1.) Procurement Assistant
Job Title: Procurement Assistant

Job Summary
- You will effectively perform various activities throughout the procurement cycle to assist the acquisition of goods and services in support of the delivery of high-quality programming to the poor and vulnerable.

Roles and Key Responsibilities
- Supports requestors to prepare complete and comprehensive Purchase Requisition Forms.
- Assists with the maintenance of the procurement plan and the procurement tracking tool to facilitate timely communication of procurement/purchase needs, status updates on progress of all orders, and effective and efficient service delivery.
- Assists the Procurement Officer in the continuous search for competent, reputable, and reliable suppliers of goods or services.
- Visits suppliers (company site, stores, and/or production facilities) to collect information and support the due diligence process.
- Purchases items following CRS procurement documents (i.e. Purchase Order), instructions, and standards.
- Prepares Payment Requests, ensuring all the supporting documentation is accurate and on file to assist the timely payment to vendors; and, follows up with requestors, suppliers, and other relevant parties to address any deficiencies and/or discrepancies.
Basic Qualifications
- Bachelors Degree required.
- 1-2 years work experience in supporting procurement/purchasing, logistics, and/or administration processes and activities.

Job Summary

Roles and Key Responsibilities
- Coordinate fully compliant procurement systems and operating procedures. Assess effectiveness and efficiency and recommend improvements. Contribute to ensuring compliance with CRS procurement principles, standards, and policies, donor regulations, and local statutory requirements.
- Coordinate with various departments to develop and maintain an up-to-date procurement plan with all quantities, quality and delivery requirements for goods and services. Provide pricing information to assist budget holders with budget preparation.
- Ensure that all procurement is done efficiently per CRS Policy, the CRS Procurement to Pay Manual – specifically the Global Fund annex and consistent with the Guide to Global Fund Policies on Procurement and Supply Management of Health Products.
- Coordinate the sourcing process and perform various activities to assist with ensuring the best value for money: market research, cost estimates, solicitation documents, bidding process facilitation, supplier identification and research, quality and availability of goods assessment, negotiation, contract/purchase order and other documents preparation.
- Accountable for transparency within the procurement department through ensuring a complete, accurate and up-to-date document trail of all procurement processes, vendor files, procurement and inventory database to assist with control and accountability. Prepare reports and facilitate document retrieval.
- Once all required steps have been completed depending on the value of the procurement, then: make the selection of the best supplier with regards to price, quality and delivery; determine payment and delivery terms; prepare the Purchase Orders (PO); and draw up contracts as needed.
- Ensure that all procurement is processed for all applicable exonerations as established in the Host Country Agreement or through Donor Agreements, and draft any exemption letters for VAT, duty and tax whenever necessary.

Basic Qualifications

- Under the leadership of the THRIVE Food assistance Manager, the Project Officer (PO) is a non-supervisory position, responsible for the daily project activities in food assistance in Jere, while maintaining relationships with local partner staff as well as vendors and beneficiaries.
- The PO, in collaboration with the local partners, will lead field level engagement with food assistance vendors, and project participants, ensure compliance with voucher methodology, collect data as guided by the MEAL Officer and assist the local partners in project implementation, monitoring and reporting.
Roles and Key Responsibilities
Coordinate and clearly communicate food assistance activities:
- Support the vendor procurement and price negotiation process as required, in collaboration CRS SCM team.
- Act as the focal point for field level communication with the community mobilizers on food assistance.

