1.) Deployable Business Development Manager

Role Purpose
- In response to an emergency, Plan International Country Offices often require additional experts to support their response and help those affected by crises.
- Plan International’s core surge team is composed of technical global experts who can deploy to emergency responses within 72 hours for up to 4 months.
- The post holder will be expected to provide leadership to their area of technical specialism to support the country team they are deployed to.
- Core surge team members are globally roving and work away from their home base continuously, from a few weeks up to four months per assignment. Core surge is typically deployed to country programmes for up to nine months a year (pro rata for part-time posts). When not deployed (or on annual leave), core surge team members may be assigned project/proactive work.
- The deployable Business Development Manager (BDM) is a senior surge capacity resource to be deployed to countries to support emergency response activitiesand to develop a funding strategy in line with the Emergency Response Plan.
- The role coordinatesall proposal development. The deployable BDM will work with the Business Development team in-country to write proposals that speak to the overall strengths and capabilities of the country response while coordinating and incorporating the inputsfrom technical advisors, programme units, MERL, finance, HR, Supply Chain Management, partnerships, and security.
- The deployable BDM is expected to stay closely informed and updated on current donor strategies and interests in the humanitarian space that are relevant to Plan International.
- The deployable BDM will liaise closely with the Global Humanitarian Teamdepartmentand Programme Delivery and Resources (PDR) department, and with the different National Organisations (NOs), in-country donor representatives and other stakeholders (NGO partners) to identify funding opportunities.
- The role maintains and develops relations with in-country donors and Plan International National Organisations.
Dimensions of the Role
- This position may line manage a team of funding specialists when on deployment to a Country Office.
- No budget responsibility is required for this position.
- Leads overall planning and implementation of all funding activities for a specific emergency response.
- Develops and maintains relationships with stakeholder groups both within Plan International and externally.

Accountabilities
Fundraising Strategy:
- Lead the development of an emergency-specific fundraising strategy in line with the country’s emergency response plan, ensuring input from key stakeholders within the organisation and alignment with donor priorities and programme needs.
- Ensure a clear focus on gender across all fundraising activities in line with Plan International’s Global Strategy.
- Identify any systemic and/or structural issues that may impede a rapid growth in funding and recommend and implement mechanisms to address them.
- Develop strategic partnerships with peer organisationsalso working in the response.
- Produce and regularly update a comprehensive mapping of all donor opportunities (by sector and geography).
- Assist in developing global humanitarian fundraising strategies for thematic programme plans and cross-sectoral integration.
- Develop new and maintain existing links with institutional donors and UN agencies, ensuring that Plan International is recognised as a go-to agency for gender equity programming in humanitarian crises.
Maintaining data on opportunities, submissions, and ongoing projects:
- Track funding opportunities, submission deadlines and financing available – both for institutional donor funding as well as funding from public appeals and donations.
- Ensure a strong pipeline of funding opportunities.
- Monitor the proposal pipeline and ensure that updated trackers are available to facilitate project planning at all times.
- Ensure all appropriate donor and Plan internal proposal formats are available and being used.
- Maintain a reporting calendar and work closely with country teams to ensure deadlines are met, and high-quality reports are submitted in line with donor requirements.
- Ensure that donor reporting data is aligned with the data in the country’sERP system before submission.
Coordinate proposal development:
- Lead the development of proposals and concept notes for the emergency response, providing support and coordination to the proposal development teams. Where applicable, ensure the proposal development team includes active and meaningful partner participation and that any additional time and resources required to facilitate this are identified and secured.
- Ensure concept notes and proposals align closely with the Emergency Response Fund (internal Plan emergency response funding) (thematic and geographic), the response master budget, Monitoring, Evaluation, Research and Learning (MERL) frameworks and Country Management Team decisions.
- Ensure Plan’s cost recovery policy is adhered to in the proposal development process and that the maximum viable amount of apportioned costs is funded by the donor as possible
- Formally capture and disseminate learnings from successful and unsuccessful proposal submissions to help strengthen proposal development capacity in the country team and with implementing partners.
- Leads on the integration of key humanitarian standards in all funding submissions (eg Sphere, Core Humanitarian Standard etc).
Donor & Organisational Compliance:
- Ensure compliance with Plan’s Emergency Response Manual and its localisation position paper.
- Ensure Funding Approval Document procedures are complied with in accordance with policy.
- Train project, support teams and any implementing partner organisations on donor requirements where the National Organisation is not able to support.
- Retain a reporting calendar with internal and external reporting deadlines and share it with implementing partners where applicable.
- Ensure all conceptnotes, proposals, Funding Approval Documents, and other relevant contract documentsare referenced, filed and where applicable archived during deployment.
- Ensure full adherence to all system requirements in Plan’s ERP when creating and setting up new grants and projects.
- Participate in project start-up workshops and ensure a full and comprehensive handover and documentation trail to the project team for implementation.

- Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.

Role Purpose

- Regular interaction with GH media and digital teams and regional communications specialists, close collaboration with programme, Humanitarian, Advocacy and National Organisation communications colleagues.
Accountabilities
- Position Plan International as a key agency in the emergency response to help us raise funds.
- Develop the crisis communications plan, including key comms messaging, and update regularly so our external communications are aligned with our programme response and reflect the evolving situation.
- Advises County Management Team on comms and media approaches and opportunities.
- Primary contact in-country for setting up and managing media interviews.
- Develops and updates communications talking points.
- Develops skills of key staff to be confident and able to participate in media interviews.
- Develops strong content highlighting the impact of our programmatic response, and the humanitarian situation on the ground and reinforce. Plan International’s advocacy and policy messages
- Produces a range of compelling human interest child-focused content such as case studies, eyewitness accounts, blogs, first-personaccounts, images, audio, video

Role Purpose

- Plan International started its Cash and Vouchers Assistance (CVA) programming in 2011, which has grown significantly since then in terms of portfolio and geographical coverage. As of June 2022, Plan International has implemented CVA in more than 50 Country Offices across the federation with more than 156 million Euros as a cumulative portfolio.
- As a Deployable Cash & Vouchers Assistance (CVA) Specialist you will deploy to country offices 75% of the year to provide technical leadership at the Country Office level primarily on the CVA feasibility analysis, design and implementation of CVA initiatives, monitoring, capacity building, proposal development support as well as representing the organization at Cash Working Group and relevant clusters.
- You will also support reporting and documentation process and policy creation about CVA at Plan International.

