1.) GiZ Poultry Project Social Caseworker

Locations: MMC & Jere - Borno and Mubi & Maiha - Adamawa

Background
With donor support from the European Union (EU) and German Federal Ministry for Economic Cooperation and Development (BMZ) through Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Catholic Relief Services (CRS/Nigeria), a prime recipient is implementing the Borno and Adamawa Women Poultry Project. The 18 months Activity was awarded by GIZ Nigeria to CRS and its partner on 1st March 2020 as part of GIZ’s contribution to the support of Internally Displaced Persons and the Resilience of Host Communities in North and North-East Nigeria seeks to support vulnerable populations to contribute to creation of livestock employment opportunities in Borno and Adamawa states to improve participants’ living conditions, and increase their income by producing and selling poultry and poultry products.

The Activity will work with a coalition of partners to provide agricultural extension and health services (including treatment and vaccination), to serve vulnerable populations, strengthen the institutions that form the market system and the networks that serve smallholder poultry producers who have been disenfranchised by conflict, and facilitate the engagement of vulnerable women in poultry agribusiness activities.

Responsibilities
The project seeks to engage the services of Social Caseworkers who would be responsible for supporting poultry producer members in coaching, mentoring in poultry rearing and managing savings internal lending communities (SILC) activity in the groups:

Specific deliverables:

  • Promote the project and the SILC to community stakeholders (sensitization / marketing)
  • Lead the mobilization and formation process for the poultry producer group.
  • Mentoring, coaching and reinforce technical training on poultry rearing to poultry producer group members to develop their skill.
  • Ensure the quality of SILC activity through managing and supervision of regular meetings and spot checks.
  • Ensure timeliness and accuracy of activity reporting.
  • Collate data collection forms and MIS reports and take action to improve project performance
  • Organize and oversee the poultry producer group.

Residency:

  • Living in targeted community as a permanent resident - this is critical and must be confirmed independently; beware of candidates who claim they have “just moved back” and might be commuters

2.) Finance and Administrative Officer

Context

  • The position of the Finance and Administrative Officer will support the position of the Head of Office in sub-office while working closely with the North-East Administrative Manager and the North-East finance team.
  • This position is responsible for following through on the day-to-day activities that will ensure the smooth and efficient running of the Country program sub-office.

Job Summary
The Finance and Administrative Officer will be specifically responsible for:

  • Administration - The sub-office Maintenance and other Logistics support including fleet management and clearing of goods at points of entry, office buildings and residences maintenance; ensuring that all Yobe sub-office assets are well maintained and functional; review and analyze some reports generated within the Administrative Department (monthly fuel consumption reports, maintenance reports, Guest  House report, Office accommodation Report, Facility Space Allocation Report etc.) and make informed recommendations to the Head of Office for improvement; - Develop relevant tools to research any elements of the Administrative Departments functions and make recommendations to management for improvement.
  • Finance - The daily financial operations (accounting, financial management, budget monitoring, reporting and accounting package, familiarize himself/herself on Insight applications of the sub-office and ensure that the financial accounting environment is in compliance with CRS policies and procedures, donor rules and regulations & National/State requirements.

Roles and Key Responsibilities

  • The Finance and Administrative Officer will provide direct supervision to the admin support assistant and the Guest House Attendant, will keep the Head of Office briefed on the status of all ongoing activities under his/her purview. The Finance and Administrative Officer will also be available to represent, support and consult on issues being handled by the Head of Office.

Finance / Accounting:

  • Ensure that the financial accounting environment in the Office follows CRS policies and procedures, donor regulations and local legal requirements.
  • Work with the Accounts Payable Specialist to ensure the disbursement Requests are in line with the authorization matrix and process them at appropriate level.
  • Assist with the review liquidation requests submitted by partners and ensure the liquidation documentation is in conformity with generally accepted accounting principles and in compliance with CRS and donor requirements.
  • Keep informed about local fiscal and other financial laws related to taxes and exemptions; inform the Head of Office and NE Finance Manager as appropriate.
  • Ensure that the financial accounting environment in the Local Office follows CRS policies and procedures, donor regulations and local legal requirements.
  • Prepare Disbursement Requests for next level authority approvals and process them at appropriate level.
  • Keep informed about local fiscal and other financial laws related to taxes and exemptions; inform the Head of Office and North East Finance Manager as appropriate.
  • Prepare request and send request for Operation staff and for the sub-office for approval

Asset Management:

  • Develop standards on the efficient use of office equipments including office and telecommunication equipment and overseeing the maintenance contracts for this equipment.
  • Provide guidance on the use and maintenance of office equipment (generators, photocopiers etc.) to maximize use and functionality.
  • Will make recommendations to the head of admin on items to be disposed of and prepare list of items for auctioning when directed.

