  • The role requires capacity to conduct power analysis of political terrain needed for developing advocacy and digital campaign plans, strategies and tactics. It demands creativity and proficiency in analysing and synthesizing information to understand issues, identify options and support the Oxfam country team in sound decision making.
  • The role will be responsible for pushing decision-makers to take action and building public support through the use of digital and conventional campaigns strategies for ongoing influencing programmes.
  • The job holder will work with technical program, media, campaigning and policy colleagues to develop digital and communication strategies that meet the objectives of our public campaigns, and responsible for ensuring projects are delivered and also integrate social media into our wider communications, programme and campaigning work.
  • The jobholder will also regularly engage the conventional media outlets, build a comprehensive and strategic communication partnership for Oxfam’s visibility and is expected to speak on behalf of the organisation.

Job Responsibilities

  • Design and implement a comprehensive country media strategy that secures 3-4 high-impact media outlets in Abuja and across the country to help raise Oxfam’s programming for influencing profile and visibility, in a bid to scale up positive evidence based models that will bring changes in the lives of the Nigerian people.
  • Analyse performance of digital campaigns (google analytics, social media analytics) to ensure online policies and procedures are adhered to, to protect the OXFAM and the campaigners within its network: including social media policy/strategy, moderation policy for any campaign web presence, with the support of the digital, legal and data protection teams.
  • Strengthen Oxfam Media Network and morph the group into "Journalists Against Inequality and poverty" to reflect our stand on strengthening our  programming for influencing drive for a Nigeria without inequality and poverty.
  • Work with the country teams to develop and implement a high-quality story-gathering strategy to showcase Oxfam’s work by generating compelling stories for use in media, social media, and wider communications in support of fundraising and influencing objectives
  • Drive content and act as a moderator on public social media spaces (e.g. Facebook, Twitter, Youtube, Instagram, Whatsapp etc) where there is an OXFAM campaigns presence, and respond accordingly, in conjunction with the relevant campaign

Job Requirements / Person Specification
Essential:

  • First Degree in Mass Communications, Journalism and Media,  Public Relations, Digital Media and Strategic Communications or any other related field.
  • 1-3 years previous experience would have been gained at a technical/specialist level in any sector.
  • Excellent communication skills with knowledge of both internal and external communications environments and a creative and innovative approach and with the ability to convey complex ideas in a straightforward way and fluency in English;
  • Ability to conceptualize, design and deliver media, story-gathering and digital communication strategies
  • Experience of leading complex projects across teams and divisions and the drive to achieve results;
  • Access to key influencers in government, private sectors as well as in the media

Job Purpose

  • The Business Development Advisor is responsible for identifying funding opportunities in line with Oxfam’s program priorities, writing successful grant proposals in coordination with program colleagues in addition to strengthening our linkages with local donor missions and national offices.
  • As the Business Development Advisor, you will develop and implement a business development and fundraising strategy and professionalize efforts to seek out funding opportunities, develop proposals, and successfully close funding through governmental and multilateral funders and partners.
  • You will have a well-established network among the Partnership and funding coordinators of different donors as well as the Business Development forum of INGOs.
  • The BDA will be the expert on relevant research to develop strategies and approaches that will be responsive to donor solicitations.
  • The incumbent will manage the proposal process, drawing from and collaborating closely with the Institutional funding team in Oxfam alongside the country programme team.

Team Purpose

  • The Business Development Advisor  works with the country Leadership team and have responsibility for supporting to mobilize resources for Oxfam’s programme in Nigeria; to develop and maintain good quality and consistent relationships with donors; contract management; effectively support programme teams to develop and plan concept papers/notes and proposals in accordance with country strategy and donor requirements and planning, coordination, securing, management and reporting of restricted income to enable Oxfam in Nigeria to deliver on its Oxfam Country Strategy.
  • Oxfam Nigeria is transitioning to an Influencing country status within the Oxfam Confederation and the role will be critical in assuring the necessary funding for this transformation.

Key Accountabilities
Strategy Implementation, Review and Resource Mobilization:

  • Develop and implement an Oxfam’s business development and fundraising strategy and processes
  • Develop and implement a business development and fundraising strategy including establishing the infrastructure to grow the current annual revenue stream through e.g. solicitation, government   grants, competitive bids and corporate and foundations support for Oxfam.
  • Produce regular reports for Country leadership on business development performance analysis
  • Oversee overall coherence and quality of donor relationships in the country
  • Conduct a new Donor mapping focused on Donors supporting influencing projects
  • Research and analyze changing donor environment and strategies and advise on effective influencing of donors, linking in with affiliate HQ (donor leads) as appropriate
  • Advise on donor priorities and identify specific opportunities. Identify, pursue and successfully capitalize on funding opportunities among major particularly bilateral and multilateral donors.
  • Research, analyze and maintain regular register of donor calls for funding applications including tenders, expressions of interest and requests for proposals.
  • Advise on potential partnerships with other organisations and agencies and identify specific opportunities:
    • Development of fact sheets on all Oxfam in Nigeria Programme pillar initiatives in coordination with relevant staff.
    • Strengthen the capacity of colleagues (Programme, Business Support and partners) across the Country Programme (through formal training delivery, coaching and accompaniment) in the planning, securing and managing of donor/restricted funds.

