The Federation of Canadian Municipalities (FCM) is recruiting to fill the following positions:
1.) Finance Assistant
2.) Project (Admin) Assistant
3.) Project Officer
The Federation of Canadian Municipalities (FCM) has signed a contribution agreement with Global Affairs Canada (GAC) for a six-year project (2021-2027) entitled Partnerships for Municipal Innovation – Women in Local Leadership (PMI-WILL). PMI-WILL aims to enhance the enjoyment of rights for women and girls, in particular those from marginalized groups, in Benin, Cambodia, Ghana, Sri Lanka and Zambia. The project will use a two-pronged approach to achieve this goal:
• increasing the participation and enhancing the role of women as leaders and decision-makers in local governance
• increasing the effectiveness of local governments in delivering inclusive, gender-responsive municipal services.
FCM will implement the project in collaboration with national Local Government Associations (LGAs) in each country, selected local governments/municipalities and other selected partners, including relevant Ministries, CSOs and women’s rights organizations. FCM will mobilize Canadian municipal practitioners and elected officials from FCM’s membership to provide peer-to-peer technical assistance.
The project field office is based in Ghana and covers all 5 countries, supported by FCM head office in Ottawa, Canada.

1.) Finance Assistant
Major Purpose
Reporting to the Finance and Operations Manager, and working closely with the Finance Officers, the Finance Assistant will be responsible for providing financial support services for the PMI-WILL project. The Finance Assistant will assist with the financial duties related to compliance with the Contribution Agreement and FCM’s policies and procedures.
Key Responsibilities
• Responsible for entering disbursement information and ensuring expenses are reconciled with the accounting records;
• Reviews expense claims, advances and credit card statements against project budgets and other established processing procedures, assessing accuracy and eligibility, following up on any missing information or discrepancies, and coding according to established guidelines and proper signing authority;
• Assists Finance Officers with monthly journal entries and reconciliations;
• Assists with preparation of monthly reporting package for program staff;
• Assists with training of partner finance and admin staff on accounting procedures and processes as requires and attends regular partner finance team meetings;
• Reviews supplier contracts and ensures proper signing authority; creates purchasing requisitions for vendor contracts;
• Provides support and assistance to Finance and Operations Manager with spot audits of partners, and assists in external organizational / project audits by collecting required information;
• Participates in and/or supports the implementation of the finance Annual Work plan.
• Responsible for document retention (filing hardcopy and on the server) of financial documents

Qualification Required & Experience
Knowledge and Experience
• Legally entitled to work in Accra, Ghana
• First degree or bachelors’ degree in accounting and 3 years practical experience with accounting practices and procedures, specifically, general ledger activities and expense claim processing;
• Good analytical skills in order to reconcile accounts and prepare reports;
• Strong Organizational skills and the ability to work unsupervised;
• High level of accuracy and attention to detail is essential;
• Strong oral and written communication skills;
• Knowledge of Microsoft Office, specifically Excel and PowerPoint, and experience with accounting software packages.
• Ability to work in hybrid work environment.
Language
• The ability to work in both official languages (English and French) is an asset.

