How can you make a difference?
Under the overall guidance of the Chief, Planning Monitoring and Reports, the Planning and Monitoring Manager is accountable to ensure that the UNICEF Nigeria Country Office:

  • Has strategic and results-based programme planning strategies and documents; useful, valid and reliable information on the situation of children’s and women’s rights; relevant, effective and timely use of programme monitoring information and insights for strategic and programmatic decision making, including insights for coverage, coordination, and coherence in emergency contexts.
  • Works within the UN country team to support UNCT goals for delivering valid and reliable information on the attainment of the Sustainable Development Goals (SDGs), UNICEF West and Central Africa Key Results for Children (KRCs) and Nigeria and other goals, and on the performance of UN-supported programmes
  • Supports establishing monitoring and reporting tools that enhance partnerships between the UNCT, government and other key players to track progress on SDGs and other international commitments for children.

Summary of key functions / accountabilities

  • Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of duties and key results.





Programme Planning and the Integrated Monitoring, Evaluation & Research Plan (IMEP):

  • Support the Country Office and national partners to develop a well-prioritized and realistic programme plan, and monitoring activities, developed collaboratively to deliver results for children.
  • Lead development of the Country Programme Document (CPD), Country Programme Management Plan (CPMP), Results Framework, Programme Strategy Notes (PSNs), and Country Office and Field Office Programme Workplans.
  • In coordination with the Integrated Monitoring, Evaluation & Research Plan (IMEP) Committee, make professional contributions to and provide technical assistance for the planning and establishing the major research, monitoring and evaluation objectives, priorities, and activities in UNICEF’s multi-year and annual IMEPs, in consultation with child-rights and implementing partners.

Situation Monitoring and Assessment:

  • Ensure that the Country Office and national partners have a timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.
  • In coordination with other stakeholders, support the collection of Sustainable Development Goals (SDG) and other key social development indicators (through MICS, MICS+ or other surveys) to improve national planning.
  • Support partners in establishing and managing national statistical databases, ensuring key indicators are readily accessible to key stakeholders. Potential uses include Situation Analysis, Common Country Assessment, Early Warning Monitoring Systems, and Mid-Term Reviews.
  • Develop a Situation Monitoring and Assessment system owned by all key partners which supports the preparation of country-level statistical and analytic reports on the status of children’s and women’s rights issues; and allows, when opportunities emerge, to influence developmental and social policies.
  • Provide technical support and coordinate global reporting obligations, including national reports on progress toward the SDGs and Key Results for Children (KRC) fulfilment.

Programme Performance Monitoring and Reporting:

  • Ensure the Country Office has quality information to assess progress towards expected results established in annual work plans, including emergency plans.
  • Coordinate analysis of quality information collected and disseminated with the participation of all concerned partners to assess progress towards expected annual and multi-year results and oversee the gathering and analysis of relevant and strategic information needed to manage the Country Programme.
  • Strengthen and harmonize the Country Programme Monitoring systems, the Monitoring Information Systems (MIS) maintenance, biannual programme reviews, and corporate programme reporting (RAM, KRC, CRAVE, CSIs, UNINFO)
  • Provide technical support to ensure that a set of programme performance indicators is identified and adjusted as necessary, with inputs of all concerned partners to assess progress towards expected annual and multi-year results in the context of the multi-year and annual IMEPs, the Annual Management Plan and Annual Work Plans, as outlined in the Programme Policy and Procedures Manual.
  • Coordinate with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardised across programmes to feed into programme performance monitoring, with special attention to humanitarian response.

M&E Capacity Building:

  • Promote the awareness and understanding of the shared responsibility of M&E function among all staff members through communication, training, learning and development activities organization-wide.
  • In close collaboration with partners, ensure that an M&E capacity-building strategy for UNICEF/UN staff national partners and institutions exists in the context of the IMEP or UNDAF M&E plan. Pay particular attention so the capacity needs of national partners such as professional evaluation associations will be strengthened with involvement in evaluation processes and possibly through specific capacity-building initiatives.

  • Collaborate with Regional M&E Advisers and HQ Evaluation Office for overall coordination of priority research, monitoring and evaluation activities, especially those of regional scope requiring the coordinated effort of multiple countries.
  • Partner with the Regional Monitoring and Evaluation Adviser to ensure that current and accurate M&E data and results are included in regional reports, multi-country studies, and knowledge-sharing networks.
  • Undertake lessons-learned reviews on successful and unsuccessful M&E practices and experiences at the national level, and ensure they are shared as appropriate. Similarly, pay attention to M&E knowledge networks to identify innovations and lessons learned that may be relevant for the CO and partners to improve their M&E function.

To qualify as an advocate for every child you will have…

  • An Advanced University Degree in Social Sciences, Statistics, Planning Development, Planning or related Social Science field is required.
  • Eight years of relevant professional work experience in programme development and implementation including monitoring and evaluation activities.

