Details
- The ICRC Delegates are deployed all over the world to contribute to the organization’s mandate.
- Their duties focus either on protection-related activities or are more polyvalent in nature.
- The ICRC fosters an integrative approach and the Delegates work in close collaboration with other ICRC departments (e.g. Health, Economic Security, Communication, etc.) to reach their objectives.
Roles Description & Main Responsibilities
- Are you the next ICRC delegate who can support ICRC operations on the ground?
- Based in one of our duty stations in the Sub-Saharan Africa region, your responsibilities vary in accordance with the operational needs and may evolve rapidly.
Main Duties
- Supporting the analysis of the general situation (including security) and the humanitarian needs of the affected population according to the Delegation’s strategy and objectives.
- Expanding or consolidating a network within their area of responsibility (e.g. affected communities, local authorities, arms carriers, non-governmental organizations, National Red Cross/Red Crescent societies, community/tribal leaders, etc.).
- Carrying out field trips in order to monitor the situation and assess the beneficiaries’ needs.
- Implementing protection activities, such as visiting detainees, searching for family members separated by the armed conflict/other situations of violence or international migration, and documenting violations of IHL/human rights law.
- Collaborating with ICRC departments and the Red Cross/Red Crescent movement, contributing to the implementation of their activities to provide assistance.
- Planning and carrying out dissemination sessions on ICRC’s activities and mandate for target audiences.
- Maintaining and developing a dialogue/relationship with actors relevant for ICRC’s security, such as security forces, arms carriers, to obtain the necessary security guarantees. Following up on the evolution of the security situation; proactively/regularly sharing the information to the relevant managers, including written reports on security incidents.
- Writing timely internal and external reports ensuring respect for confidentiality and the appropriate follow-up.
- May be called upon to lead a team (on an ad hoc basis or permanently).

Required Skills and Experiences
- Bachelor's Degree or equivalent.
- At least two years of relevant working experience including at least six months of international experience.
- Language requirements:
- Fluency in French and English (minimum B2 level).
- Good command of one of the following languages is a strong asset: Peul, Hausa, Lingala, Arabic.
Desired Profile:
- Excellent writing skills and ability to build clear and concise reports.
- Strong emotional intelligence with ability and experience to communicate with the civilian population, families of missing, detainees, etc.
- Experience in the area of education, sexual violence, accountability to affected populations or other protection topics (e.g. detention, judicial guarantees, missing persons and their families, protection of civilians, internal displacement, migration, community-based protection, child protection, urban violence, data analysis, opportunities and challenges related to digital technology).
- Cross-cultural awareness gained through previous humanitarian or other voluntary experience, ideally with international exposure.
- Confirmed interpersonal skills and a strong commitment to a collaborative approach in a multi-cultural and multi-disciplinary team.
- Flexible and able to adapt to changing situations and react appropriately.
- Capacity to work autonomously and proactively.
- Good planning and organizational skills with a priority mentality.
- Preparedness to function in an insecure and stressful environment with few social outlets.
- Understanding of security risks and capacity to follow security rules and procedures.
- Proven ability to work in proximity to affected communities.
- Humanitarian work motivation and commitment to the ICRC’s mandate and principles.
- Familiarity with the Red Cross/Red Crescent movement is an asset.
- Experience in leading teams and programs is a strength.
Operational And Field Constraints:
- Aligned with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.
- Applicants who have more than one nationality are encouraged to indicate this information as it is relevant for deployment reasons.
- Candidates must possess a driving license for manual transmission vehicles.
- Applicants must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children, or dependents) for a minimum of two years and to go to any location proposed.
- Candidates selected need to be in good health and will have to do a medical check-up prior to departure in the field.

2.) Staff Health Field Officer I

Location: Yola, Adamawa
Main Duties and Responsibilities
Prevention, Clinical Care and Emergencies:
- Makes a context- specific health risks assessment.
- Carries out context-specific health briefing for all new ICRC staff and debriefing for departing staff.
- Identifies vaccination centers and ensure that vaccinations of ICRC staff are complete as determined in the staff health policy and depending on the local available vaccines.
- Counsels for medical screening at recruitment and for specific professional categories and the yearly medical Green Light for mobile staff.
- Assesses referral facilities for ICRC staff and supervises the medical kits (first aid, field trip, etc.)
- Manages the PEP and post-rape kits (procurement, placement in main sites, use, correct disposal, reports use).
- Implements and manages the HIV/AIDS WWP, as and when needed.
- Facilitate First-aid trainings for staff on regular basis in collaboration with National Society
- Participate in integrating the Medical Contingency Plan in the contingency plan of the sub delegation.
Case Management, Medical Evacuation, and repatriation, 24/7 Medical Hotline:
- Keeps strict medical confidentiality: all individual health information of ICRC staff is strictly confidential. Upon agreement of the concerned person, it may be shared among medical staff bound by the same medical confidentiality.
- Applies standard ICRC guidelines as established by RH_COE_SAN in case of medical evacuation, illness and accident, accidental exposure, and rape.
- Liaises with the WEC delegates regarding staff health concerns.

Stress Management, Monitoring and Evaluation:
- Ensures support in the implementation of the institutional stress policy.
- Monitor’s client satisfaction and implement relevant improvements.
Medical Insurance and Information:
- Administrative accounting tasks related to staff health/insurance are performed confidential
- Creates confidential database/patient file in the sub delegation.
Education and Experience Required
- MBBS, with minimum of 3 years of clinical experience
- Fluency in English
- Experience in mental health, stress management is an asset.
- Experience in medical evacuation and transportation is an asset.
- Knowledge of tropical health and public health systems.
- Proficiency with MS-Office and internet tools.

