
  • Works within the UN country team to support UNCT goals for delivering valid and reliable information on the attainment of the Sustainable Development Goals (SDGs), UNICEF West and Central Africa Key Results for Children (KRCs) and Nigeria and other goals, and on the performance of UN-supported programmes
  • Supports establishing monitoring and reporting tools that enhance partnerships between the UNCT, government and other key players to track progress on SDGs and other international commitments for children.

Summary of key Functions / Accountabilities

  • Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of duties and key results.
  • Programme Planning and the Integrated Monitoring, Evaluation & Research Plan (IMEP) - Support the Country Office and national partners to develop a well-prioritized and realistic programme plan, and monitoring activities, developed collaboratively to deliver results for children.
  • Situation Monitoring and Assessment - Ensure that the Country Office and national partners have a timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.
  • Programme Performance Monitoring and Reporting - Ensure the Country Office has quality information to assess progress towards expected results established in annual work plans, including emergency plans.
  • M&E Capacity Building - Ensure that the monitoring and evaluation capacities of Country Office staff and national partners – government and civil society – are strengthened, enabling them to increase and lead monitoring and evaluation processes.
  •  Coordination and Networking - Ensure that the UNICEF office is effectively linked to wider UNICEF M&E developments and the UNSDCF M&E system that contributes to and benefits from organizational learning on effective M&E management.

Requirements
To qualify as an advocate for every child you will have:

  • An Advanced university Degree in Social Sciences, Statistics, Planning Development, Planning or related Social Science field is required.
  • Eight years of relevant professional work experience in programme development and implementation including monitoring and evaluation activities.
  • Developing country or field work experience
  • At least one instance of exposure to emergency programming, including preparedness planning.
  • Active involvement in a humanitarian crisis response programme preferred.
  • Fluency in English.  Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Technical Competencies:

  • Specific Technical Knowledge & Competencies Required for the job:
  • Knowledge of Project Evaluation.
  • Professional technical knowledge/expertise in Evaluation Process Management, Followup on Recommendations and Dissemination of M&E results.
  • Emerging international good practice in monitoring and evaluation partnerships.
  • Professional technical knowledge/expertise in demography, statistics, and data management.
  • Professional technical knowledge/expertise in methodology of M&E, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
  • Professional technical knowledge/expertise in Activity Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.

Requirements

  • An Advanced University Degree in Education or any of the following: Economics, Psychology, Sociology or other Social Science fields is required.
  • Minimum of 8 years of progressively responsible relevant work experience in programme planning, management, and/or research in education at the international level, some of which preferably in a developing country is required. Experience working in the UN system agency or UN organisation is an asset. Familiarity with emergency response is a strong asset.
  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset.

Technical competencies must be demonstrated in the following areas:

  • Good understanding of the overall global development context, including issues such as: poverty, conflict, and the impact of these factors on education and vice-versa; and inter-sectoral approaches to address such issues in collaboration with other sectors (including Social Policy, Child Protection, Nutrition, WASH, Health and Communications within UNICEF).
  • Good knowledge of global developments in education and international engagement strategies, including the application of the equity lens and human rights perspectives to programming.
  • Good ability to support policy dialogue: translation of analytical findings and evidence into development programmes and policy discussions around equity and learning with partners, including government, development partners, CSOs and academia in relevant areas.
  • Good education and policy sector analysis capacity, including understanding of the core education data sets, indicators, tools for analysis of equity, determinants of student access and learning, budget, cost and financing, education system management, political economy and application to education policy and strategic planning.
  • Good education sector planning knowledge/ability, including the range of modalities for delivering education, linkages between different sub-sectors (e.g. ECD, Primary, Secondary, Tertiary, Inclusive Education), cost-effectiveness and efficiency issues, key institutional structures, components and processes, as well as governance issues.
  • Good ability to support engagement with partners (e.g. Sector Wide Approaches, Global Partnership for Education, Education in Emergency Clusters, Education Provider Forums, Delivering as One, Inter-sectoral partnerships such as in ECD), as well as networking with other key partners.
  • Good understanding of gender and inequity issues in relation to education and development and the application of gender / equity analysis to policy and planning in education.
  • Good understanding of policies and strategies to address issues related to resilience: risk analysis and risk management, education in conflict situations, natural disasters, and recovery for CO and RO based post and where relevant,