Inventory/Asset Management:
He/She will work with the Warehouse officer/assistant to:

  • Maintain and update the office's equipment inventory register. Physically mark all items. Add or delete items as required according to the CRS/Nigeria and the Agency’s Inventory Policy after due consultation with the Operations Manager
  • Send an updated Inventory report on assets over $5000 to Administrative Manager and Head of Administration every quarter
  • Responsible for receiving procured items in collaboration with the Administrative and HR Assistant.
  • Will be responsible for the items in the administration store and maintain an up to date list of all items.

Vehicle Management:

  • Receive all vehicle reports and review them daily.
  • Provide general oversight to vehicle dispatch and allocation in collaboration with Driver Team Lead.
  • Review log sheets daily
  • Provide regular trainings and guidance to fleet management unit.

Logistics:

  • Coordinate with Program and Administration staff for the transportation of project materials/equipment to project partners and to the field offices where applicable.
  • Ensure all required documentation and approvals are secured for such transportation
  • Forward received documentation on deliveries to the Administrative and HR Assistant for processing of payments
  • Liaise directly with requestors, transporters and partners to coordinate distribution schedules.
  • Receive goods received notes from the partners and delivery notes from the transporters; initiate payment process and follow up with Finance.
  • Organize all necessary required labor to facilitate the movement of received goods and effectively organize the delivery of the goods to the required locations
  • Will coordinate the movement of items to the office and ensure all documentation is in place for receiving or onward movement to partners where applicable.

Office Administration and Management:

  • Facilitate effective Coordination, understanding and cooperation between the Operations department and Program Department
  • Develop strategies to ensure efficient application of agency resources, minimize wastage and achieve highest standards of stewardship
  • Directly supervise the building maintenance and repair for the office and residences
  • Provide supervision on couriers to ensure that items documentation (for sent and received items) is carried out properly.
  • Responsible for conducting due diligence process for vendors

Others:

  • Perform other duties when required.

Qualifications
Basic Qualifications:

  • Bachelor’s Degree or Higher National Diploma in Accounting or any Management related course
  • Must be a matured, motivated, problem-solving individual with high levels of initiative
  • Minimum of 3 years relevant administrative management experience, preferably with an International Organization
  • Prior experience in supervising staff in a structured work environment
  • Demonstrate excellent written and oral communication skills
  • Must demonstrate a good understanding of contemporary management best practices

Specific Deliverables

  • Agricultural extension support including vaccination services and hands-on training to hatcheries and vaccination program of poultry birds against poultry diseases (Newcastle disease, infectious bursal disease, and fowl pox, etc.)
  • Carrying out disease outbreak surveillance and reporting and coordinating response with the state and local department of animal health and technical teams.
  • Provision of animal health and veterinary services (drugs, vaccination, equipment’s, and feeds) to poultry producer groups (PPGs) and Community poultry farmers as an entrepreneur.
  • CAHW as a member of Project Steering Committee (PSC) and ensure regular information sharing on a quarterly basis among key-stakeholders.
  • CAHW will ensure better management of poultry health, prevention, and control of disease outbreak.
  • CAHWs will provide update on any outbreak of zoonotic disease to the technical team
  • CAHWs will provide community awareness to 9 PPGs and community poultry farmers on hygiene and sanitation to reduce the prevalence of zoonotic infections.

  • The project seeks to engage the services of Hatchery farmers who will overall generally running of hatchery activities in Maiduguri Metropolitan Council (MMC) and Jere LGAs of Borno and Mubi North and Maiha LGs of Adamawa state.

Specific Deliverables
Agricultural extension support including vaccination services and hands-on training to hatcheries:

  • Support the management and establishment of hatchery facility on day to day.
  • Keeping records of sales and marketing of hatchery services within the community.
  • Remove eggs from in incubator racks and place them on the candling machine.
  • Manually place eggs in Hatcher trays after they have been candled.
  • Transport Hatcher rack into Hatcher.
  • Wash and disinfect hatchers and hatch rooms.
  • Responsible for transfer of selected baskets of eggs as a schedule from storage room.
  • Manually pick up egg’s basket and place eggs in racks of incubator carts. The carts are then rolled inside the incubators.
  • The empty egg carts and baskets are then cleaned and disinfected.
  • Ensure the Hatchers and the baskets in them are dry before candling on every candling day and
  • Ensure the Hatchers maintain their targeted temperature and humidity conditions before and after every candling process.
  • Monitoring the temperature and humidity inside cold room and egg sorting room and record them very well.
  • To ensure proper sorting of eggs by removing hatchable from unhatchable eggs (i.e. removal of crack, misshape, extra-large eggs etc.
  • Ensure adequate fumigation of hatchable eggs after sorting.
  • Ensure proper setting of eggs on the trolleys and into setter, keeping of setting eggs trolley report every setting day

5.) Consultant - System Strengthening Case Study

Terms of Reference (TOR)

  • The Effectiveness of Systems Strengthening Approach in Working with Faith Based Organizations to Respond to Emergencies in The Northeast of Nigeria: Lessons from Caritas Nigeria Project.