2.) Project (Admin) Assistant
Major Purpose
• Reporting to the Finance and Operations Manager but working closely with the Project Specialists for Gender Equality and Social Inclusion and for Local Governance and Ghana team, the Project Assistant is responsible to provide administrative, logistical and organizational support for the PMI-WILL project.
Key Responsibilities
• Organizes logistics for project activities such as meetings, workshops, study tours, local or international missions, information sessions and special activities, in coordination with project staff, partners and host municipalities.
• In collaboration with the Project Admin-Ottawa, coordinates project and partner team meetings, including hiring interpreters, ensuring smooth operation of virtual meeting platforms, recording meetings, sharing agendas and taking meeting minutes.
• Reviews, processes (codes, validates, verifies) and submits invoices, expense claims and cheque requisitions to the Finance department. May be required to track expenditures against budget, collect information and provide input for annual budget planning.
• Coordinates travel arrangements related to the Ghana field office (accommodation, transportation, insurance, advances, etc.) for staff, consultants and municipal partners; advises partners and consultants on FCM and Treasury Board travel policy and procedures; and if pertinent, liaises and coordinates with Ottawa office and partner Local Government Associations (LGAs) to ensure coordination of international travel arrangements.
• Provides administrative support for the project including: drafting, editing and/or proofreading a variety of documents (e.g. agreements, reports); and maintaining electronic copy of project documentation (i.e. travelers’ profile, mission checklists, contact information, copies of passports, insurance forms, biographies, etc.) for effective and efficient retrieval of information.
• Liaises with both PMI-WILL staff and external service providers on matters related to coordinating and following up on translation and production of documents, coordinating and confirming travel arrangements, and scheduling and logistics coordination for meetings and events.
• Supports project management functions (e.g. preparation, monitoring and review of annual plans and budgets, recruitment and selection of municipal practitioners, etc.).
• Provides updates to the team during regular project team meetings.
• Participates in administrative and operations team meetings; may be called upon to provide back-up support for other Project Assistants, as needed.
• Supports the capacity development of partners and staff, if applicable, in matters related to administration, logistics, policy interpretation and implementation of administrative systems and tools, in order to ensure alignment with FCM practices
• Acts as the contact point for administrative and logistics support, including responding to enquiries or transferring them to appropriate parties.
Qualification Required & Experience
Knowledge and Experience
• Legally entitled to work in Accra, Ghana
• First degree or bachelors’ degree in administration, management or other relevant discipline.
• A minimum of 3 years’ experience in an administrative role or equivalent related education/experience.
• Strong knowledge of administrative practices and processes (e.g. electronic file management, templates and business documents formats).
• Strong knowledge of business support processes and tools, computer business applications (Microsoft Office suite) and virtual meeting platforms (e.g. Teams, Zoom, Whatsapp, etc.)
• Good organizational, interpersonal and communication skills, and a professional attitude in order to coordinate work with various stakeholders and senior level contacts.
• Demonstrated ability to multi-task and prioritize in a fast-paced environment with tight deadlines/turnaround times.
• Strong attention to detail and accuracy.
• Ability to maintain confidentiality, discretion and tact when dealing with sensitive information.
• Strong customer service skills.
• Experience working in international programs or overseas is an asset.
• Ability to work with individuals from diverse cultural backgrounds.
• Understanding of financial management principles.
• Understanding of donor-funded guidelines and contractual obligations.
Language requirements
• Fluency in English and French (oral and written) is essential.

3.) Project Officer
Major Purpose
• Reporting to the Project Director and working closely with the Gender Equality and Social Inclusion Specialist and the Local Governance Specialist, the Project Officer (PO) will provide project management, coordination, administrative and logistical support to build municipal capacity.
• His/her support will contribute to delivering and reporting on activities related to women as leaders and decision-makers in local governance and delivering inclusive, gender-responsive municipal services across the 5 partner countries.
• With guidance from the team, the Project Officer will oversee the design, logistics and delivery of capacity building events (both online and in person), coordination of participation in regional and global networking events and project planning meetings. The Officer also supports the collection and reporting of project results data and the development of knowledge products.
Key Responsibilities
• Support the delivery of activities developed by the PMI-WILL specialists using a common approach, including awareness-raising and capacity development activities for municipal staff, elected officials and partners priority areas, both online and in person.
• Support the development of content or contract consultants to develop content for common project capacity development activities.
• Support the development of TORs for project-related research and review draft research reports.
• Leads the development and delivery of information resources, guidebooks, tools and activities to promote uptake of these. Develops and deploys strategies for optimal impact and reach.
• Coordinate and support the delivery of learning events for partner stakeholders, the Global Partnership Group meetings, and project planning and review meetings, including logistical arrangements.
• Maintains up-to-date knowledge of effective and innovative capacity building tools and approaches and supports knowledge sharing through the project’s Knowledge Hub.
• Coordinates regional and international networking events for selected participants from partner countries, including logistical arrangements.
• Maintains records and where required, follows up with partners in regard to data required for monitoring project results against targets.
• Designs and develops program content for PMI-WILL events.
Qualification Required & Experience
Knowledge and Experience
• Legally entitled to work in Ghana
• Minimum of 5 years of professional experience designing and delivering initiatives which connect diverse stakeholders (e.g. government, not-for-profits, private sector, etc.), build local capacity and measure impacts.
• University degree in community development, public administration, or a related discipline with knowledge of organizational change and capacity development.
• Knowledge and experience in the area of gender equality and inclusion, local governance and program management, and knowledge of the municipal sector structure, needs, and capacity considered an asset.
• Excellent communication and presentation skills (written and oral). Includes the ability to coordinate and work with multi-disciplinary teams, lead meetings and make formal presentations to high-level audiences.
• Excellent interpersonal, ‘customer-service’ approach and influencing skills with the ability to establish support and credibility at all levels within the team and with our partners.
• Strong research and analytical skills.
• Ability to spearhead and work independently on projects using excellent judgement.
• Excellent project management skills with strong ability to multi-task.
• Ability to administer small budgets, allocating funds for events or travel support, correcting for variances as needed.
• Capacity to work in a changing environment and willingness to take on new or evolving responsibilities.
Language
• The ability to work in both English and French is required.
