Program / Department Summary / Team

  • Girls Improving Resilience through Livelihoods (GIRL) is a three-year, 10 million dollar program to be implemented in Kenya, Uganda and Nigeria that seeks to improve the well-being of adolescent girls and young women by increasing their access to skills and knowledge, health resources, formal education and economic opportunities.
  • GIRL also fosters an enabling environment by working with communities to transform unhealthy social norms and create opportunities for girls to access education and economic opportunity.
  • Key to GIRL is a robust learning and research agenda that reaches across three countries to contribute to the evidence base on what works to secure access to opportunities for adolescent girls within the most marginalized communities and to better understand their contribution to household resilience.
  • This evidence and learning will be shared to elevate Mercy Corps’ influence in the adolescent girl space and to bolster fundraising efforts to scale the model.
  • The GIRL Program Manager will support the successful implementation of the GIRL program across the three target countries, driving innovation and learning to refine a replicable and evidence-based GIRL programming model, and will play a critical role in leading regional and global expansion efforts for Mercy Corps’ adolescent girl programming.

General Position Summary

  • The Finance and Grants Senior Officer works under the guidance and supervision of the GIRL program Director at the Africa regional office. Key roles are project financial management, monitoring and reporting and Grants management.
  • The Finance and Grants Senior Officer is an integral part of the Project Management Team of GIRL -H and works closely with the management, technical and operations field and country teams in Kenya, Uganda and Nigeria.

Essential Job Responsibilities
Finance:

  • Support the country teams in Kenya, Nigeria and Uganda. Accountable for all financial operations of the project, including accounting and reporting, cash management, and budget management.
  • Manage financial operations of GIRL-H.
  • Provide monthly management reports to the GIRL-H Program Director and Country Program Managers, including expenditures by fund and country, sub-grantee reporting and other financial information, in a timely and accurate manner.
  • Ensure that the project financial operations comply with all Mercy Corps policies and procedures.
  • Ensure that monthly transactions are reviewed and entered in the General Ledger accurately and on a timely basis.
  • Assist with monthly review and reconciliations of Staff advances and all the GIRL-H related expenditures.
  • Review payment documents and other supporting documents ensuring their compliance with the local laws, donor regulations and MC Kenya's internal policies.
  • Prepare monthly cash flow projections and request funds from the country office.
  • Review and track expenses and proper documentation as per Mercy Corps procedures and donor requirements for record-keeping and accountancy.

Grant Management:

  • Oversee and coordinate management of sub-grant agreements and financial management of Nigeria sub-grants.
  • Responsible for the processing of sub-grants and issuance of payments, transfers and transactions between consortium members as well as locally engaged partners.
  • Oversee pre-award and post-award activities including asset control, timely reporting and contract fulfilment to check against payment.
  • Work with the GIRL-H program team to verify and track budget and expenditures vis-à-vis sub-grant awards and ensure proper reporting, documentation and overall deliverables are reviewed by Senior Management and signed off on prior to issuance of payment.
  • Ensure consistency across sub-grantees on basic provisions and highlight issues that could be viewed as bias or discrepancies.
  • Provide regular reports on GIRL-H issues, and recommendations that need to be considered for operational adjustment.
  • Work with Mercy Corps team members and sub-grantee management teams to conduct ad-hoc audit reviews of GIRL-H field operations.
  • Coordinate GIRL-H expenditure verification and project audits.
  • Other financial and sub-grant tasks as required.

Momitoring & Evaluation (M&E) and Reporting:

  • Work with the GIRL -H Senior Management, M&E and finance team members to ensure that deliverables are aligned with objectives and that financial milestones are proportionate to programme milestones.
  • Provide financial perspective in management and decision-making to enhance Mercy Corps’ adaptive management.

Program Support Operations:

  • Ensure that GIRL-H financial systems are efficient and are based on smooth-running infrastructure that facilitates timely and efficient program implementation.
  • Provide a regular review of field operations to ensure cost-effectiveness.

Staff Management, Professional Development and Team Building:

  • Contribute to country team-building efforts, and ensure the integration of all team members into relevant decision-making processes.

Security:

  • Work with field office management teams to establish financial reporting and management systems that ensure the safety and security of GIRL-H financial resources including cash assets and records.
  • Conduct yourself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission.

