1.) Finance and Administrative Officer

Ref: IITA-HR-NRS2021-006
Location: Abuja

Job Description
The International Institute of Tropical Agriculture on behalf of CIP seeks suitable Nigerian for the position of: Finance and AdministrativeOfficer at the CIP project location in Abuja. NPSSP aims to support potato seed security in Nigeria by building local capacity within the public and private sector to supply adequate amounts of quality seed of in-demand and locally adapted varieties that meet the main market segment, while supporting smallholder farmers in maximizing their investments in seed through building capacity in on-farm seed quality management, good agricultural practices for improving soil health and fertility.

Duties
Finance:

  • Support on first-level analysis on financial operations of the country office and ensure timely delivery of financial reports, including cash and bank management, payroll, ledgers, and other aspects of the country’s financial management;
  • Enter financial information, timely month-end close, and maintain all financial records for projects and the organization;
  • Prepare, examine, and analyse accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards;
  • Develop financial controls, analyse office and project budgets, make recommendations on budget expenditures and monitor the expenditures to ensure that program funds are utilized appropriately by the close of the fiscal year;
  • Ensure that all financial report is completed on time.
  • Coordinate the country statutory annual audits.

Administration:

  • Compute taxes owed and prepare tax returns, ensuring compliance with payment, reporting, or other tax requirements;
  • Prepare fixed assets of the Center, review and support the preparation of inventories;
  • Coordinate procurement of goods and services;
  • Assist on Timesheet coordination’s;
  • Responsible for the coordination of IT issues with headquarters, serves as IT Key user and act as a focal point for security matters.

People (HR):

  • Follow HR processes and practices of the hosted centre.
  • In coordination with the HRBP assigned to the country, advice, and support staff on all aspects of employee relations (from Recruitment to Departure) and help them to interpret and apply HR policies and practices in day-to-day work;
  • Support on payroll accruals and reconciliations, maintain detailed records and documentation of payroll functions for audit purposes, following legal requirements.
  • Ensure files are well kept in a physical and electronical file for audit purposes.

Grants & Contracts:

  • Coordinate with the Grants and Contracts (G&C) team contracts related actions. This will require to follow up on project management related activities such as signature and agreements or reporting on a need basis.
  • Liaise with the G&C office to monitor deliverables reporting for grants applicable to the operations in the Country.

Qualification

  • B.Sc. / HND in Accounting or related discipline with minimum of three (3) years of professional experience performing similar functions, preferably in an environment of international organizations or NGOs. Experience in Accounting software packages (ERP’s) will be an added advantage.

Competencies
The ideal candidate must:

  • Be proficient in MS Office especially in Excel.

2.) Administrative Officer I

Ref: IITA-HR-NRS2021-004
Location: Ibadan, Oyo
Recruitment Type: National (2-year renewable contract)

Duties

  • Receive calls, route calls, take messages and manage the Director’s schedule and ensure it is updated regularly as the required.
  • File and retrieve corporate records, documents, and reports.
  • Research and collect data to prepare documents for review and presentation by Executives.
  • Develop templates for data collection as requested by the Executive.
  • Make travel arrangements, hotel bookings and ensure the necessary visas and travel documentation for the Supervisor’s trips.
  • Prepare for physical, virtual meetings and accurately record minutes of meetings.
  • Handle visitors to the office of the Executive.
  • Read and analyse incoming memos, submissions, and distribute them as needed.
  • Perform office duties that include ordering supplies and manage records database.
  • Prepare Travel Authorization (TA) and expense reports; make purchases using the Oracle system, reports, memos, letters, and other documents.
  • Use OSRA to make fund transfers and other requests.
  • Provide general administrative support to the Director and the Directorate.
  • Perform additional related duties as may be requested by the Supervisor.

Qualification

  • BSc / HND in Secretarial / Business Administration or related field with a minimum of four(4) years’ experience in a well-structured organization.

Competencies
The ideal candidate must have:

  • In-depth understanding of entire MS Office suite.
  • Experience as a virtual assistant.
  • Ability to organize a daily workload by priorities.
  • Ability to meet deadlines in a fast-paced quickly changing environment.
  • A proactive approach to problem-solving with strong decision-making skills.
  • Professional level of verbal and written communications skills.
  • Good customer service skills, ability to deal with all levels of visitors, requestors, and must be a good team player.

