1.) Global Fund / FMoH Laboratory Program Officer (QMS and Biorisk Specialist)

Job Title: Global Fund / FMoH Laboratory Program Officer (QMS and Biorisk Specialist)

Job Summary

  • The Laboratory Program Officer position is responsible for providing support to QMS and Biorisk programs to ensure smooth implementation, including working with the relevant stakeholders to identify communications opportunities and strategies to achieve improved service delivery and best Biorisk practices.
  • He/she will support the Senior Technical Specialist (MLSD) and Consultants on coordination of laboratory services and systems.

Key Responsibilities

  • Support MLSD to collate reports and conduct analyses of programmatic QMS and Biorisk activities.
  • Support the Laboratory Consultant-Leadership and Advocacy on coordination of Laboratory Services and Systems to compile monthly and programmatic reports.
  • Support periodic QMS assessments and Mentorship visits at supported laboratories using a Continuous Quality Improvement checklist (SLIPTA) structured in line with ISO 15189 quality standards for medical laboratories.
  • Analysis of Quantitative and Qualitative data from the checklist
  • Support the planning and implementation of Grant Management activities e.g. meetings with TA providers and other stakeholders, etc.
  • Support the development and dissemination of standard biosafety and biosecurity guidelines, manuals & training.
  • Support the MLSD to ensure that workplans are regularly monitored, updated, and reported in line with GF policies and guidelines and terms of grant agreement.
  • Attend meetings (i.e. meeting with GF, with SRs during program review, PMU meetings, other stakeholders), document and share the minutes and follow up on the next steps/action points
  • Support the MLSD and TAs to identify bottlenecks to smooth implementation and follow up on resolution of the challenges
  • Maintain an up-to-date contact list of stakeholders and other implementing partners.
  • Assist with planning of site visits to verify deliverables, implementation progress and address issues as may be required.
  • Provide clear documentation of programmatic achievements and keep management informed on monthly, quarterly, and annual basis.
  • Carry out additional duties as may be assigned by the MLSD.

Qualification and Work Experience

  • Bachelor's Degree in Medical Laboratory Science.
  • Master’s in public health, health sciences, and any other relevant scientific field will be an added advantage.
  • 5 years post-qualification experience working with at least 3 years in a GF or related grant.
  • In-depth knowledge of Quality Management System and Biorisk programming with working knowledge of laboratory systems strengthening in a developing country particularly Nigeria.
  • Working knowledge of major donor policies (Global Fund) as well as international not-for- profit organizations will be an added advantage.
  • Experience with data analysis and interpretation.
  • Perform detail-oriented work with a high level of accuracy.
  • Interact with diplomacy and tact and follow-up on requests with team members in a timely and efficient manner.
  • Excellent written, oral and interpersonal communication skills with ability to work as a team member.

2.) Global Fund / FMoH Laboratory Program Officer (National Laboratory-based Surveillance Specialist)

Job Summary

  • We are seeking a highly motivated and experienced Laboratory Program Officer to serve as the National Laboratory-based Surveillance Specialist for our Global Fund RSSH Laboratory Systems Grant project.
  • The successful candidate will be responsible for coordinating activities related to strengthening laboratory-based surveillance systems, ensuring the timely and accurate detection and response to public health threats.

Key Responsibilities

  • Collaborate with stakeholders to develop and implement strategic plans for strengthening laboratory-based surveillance systems for monitoring ATM, COVID-19 and other infectious diseases.
  • Supports the NCDC to strengthen laboratory-based surveillance systems, including the development and implementation of standard operating procedures, protocols, and guidelines.
  • Develop and implement quality assurance and quality control measures to ensure the accuracy and reliability of surveillance data generated by laboratory systems.
  • Foster collaboration and coordination with relevant stakeholders, including public health agencies, healthcare facilities, research institutions, and international partners, to promote information sharing and facilitate a coordinated response to public health threats.
  • Oversee the collection, analysis, interpretation, and dissemination of surveillance data, ensuring compliance with national and international standards for data management and reporting.
  • Support the implementation of monitoring and evaluation frameworks to track progress, identify challenges, and measure the impact of interventions aimed at strengthening laboratory-based surveillance systems.
  • Provide technical assistance and training to laboratory staff and stakeholders to enhance their capacity in surveillance methods, data collection, analysis, and reporting.
  • Prepare timely and accurate reports on surveillance activities, progress, and achievements for submission to project stakeholders, including the Global Fund and other funding agencies.
  • Carry out additional duties as may be assigned by the MLSD.

Qualification and Experience

  • A Bachelor's Degree in Medical Laboratory Science
  • Master’s degree in Public Health, Epidemiology, or a related field is an added advantage.
  • At least 5 years of experience working in laboratory-based surveillance, public health, or a related field.
  • Demonstrated experience in planning, implementing, and evaluating public health programs, preferably in the context of infectious disease surveillance.
  • Strong analytical skills and proficiency in data management and analysis software.
  • Interact with diplomacy and tact and follow-up on requests with team members in a timely and efficient manner.
  • Excellent written, oral and interpersonal communication skills with ability to work as a team member.

3.) Global Fund Accountant

Job Title: Global Fund Accountant

Location: Abuja
Supervisor: Senior Finance Officer

Job Summary

  • The Accountant position is responsible for assisting the Senior Finance Officer with safeguarding the assets (financial and physical) of NACA and ultimately the Global Fund (GF) or other donor against fraud, loss or misuse.
  • S/He is responsible for ensuring that any funds expended in accordance with Generally Accepted Accounting Principles, NACA’s policy, and Global Fund Guidelines.

