1.) Senior Risk and Compliance Manager

Job Title: Senior Risk and Compliance Manager

Location: Abuja (FCT)

Job Summary

  • You will be responsible for analyzing moderate to complex project and operational activities using fraud tools to detect and prevent fraudulent activities.
  • In addition, the incumbent will provide a high-level review, operational internal controls, and risk management expertise with an emphasis on quality reporting and risk management strategies that address organizational accountability and resilience.
  • The post holder is expected to bring innovative perspectives to the country program to influence and implement fraud and risk management reform in an ever-changing operating environment.

Roles and Key Responsibilities

  • Develop and implement enterprise risk management systems and processes that is geared towards enhancing fraud risk management and oversight.
  • Develop risks model to identify, evaluate and respond to possible risks associated with the CP programmatic and operational activities.
  • Lead annual risk assessment and planning process to develop and maintain the CP Risk register, annual risk and compliance plan and ensure the plan is responsive to and aligned with the risk profile of the CP.
  • Perform high level and complex investigations regarding actual and suspected fraud activities, providing oversight and appropriate resolution to the Country Program Leadership. Supports the establishment of fraud risk tolerance guidelines with donors ensuring the risk of exposure of the organization is within these guidelines.
  • Lead Risk & Compliance initiative by implementing action plans related to risk assessment and annual planning, review exercises and reporting to the CR, Region, HQ and External stakeholders.
  • Serve as lead on all FAM procedures reported within the CP and ensure result based corrective action plans in FAM reporting
  • Prepare anti-fraud training materials and lead on all trainings related to fraud prevention, fraud reporting and Risk Management across the CP, partners, and vendors.
  • Respond to inquiries of donors, Office of Inspector General regarding fraud risk management issues at the Country program or Partners level.

Basic Qualifications

  • Bachelor’s degree required. Master’s Degree in Accounting, Business Administration or other relevant field preferred.
  • Accounting or audit certification highly preferred (E.g ACCA, ICAN, CIA etc)
  • Association of Certified Fraud Examiner Professional certifications.
  • Knowledge of audit standards and compliance regulations; knowledge of COSO’s Internal Control Framework or The Institute of Internal Audit’s International Standards for the Professional Practice of Internal Auditing
  • Minimum of 7 years work experience, ideally with an international organization, with progressive responsibility in audit, risk and fraud management. At least 5 of these years of experience must entail audit, compliance, fraud or risk management experience with International Non-Governmental Organisation.
  • Minimum of 5 years of people management experience.
  • Required Languages - English
  • Travel - Must be willing and able to travel up to 30%.

Job Summary

  • You will provide comprehensive and timely information, clerical, and administrative assistance to meet specific HR service needs that support high-quality programs serving the poor and vulnerable.
  • You will deliver quality support in your role, applying clearly defined HR processes, procedures and service standards.

Roles and Key Responsibilities
Recruitment:

  • Co-ordinate the preparation of recruitment schedules for positions.
  • Responsible for contacting short listed candidates and any follow up as necessary.
  • Coordinate the preparation and make available all relevant materials for position interviews i.e. Job descriptions, interview questions and all materials necessary for the interview.
  • Responsible for making request for/and payment of reimbursements to interview candidates

Onboarding and Orientation:

  • Ensure person numbers are created for new hires before resumption.
  • In liaison with position supervisor and other department heads, coordinate the preparation and implementation of orientation schedule for new staff.
  • Responsible for ensuring that new staff completes all relevant Documents for the Personnel File.
  • Responsible for making workspace and work tools arrangement for new hires working with the IT and Administration team.
  • Responsible for arranging short term accommodation for new hires relocating.
  • Responsible for coordinating relocation allowances for new and existing hires

Maintaining Personnel Information/Records:

  • Responsible for maintaining consistently up-to-date Personnel records for all staff
  • Responsible for the completion and update of the leave-tracking sheet for staff.
  • Responsible for ensuring that all leave requests are consistent with CRS/Nigeria Personnel policy provisions and are documented.
  • Files papers and documents into appropriate employee files.
  • Ensure HR leave and benefit database is maintained up to date at all times

Performance Management:

  • Responsible for tracking the submission of performance and development plans and appraisals.
  • Responsible for tracking completion of formal coaching sessions in February and June every FY.