Accountability to Beneficiaries:

Knowledge and Experience

  • A Bachelor’s Degree in Business Administration, Finance, Economics or relevant field; advanced degree preferred.
  • Professional accounting certification is desirable
  • 4 - 5 years of demonstrated professional experience managing grants, subcontracts, procurement and compliance with donor regulations, preferably Donor-funded projects.
  • Strong accounting skills and experience in the management of the general ledger, journal entries, payables and balance sheet.
  • Demonstrated experience applying clauses and negotiating without heavy management oversight including developing amendments and modifications as a result of negotiations.
  • Experience providing capacity-building training to staff and local organizations.
  • Proven abilities in analytical, excel and reporting skills.

Grants Administration:

  • Knowledge and application of best practices in grant management.
  • Demonstrated knowledge of financial and management systems, regulations and reporting requirements. Evidence of ability to be creative and flexible within those requirements.

2.) Ethics and Assurance Manager

Program / Department Summary

  • Mercy Corps has been present in Nigeria since 2012, focusing its interventions on humanitarian assistance, economic development, and conflict mitigation. With the ongoing insurgency in Northeast Nigeria causing the displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs.
  • As the crisis has persisted, Mercy Corps’ strategy has also expanded to address the root causes of the conflict and seek to build the long-term resilience of communities with integrated programs focusing on governance, the recovery of markets and livelihoods, social cohesion and social protection, youth empowerment, and local conflict management.
  • The Nigeria country program has grown considerably over the last few years, and is now the fifth-largest Mercy Corps country program, with a mixed grant & programming portfolio.

General Position Summary

  • The Ethics & Assurance Manager will serve as the Mercy Corps Nigeria focal point for ensuring compliance with Mercy Corps’ Code of Ethics and ethics policies and procedures.
  • He/she will examine, review, and analyze records, reports, financial information and management practices to ensure compliance with laws, regulations and Mercy Corps’ policies and procedures and will investigate potential violations of the Code of Ethics.
  • The Ethics & Assurance Manager will assist the country management team in developing, implementing and monitoring effective financial and operational controls over activities and offices to mitigate risk. In addition, the person will be the focal person for legal and regulatory compliance and host country compliance.

Essential Job Responsibilities
Code of Ethics Incident Response:

  • Following Mercy Corps’ policies and procedures, serve as a country focal point for the internal reporting of any allegations of Code of Ethics violations, including fraud, corruption, bribery or human trafficking.
  • Maintain the country Corruption Incident Register and liaise with the Headquarters Ethics team, and other teams as needed, in the resolution of all reported incidents.
  • As agreed with the Headquarters Ethics department, conduct inquiries and investigations to determine the facts, circumstances and scope of any allegations raised.
  • Collect, analyze and document the results of investigations and communicate observations and recommendations with the collaboration of the Country Director and senior management team, as appropriate.
  • In coordination with the Headquarters Ethics team and the country management team, assist in the preparation of any final reports to fully document the investigation and resolution of incidents.
  • Liaise with program teams in implementing the country Complaints Response Mechanism (CARM). Respond to Code of Ethics violation referrals received through the CARM.

Code of Ethics Training and Awareness:

  • Assist the country management team with the implementation of new Headquarters or Country Code of Ethics policies and procedures, acting as a catalyst for change and acceptance and supporting smooth implementation.
  • In coordination with established onboarding processes, assist with the onboarding of new country team members to ensure awareness and understanding of Code of Ethics policies. Conduct and/or coordinate regular anti-corruption, fraud prevention and other Code of Ethics trainings for country staff and partners.

Internal Controls:

  • Assist the country management team in determining effective and efficient solutions to operational issues that ensure compliance with Mercy Corps’ policies and donor regulations, mitigate the risk of fraud or corruption, and also facilitate the achievement of program objectives.
  • Assist program, operations and finance teams with implementing standard procedures or, as necessary, developing and documenting enhanced procedures for high-risk program activities, in particular those providing a direct financial benefit to participants (e.g. vouchers, cash distributions), requiring high-value procurement, or the distribution of in-kind goods.
  • In coordination with the country management team and program managers, maintain the country-level Risk Register to identify key risks and document strategies to mitigate these risks. Manage the quarterly update process and ensure communication of action plans.
  • In coordination with relevant teams, perform periodic internal control reviews of in-country financial, procurement, human resource, and logistics procedures in both the main country office and field offices. In coordination with program and monitoring and evaluation staff, conduct field reviews of program activities to ensure that adequate controls are in place and are functioning properly. Communicate findings and work with the relevant departments to correct weaknesses and
    improve controls as needed.
  • As agreed with the program and finance teams, advise on the development of monitoring plans for partners, including sub-recipients, key vendors and other partners that must adhere to ethics policies. In coordination with relevant teams, perform periodic compliance reviews of partners.
  • In coordination with the country management team and HQ Finance, assist with the follow-up and resolution of external audit or Mercy Corps Internal Audit findings.
  • Perform other related special projects and duties as determined and assigned by management.