Key Responsibilities

  • Prepare payment vouchers for activities (advances and retirements) and vendors after ensuring correctness of documents and approvals in a timely and safely manner (to minimize NACA’s risk exposure).
  • Properly code all transactions
  • Liaise with staff to resolves issues with payment requests (advances, retirements, vendor payments, etc.)
  • Prepares daily bank schedule and submit for necessary approvals
  • Prepares, manages and maintains advance register and aging analysis
  • Manage budget flexibility tracker
  • Control and enter all expenses from the petty cash
  • Ensure balances of unused part of advances are refunded and deposited into the NACA GF dedicated bank account
  • Support in generating Remita RRR code for cash to be deposited into the bank account
  • Reconcile advances, including review of receipts, coding of expenses on the general voucher and entering into NAVISION
  • Participate in spot checks of activities and SR reviews
  • Maintain accounting files
  • Preparation and filing of forms for payments of taxes and social security
  • Ensure that entries are entered into financial system accurately and timely.
  • Ensure that month and year-end accounting activities are done accurately and in compliance with NACA policies, procedures and GF guidelines.
  • Prepare weekly and monthly specialized reports for the Finance Manager to review and submit to Project Director
  • Ensure that all  transactions are adequately supported by internal approvals and third-party supporting documents such as price quotes, purchase orders, invoices, memos shipping receipts and proof of delivery.
  • Ensure audit compliance utilizing principles of audit and performance.

Requirements

  • Bachelor's Degree in Accounting / Finance / Business Administration / Audit
  • Master / ICAN or equivalent degree (CA, CPA, ACCA, CIMA, CFA, CFE, etc.) is an added advantage
  • A minimum of 5 years accounting or auditing and grants management experience
  • Preferably at least 2 years’ experience working with donor funded projects.
  • Ability to use modern accounting software (NAVISION preferred)
  • Good understanding of budgets, financial processes and financial reporting and compliance with donor requirements.
  • Excellent experience of budgeting and budget management
  • Excellent understanding of financial systems and procedures
  • Excellent experience of Microsoft Packages, Excel, PowerPoint and Word
  • Strong communication and interpersonal skills
  • Ability to manage a complex and diverse workload and to work to tight deadlines
  • Ability to work with minimal supervision work and as part of a diverse team
  • Strong supervisory and capacity building skills, experience in managing professional staff is an advantage.
  • Strong written and oral communication skills, including professional level English language skills.

Job Summary

  • The Monitoring and Evaluation (M&E) Officers would be responsible for designing and implementing monitoring and evaluation activities, strengthening/developing a robust and effective M&E system to measure the effectiveness and impact of programs or projects and inform key decisions and adaptive management.
  • This involves developing monitoring and data collection tools, collecting and analyzing data, conducting periodic evaluations, documenting feedback/ learnings and preparing reports to inform decision-making and improve program performance.
  • Additionally, M&E Officers may conduct assessments, evaluations, and capacity-building activities to strengthen monitoring and evaluation systems within an organization.

Key Responsibilities

  • Monitor and support collection and analysis of data generated quarterly from the National and State Laboratory Technical Working Group meetings.
  • Support routine DQA, monitoring of Quality Improvement plans to ensure data quality and Review/evaluation of eN-LIS data.
  • Collect and analyze baseline, mid-term and endline data with respect to access to testing, network efficiency, total cost per test.
  • Monitoring Implementation progress and evaluation of referral network linkages (Impact, cost effectiveness and sustainability).
  • Spot checks and Monitoring visits, to inform key learnings and provide basis for adaptive management.
  • Provision of technical support in development of guidelines and SOPs on Data management.
  • Conduct stakeholder analysis, risk assessment and develop response strategies in coordination with program team to ensure success of project implementation.
  • Laboratory Mapping/Network – Gap analysis, capacity assessment of facility, data validation and cross referencing
  • Implementation of the recommendations of NiSRN evaluation – Scheduled monitoring and spot check visits, tracking of KPIs (TAT, Temperature, triple packaging, specimen integrity), review and validation of data, analysis, performance evaluation, learning visits and identification of critical success factors to inform scale up; gap analysis for newly selected states.
  • Effective tracking and reporting of program indicators.
  • Support evaluations on the outcomes of the project as established during the planning phase and as required.
  • Disseminate findings from evaluations to support organizational learning and contribute to policy processing or development.
  • Collection of quantitative and qualitative data for periodic QMS assessments and Mentoring visits at supported laboratories using MLSCN Continuous Quality Improvement checklist structured in line with ISO 15189 quality standards for medical laboratories
  • Creation of a database with backup storage for QMS, trainings and evaluation of outcomes for occurrence management and corrective actions.
  • Conduct analysis of EQA data and analysis of variance for Retesting
  • AMR – Support the TA on risk assessment, surveillance and monitoring of target pathogens; periodic analysis of data to monitor resistance.
  • Waste Water Surveillance – Support the TA on the monitoring and collection of wastewater data; Collection, review and analysis of Integrated Surveillance data; Spot checks and monitoring visits to validate passive surveillance data across HFs
  • Bio Repository and Biobanking – Support the TA on the tracking of biological specimens in context; Collection, analysis of data; Evaluation of findings/learnings.
  • Carry out additional duties as may be assigned by the MLSD.

Qualifications, Experience and Skills

  • B.Sc. in Statistics, Mathematics, Computer Science or any other Science related field.
  • Masters in Health Economics, Public Health or its recognized equivalent will be an added advantage.
  • 3-5 years’ post-qualification experience working with at least 2 years in a GF or related grant.
  • Demonstrated ability in data management and presentation
  • Demonstrated skills in problem solving, report writing, and ability to complete task without close supervision.
  • Attention to details.
  • Perform detail-oriented work with a high level of accuracy.
  • Interact with diplomacy and tact and follow-up on requests with team members in a timely and efficient manner.
  • Excellent written, oral and interpersonal communication skills with ability to work as a team member.
