1.) Project Lead
Systems for Development, a US-based leading consultancy firm focused on transforming organizational performance through sustainable information and communication technology, seeks a Project Leadin anticipation of an upcoming project on Data Production and Use.The project lead will be responsible for the Roadmap and Delivery of the Ghana MoH/GHS public health supply chain data management strategy. S/He will lead the establishment of data production and use strategies in the entire supply chain.

Job Description:
• Lead the entire data production and use task
• Play a pivotal role throughout the solution design, development, execution, and supervision of plans, policies, programs, and practices that deliver, control, protect, and enhance the value of data
• Ensure that realistic project plans are maintained and ensures regular and accurate communication to all stakeholders
• Document and liaise with the project team and any third-party partners to clearly document the project requirements for stakeholder review, approval, and estimates/scheduling
• Track performance of the project, specifically the completion of tasks against the expected delivery schedule to meet delivery timelines
• Adjust any changes to project deliverables, scope or time estimates due to constraints or challenges using agreed governance forums and appropriate controls
• Provide effective leadership to the project team, and takes appropriate action when team performance deviates from agreed standards
• Take full responsibility for the definition, approach, facilitation, and satisfactory completion of data projects
• Ensure there is a well-defined Delivery methodology for the project. This will leverage modern development practices around DMM, DMBOK and continuous improvement as appropriate
• Take a lead role in Data and Management Information strategy and ensure that the project is delivered on both time and within scope
• Manage the delivery of solutions via internal or external resources or a mixture of both
• Work alongside MoH/GHS Senior Stakeholders in the Business to define roadmaps and manage ongoing demand for change
• Report Status and Progress to MoH/GHS leadership and Global Fund SI team
• Proactively and effectively manage risks and issues that emerge during project delivery,
Qualification Required & Experience
• Minimum Masters’ degree in project management or related subject
• 5-10 years' work experience with an extensive data background as a delivery/ project manager.
• A deep understanding and hands-on with at least one of the following: data strategy, data quality, business intelligence (BI), data governance, management information (MI), analytics (embedded), visualization and reporting
• Ability to build collaborative relationships, facilitating, challenging, and bringing ideas together to solve problems
• Effective time management, prioritization and organizational skills that ensure deadlines are met.
• Excellent Stakeholder management skills, with the ability to overcome and conflicting objectives, and to ensure that key subject matter experts are engaged and involved in user stories and designs and clear acceptance criteria – ensuring successful adoption.
• Ability to run several concurrent workstreams within a Project or program with stakeholders across multiple locations, with multiple suppliers, teams involved
• Great planning, discovery, diagnostic, design, delivery – influencing, nurturing & rolling sleeves up to get the job done
• High level technical understanding of key items for success of an Agile project such as Release Management, Backlog prioritization
• Growth mindset, positive attitude & strong interest to solve client challenges, adapt to a changing work environment & deal with new issues

S/He will be responsible for defining big data strategies, design multi-phase implementation roadmaps and ensure that data is transitioned into information to support decision making.

