1.) Supply Chain Officer

Job Title: Supply Chain Officer

Location: Abuja
Employment Type: Temporary, Full Time

Job Purpose

  • To provide technical support on the supply chain management of malaria commodities at the project office in the State, Nigeria.

Scope of Work

  • The Supply chain officer will be actively responsible for maintaining an effective and efficient logistic management and inventory control of SMC drugs at the state level.
  • S/he will be work directly within the State Logistic Management Coordinating Unit and the Malaria Consortium office at the assigned state.

Key Working Relationships:

  • The Supply Chain Officer will be a member of the programme implementation team and report to Country Commodity Manager in delivering programme work plan.

Key Accountabilities
Supply Chain Management (70%):

  • Ensuring that the supply chain activities meet the needs of the programmes in a timely manner and does so in accordance with donor requirements, MC policies and procedures.
  • Carry out monthly stock status assessment of all SMC commodities at the state central medical store and report on the assessment to higher levels flagging issues needing action
  • Coordinating SMC microplanning during which targets which form the basis for SMC drug quantification are determined
  • Provide technical support to strengthen the   procurement and supply chain management of malaria commodities at the assigned state
  • Contribute to state level quantification of commodities as well as development of distribution plans using credible and verifiable data sources
  • Support and assist in the management of SMC commodities at the assigned State Central Medical Stores (SCMS) and health facilities.
  • Ensure the availability and distribution of pharmaco-vigilance forms during each implementation cycle.
  • Provide guidance on reporting ADR using the pharmaco-vigilance forms to the state teams.
  • Carrying out post-distribution gap analysis for all SMC commodities at the assigned state.
  • Submit timely and accurate logistic report at the end of every SMC cycle and review all LMIS reports for SMC commodities at the assigned state.
  • Coordinate Reverse logistics for SMC drugs from health facilities to the state central medical store.
  • Monitor the delivery of SMC commodities and escalate any discrepancies in the quantity of commodities delivered and any quality issues.
  • This will be done at all the levels of the distribution of SMC commodities (SCMS, Health Facilities and Communities).
  • Working with the state Logistic Management Coordination Unit on the management of SMC commodities and also serves as a link between Malaria Consortium and the state Logistic Management Coordinating Unit.
  • Provide support for the Monitoring and Evaluation team and reconcile logistic data with M&E data.
  • Maintaining and regularly updating a database of SMC malaria commodity logistics data.
  • Performs other duties as directed by the Zonal Project Manager.





Coordination / Feedback (30%):

  • Ensure smooth relationship with Country Office and Supply Chain Managers
  • Support collation and transmission of pharmacovilance reports to NAFDAC and the state LMCU.
  • Coordinate micro-planning for the supply chain component of SMC implementation at the assigned state.
  • Facilitate routine monitoring and supportive supervisory visits to health facilities on effective supply chain management of SMC commodities.
  • Coordinate review meetings for all LMIS SMC reports to provide feedbacks on the quality of LMIS reports.
  • Provide regular feedback to the country Supply Chain Manager in a timely manner.
  • Provides support to the zonal project manager on program implementation.

Person Specification
Qualifications and Experience:

Essential:

  • Have a Bachelor's Degree in Pharmacy with 5 years post-qualification experience.
  • Proven previous experience in Supply Chain and Logistics Management of Malaria or HIV/AIDS commodities.
  • The person must be familiar with the national supply chain system of MoH and LMIS, including MCLS.
  • Experience working with and engaging stakeholders at the state level
  • Ability to engage with stakeholders on the supply chain management of public health commodities.
  • Good inter-personal, communication and planning skills.
  • Experience with good understanding of logistic management of public health commodities in Nigeria.

2.) SBCC Officer

Job Title: SBCC Officer

Location: Osun

Job Description

  • The SBCC officer is expected to increase demand for routine immunization and PMC using evidence-based, participatory, and systematic processes.
  • Applying approaches, activities, and tools based on behaviour science to positively influence knowledge, attitudes and social norms among individuals, institutions, and communities.
  • He/ she will adopt the project SBCC communication plan and bear the responsibility for implementation of the advocacy, social mobilisation, programme communication, SBCC monitoring and evaluation activities in support of PMC-Effect project at the State, LGA and community levels.
  • The job holder will engage, and work directly with partners and stakeholders at the policy, service delivery point and community levels, to achieve demand creation targets of the project in Osun state.

Key Working Relationships:

  • The position holder will be expected to work closely with the State Project Manager and PMC project state and national team, the Principal Investigator and C0- principal investigator.
  • He/she is also expected to work directly with all existing SBCC stakeholders (Social mobilization committee, Ward Health Committees, Health Promotion officers and Health Promoters) in the state and the focal LGAs to achieve demand creation targets while implementing the social and behaviour change communication (SBCC) strategy for PMC-Effect project.