Background

  • The Caritas Germany project, in the spirit of solidarity and through long-term accompaniment, capacity-building, and institutional strengthening, is supporting the overall goal of assisting conflict-affected populations in Nigeria and Chad to improve their quality of life.
  • The project has two strategic objectives: crisis affected households meet the priority needs of their households (SO1) and CBOs/FBOs have improved capacity to implement quality and timely cash transfer programming, meeting the needs of crisis affected populations (SO2). Catholic Relief Services (CRS) is responsible for achieving SO2 while Catholic Caritas Foundation of Nigeria (CCFN) is responsible for achieving SO1. In implementing SO2, CRS adopts a capacity strengthening approach which focuses on technical assistance and accompaniment for Catholic Caritas Foundation of Nigeria.
  • The 3-year project is providing technical capacity building, institutional strengthening and accompaniment to the Catholic Caritas Foundation of Nigeria to strengthen their emergency cash transfer programming capacity to more effectively provide life-saving humanitarian assistance during and after the project.

Purpose / Scope of the Work:

  • The Caritas Germany project ends in March 2021; therefore CRS seeks to engage the services of a consultant to carry out a study which documents the below prompts prior to project close out:
  • The use and effectiveness of the modified organizational capacity assessment instrument in strengthening the emergency response capacity of Caritas Nigeria and JDPC Maiduguri including a reflection on the capacity challenges faced by both organizations and how CRS worked with them to address these; vis-à-vis a “before” and “after”
  • Lessons learned (what worked and what did not) from implementing the program and recommendations for replicating and improving the process

Scope of Work and Expected Activities:

  • The consultant is expected to carry out desk review, travels to Yola and Maiduguri, conduct KIIs, photograph, writing and editing to deliver the outputs of the work.
  • To document learning on the application of the Modified Organizational Capacity Assessment Instrument (MOCA) for strengthening the emergency response capacity of Caritas Nigeria and JDPC Maiduguri
  • Document the technical and organizational response capacity challenges facing Caritas Nigeria and JDPC Maiduguri and how CRS worked with the partners to address the challenges
  • Document clear recommendations to replicate and improve the process

Duration of Work and Logistics:

  • The field work/research for this consultancy will be 14 days while reporting and documentation will be for 6 days. The total length of the work from the day of commencement to submission of report shall be 20 working days, after which CRS will review and provide feedback for modifications.
  • CRS will take care of the consultant’s field travel logistics as required, including flight tickets, land transportation, hotel accommodation and an allowance for meals and incidentals according to established CRS per diem rates.

Deliverables and Timeframe:

  • Process report
  • Learning document on the application of the Modified Organizational Capacity Assessment Instrument (MOCA) for strengthening the emergency response capacity of Caritas Nigeria and JDPC Maiduguri
  • Learning document on the technical and organizational response capacity challenges facing Caritas Nigeria and JDPC Maiduguri and how CRS worked with the partners to address the challenges
  • Learning document on how Caritas Nigeria and JDPC have applied improved capacity in cash transfer programming to provide quality services to crisis affected populations in selected communities in Borno and Adamawa States.

This consultancy is anticipated to be completed on or before January 30th, 2021.

Required Expertise and Qualifications

  • The preferred candidate should possess at least a Master’s degrees in Social Sciences, Humanities, Conflict or Development Studies.
  • S/he should have a good background in research methodology or operational research. Experience in similar areas such as systems strengthening, emergency response and capacity building will be an added advantage.
  • S/he should have experience and willingness to work in Northeast of Nigeria and to be deployed immediately for the work.

Job Summary

  • The GHS Project Manager (PM) will provide coordination and technical support for the implementation of interventions related to Global Health Security Agenda (GHS) portfolio of CGPP -GHS in Nigeria, specifically focusing on technical areas of zoonotic disease detection, prevention and response. She/he will ensure that the work is of the highest quality.

  • She/he will focus on managing state-level engagements with government and partners while also ensuring key interventions in immunization system strengthening and Global Health Security Agenda are implemented under the overall guidance of the CoP.