5.) Consultant-SPV Feasibility Study
Job Title: Consultant-SPV Feasibility Study

Scope of Services
The scope of the consultant services includes:
- Provide a technical and financial assessment of an SPV solution that takes into account the following variables:
- The System recommendation must cover the entire office and provide adequate backup for non-peak hours.
- Provide design calculations, layout, and schematic drawings for each of the options detailed above including load bearing capacity of the roof or other areas being considered for installation.
- Provide technical specifications and required Bill of quantities (BOQs) for each option which can feed into a procurement process for vendors supplying and installing the systems. This must include estimated depreciation periods for key components of each system (panels, wiring, inverters, batteries, etc., and a recommended spare parts list).
- Provide kwh per day estimates of the system and estimated cost savings estimates in monthly utility bills for each option.
- Provide warranty estimates which can reasonably be expected from vendors for the main components of the system.
- Provide information and implications of any local legal regulations or market barriers which will impact feasibility.
- Provide a recommendation of an easily transferable setup in case we have to relocate to a new Office.
Responsibilities and Tasks
Task 1 - Assessment to determine the technical and financial feasibility for installation of the Solar panel solutions to generate power by Solar Photovoltaic (SPV) systems:
The consultant is expected to propose the optimal solar panel solution by specifying the following:
- Optimal sizing of the SPV Capacity for each of the requested options under the Scope of Services
- Total Costs per system and estimated cost-benefit analysis based on realistic O&M (including warranty considerations and contextual factors)
- Energy Production Capacity to cover the load.
- Grid Usage taking into consideration various battery options.
- Annual Monetary Savings and payback period, (including net metering potential if available).
- Estimated Greenhouse gas emissions reduction.
For proper sizing of the SPV capacity, the consultant shall:
- Assess the CRS Maiduguri office - House No1 Dipcharima Road, Old GRA, Maiduguri, Borno State, Nigeria) and required electrical use to understand its consumption and related requirements per the described options. Review available load consumption data from the team.
- Determine whether it’s feasible to run the office exclusively on the SPV system, especially for critical systems whose power consumption is high, and availability and reliability are key.
- Advise whether the country program office can depend totally on SPV power or whether this will complement existing options and how this relates to the design options proposed.
- Provide guidance on whether this is a phased transition or whether this should/could be done all at once.
While calculating the annual monetary savings, the consultant should consider the following:
- Assess the local climate, solar irradiation, and environmental factors that may impact the system's performance.
- The availability of sunlight throughout the year, sun exposure, and other conditions affecting system performance.
- The area available (rooftop, parking, and possible options for ground-mounted, etc) and their exposure towards the south/north/east/west to calculate the power that can be generated.
- Projected realistic O&M and expected performance of the system in the context.
- Share current or anticipated future net metering options, or other ways to utilize or monetize surplus electricity generated.
Task 2 - Prepare technical specifications for procurement and installation of SPV system, including bill of quantities with costs estimates for all options:
The technical specification must include details as follows, but not limited to:
- Solar Photovoltaic Modules
- Adequate protective devices against surges at the PV module (including switchgear for larger systems)
- Inverter(s)
- Battery storage and capacity recommendations
- Appropriate warranty relating to different equipment parts but also installer workmanship.
- Design/performance requirements of the system as a deliverable (e.g weather or uplift loading resistance)
- Inclusion of access to real time information on system performance over the internet (many systems provide real-time inverter applications)
- Outline training on O&M and trouble-shooting needs as related to technical specifications. Provide recommendations on what will be provided by supplier or contractor and what can reasonably be delivered in-house by operations staff.
- Include as needed - Integration with the electric vehicle charging station.
- Qualification of the module frames.
- Tolerance rate of output power of any supplied module.
- Specification of the International Electro technical Commission (IEC) qualification test of the PV, requirements for construction, testing and safety.
- Variation of the peak-power point voltage and the peak-power point current of any supplied module and/or any module string.
- Current-voltage characteristic curves at STC (Standard Test Conditions)
Task 3 - Be part of the evaluation team, and if necessary, supervise the Installation and acceptance/commissioning of the PV implementation contract:
As needed based on role you expect consultant to play:
- The consultant shall participate in the evaluation of the proposal by the prospective vendor and will play an advisory role to the committee.
- The Consultant shall prepare reports, administer works contracts; evaluate schedules; monitor the progress of the Vendor on projects, and ensure that project deadlines are met.
- The Consultant will also evaluate the completion and commissioning of the project, confirming its compliance with the investment plan.
- The Consultant shall be responsible in case of deviation from the proposed design/system, justification of the differences and evaluation of consequences in terms of compliance with the project must be provided.
Task 4 - Environmental Assessment:
- Evaluate the potential environmental impacts of our off-grid solar system on the property and the surrounding area.
- Identify any potential environmental risks or concerns, such as land use, water use, and waste disposal.
- Recommend measures to mitigate any potential negative environmental impacts and maximize the positive impacts of the off-grid solar system.
Deliverables
The Consultant will be required to provide the following report:
- SPV system solution Assessment Report.
- Technical specifications report including BOQ.
Include below as determined by the involvement of the consultant:
- Checklist for review or inspection of the completed solar installation project.
- Final report including the information on Supervision and Certification of the works completed.