  • The Supply and Logistics Associate performs highly skilled work on UNICEF supply chains, and manages the more complex cases and client requests, which frequently requires the evaluation of difficult situations and adaptation of procedures and processes to resolve such cases.
  • The Supply and Logistics Associate will also oversee warehouse, and stock management.
  • This is the senior GS level for specialized supply chain work and requires advanced specialized knowledge acquired through formal training and experience.
  • The function is characterized as highly independent and provides opportunities for the Associate to lead and carry out responsibility for end to end supply chain management from the beginning to the end of the process and provide input into the design and development of improved supply chain services and delivery mechanisms.
  • The incumbent will handle supply and logistics duties, tasks, and accountabilities in pursuance of country program.

Tasks / Responsibilities|
Planning:

  • In consultation with supervisor, provide input to the Country Programme Action Planning and advise on Supply requirements for the Plan of Operations and Annual Work Plans through effective participation in the Field Office forecasting, planning, implementation, monitoring and evaluation of the supply chain operations, including establishment of performance indicators, and assessment of fit for purpose of products and services.
  • Support Field Office supply emergency preparedness and response activities including establishment of Long-Term Arrangements (LTAs), Partner Logistics Capacity Assessment and Contingency Plan update, and pre-positioning of stock.
  • Effective coordination with the State Central Medical stores and support on necessary logistics planning and space for commodities storage.
  • Effective cargo movement planning including too hard-to-reach areas and acquire necessary security clearance where necessary.

Procurement / Contracting:

  • Support the supervisor in providing necessary input to and advice on the annual supply plan. Conduct data review and analysis for category management and development of procurement strategies.
  • Conduct market research in relevant areas for UNICEF and advice on best approaches to obtain best value for money and sustainable procurement. Support product innovation and market-shaping initiatives for specific categories of supplies and services.

  • Liaise with supply colleagues as well as clients and using supply dashboards to ensure pipeline monitoring and establishment of appropriate logistics capacity.

  • Provide specialized support in logistics, following standard processes and contributing, directly or indirectly, to the effective delivery of Programme supplies.

Warehousing and inventory management:

  • Manage UNICEF warehouse facilities and operations in line with UNICEF policies and procedures. Assess warehousing capacity including facilities, conditions of equipment, manpower, and processes and propose corrective actions to supervisor.
  • Assess new warehouse facilities when required. If necessary, implement and organize new warehouse facilities which may include installation and assembly of temporary warehouse structures (e.g. Wiki-Halls/Rub Halls).
  • Maintain appropriate warehousing and inventory management processes in support of the country Programme implementation.

Partners Support:

  • Support the partners in all Supply and Logistics related matters as in accordance to UNICEF guidelines and procedures.
  • Support the supervisor to carry out partner assessment on Supply and Logistics capability and;
  • Provide trainings for capacity building for effective systems strengthening to partners and state logisticians.

Alternative delivery mechanisms and procurement services:

  • Support the supervisor in the assessment of and collaboration with implementing partners including civil society, for establishment of Programme Cooperation Agreements (PCAs), and monitoring of supply components under Harmonized Approach to Cash Transfers (HACT).
  • Participate in events/meetings that build partnerships and collaborative relations with UN organizations to support harmonized and collaborative procurement and logistics arrangements.
  • Facilitate Procurement Services (PS) transactions in collaboration with Programme sections and UNICEF Supply Division (SD). As appropriate, support CO counterparts on forecasting and costing of PS-channel supplies.
  • Monitor the issuance of Purchase Orders (POs) and/or Copenhagen Warehouse Stock Transfer Orders on PS Sales Orders.
  • Coordinate with Country Office Logistics and Port Operations as needed to ensure on timely delivery/shipment of PS orders.
  • Support communications and follow up with relevant internal stakeholders regarding partnership requests and negotiations as required.
  • Maintain up-to-date files for all Procurement Service transactions, including a system for monitoring the different stages of each transaction.
  • Monitor the incoming pipeline of PS shipments where necessary based on the division of responsibilities agreed in the Memorandum of Understanding (MoU) and Cost Estimate (CE), supervise the arrival, customs clearance, storage, packing and in-country distribution of PS commodities to the agreed delivery point.
  • In collaboration with Supply colleagues and Programme Sections, identify opportunities for capacity building of Government counterparts and improving the supply chain process to make it more effective.

