1.) Head of Programmes

 

Location: Abuja
Responsible To: Director of Programmes
Grade: 10
Line Management: Manager, Local Rights Programme, Manager Social Mobilisation & Manager, Humanitarian & Resilience, Manager Governance

Purpose of Job

  • The post holder will be reporting to the Director of Programmes and be a part of the Country Management Team.
  • S/he will be responsible for providing support on programme methodologies, design, implementation and evaluation of high-quality programmes and linkages from local to national and international, capacity building and training on rights-based programming skills.
  • S/he will also provide strategic leadership to Local Rights Programme, Social Mobilisation, Governance and Humanitarian and Resilience units within ActionAid Nigeria.

Specific Responsibilities
Local Rights Programme, Social Mobilisation, Governance, Humanitarian & Resilience:

Programme Management:

  • Provide strategic leadership for the teams without necessarily taking over the role of each of the Managers
  • Supervise planning in these teams in line with AAN CSP and AA international prioritises
  • Ensure the development and effective implementation of policy and advocacy activities that will complement programme activities within the unit
  • Proactively and creatively promote improvement in programme quality in these teams
  • Identify key sector issues with regards to the six teams on which ActionAid Nigeria and its partners should focus their advocacy efforts
  • Ensure that programming within the team are in line with the HRBA framework
  • Provide oversight for donor contract management and donor relations in the team
  • Ensure general compliance of the unit to organisational accountabilities.
  • Work with Director of Programme to ensure regular meetings of the various working groups and the project steering committee.
  • Directs and coordinates the policy analysis and research that provide the evidence base for our national, multi-country and/or international campaigns or programmes,
  • Leads the coordination of AAN’s campaigns, Global Secretariate single campaign, programme related communications and media advocacy to achieve our objectives,
  • Supports members in their development and implementation of cohesive country communications strategies
  • Represent ActionAid Nigeria in relevant external meetings at all levels, building relationships with social movements and other key allies that will reinforce the impact of programmes
  • Ensure the timely submission of good quality programme reports as agreed with donors or in project proposal
  • Manage the evaluation of programmes both mid-term and final evaluations of all projects and programmes
  • Manage the annual Participatory Review and Reflection Process
  • Support the documentation and sharing of experience in all programmes within AAN, with partners and within AA
  • Represent AAN in alliances and networks both within and outside Nigeria
  • Ensure AAN timely submission of Plans and Reports to the Global Secretariate




Financial Management:

  • Support management of LRP portfolio income and reserve
  • Support effective utilisation of funds in line with projects/programme expectations
  • Ensure documents required for release of funds are submitted by dates agreed in each project.

Human Resources Management

  • Identify the Human Resource needs of the team and initiate the recruitment of all such staff.
  • Participate in the recruitment of all staff of the team (from short-listing to interviews).
  • Participate in induction of all new staff of AAN
  • Set annual targets for each staff of the Team in consultation with the staff.
  • Maintain ongoing monitoring of the performance of staff against targets and ensure prompt corrective actions are taken to address performance issues.
  • Appraise all staff of the team in accordance with AAN staff policies
  • Ensure that staffs are equipped with skills in participatory methodologies for use in our work in Local Rights Programme, Governance, Social Mobilisation and Humanitarian and Resilience.
  • Ensure partners are trained in the use of AAN methodologies at the community level.
  • Develop annual staff development plans for the team, balancing staff personal development needs with organisational skills requirement.

Other Organisational Responsibilities:

  • Support the sub-unit in new partner selection and periodic partnership assessments and reviews

Requirements
Essential:

2.) Director, Organizational Effectiveness

Job Purpose

  • The Director, Organizational Effectiveness working closely with other Directorates, leads the development and implementation of the human resources and organizational development strategy that builds and sustains the human resource capacity and performance of ActionAid Nigeria leadership, staff and Board to deliver on the Country Strategic Paper.
  • The post holder will be part of the Senior Management/Country Management Team of AAN that makes key strategic decisions and provide input to strategic plans.
  • S/he will be responsible for the strategic management, development and management of all human resources at ActionAid Nigeria and also ensure organizational performance and effectiveness.