- Conduct regular vendor spot checks before and during the redemptions, ensuring vendor readiness and access to quality food commodities by project participants.
- In collaboration with the PM, collect and organize project vendor payments.

Provides feedback on project’s food assistance activities to PM:
- Provide information to the CAT Officer on troubleshooting needs.
- Provides feedback to the PM on program activities.
- In partnership with the CAT officer reviews vendor transactions.
- Documents good practices stemming from project implementation linked to food assistance teams activities.
Reporting:
- Review local partner reports.
- Provide capacity building on reporting to the local partner as shall be required.
- Report on project activities.
- Collects three human interest stories with photos on project beneficiaries, of which one is of a project vendor.
- Any other task, assigned by supervisor.

- Internal: Sector Advisor Food Assistance, Food Assistance Manager, Feedback and Accountability officers, MEAL Officers, CAT Officer.
- External: Partner staff, Food Assistance vendors, Project participants.
Basic Qualifications
- University Degree in Social Sciences, Humanities, Agricultural Sciences or any other relevant equivalent Degree.
- At least three (3) years experience in project implementation.
- Experience of private sector engagement is desirable.
Preferred Qualifications (BQs):
- Demonstrated experience in community engagement in Borno State.
- Strong skills in oral communication in the languages spoken by community members in Jere.
- Understanding of the cultural, social and gender dynamics of the communities in Jere.
- Proven experience in group discussions and other participatory methods.
- Strong ICT skills. Experience of RedRose database systems is desirable.
- Demonstrated capacities and commitment to gender responsive programming.
- Excellent organizational, analytical, oral and written communication skills.
- Team-oriented and strong interpersonal skills.
- Ability to work effectively under pressure and to multi-task.
- Capacity and willingness to work most of the time in the field in Jere.

Job Summary
- As a member of the Global Fund project team, you will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.
- The GF Malaria Project Officer-Case Management will provide program oversight in malaria case management, including tracking of SRs’ deliverables, targets and reports. S/he will collate and review reports and ensure compliance with donor requirements and organizational policies and procedures.
Roles and Key Responsibilities
- Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
- Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
- Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.
- Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.
- Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.
Other Specific Responsibilities
Program and Case Management:
- Ensure that SR program and Case Management activities are implemented according to the approved work plan and budget, focusing on meeting agreed deadlines.
- Assist in organizing monthly PR-SR review meetings, quarterly review meetings with GF CT and other periodic program reviews, ensuring that case management is prioritized
- Support the preparation/finalization of meeting agenda and distribute minutes of meetings
- Support the development and tracking of GF Malaria Detailed Implementation Plan (DIP)
- Ensure that the CRS Zero Cash Policy is adhered to during implementation
Service Uptake:
- Provide technical and programmatic support required for improving malaria service uptake
- Ensure that SR Service uptake activities are implemented according to the approved work plan and budget, focusing on meeting agreed deadlines.
- Work closely with the Programme team and SRs to drive malaria service uptake in health facilities and in the community.
- Work closely with relevant government organizations at national and state levels, as well as other stakeholders, to strengthen quality of case management.
Training and Mentoring:
- Provide regular programmatic support to SRs in the implementation of grant activities such as trainings, workshops and other capacity development interventions.
- Support the SRs’ planning and implementation of trainings, workshops and other capacity development interventions.
Representation:
- Represent CRS at all required national level sub-committee/technical meetings with NMEP, liaising with other partners as required
- Any other duties as assigned by supervisor

- Internal: Global Fund Malaria Program Team, Deputy Country Representative, Country Representative, Head of Operations, Finance, Procurement and Administration Staff, Regional and Senior Technical Advisors, Deputy Regional Directors for PQ and MQ

Basic Qualifications
- MBBS / MD / B.Pharm is required
- At least 3 years post NYSC relevant experience
- At least one year of malaria programming experience
- Excellent English language skills (oral and written communication skills)
- Proficiency in Microsoft Office, including Word, Excel, PowerPoint and Outlook.

Travel:
- Must be willing and able to travel up to 70%.