Key Accountabilities
Demand Creation (60%):

  • Develop and implement the SBCC strategy that articulates the strategic approaches, priority interventions and activities needed to create awareness, facilitate uptake and utilization of PMC services for the project.
  • Intensify the dissemination of appropriate information on immunization to motivate, inspire and increase the number of caregivers bringing their children for immunization services.
  • Undertake activities to improve the communication between the health care providers and their clients so as to increase acceptance, demand for and use of SP-PMC among the mothers/caregivers.
  • Convene periodic SBC and service delivery coordination meetings or forums to promote data sharing, analysis and use, and real-time strategy (re)alignment e.g., message harmonization.
  • Support State and LGAs Health Promotion Officers SBCC activities at the state and community level; disseminating SBCC messages to key audiences, through relevant channels; to improve the uptake of services and commodities of the project.
  • Lead the State level implementation of advocacy interventions with policy, political, community and religious leaders, women groups, CDC/As and CBOs working in collaboration with the existing structures at the State, LGA and/or ward levels to enhance acceptance, ownership and resource mobilization and sustainability for the project;
  • Facilitate SBCC-related workshops and orientations at state and LGA levels.
  • Ensure SBCC component is adequately included in the project’s monitoring and supervision activities.
  • Participate actively in all SBCC and related activities of the projects including media material development, and production and review of SBCC work plan and budget.
  • Contribute, as a member of project state team, to the overall state work plans, sub agreements, and deliverables of the project
  • Coordinate targeted distribution of SBCC materials for the project; and orientation of key audiences on how to use the materials.
  • Coordinate the collaboration with all SBCC stakeholders and structures to ensure that appropriate and correct messages reach all rural and urban population in the state, focal LGAs and communities.

Knowledge Management (20%):

  • Prepare success stories relating to the project interventions and document other achievements of the PMC-Effect project.
  • Document and archive project knowledge management products
  • Prepare and submit monthly summary and quarterly reports of SBCC activities for PMC-Effect Project,

External Relations and representation (20%):

  • Support the project’s efforts to manage relationship with MC partners within the State, both through interpersonal and targeted media communications.
  • Represent the PMC-Effect project at events and meetings, as agreed with/directed by the State Project Manager; and actively support efforts to increase overall achievement of the project objectives.
  • Management of external relations with stakeholders and other implementers in the state
  • Creation and maintenance of feedback loop between communities and the project on accountability issues
  • Perform any other duties as directed by the Project Manager

Person Specification
Qualifications and Experience:

Essential:     

  • A minimum of a University Bachelor's Degree (B.Sc) or Higher National Diploma (HND) or equivalent in Health Promotion, Mass Communication, Social Science, or Community Health.
  • Minimum of five (5) years experience in public health programme/project; with focus on social mobilization, programme communication, community mobilization and advocacy, with experience in health programme design, implementation, coordination, and management.
  • Experience collaborating with ministries of health and/or State malaria elimination Programme (SMEP) in Nigerian states on the implementation of public health programmes, including malaria control and EPI.
  • Demonstrated leadership and problem-solving skills, working on, and providing oversight on SBCC activities at the state and LGA levels.
  • Previous experience working with community accountability structures like Ward Development Committees, Ward Health Committees etc.
  • A good knowledge of Yoruba culture, proven sensitivity to cultural differences and the ability to work in culturally diverse environments.
  • Fluency in English and Yoruba languages is compulsory.

Desirable:

  • Ability to multi-task and oversee several ongoing activities.
  • Demonstrated skill in community outreaches, campaigns, mobilization and coalition-building in the public sector.
  • Proficiency in the use of computers (Microsoft Word; Excel and PowerPoints); and internet navigations.
  • Experience in malaria programming and/or EPI will be an advantage.
  • A good team player.

  • The Manager – Waste Management will manage all medical related waste at health facility level and at community commodities for which Malaria Consortium is responsible for in Nigeria and will also maintain oversight of all commodities for which Malaria Consortium Nigeria is accountable for.

Requirements
The successful candidate will have:

  • Degree in Environmental or Medical Sciences or any other Science course with Master's Degree in any of these courses (Public Health, Environmental / Medical Sciences, any other relevant courses),
  • At least five (5) years of progressive experiences in HCWM;
  • The postholder is expected to have previous experience in the preparation of HCWM technical instruments recognized by the World Bank, strong country knowledge and of World Bank safeguard policies, experience in hazardous/HCWM activities;
  • At least five years’ experience in developing training manuals or other training documents for programs/projects funded by multilateral agencies specifically on hazardous/HCWM, working experience in Nigeria or developing country under similar condition;
  • Good technical and organizational background in performing hazardous/HCWM for programs/projects, and ability to cooperate and interact with stakeholders including facilitating meetings and workshops.

9.) Logistics and Supply Chain Manager

10.) Project Director

Job Title: Project Director

Location: Abuja

Description 

  • The Project Director will provide overall leadership to the IMPACT team and be responsible for managing the project activities.
  • The position will be based in the country office, with regular travel within implementing locations at Lagos.
  • It will support the IMPACT project team by providing managerial, and technical support and direct implementation of LLIN campaign, Malaria case management, community engagement and waste management.
  • The post holder will work closely with the country-level   Senior Management Team (SMT).

Requirements
The successful candidate will have:

  • Master’s Degree in a relevant field (e.g., Epidemiology, Public Health, Tropical Medicine, Parasitology or Equivalent);
  • At least 10 years of experience managing development projects, preferably in African countries with a strong focus on field implementation;
  • Experience managing projects with a mix of facility and community-based interventions is required
  • Experience managing projects with a focus on behavior change would be an asset
  • Demonstrated track record with project management, monitoring and evaluation
  • Strong communication skills (oral and written) in English