Specific Responsibilities
Strategic Planning and Development:

  • Lead the development of both strategic and annual plans for Organizational Effectiveness directorate in accordance with Country Strategy Paper (CSP) and specified planning guidelines.
  • Lead the development of the Human resources and organizational development strategy in line with the Country Strategy Paper.
  • Monitor the implementation of the annual plans and the Human resources and organizational development strategy.




Human Resource Management:

  • Develop, implement and interpret Human Resource policies, procedures and systems and ensure consistency and harmony with the Global HR/OD framework, other organisational level policies and national labour legislation
  • Develop and implement human resource plans that are aligned to country strategy, plans and priorities.
  • Facilitate recruitment, selection, induction and orientation processes within the Affiliate
  • Develop and implement performance management systems for all staff in the Affiliate including facilitating feedback and development planning processes
  • Develop and implement remuneration policies and procedures and carry out regular reviews to ensure external competitiveness and internal equity

  • Facilitate vehicle purchase for AAN as well as coordinate vehicle registration, insurance, maintenance and other issues relating to vehicles.

  • Develop and implement administrative policies and procedures necessary to ensure value for money in procurement of and utilisation of office services and goods
  • Develop and implement office procedures systems and practices that promote organisation efficiency and care
  • Supervise and coordinate the proper functioning of the facility management units.

Information Technology / Communications:

  • Oversee the entire Information Technology (IT) Systems within ActionAid Nigeria
  • Advise on appropriate ICT tools that supports the delivery of Country Strategy Paper
  • Coordinate the transmission compliance and security of AA Nigeria data
  • Oversee the development and implementation of innovative and effective communication and media strategies for ActionAid Nigeria

Person Specification
Education Qualifications:

  • At least First Degree and Master’s Degree in Social Sciences or Arts / Humanities is essential
  • Membership of CIPMN and relevant professional Institute is essential
  • Specialisation in Human Resources Management is desirable.

Experience:

  • At least 10 years minimum working experience is essential
  • 5 to 7 years HR/OD experience at Senior Management position, in a large organisation with experience in Human Resource planning, recruitment, design and implementation of progressive HR strategies, systems, procedures and practices is essential
  • Good knowledge of National Labour laws and Employee Relations Systems is essential
  • Proven experience in leading, supporting and motivating staff and teams is essential
  • Experience in working with International development agencies in a similar position is desirable
  • Understanding of gender issues in development and demonstrable commitment to promoting gender equity within the organisation is essential.

3.) Head of Finance

Responsible To: Director of Finance
Line Management: Project Finance Coordinators, Project Finance Advisors, Treasury Advisor and Finance Consultants

Job Purpose

  • The position holder will be a member of ActionAid Nigeria (AAN) Country Management Team (CMT) and will provide management with relevant financial information to assist in the smooth running of the organisation.
  • S/he will ensure financial and legal integrity of the organization on donor funded projects in particular and within the framework of the policies and procedures established and the requirements of the local law. This post involves a full range of financial control and management activities.

Broad Goals:

  • Ensure maintenance of financial integrity of the organisation.
  • Ensure improvement and compliance with organisational policies and procedures and professional standards.
  • Supports in making key decisions with respect to all donor funded projects.
  • Ensure compliance with relevant laws at the local and international levels.
  • Ensure capacity building of finance and non-finance staff within the organisation and partner organisations.
  • Ensure effective process of budgets and budgetary controls.
  • Ensure meeting organisational accountabilities both internal and external.