Knowledge and Experience

  • BSc. University Degree in Law, Finance, Accounting or a related business field is required; and an advanced degree is a plus;
  • 5 years+ related work experience with a non-profit organization implementing international programs or other reputable private sector entities;
  • Strong background in compliance, systems and internal controls;
  • Relevant experience in fraud investigation or auditing. Certified Fraud Examiner (CFE) or Certified Internal Auditor (CIA), Association of Chartered Certified Accountants (ACCA) designations are strongly preferred.
  • Solid understanding of a wide range of ethics violations, including fraud, corruption and human trafficking in humanitarian and/or development settings; Understanding of best practices in ethics management and accountability within INGOs, including best practices for investigations of ethical violations;
  • Demonstrated experience in successfully working with administrative and program staff at all organizational levels;
  • Solid organizational and research skills with a broad understanding of various program sectors and activities;
  • Demonstrated experience in financial and operational data analysis;
  • Advanced computer skills in MS Office programs, particularly Excel;

Living Conditions / Environmental Conditions

  • The Manager is based in the capital city of Abuja. Housing, health care, water, electricity, and consumer goods are all reasonably accessible and there are good international and domestic travel options from Abuja Airport. Air travel is necessary to reach some field locations. Mobile phone services are widely available. Internet is available in all Mercy Corps offices and Guest Houses with some inconsistencies in the most remote sites. This position requires travel by air and road to field offices.

3.) Conflict & Resilience Advisor

Program / Department Summary

  • Nigeria is the most populous country in Africa, and its influence spreads across the continent. Yet, inequality and insecurity have consistently undermined Nigeria's development. Mercy Corps Nigeria was established in 2012 to respond to these challenges.
  • The Nigeria team is headquartered in Abuja, in the Federal Capital Territory (FCT), with offices throughout Nigeria. With a strong and growing team of over 200 staff, Mercy Corps is currently serving over 600,000 beneficiaries across the country with programming in Lagos in the South; Kaduna, Benue, Nasarawa and Plateau in the Middle Belt; Kano, Yobe and Borno in the North.
  • Programs include girls’ education and financial inclusion, community peace building, market-based livelihoods and a multi-sector humanitarian response that has a strong emphasis on WASH, Shelter, Cash and Protection. With the vision of a Nigeria in which all people are empowered, engaged, resilient and secure, Mercy Corps Nigeria focuses on the root causes of conflict, governance, humanitarian response, and market systems development.
  • Working with a diverse funding base that includes the United States Agency for International Development (USAID), UK Department for International Development (DFID), United Nations (UN), European Commission (EC), European Humanitarian Aid and Civil Protection (ECHO), Global Affairs Canada (FKA DFATD), and several foundations, Mercy Corps empowers people to recover from crisis, build better lives and transform their communities for good. Mercy Corps is starting a five-year, $45 million USAID-funded Rural Resilience Activity in Nigeria’s northeast.
  • The purpose of the Rural Resilience Activity is to sustainably move people out of chronic vulnerability and poverty in contexts of conflict. The Rural Resilience Activity (RRA) will enable individuals and communities to engage in strong and sustainable market systems rather than continuing to rely on humanitarian assistance and faltering with each new shock.

General Position Summary

  • The Conflict & Resilience Advisor will be responsible for the technical leadership and guidance on the integration of conflict-sensitive and resilience approaches across the RRA. S/he will partner closely with technical advisors and program leadership to ensure conflict-sensitive and resilience-thinking supports design, implementation, monitoring and evaluation processes within and across interventions and supports greater impact.
  • In addition to strengthening technical approaches in conflict sensitivity and resilience, working closely with the Comms & CLA Manager, s/he willbe responsible for guiding teams and capturing program successes, failures, and lessons learned, and facilitating adaptive management and reflective processes to ensure learning improves programming.
  • S/he will be the technical lead to ensure the integration of climate-smart activities and conflict sensitivity across sectors and markets that the RRA is targeting. The position will coordinate closely with the MRM team to ensure that systems are in place to track, analyze and report results.
  • The selected candidate will play a key role in the research activities of the project and keep abreast of the latest research and evolutions. Working closely with the Comms & CLA Manager s/he will be the point person to lead coordination, collaboration and learning platforms and establish productive working relationshipswith other implementers in the Northeast Nigeria.