Qualifications

Basic Qualifications:

  • Master’s Degree in a field related to international development, research or social sciences or equivalent relevant experience and Bachelor’s degree
  • Minimum of 3-5 years of work experience in a project management position involving MEAL responsibilities with an international NGO
  • Strong knowledge of principles and current approaches to MEAL of development programs using both quantitative and qualitative methods, especially those of USAID
  • Knowledge with beneficiary accountability mechanisms and ability to implement these
  • Proficiency in database development/management, and skills in analyzing, interpreting and communicating data and information to various stakeholders
  • Strong experience in conducting assessments and surveys

Job Summary

  • Since the crisis in Northeast Nigeria escalated in 2013, the food security situation has continued to worsen. Emerging data of June 2016 has revealed that the severity of the food and nutritional crisis is well beyond emergency thresholds in Borno State.
  • The Federal Government has declared a food and nutritional crisis in Borno, where over 750,000 people are severely food insecure; including 180,000 in Maiduguri’s outskirts, 120,000 camp residents and approximately 275,000 IDPs in newly reopened areas. A growing number of people are in urgent need of food assistance, and alarming rates of acute malnutrition have been reported.
  • The re-opening of Local Government Areas (LGAs), many which have been inaccessible for an extended period of time, has led to the identification of new IDP locations in Borno State, while ongoing conflict between the military and Boko Haram has resulted in the influx of more IDPs into Maiduguri metropolis and the establishment of several spontaneous camps. The number of IDPs in both Maiduguri, Jere and other LGAs continue to increase – with the current reports indicating a total of 1.6 million IDPs in Borno State alone.
  • In this emergency context, IDP households are among the worst affected populations as displacement has resulted in the loss and destruction of key assets and the interruption of livelihoods. Furthermore, in Maiduguri center, the majority of IDPs families have found refuge with host families, with whom they share already scarce natural resources such as shelter and water. As per CRS’ needs assessments, these communities are in immediate need of food, WASH, emergency shelter, NFIs save lives and restore dignity. CRS has also identified agriculture and livelihoods as a key need and gap in the ongoing humanitarian response.
  • In order to effectively respond to the crisis, CRS Borno’s emergency and early recovery programs are focused on food security, NFI, WASH and shelter, and Agriculture Livelihoods for both IDPs and host families. Where possible, CRS will seek to maximize project impact, efficiency and effectiveness by adopting market-based approaches - through e-vouchers and the RedRose OneSytem platform - privileging integrated programming and empowering targeted communities through participatory approaches

Roles and Key Responsibilities

  • With technical assistance from the Borno MEAL Coordinator, the MEAL RTA and the MEAL Manager, conduct a SMILER workshop at the project start
  • Track the project performances vs. project indicators
  • Create and manage databases to ensure the traceability of the project beneficiaries and assistance provided
  • Conduct a household level baseline study at the start of the project
  • Regularly conduct on-site monitoring and post-distribution surveys
  • Carryout market assessments for new project sites
  • Regularly collect and analyze market price data
  • Review, clean and analyze all project data, including but not limited to: beneficiary registration, baseline study, onsite monitoring, post-activity monitoring, price data, final evaluation.
  • Ensure that the project mid-term evaluation and project’s Real-Time Evaluation are conducted in a timely manner and as per donor’s regulations.
  • Ensure the project final evaluation is timely conducted.
  • Elaborate, review, and test all M&E tools.
  • Promote the use of Information Communication Technology for Development (ICT4D) solutions throughout the project including for the registration of beneficiaries, the registration of traders/vendors, the monitoring of the project activities, the post-distribution household surveys, the post-distribution market surveys, the baseline study, and the mid-term and final evaluations.
  • Establish and manage a system to track beneficiary and non-beneficiary’s feedbacks and complaints management.
  • Ensure a timely submission of the baseline study report, post-distribution monitoring reports, market monitoring reports, feedbacks and complaints management reports, and evaluations reports.
  • Support the development and testing of electronic data entry questionnaires using the iFormBuilder (or other software as needed) during periodic surveys and data analysis using an appropriate statistical package.
  • Train enumerators and daily workers on data collection tools and on the utilization of iPads and/or android devices.
  • Supervise data collection exercises.
  • In coordination with the Database Officer, maintain the project’s stock of IT equipment (including vendor phones, program phones, solar panels, Bluetooth printers, etc.)
  • Collect and share lessons learned, best practices, success stories and innovations stemming from program implementation.
  • Formulate and share clear recommendations for improved programming implementation
  • Compile yearly beneficiary data.