Job Organizational Context

  • The Health and HIV section of the UNICEF Nigeria Country office provides oversight, quality assurance, technical assistance, and knowledge management in the field of Health and HIV with a focus on immunization (including polio), maternal newborn health and health systems strengthening.
  • In collaboration with SBC and Communication and Advocacy sections, it supports communication for social and behavior change interventions for Polio, Immunization and health interventions.
  • Polio eradication is a corporate priority for UNICEF globally. Although there are only two remaining countries where polio is still endemic, unfortunately, the number and scale of polio outbreaks has continued to exceed expectations.
  • Although Nigeria was certified Wild Polio Virus (WPV) free in 2020, the country is currently facing an unprecedented outbreak of Circulating Vaccine Derived Polio Virus Type 2 (cVDPV2).
  • To date in 2022 (as of 21 January 2023), Nigeria has reported a total of 157 cVDPV2 cases. To contain the outbreak, Nigeria has and will continue to implement an aggressive schedule of outbreak response activities in 2023, requiring substantive support by Government and partners.
  • UNICEF is committed to continue working on polio eradication until the goal is reached globally. UNICEF has been supporting the Government of Nigeria in its polio outbreak responses as the lead social and behavior change partner as well as in vaccine management support.
  • UNICEF Nigeria is managing more than 18,500 Volunteer Community Mobilisers (VCMs) across 12 polio high risk states to promote polio vaccination during outbreak response and improve routine immunization, out of which ten thousand are being transitioned to Community Health Influencers and Promoters (CHIPS).
  • UNICEF is a key member of the National Emergency Operations Centre (NEOC), assigning key staff to the NEOC’s Strategic and Communications
  • Working Groups and the logistic working group, as well as being a permanent member of the strategy group.
  • The Health Specialist (SBC) reports to the Health Manager, Immunization Manager & Health Systems for general guidance and supervision with additional guidance provided by the Chief of SBC Section.
  • The Specialist provides technical and operational support in the development of systematic, planned and evidence-based strategies and processes for Polio and routine Immunization (RI) as an integral part of program development, planning and implementation to promote measurable behavioral and social change/mobilization through communication, engagement, empowerment and participation of stakeholders, partners constituents, communities and civil society to achieve successful and sustainable concrete (program/project) results on children’s rights, survival and well-being in the country.
  • SBC plays a vital role in the polio prevention and response interventions, supporting the MoH teams to plan and implement communication activities to inform and convince communities and its leaders about the reasons and rationale of oral polio vaccine (OPV) campaigns; supporting interventions that encourage community based surveillance of Acute Flask Paralysis; and supporting the improvement of immunization programmes, both through campaigns and through routine immunization, by fostering understanding of childhood diseases, creating demand for primary health care services and acceptance of the vaccines.

Strategic office context:

  • The recruited staff will work under the general guidance and supervision of Health Manager Immunization and Health Systems in close collaboration with SBC section chief and Chief of Communication and Advocacy section (comms team) and general oversight from the Chief of Health and HIV.
  • The position is based in Abuja with frequent travel to field offices and will be subject to deployment to outbreak response states on short notice.
  • The incumbent will travel at least 80% of their time to support outbreak response and preparedness activities where needed and will support immunization and health SBC needs as and when required.

Purpose for the position

  • Under the general guidance of the Health Manager -Immunization & Health systems and oversight from the Chief of Health and HIV and in close collaboration with Chief of SBC and Communication team the incumbent will be working as a member of the National Emergency Operation Centre (NEOC), and they will be deployed to polio outbreak states as a member of the Management Support Team (MST) according to the outbreak SOPs.
  • The incumbent will be responsible for the design, management, execution, monitoring and evaluation of behavior change and social mobilization activities in support of the country Polio plan, with a specific focus on support to areas of communication for polio eradication and for generating demand for and uptake of immunization services and will work on other health interventions as needed.

Key function, accountabilities and related duties/tasks
Support to SBCC strategy design and development:

  • Support the development of workplan and budget to implement consequential geographies approach at country level, including synergies within the health section, and other sections (e.g., Primary health care and routine immunization interventions)
  • Lead the design and development of a package of SBCC interventions , including VCMs (voluntary community mobilizers) integration into CHIPS (Community Health Influencers and Promoters) to eradicate cVDPV2 9 for both campaigns and between vaccination rounds)
  • Assess/synthesize qualitative and quantitative information, data and evidence to support the establishment of comprehensive and evidence-based information for developing and planning the SBCC interventions both for polio outbreak response, maintenance and routine immunization strengthening.
  • Participate in country programme planning and reviews to contribute to discussions on the underlying and contextual issues to be addressed (e.g. policies, gender/children inequality, cultural/social behavior etc)
  • Prepare or provide quality assurance on materials and related documentations for SBCC strategies and plans (as a component of polio outbreak SOPs) to ensure optimum impact, scale and sustainability of achievements/results.
  • Collaborate/consult with a wide range of partners and stakeholders to ensure synergy, integration, coherence, and harmonization of SBCC activities with UNICEF SP, CO global communications and advocacy activities and UN System development activities and initiatives at the CO level, including in humanitarian response.

Implementation of SBCC activities:

  • Ensure timely implementation and funds disbursement of SBCC activities at national and sub-national level
  • Collaborate with, advise and/or consult GPEI partners to design SBCC strategies to respond to an outbreak of polio, including formulation, production and testing materials to organize SBCC events and activities to ensure engagement and participation of key audiences, and maximum outreach and impact on behavioral and social change, including in humanitarian response.
  • Confirm/verify the technical quality, consistency and relevancy of communications strategies, including materials that are developed, produced and disseminated to target audiences (e.g. individuals, communities, government officials, partners, media etc).   • Oversee the production and implementation of multi-media initiatives for compliance with targets and plans that integrate the latest evidence.

Qualifications
To qualify as an advocate for every child you will have:

  • Education: An Advanced University Degree in one of the following fields is required: Social Sciences, International Relations, Government and Public Relations, Public or Social Policy, Sociology, Social or Community Sevelopment, or another relevant technical field.
  • Work experience: A minimum of 8 years of relevant work experience.
  • Language Requirements: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