3.) Air Operations (AirOps) Officer II
Location: Abuja
Main Duties and Responsibilities
- Receive / filter and respond to messages regarding flight bookings for fixed wings and UNHAS, including and sharing with concerned units/departments. Respond to visitor’s enquiries as required.
- Ensuring all ATRs are booked timely and accurately with the correct passenger information, luggage booked and routing on AOMS3 for timely flight planning. Book passengers and cargo on UNHAS when required.
- Establish and distribute flight manifest as required and respecting set timelines and ensuring that all passengers and cargo booked for fixed wings are captured in the final manifest
- Perform check-in as per ICRC Procedures and ensure on time departure from office to airport.
- Brief all passengers and concerned ICRC units about ICRC AirOps guidelines and procedures.
- Co-ordinate with the logistics/fleet for the transport of passengers and cargo to and from the airport
- Provide guidance and assistance to passengers and non-AirOps ICRC staff; assist with loading and offloading of passengers' personal effects and cargo when needed.
- Follow-up security reports, weather trends, obtain and provide to crew and AirOps team required METAR-TAF as well as all required operational information, to allow safe flight planning and dispatch.
- The day of the flight perform flight following to monitor the position of the aircraft, react to operational issues and communicate to all involved focal points and suppliers (fuel, handling, etc).
- Act as the local liaison person for the ICRC for relations with UNHAS and MSF in Nigeria.
- Coordinates as necessary with other services at the airport, such as intelligence officials, airport authorities, security personnel and humanitarian officers.
- Coordinates the movement of passengers, luggage, cargo, and diplomatic mail through the airport, and processes them through customs and immigration.
- As main focal point for UNHAS in Nigeria, ensuring that information such ATRs and tickets of passengers booked on UNHAS are documented for proper accounting purposes and in compliance with finance requirements for settling of UNHAS account payments on monthly basis
- When required, issue field assessment reports for RED768 destinations, and participate to ramp, aircraft and spare part maintenance, and any other inspections with AOM
- As IATA DGR Cat 6 certified personnel, fill, issue and distribute Dangerous Goods documentation for any shipment of DGR scheduled to fly on RED768
- As required, ensure that all DGR intended to fly on RED768 are packed and marked as per IATA regulations
Education and Experience Required
- University Degree in Aviation Management and/or combination of education, professional training, certification in air transport, and experience in air transportation related occupation required.
- A minimum of 3 years of progressively responsible flight operations work experience with an Airline, Flight Briefing Office, Ground Handling Company or Airport Operator. Professional experience in a field related to air transportation.
- Previous experience with a Humanitarian agency would be an added advantage.
- Additional vocational training in logistics or aviation an asset.
- Advanced level in computer skills (Word, Excel, and PowerPoint) including working knowledge of Flight planning systems.
- General knowledge of the Aviation industry and technical aviation terminology.
- Good command of written and spoken English.
- Driving license.
- Succeed in ICRC driving test.

4.) Logistician I

Job Description
- Under the supervision of the Logistics Site Manager in Yola, the Logistician 1 provides technical and operational support in the areas of purchasing, warehousing, stock management, transport, import-export activities, and statistics, in accordance with the ICRC’s logistics standards and local legislation.
Main Duties and Responsibilities
- Acts as Team lead in the absence of the Logistics Site Manager (LSM).
- Assist the Logistics Site Manager with the management of different logistics activities and teams.
- Fulfills the gap of any logistics team member’s absence according to the competence and performs related tasks efficiently in compliance with effective rules and procedures.
- Collect needed data and information within assigned area(s) and produce and share related reports with LSM and technical reference persons.
- Follows up on all work-related messages and correspondence with the relevant contacts and departments.
- Manages and oversees warehouse activities and staff.
- Ensures that goods are received, stored, and dispatched according to the SOPs; immediately reports any problem or discrepancies.
- Ensures that warehouse space is well utilized and makes recommendations for layout changes when needed
- Ensures that goods are properly segregated within the warehouse.
- Ensures that warehouse regulations and rules on pest control and hygiene are applied.
- Commissions and follows up on air, sea, and road transport.
- Organize the logistical transport of good so that the ICRC can carry out its assistance activities.
- Checks the credentials of contracted companies under the supervision of Logistics Site Manager and Head of Transport Unit in the Delegation.
- Ensures that all transport requests from delegation and sub-sites are responded to quickly and efficiently.
- Ensure the hand-over with handling agent for all passengers, luggage, and cargo for RED flights from/to Yola airport for further processing through terminal.
- Ensure that all departing/arriving cargo is as manifest and corresponds to the AWB issued by Logistics. Any unmanifested cargo (including Dangerous Goods) should be reported to AirOps focal point ABJ.
- In case of operational issues (technical issue, weather change, etc.), informs AirOps focal point ABJ accordingly so mitigation measures can be put in place as required.
Education and Experience Required
- University Degree in Logistics, Administration, or any related discipline
- Three (3) years professional experience, preferably in commercial, military, or humanitarian logistics
- Good command (spoken and written) of English language
- Computer proficiency
- ICRC field experience is an asset
- Available to travel outside of Yola, to the different site of operation on a regular basis.
