Job Summary

  • The Security Officer assists in maintaining a safe and secure environment for CRS employees and visitors, premises, and assets as well as maintaining regular communication with staff during field movement. The Security Officer is responsible for ensuring that appropriate systems and procedures are in place to maximize safety and security and that they are adhered to at all times.
  • The Security Officer is responsible for supporting the Northeast Nigeria Security Coordinator and Head of Office, Yobe State to ensure that safety and security is mainstreamed into all field operations across Northeast Nigeria and that the high-quality information is available for decision making.

Roles and Key Responsibilities
Policies and Procedures:

  • Be familiar with CRS’s Safety and Security procedures and policies and Safe and Sound Manual, and support the Security Manager and Head of Office, Yobe in ensuring they are always adhered to.
  • Work with the Security Manager to develop, consolidate, implement, and regularly review operating procedures and security plans across Northeast Nigeria and Yobe in particular.
  • Assist the Security Manager to provide training(s) that may include Standard Operating Procedures (SOPs), Contingency Plans (CPs), Security Management, Incident Reporting, Prevention and Response Mechanisms, Communications (including satellite phones), and risk / threat analysis.




Communication:

  • Provide thorough security briefings to CRS staff and visitors upon arrival in Yobe State.
  • Initiate, review, and collate security incident reports for each field site.
  • Implement, maintain, and regularly update the CRS Yobe State staff and visitors list, Security Communications Tree and SOPs as needed
  • Ensure the communication equipment functions at all times (HF radio, sat phone, internet, phone lines). Follow-up on any calls made by satellite phone and radio.

Staff and Vehicle Movement:

  • In collaboration with the Travel Team, monitor movement and provide security guidance to international and national staff on the current situation in operational areas.
  • Daily track and record all CRS field movement within Yobe State. Maintain strong communication to report and record observations, information, and occurrences during staff movement
  • Serve as focal point with drivers during interstate movement by tracking the location of all vehicles and staff and communicate with CRS Security Officers in other states.
  • Regularly conduct field visits to assess field site compliance with safety and security procedure during field activities.
  • Ensure vehicle and personal tracking systems are appropriate, fully resourced, and operational

Monitoring and Analysis:

  • Collect information regarding politics and security in Yobe State as well as on safety and security issues concerning CRS.
  • Respond to security relevant incidents with information gathering and inform the CRS NE Operations Security Manager and the Head of Office, Yobe.
  • Undertake continual assessments of equipment (including vehicles) and organizational assets to ensure that minimal conditions for security are met. Prevent loss and damage by reporting irregularities; informing violators of policy and procedures.
  • Ensure that perimeter security staff (guards) have the capacities to perform their duties as per the Standard Operating Procedures (SOPs).
  • Conduct monthly health and safety inspections such as, but not limited to: fire extinguishers, smoke/fire detectors and inspection of CRS facilities in Yobe State
  • Regularly inventory and stock as necessary hibernation kits, first aid kits, and vehicle safety kits; ensure that staff know what is in the kits and how and when to use them
  • Submit regular contextual updates (weekly / monthly situational reports) to the Security Manager
  • Work closely with CRS field teams to ensure all incidents and accidents are followed up with an official written Incident Report, which is then shared with relevant stakeholders and filed appropriately.
  • Take appropriate measures to secure CRS premises, personnel, assets, and properties by regularly monitoring and control of CRS existing security set-up.
  • Check that facilities and equipment conform to security norms (closures and doorways are in a good state, open spaces lit up, buildings identified, fire extinguishers present, electrical installations buried, etc.).
  • Review lodging options for staff in Damaturu and in field locations, ensuring they meet CRS standard operating procedures.

Coordination:

  • Maintain a wide professional and personal network of influential actors and clearly communicate CRS’s status and mission in Yobe State and across NE Nigeria.
  • Build acceptance to facilitate continuity of current CRS programs and any future humanitarian or development programming by liaising with local communities, local authorities and other humanitarian actors and stakeholders within the state.
  • Coordinate regularly with the NE Security Officers and the CP Security Manager on safety and security issues and fulfill all reporting requirements to the Country Office in Abuja.
  • Assist NE Security team in staff safety and security matters and act as a backup security focal point, as requested.
  • Attend and represent CRS at UN, Sector, and other meetings relating to access and security as appropriate, following guidance from the Head of Office.