- The Gender and Inclusion Group (GIG) Network Coordinator plays a key role in managing coordination, knowledge management and communications of the GIG Network. The position will be placed in the Gender & Inclusion Hub within the Gender Transformative Policy and Practice department at Plan International’s Global Hub. It will be part of the Gender & Inclusion Hub, taking part in ongoing work, including meetings and work planning. It will report to the Gender & Inclusion Hub Lead (Global Head of Gender & Inclusion) and work in close collaboration with the Gender & Inclusion Global Team – including the Regional Gender & Inclusion Specialist and Regional Gender & Inclusion Networks – as well as the GIG sister networks.
Dimensions of The Role
The purpose of this position is to facilitate and support the Gender & Inclusion Team, and Gender and Inclusion Group (GIG) Networks to enhance cross-organisational learnings, information sharing and capacity strengthening by:
- Leveraging the technical expertise of the network to meet demand for temporary gender and inclusion technical support across the organisation
- Communicating effectively within and about the network, its initiatives and results within Plan and with other external parties including partner organisations.
- Enabling the effective use of online platforms for the purpose of learning, sharing, information and membership management of the network
- Supporting the Gender & Inclusion Team and Network and their activities through the provision of reports and information and ensuring projects and people are connected and working collaboratively.
- Responsible for facilitating and administering Plan International’s GIG Network across Plan Internationals.
Accountabilities
Network Coordination and Administration:
- Provide administrative/coordination support – including agenda development and co-facilitation – for regular joint online, offline and hybrid meetings of the Gender & Inclusion Hub, GIG Steering Committee, GIG Core Group, and other Gender & Inclusion/GIG workshops, events and meetings.
- Build and grow the GIG network membership, mobilising technical specialists across all Plan International offices, and ensuring effective on- and off-boarding processes for network members.
- Maintain a strong network, using online and offline tools, ensuring regular updates, and promoting learning and fostering sharing between network members.
- Periodically identify the priority needs of network members, and work with other members of the Gender & Inclusion Hub to identify how these can be served. Help manage the supply and demand for temporary technical support or technical inquiries within the network.
- Maintain membership lists for the GIG network governance groups (Steering Committee, Core Group and Wider Group), GIG sister networks and overviews of the network's representation or memberships in external networks, coalitions/initiatives
- Maintain and update an overview and contact details of Plan International's Gender & Inclusion technical experts
- Lead of the development and monitoring of the GIG network annual action plans and budgets
- Maintain the Gender & Inclusion Network/Hub calendar and support the Gender & Inclusion Hub to facilitate Plan International’s coordinated representation/participation in internal and external networks, coalitions/initiatives through network members
- Supporting the Gender & Inclusion Team and the GIG and their activities through the provision of reports and information and ensuring projects and people are connected and working collaboratively.
Internal Communications and Knowledge Management (KM) processes and platforms:
- Ensure that Gender and Inclusion intranet pages, libraries, repositories and calendar is user-friendly and maintained.
- Manage internal communications on the Gender & Inclusion agenda, including the development and dissemination of newsletters, sharing relevant updates, key documents and opportunities with the network, and promoting the network’s initiatives and results
- Support the Gender & Inclusion Hub and GIG network leadership with the production of communications, knowledge management and guidance related to the Gender & Inclusion Group in English, French and Spanish
- Coordinate with Network Coordinators from other thematic areas to support a coherent approach across the networks.
Learning planning and resources:
- Work with G&I Hub staff to develop a learning, communications and engagement plan and lead the logistics required for the roll-out of the plan, maintaining a regular schedule of learning offers and formats (including, for example courses, webinars, newsletters etc.) for technical staff. Ensure regular monitoring and evaluation of the effectiveness of the different learning resources.
- Design and facilitate learning opportunities - including face-to-face, online and hybrid trainings and capacity strengthening initiatives using a variety of software, tools and (feminist) participatory methodologies
- Develop multimedia tools (videos, podcasts, graphic visuals, presentations) for socialisation and uptake of Gender & Inclusion knowledge products, tools, training resources and other learning materials
- Support the Gender & Inclusion Hub staff in analysing, assessing and collating insights and learning on Gender & Inclusion from internal and external sources, and help determine appropriate approaches and formats for sharing with technical audiences within Plan, as well as with external partners.
Project management support:
- Provide administrative ad hoc support to members of the Gender & Inclusion Hub as needed
- Provide administrative and quality oversight of external consultancies; manage relationships with vendors
Key Relationships
- The Gender & Inclusion Network coordinator is a member of the Gender Transformative Policy and Practice Team (GTPP) will report directly to the Head of the Gender Equality and Inclusion in the Global Hub.
- Key working relationships include with members of the Global Gender and Inclusion Team particularly the Gender Equality Specialist, Global Inclusion Specialist, Gender and Inclusion Programme Officer, Gender and Inclusion Group (GIG) Network, including the GIG Steering Committee, GIG Core Group, Regional Gender and Inclusion Specialist, and GIG sister networks, like the Disability and LGBTQI+ network members
- Other key working relations include Network Coordinators of the other thematic areas, procurement and finance teams, and Knowledge Management Hub within the GTPP team.
Qualifications And Experience
Knowledge and Experience:
- Education at Degree level or equivalent vocational study in fields such as Gender Studies or Social Studies or other relevant courses.
- Experience in managing technical networks and remote development support
- Proven experience working on children’s rights and gender equality and inclusion within an NGO, UN agency, government department or other relevant institutions, preferable direct experiences from working in countries where Plan implements programs
- Good understanding of rights-based development as well as gender equality and inclusion.
- Affinity with inclusion, intersectionality, feminist theory and methodologies and gender norm change.
- The following competencies are required for this position: result orientation, networking, learning ability, planning and organizing and communicating.
- Knowledge and Experience in administering and working across remote networks and teams
- Knowledge and experience using platforms for online collaboration such as MS Teams, Workplace, SharePoint, Zoom and Menti.

The role would also be expected to also support EDI and ER projects as required.
- Joining a critical function at an exciting time as we build our Employee Relations & Inclusion team, the EDI/AR Specialist reports to the Head of Employee Relations & Inclusion and will be responsible for implementing the EDI/AR Roadmap and supporting PI’s ambition of becoming an Anti-Racist organisation.
- The role will work with the respective People & Culture management colleagues, and leadership teams in country and regional offices and the global hub on integrating EDI into end-to end processes including total reward, recruitment etc and on a range of EDI projects.