Main Responsibilities

  • Support in designing, installing, implementing and maintaining adequate accounting and internal control systems.
  • Engage in the internal and external audit process and management for the projects- planning and responding to audit queries/findings and follow up on the implementation of their recommendations; whilst also providing support to Project Accountants on all project audits.
  • Participate actively in budget and planning processes for AAN and partners; and take a lead in central cost (National Office) budget; prepare monthly, quarterly as well as mid-year forecasts.
  • Coordinate the preparation and approval of annual budget and ensure the budget is uploaded into the SUN accounting system by December of the current year.
  • Prepare monthly and quarterly management accounts for Country Management Team (CMT) and other stakeholders.
  • Support the Director of Finance in preparation of the Annual Finance Report and Statutory Report.
  • Carry out quality control checks by ensuring that:
    • Donor agencies’ financial reports are timely, correctly formatted and contains relevant entries.
    • Payment of invoices and other requests are timely and in accordance with AAN policies and procedures.
    • Effective and Efficient management of cash and bank accounts.
    • Valid input data are entered into the accounting systems.
    • Remittances of statutory returns are made to the relevant authorities.
  • Highlight as part of monthly management accounts key audit recommendations for implementation.
  • Translate project budgets into AAN standard SUN budgets formats for all successful projects proposals.
  • Coordinate timely and accurate financial reports to the donors in accordance with the project contract agreements.
  • Periodically ensure update of project budgets for activity revisions, additional funding received and communicate budget revision to project managers and partners

  • Support in the preparation of the Mid Year and Annual Finance Report in relation to the donor funded projects component.
  • Give guidance to proposal development team in developing proposals and budgets that are realistic and meets all key donor requirements.
  • Assist partner organizations in developing policies and financial management systems relevant to management of donor funds.
  • Provide financial advice to the Programme team and partners as required for them to improve on their financial management skills.
  • Coordinate and provide responses to donor reports sent or additional information requirements.
  • Ensure that ActionAid funds and assets are being used for rightful purposes as intended by the donors.
  • Ensure an up-to-date Fixed Asset register schedule and ensure proper treatment of depreciation in SUN.
  • Monitor Partners and organizational performance to ensure reduced risk of loss of ActionAid funds and/or integrity.
  • Provide advice to senior management team on statutory aspects of the programme work.
  • Safeguard the organization from errors, fraud that may result in loss of funding, heavy penalties due to non-compliance with legislation, contract agreement and loss of integrity, low staff productivity and morale for partner organizations.
  • Support the Director of Finance on Taxation and Tax matters by working with the Tax consultant and relevant tax authorities to ensure AA Nigeria up to date in the followings: tax deduction and remittance to relevant tax authority, respond to all tax queries promptly and that annual tax return are done as at when due and reconcile with the relevant tax authority.
  • Coordinate preparation of weekly treasury position (Cash/Bank balances).
  • Provide capacity building to finance and non-finance staff of AAN and partner organisations.
  • Process inter Country Programme transactions and ensure such is posted immediately the information is received.
  • Work with relevant Project Accountants to create and update project database (soft and hard) with relevant project information for existing and new projects.
  • Ensure that the filing systems (soft and hard) are created and maintained and could be easily accessed and referred to.
  • Represent AAN in local and international conferences and workshops as appropriate.
  • Take up any other responsibilities as assigned by line manager.

Person Specification
Education Qualifications:

  • Nationally recognised Professional Accounting Qualification is essential.

Experience:

  • At least 10 years post NYSC experience is essential
  • At least 6 years post professional qualification experience with 3 years in a senior position is essential
  • Experience in implementing financial control systems is essential
  • Experience in using SUN Accounting Systems & Spreadsheets is essential
  • Experience in working with International development agencies in a similar position is desirable
  • Audit firm experience is desirable
  • Experience working with different cultures and nationalities is desirable.

4.) Partnerships & Local Rights Programme Manager

Job Purpose

  • The post holder will be responsible for leading, motivating and supporting the Local Rights Programme (LRP) Team to plan and manage activities aimed at achieving the objectives of ActionAid Nigeria Partnerships & Local Rights Programmes in line with the Country Strategy Paper.
  • S/He would be the liaison between the LRP team and other Strategic focus programme areas of AAN, take charge of AAN relationship and strategic engagement with partner organisations, Ministries, Departments, Agencies (MDA) and traditional institutions.