Qualifications
Basic Qualifications:

  • High School diploma required Bachelor’s degree a plus.
  • Degree in Criminal justice, Peace and Security studies, Political science or a related field
  • Minimum of two years working in a security-sensitive environment.
  • Previous experience in security management with NGOs
  • Completed formal security management trainings
  • Ability to plan and organize work and write clear and concise reports and communicate effectively (both written and verbal)
  • Proven ability to prioritize tasks and meet deadlines
  • Proven ability to read maps
  • Knowledge of the geography and culture of Northeast Nigeria

  • The purpose of this role is to provide strategic and technical support for the mainstreaming of gender equality/equity and protection in BHA project in North-East Nigeria.
  • The post holder is expected to have strong Gender-Based Violence and Protection background, with great report writing, communication, and capacity-building skills.

Roles and Key Responsibilities

  • Support robust mainstreaming of gender and protection/Safeguarding into BHA projects including systematic age and gender analysis, monitoring and evaluation, and reporting, including in the targeting of beneficiaries, choice of transfer modalities, making sure the projects do no harm.
  • Provide advice, guidance, and follow-up in relation to protection and gender aspects of the Community Feedback Mechanism.
  • Ensure referral mechanisms are established and functional
  • Provide training to staff on gender mainstreaming, how to integrate gender equality, inclusion, and protection principles into their work, employing diverse learning methods in daily operations

  • Make monthly field visits to the target locations (Jere, Kaga, Magumeri, and Gubio LGAs) to monitor the implementation of activities and train the implementing partners and beneficiaries.
  • Provide guidance to the project team on the development and dissemination of key communication messages on Gender-Based Violence including harmful cultural, traditional norms, and practices in line with best practices
  • Support the project team in developing strategies to engage men and boys as champions of change in addressing Gender-Based Violence and violence against women and girls
  • Support the design and delivery of training on Gender-Based Violence prevention and risk mitigation, Code of Conduct, Prevention of Sexual Exploitation and Abuse, for project staff, CRS Staff, and community members.

4.) Project Officer - 4Gates Technical Specialist Case Management

 

Location: Enugu

Project Background

  • The Global Action Towards Epidemic control in Sub-national units in Nigeria (4GATES) program is a five year (2017-2022), United States Center for Disease Control (CDC) funded HIV/AIDS care, treatment and support program implemented across Faith-based and Government owned health facilities in Delta, Ebonyi, Enugu and Imo States. Catholic Relief Services is part of the 4GATES consortium, which is led by Caritas Nigeria and includes, Catholic Relief Services (CRS), Pro-Health International and Palladium. CRS supports the implementation of the Orphans and Vulnerable Children (OVC) component of the 4GATES project.

Job Summary

  • The Technical Specialist Case Management/ Referral Coordination will provide technical coordination at the state level for the 4GATES project strategies towards strengthening case management and referral coordination in Enugu, Delta and Imo States. S/He will ensure that 4GATES strategies are aligned to national and international evidence based technical strategies.
  • The Technical Specialist Case Management/ Referral Coordination facilitates collaboration between the CSOs, 4GATES project and technical teams of Government coordinating structures and PEPFAR OVC Implementing partners. S/he will oversee the OVC Case Management & Referral Coordination strategies and provide technical leadership in implementing and monitoring project deliverables and outcomes and ensure project outputs are provided as per the agreed work plan in the supported states.




Specific Job Responsibilities
Program Quality and Technical Coordination:

  • Implement strategies towards strengthening National and sub-national Coordination platforms for effective OVC Case management and referral coordination technical strategies.
  • Support GoN and PERFARs efforts to standardize and scale up use of evidence based technical strategies for OVC Case Management and Referral Coordination.
  • Ensure the availability and utilization of SOPs, job aids and guidelines on OVC Case Management and Referral Coordination
  • Champion strategies to strengthen bi-directional linkages towards improved OVC continuum of care with focus optimizing health and social services workforce and improved data management information system at the states.
  • Support innovative approach to creating demand for increased uptake of Pediatric and adolescent HIV services
  • Support the roll - out of Differentiated Service Delivery (DSD) models to improve ART uptake and treatment retention amongst children and adolescents in supported facilities.
  • Support the strengthening of the capacity of CSOs, OVC implementing Partners on HIV counselling and testing, PMTCT and Early Infant Diagnosis (EID), improving referral and counter-referral systems between communities and facilities.
  • Support the scale up of community-based model for the engagement of community structures to improve case-finding for infants delivered outside of facilities.
  • Supervise the use of SOPs on age appropriate HIV Risk screening for children and adolescents in community and facility settings.
  • Work with partners and supportive facility frontline staff to scale – up the use of age-specific HIV Risk screening tool for determining children and adolescents at risk of HIV and prioritizing them for HIV testing in community and facility settings.
  • Support the development of effective strategies for linkage to care and treatment of children living with HIV.
  • Strengthen referral linkages to increase ART uptake and retention in care among children and Adolescent.

Representation and Learning:

  • Provide technical support for program innovation and learning; foster regular discussions with key stakeholders as appropriate; to facilitate cross sector learning on OVC and adolescent programs.
  • Support the 4GATES project to roll out learning briefs, peer reviewed articles, success stories and innovative that work in Pediatric HIV Care and Treatment.

  • The Global Action Towards Epidemic control in Sub-national units in Nigeria (4GATES) program is a five year (2017-2022), United States Center for Disease Control (CDC) funded HIV/AIDS care, treatment and support program implemented across Faith-based and Government owned health facilities in Delta, Ebonyi, Enugu and Imo States.
  • Catholic Relief Services is part of the 4GATES consortium which is led by Caritas Nigeria and includes, Catholic Relief Services (CRS), Pro-Health International and Palladium. CRS supports the implementation of the Orphans and Vulnerable Children (OVC) component of the 4GATES project.

Job Summary

  • The Senior Project Officer MEAL will provide monitoring and evaluation (M&E) leadership to the 4GATES program to ensure that the program is able to document progress and achievement of stated objectives and report to PEPFAR and relevant entities of the Government of Nigeria (GON) in an accurate and timely manner.
  • The Senior Technical Specialist MEAL takes the lead in planning the 4GATES baseline and final evaluations with MEASURE Evaluation, coordinates with Federal Government of Nigeria (FGN) officials and CCFN on the use of and updates to NOMIS; liaises with MEASURE and CCFN to support training in NOMIS at the State, LGA and CSO levels and integration of new modules; and actively engages in the Core VC M&E Technical Working Group (TWG).
  • The Senior Technical Specialist MEAL leads the development of the 4GATES Strategic Information System (SIS) and oversees data quality at all levels. The Senior Technical Specialist MEAL is responsible for M&E capacity strengthening of CSO sub grantees and overall collection, quality, analysis, use and reporting of data according to reporting requirements of the GON and PEPFAR.




Specific Job Responsibilities
Technical Leadership:

  • Provide technical leadership and specific directions to design and implement a streamlined M&E system that enables staff and CSOs and Community volunteers to collect data to capture project performance and results in accordance with FGN and PEPFAR standards.
  • Oversee the functioning of the 4GATES M&E system and ensure its compliance to the PEPFAR and GON standards, identify and resolve implementation issues related to the M&E system
  • Develop the M&E components of sub grantee request for applications and provide guidance for the assessment of the CSO technical proposal
  • Ensure that that the M&E system (including the NOMIS and the PMIS) provides accurate and timely data for quarterly, semi-annual and annual project reports to PEPFAR and the GON.
  • Lead the development and revision of the 4GATES Performance Management Plan (PMP) working in close collaboration with the OVC Program Lead- 4GATES and liaise with PEPFAR as appropriate.
  • Ensure that the following tools are established and being used to monitor program results and lessons learned:
    • Standard tools for routine field monitoring
    • Management and technical
    • And reporting
  • Annual results reviews conducted at the end of each fiscal year to inform the development of annual work plans
  • Learning activities that will be an integral part of the M&E system and allow regular identification of lessons learned and best practices
  • Document the 4GATES M&E system design in a project specific M&E manual for use by project staff and sub grantees; update manual as needed and ensure updates are adopted by sub grantees.
  • Convene a biannual M&E Community of Practice (COP) meeting for the purpose of peer to peer learning and data review
  • Support data demand and data use process within 4GATES
  • Provide leadership in work with partners and ensure mutually beneficial collaboration. This includes, but is not limited to:
    • MEASURE Evaluation and/or any other organization in the implementation of the baseline and endline surveys
    • Develop and oversee training program for; Staff responsible for M&E in relevant GON entities
    • Staff responsible for M&E in CSOs
  • Support the application of quality improvement science to improve program M&E at all levels
  • Ensure 4GATES reporting system is correctly used by CRS and CSOs: correct data entered into the system so that accurate reports are generated for the USG, FGN and States.
  • Ensure excellent, productive use of the data by:
    • Leading the development of the results for report to the donor by providing written documentation on M&E, detailed implementation plan (DIP) activities and indicator performance tracking tables (IPTT) for quarterly and annual progress reports,
    • Working with the Senior Technical Specialist Case Management/Referral, identify and document programmatic successes, best practices, challenges, and lessons learned
    • Working with 4GATES technical team to identify opportunities for learning, formative, special studies and operational research.
  • Identifying the need for and lead the implementation of special studies; oversee work of consultants
  • Respond to data requests from PEPFAR, FGN or States and other M&E partners such as MEASURE; maintain excellent relationship to ensure that program reporting complies with all standards and requirements.
  • Lead the M&E components of the annual work planning process in close collaboration with the OVC Program Lead- 4GATES and the 4GATES management and technical staff.

Supervision and Mentoring:

  • Supervise 3 Technical Specialists MEAL and provide overall performance management support for their work.
  • Ensure appropriate and effective training of the CSOs and government departments that will receive grants and report on stated objectives.

Representation:

  • Represent the 4GATES consortium in external technical meetings, conferences and workshops related to M&E in OVC.
  • Actively participate in the Core OVC M&E Technical Working Group.
  • Participate on behalf of 4GATES in strategic meetings with the GON.
  • Liaise and coordinate with other OVC actors, including the government, the UN system, other NGOs, learning institutions and civil society actors to promote synergy, share lessons learned and avoid duplication.

Key Working Relationships:

  • Internal: CRS 4GATES team, Deputy Country Representative (Program), RTAs for Health and OVC, Country Representatives, Heads of Operations, and Security Managers/Focal Points.
  • External: CCFN 4GATES team, NASCP, NACA, CDC LAM, PEPFAR Implementing partners, other donors, 4GATES Consortium team members, CRS M&E Technical Advisors; FMWASWD and SMWASWD; other relevant Ministries and GON entities; Core OVC M&E Technical Working Group, MEASURE, and CCFN.

Qualifications and Skills

  • Master's Degree in Health and or Public Health oriented field, Epidemiology, Statistics, Health Informatics or related Social Science.
  • Experience with PEPFAR reporting requirements
  • Previous supervisory experience
  • Minimum of six years’ experience in monitoring and evaluation, including at least 4 of the following:
    • Applied evaluation or research
    • Data analysis, synthesis, and communication of results
    • Design and implementation of evaluation protocols, including quantitative survey
    • Design and implementation of program monitoring systems
    • Development and field-testing of data collection instruments for M&E indicators
    • Analysis of complex data set into understandable charts and tables or other summary templates
  • Excellent analytic, organizational and computer skills; skilled in MS Office including Word, Excel, Outlook, and PowerPoint. Experience with SharePoint a plus.
  • Capacity in Microsoft Access and one or more of the following statistical software packages: SPSS, Epi-Info, Stata.
  • Experience in the development of M&E systems in collaboration with stakeholders who may represent a wide range of interests and needs.
  • Demonstrated ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles.
  • Proven track record in coordinating a project team composed of technical experts and consultants in M&E activity implementation and reporting.
  • Proven leadership and inter-personal skills for effective team work; as well as the ability to work independently on a frequent basis, taking initiative, managing a variety of activities concurrently, and delivering outputs on schedule.
  • Demonstrated ability to support partners working at a distance to achieve results against program objectives/targets.
  • Experience working on a PEPFAR-supported program, especially PEPFAR.
  • Familiarity with OVC M&E, programming and principles.
  • Excellent English oral and written communication skills required.