Job Description:
• Lead the development of Ghana MoH/GHS public health data management structure including the data governance framework
• Understands the business needs, explore the existing data structure, and create a blueprint for building an integrated framework of easily accessible, secure data aligns with MoH/GHS business strategy
• Lead the translation of business requirements into technical specifications, including data streams, integrations, transformations, databases, and data warehouses
• Define the data architecture framework, standards, and principles, including modeling, metadata, security, reference data such as product codes and facility categories, and master data such as sites, vendors, materials, and employees
• Develop MoH/GHS data strategy including data model designs, database development standards, implementation and management of data warehouses and data analytics systems
• Define reference architecture, in a pattern that MoH/GHS can follow to create and improve data systems
• Define data flows, including which parts of MoH/GHS generate data, which require data to function, how data flows are managed, and how data changes in transition
• Collaborate and coordinate with multiple supply chain divisions, stakeholders, partners, and external vendors
• Develop and implement an overall organizational data strategy that is in line with business processes
• Design models of data processing that implement the intended business model
• Develop diagrams representing key data entities and their relationships
• Generate a list of components needed to build the designed system
• Design and implement effective database solutions and models to store and retrieve MoH/GHS data
• Examine and identify database structural necessities by evaluating client operations, applications, and programming
• Assess database implementation procedures to ensure they comply with internal and external regulations
Qualification Required & Experience
• Minimum Masters’ degree (preferred in IT, Data Science, Data Architecture Design and Modeling, Big Data, Computer Science, Quantitative Methods, or related field with excellent academic performance)
• Have a solid understanding of the cloud, databases, and the applications and programs used by those databases.
• Understands data modeling, including conceptualization and database optimization
• Minimum 4 years of professional experience, preferably in consulting or at high-tech companies
• Strong passion for the following topics – Advanced Data Analytics, Machine Learning, Data Management, Data Governance, Data Architecture, Data Quality Management
• Understanding Supply Chain Control Towers
• Strong knowledge of Visibility and Analytics Networks
• Ability to develop strategies for data management and data production and use
• Practical knowledge of tools, frameworks & technologies within at least one of the following categories:
• Business Intelligence (Power BI, Tableau, Qlik)
• Machine Learning (R, Python, SAS, SPSS)
• Big Data (Spark, Hadoop, NoSQL Databases, Data Lakes & Platforms)
• Cloud Platforms (Azure, Google Cloud, AWS)
• Strong knowledge of technology trends across IT and digital and how they can be applied to companies to address real world problems and opportunities

Organize Data
• Gather pertinent information and organize it in a logical and functional manner.
• Consult with both data architect and engineer to determine what data needs to be included in the database system and find the best ways to organize and store this information.
• Create flowcharts and diagrams to illustrate how the data will be sorted and stored.
Design and Implement Databases
• Support the design and implementation of the MoH/GHS database system
• Facilitate development of MoH/GHS Supply Chain Database Architecture
• Work with Subject Matter Expert to interpret end user requirements into both the data management strategy and architecture
• Ensure all key data sets are embedded in the data structure
• Support establishment of data use culture in MoH/GHS
Test and Secure Databases
• Perform tests before databases are launched
• Conduct periodic testing on existing systems to ensure they are performing satisfactorily.
• Support establishment of security systems to prevent the information contained in the database from being accessed by unauthorized users.
Analytics
• Design and maintain data systems and databases; this includes fixing coding errors and other data-related problems.
• Mine data from primary and secondary sources and reorganize it in a format that can be easily read by either human or machine.
• Use statistical tools to interpret data sets, paying particular attention to trends and patterns that could be valuable for diagnostic and predictive analytics efforts.
• Demonstrate the significance of MoH/GHS data design in the context of local, national, and global public health supply chain trends that impact both MoH/GHS and industry.
• Prepare reports for executive leadership that effectively communicate trends, patterns, and predictions using relevant data.
• Collaborate with architect, engineer, and SME to identify opportunities for process improvements, recommend system modifications, and develop policies for data governance.
• Create appropriate documentation that allows stakeholders to understand the steps of the data analysis process and duplicate or replicate the analysis if necessary.
Qualification Required & Experience
• Bachelor’s degree (preferred in Computer Science, Statistics, or any quantitative field).
• Have a solid understanding of relational databases, and the applications and programs used by those databases.
• Two (2) years of experience in data design and analysis
• Work on Python libraries, including Matplotlib, NumPy, Pandas, etc.
• Background in data analysis and interpretation
• Ability to collate/collect data using the scripting language
• Skilled in tuning applications or conduct query performance
• Ability to model data to assist ad hoc or pre-defined reporting
• Analyze problems and communicate findings with the team or stakeholders
• Strong knowledge of technology trends across IT and digital and how they can be applied to companies to address real world problems and opportunities
• Team oriented and collaborative working style, both with clients and those within the organization
• Growth mindset, positive attitude & strong interest to solve client challenges, adapt to a changing work environment & deal with new issues