Specific Responsibilities
Staff management and supervision:

  • Manage LRP staff and periodic performance appraisal
  • Facilitate capacity building and mentoring sessions
  • Facilitate team building and build relationship with other units

Partnership Development

  • Establish strong and cordial relationship with primary partners/Communities
  • Support state/community appraisal and phase-out processes
  • Support Partnership Assessment and Monitoring (PAM) processes
  • Take a lead in the development and review of contractual agreements such as MoUs, programme memorandum, etc
  • Work with Impact Assessment and Shared learning (IASL) unit in conducting baseline data collection and contextual analyses of LRPs

Education / Qualifications
Essential:

  • First Degree in Social Sciences or Arts / Humanities
  • Master's Degree in a relevant field

  • Membership of relevant professional Institute

Experience:

  • Eight (8) years minimum working experience.
  • At least four years’ experience in project management.
  • Experience in community mobilization
  • Excellent working knowledge of Excel, Word & Outlook (MS Office in general)
  • Staff supervision and management
  • Engagement with government at State and local levels
  • Experience in social mobilization and campaigning
  • Monitoring and evaluation

Desirable:

  • Experience working with women groups and persons with disabilities

Responsible To: Director, Organisational Effectiveness

Line Management: Administrative Assistant (Volunteer) & Cleaners

Overall Purpose

  • The Administrative Officer who reports to the Director, Organizational Effectiveness will be responsible for providing front office, stores, administrative and secretarial support to the organisation.
  • S/he will be responsible for receiving visitors, giving sound response to inquiries, managing mails, answering and screening telephone calls.
  • S/he is to ensure the implementation of AAN policies and procedures in collaboration with the other members of the HROE team and the entire organisation.
  • S/he will also manage physical and electronic reference documents for AAN by maintaining documentation, filing systems and contact data base.

Specific Responsibilities

  • Maintain a welcome and professional environment and handle/direct all visitors and enquiries appropriately.
  • Ensure the report and attendance of General Staff meeting are collated and properly documented.
  • Work with colleagues to establish & maintain relationship with suitable hotels across the country and manage all organizational hotel reservations.
  • Provide logistics for staff retreats and programme meetings; and ensure adequate communications for the events
  • Manage AAN store ensuring adequacy of materials required for day to day running of the office/programmes and proper documentation of all expenses involved.
  • Support organisational procurement processes
  • Manage and maintain a First Aid box in accordance with AAN’s Health and Safety policy.
  • Contribute to the development, implementation and interpretation of the Administrative policy
  • Ensure a hygienic and clean office environment
  • Supervise the office security guards and cleaners
  • Ensure welcome pack and other documents relating to travels and logistics are updated and shared
  • Provide support on recruitment processes within HROE unit.
  • All other responsibilities assigned by Line Manager.

Requirements
Essential:

  • First Degree in Social Sciences or Arts / Humanities.

  • Experience in store management.
  • Experience supporting procurement.

  • The post holder will coordinate the search, development, and timely submission of donor proposals.
  • S/he will also coordinate and provide fundraising support to other sub-units in other fundraising activities; as well as support donor management and provide some compliance.

Person Specifications
Education / Qualification:

  • First Degree in Social Sciences or Arts / Humanities is essential
  • Master's Degree in Social Science or Humanities is desirable
  • Membership of relevant professional institute is desirable

Experience:

  • At least six years’ post NYSC experience, including at least four years’ experience in a similar position in the development sector is essential
  • Experience in donor management and proposal development is essential
  • Experience in strategy development and management is essential
  • Experience working on donor relationship is desirable




Skills / Abilities:

  • Strong communication and writing skills
  • Excellent analytical skills
  • Ability to monitor institutional donor projects.
  • Excellent planning and prioritization skills
  • Highly numerate
  • Excellent (proven) interpersonal skills
  • Experience developing successful, high profile donor proposals is desirable