Benefits Administration:

  • Be familiar with the relevant policy guiding the CRS/Nigeria employee benefits, and ensure administration of benefits in a timely, fair and efficient manner.
  • Ensure that information on employee benefits is consistently up to date i.e., Leaves, and Children Education etc.
  • As first contact for all employee benefits claims, verify that requests are consistent with the provisions of the relevant CRS policy.
  • Responsible for processing payments to Employee benefits providers’ e.g., Health care providers, Life insurance providers.

Other:

  • Provide support in the organization of monthly staff learning events. Take minutes as necessary.
  • Any other duties assigned by the Head of HR

Qualifications
Basic Qualifications

  • First Degree in Law, Business Administration or Social Sciences
  • 1 - 2 years post graduate experience in Administration/Human resource management, preferably in an International Organization.
  • Demonstrate excellent written and oral Communication skills
  • Must demonstrate a good understanding of contemporary human resource issues and best practices

Project Background

  • The Transitioning Households to Recovery from Vulnerability (THRIVE) project is a two-year multi-sectoral recovery project funded by BHA/USAID being implemented in seven peri-urban communities of Jere in Maiduguri municipality targeting conflict affected IDPs and host community members.
  • CRS with Mercy Corps (MC), Women in the New Nigeria (WINN), Salient Humanitarian Organization (SHO) and Justice Development Peace Committee (JDPC) provides humanitarian assistance for early recovery and livelihoods enhancement using a community led approach.

Job Summary

  • You will provide technical support to the THRIVE MEAL team to assist in ensuring efficient data collection, data analysis, data management, and data protection across the database platforms used by THRIVE consortium partners.
  • You will be supervised by the THRIVE MEAL Manager.
  • You will also provide general ICT support to the CRS Maiduguri office as required up to 25% LoE under the technical direction of the ICT Officer.

Roles and Key Responsibilities

  • Support THRIVE MEAL team in use of CommCare applications and forms and maintenance of the system.
  • Train MEAL and program staff on the CommCare application and form development and management.
  • Support THRIVE MEAL team in developing PowerBi reports.
  • Provide ICT and backstopping support to the CRS ICT4D Officer on data management and analysis and ensuring compliance with CRS data privacy standards.
  • Train THRIVE sector program teams on accessing and using Power/Bi for program monitoring.
  • Provide technical back stopping to MEAL team and sector leads on CommCare and PowerBI systems to support system continuity.
  • Configure and maintain applications and user devices for THRIVE MEAL. Set up mobile  devices used by MEAL staff and enumerators  for data collection using CommCare tools.
  • Support MEAL team to train enumerators on the use of the devices and the CommCare system for data collection.
  • Support the MEAL team and program sector leads on the use and maintenance of the RedRose registration data and platform.
  • Trouble shoot and provide technical backstopping to the THRIVE team in the use of the RedRose database.
  • Maintain an inventory of THRIVE MEAL ICT equipment, hardware, software and peripherals.  Carry out or organize maintenance and repair of equipment. Manage stock levels for consumables and organize re-stocking to maintain business continuity.
  • Support the IT Officer to deploy, configure, and maintain ICT systems and databases, including networks, servers, and telecommunications. Assist in IT troubleshooting for all users.
  • Support the IT Officer in on-boarding and training users in the CRS ICT systems and standards.
  • Provide technical support for on-site and off-site meetings using ICT as required.

Required Languages:

  • English required, and relevant local languages (preferred).

Travel:

  • None.

  • Bachelor's Degree in ICT or Computing or related area.
  • Experience in the introduction, application, support and troubleshooting of ICT based data collection, management and reporting tools and systems.
  • Experience using CommCare, PowerBi, and other data collection and data analysis software.
  • Minimum of 2 years’ work experience in an ICT related role.

Preferred Qualifications:

  • Previous work as an ICT4D Officer or work in a similar capacity.