3.) Information Technology Application Assistant

Duties

  • Deploy applications to end-users such Enterprise Resource Packages (ERP) including related add-ons;
  • Adopt Information Technology Infrastructure Library (ITIL) best practice in handling incidents or requests to the ServiceDesk via telephone, email, or end-user portal (Sysaid)
  • Perform small-scale custom application programming/improvement/bug fixing, using e.g., C#, sql server, bootstrap, JavaScript and similar technologies/languages and occasionally revise database replication and design;
  • Troubleshoot both technical and operational related issues from end-users
  • Assist users on functional matters related to the applications, notably ERPs related to travel management, vehicle request and annual employee appraisal system;
  • Provide functional/configuration related support on SharePoint related solutions;
  • Perform general system software maintenance and upgrade;
  • Test fixes to ensure incident has been adequately resolved and thereafter develop knowledge base articles for end users;
  • Perform any other duties as may be assigned by the supervisor.

Qualifications

  • B.Sc / HND in computer science or similar or related field with a minimum of three (3) years’ experience performing similar or related in a well-structured organization.
  • Experience on ERP’s will be an added advantage.

Competencies:
The ideal candidate must have:

  • Good knowledge of most common programming languages with good customer support orientation.

4.) Finance Manager

Duties
Successful candidate will among other things perform the following duties:

  • Implement financial and budgeting policies and procedures that meet HarvestPlus Program needs and corporate and donor requirements.
  • Understand HarvestPlus / IFPRI’s financial tools, systems, and policies and oversee their application and implementation for the Nigeria country office.
  • Align IITA’s financial report system with HarvestPlus format and ensure timely completion of month-end and year-end accounting closes, with appropriate supporting documentation for all accounting transactions uploaded to IITA and HarvestPlus / IFPRI’s accounting system.
  • Lead and continuously develop and strengthen the field office finance and accounting team. Organize the orientation and provision of continuous training / skills building for all relevant field staff on financial policies and procedures, and finance, accounting, & project management.
  • Advise and communicate with the Country Manager on project financial status, availability of funds for project activities, and other financial and compliance-related matters.
  • Liaise continuously with the Headquarters Finance team to ensure the highest level of compliance with HarvestPlus / IFPRI’s policies, regulations, and procedures.
  • Provide a leadership role in ensuring strict compliance with specific project rules, regulations & contract terms.
  • Ensure clear separation of duties, transparency, accountability, and compliance in line with HarvestPlus / IFPRI’s policies and procedures and host government (Nigeria) laws.
  • Work in close collaboration with field-based Technical Leads and other technical staff to develop a culture of budget and financial management that is commensurate with the ambitions of HarvestPlus Nigeria Country projects.
  • Maintain financial reporting and tracking systems providing data measurements on the financial performance of project objectives and activities.
  • Develop and prepare timely monthly, quarterly, and annual financial reporting and accurate financial projections throughout the fiscal year. Develop, analyze and monitor program budgets’ spending.
  • Collaborate with project leadership to identify resources to help the program meet its goals, deliverables, and milestones.
  • Provide on-going financial administrative oversight to the project, including approval of financial transactions (payroll, vendor invoices, vouchers, etc.), and client invoices.
  • Monitor financial transactions, ensure accountability and transparency and assess unusual transactions.
  • Work with the Country Manager and Home Office management to support statutory audits, client audits, and financial control reviews.
  • Identify risks and long-term financial implications of intended projects / initiatives and advises management accordingly.
  • Manage the day-to-day financial activities of HarvestPlus Solutions Nigeria office, which include but are not limited to the coding of transactions, monthly reconciliations, month-end close, year-end close, audits, and all required filings (taxes, etc.) with the Government of Nigeria;

Qualification

  • Master's degree in Business Administration, Finance, Accounting, or other relevant field with minimum of seven (7) years’ experience in a managerial role position in the public or private sector.

Competencies
The ideal candidate must:

  • Be able to demonstrate knowledge, skills, and / or experience in accounting, financial planning, and other management support areas, as required.
  • Be able to demonstrate skills, abilities, and experience to manage a program of similar magnitude and complexity, including those funded by USAID; work collaboratively across technical disciplines.
  • Be able to communicate fluently both oral and written.
  • Have proven supervisory experience in design and implementation of training / capacity building for finance and accounting staff.
  • Be able to demonstrate leadership qualities with a depth and breadth of expertise in financial management.
  • Have ability to work independently and manage a high-volume workflow.
  • Have ability to travel to program locations within Nigeria, as required.
  • Have good communication skills
  • Prior experience in setting up new NGOs in Nigeria.