Essential Job Responsibilities
Technical Leadership:

  • Work closely with project leadership, technical team and Mercy Corps Technical Support Unit (TSU) to set capacity-building priorities to ensure integration of conflict-sensitive and resilience approaches into program design, implementation, monitoring, evaluation and learning.
  • Play an active role in identifying and developing new initiatives that foster and/or improve strategic objectives of the conflict and resilience programming.
  • Work closely with conflict-prone interventions such as livestock and natural resource management to ensure that the RRA strategies are executed well.
  • Play an active role in identifying and developing new initiatives that foster and/or improve strategic objectives of the conflict and resilience in the RRA and other programs of Mercy Corps Nigeria.
  • Foster a culture of innovation and adaptive management across the diverse team members of the conflict and resilience program portfolio, ensuring coherence across outcomes and sectors and documenting and disseminating best practices.
  • Compile existing conflict analysis conducted under RRA and coordinate future analysis to inform conflict-sensitive programming and to develop the conflict-sensitive intervention strategy for the program.

  • Coordinate with the Comms and CLA Manager to organize program review and reflection processes to capture learning its use in programming.
  • Ensure the implementation of the conflict and resilience interventions in highly varied sectors and components – for example establishment of an Early Warning & Response system and community- and system-level work to support off-farm employment – are conducted fully aligned with each and in furtherance of the program portfolio’s overall strategic aim
  • Lead on sequencing, integration and layering to ensure that various program team members (e.g. resilience team members, conflict prevention team members), MRM and partner teams do not conduct their activities in siloes.
  • Foster a culture of adaptive management, trialing new approaches and systems.
  • Develop the capacity of program teams, deepen understanding of their roles and assist with career development.
  • Assist team members with information, tools and resources to improve performance & reach objectives. Liaise closely with HQ and Regional Technical Support Unit members (from conflict, environment, markets, resilience and research TSUs to name a few)
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

Influence & Representation:

  • Represent Mercy Corps at government, donor, NGO, and other relevant events, in close coordination with the Chief of Party and country leadership.
  • Coordinate activities with consortium and strategic partners, local government and private sector partners and other implementers, as well as with other Mercy Corps programs.

Security:

  • Work closely with the country team’s security focal point to develop and maintain systems that promote the safety and security of all team members involved in activities coordinated by the Conflict & Resilience Advisor.
  • Ensure that program activities designed and implemented by the Conflict & Resilience Advisor include a clear analysis and understanding of security considerations

Organizational Learning:

Knowledge and Experience

  • MA/S or equivalent experience in Agriculture, Environmental Management, Peace & Conflict, Social Science, Governance or other relevant field required.
  • Minimum five years of relevant technical experience working in the fields of both conflict-sensitive and resilience.
  • A thorough understanding of resilience thinking, conflict-sensitive building, conflict sensitivity and systems approaches to development, natural resource management is required. A good understanding of food security, youth, urbanization, market systems development, and environmental programs is preferred.
  • Demonstrated ability to design and facilitate processes to use research and MRM to improve program learning and adaptive management.
  • Strong representation, networking, and facilitation skills. Proven ability to synthesize and communicate complex subjects/topics effectively to multi-stakeholder groups.
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
  • Ability to work both independently and collaboratively with a diverse, geographically spread team.

Success Factors

  • The successful Conflict & Resilience Advisor will be an intrepid relationship manager skilled at working across teams to achieve results. S/he will be conscientious, with an excellent sense of judgment and commitment to integrity.
  • S/he will demonstrate effective verbal and written communication, multi-tasking, organizational, and prioritization skills. Demonstrated attention to detail, ability to follow procedures, meet deadlines, and work independently and cooperatively with team members is required.
  • The successful Advisor will have a sincere interest to see big picture trends through various systems lenses and roll up his/her sleeves to put theory into practice in field work.
  • Finally, s/he will have the ability to train and facilitate dialogue among a diverse group of individuals with various skill sets and working styles through innovative capacity building and facilitative techniques.