Programme Development and Bid Development:

  • Project design and document production: Lead the development and writing of successful funding proposals and budgets. This will involve leading or supporting proposal development teams across the organization and, where relevant, using outsourced consultancy services. This includes organizing pre-proposal strategy sessions (e.g. developing win themes, SWOTs, partnering assessments); working with technical, management and finance leads on strategy; and ensuring that log frames, budgets and narrative text are developed, reviewed and edited per donor requirements.
  • Provide guidance and support to development of proactive concepts, converting ideas into sellable proposals and actively participate in identifying sources of support for such proposals.
  • Deliver training and support country staff with project cycle management according to capacity building needs.
  • Identify programming ideas and areas of technical excellence with which Oxfam can cultivate donor interest.
  • Subscribe to and monitor regularly electronic notices for relevant funding opportunities, and monitor websites of potential donors for information on priorities, requirements and funding.
  • Track calls for proposals and tenders as they are published, identify those relevant to Oxfam programmes; determine with Oxfam Country Leadership team when/whether to respond.
  • Provide bid development support as well as specialist information about donors to programme staff in order to maintain levels of funding for the Country Programme and achieve the income targets of the overall funding strategy.
  • Provide leadership in the development of concepts notes and long-term quality proposals and seek multi-year funding from potential donors.
  • Management of information: Direct the development and maintenance of information required for proposal development including updating capability statements, descriptions of Oxfam’s technical areas of expertise, country programme and/or project write-ups, development of graphics and presentations.

Donor and partner affiliates relationship Management:

  • Ensure the highest possible level of service to donors: Ensure coordinated communication with donors and partner NGOs. This may involve managing relationships for a portfolio of donors. Ensure quality, consistency and continuity in Oxfam’s approach with donors.
  • Be responsible for developing good relationships with key potential donors in Nigeria and pro-actively identify funding potentials, including advising and guiding Oxfam colleagues on country funding plans and donor liaison.
  • Represent Oxfam as required with donors.
  • Monitor regulatory revisions, proposal guidelines and application requirements for priority donors together to ensure that new proposals adhere to them.
  • Develop/cultivate relationships with for-profit and other organizations to increase Oxfam’s opportunities for partnering for funding opportunities.
  • Develop and maintain good working relationships with donor organizations, foundations, affiliate fundraising contracts at Executive affiliates and thereby maximize income from these sources.
  • Support, build and maintain strong relationships with donors and host country government representatives: This could include representing Oxfam at meetings, conferences and workshops, networking with other NGOs, and working with Country Directors and their teams to access thematic working groups, as well as other Oxfam teams to support their external relations efforts
  • Provide quality control on all donor solicitations, reports and communications.
  • Ensure sign-off of donor proposals, reports and contracts according to agreed Oxfam processes.
  • Support preparation for audits of donor funded programs as required.
  • Obtain any donor approvals, extensions and amendments in line with Oxfam standards

Grant Management:

  • Provide programmatic support to the Country Director e.g. in relation to reporting to donors and affiliates.
  • Support quality contract management, including donor reporting, in collaboration with Oxfam colleagues.
  • Ensure that donor-reporting schedules are distributed to programme leads /budget holders and finance department to ensure that donor reports will be managed on time and with the quality needed.
  • Work closely with colleagues in finance and programme to ensure the timely submission of high-quality reports.

Strengthen internal new business development capacity:

  • Strengthen the capacity of Oxfam team members to participate  in technical and cost proposals and other business development efforts through mentoring, technical assistance visits and direct training. Support country programmes to develop fundraising strategies, develop and deliver trainings and on-the-job tools and aids as required.
  • Contribute to the continuous improvement of Oxfam’s systems by developing better tools, systems, techniques and strategies for identifying, tracking, and pursuing new business opportunities, developing proposals and budgets, and managing institutional knowledge.

Technical Skills, Experience & Knowledge
Essential:

  • Advanced qualification in relevant areas (Humanities, Business Administration, Economics) or proven experience at this level.
  • At least seven (7) years of work experience in the field of development cooperation, preferably with INGOs.
  • Successful track record of securing multiple high-value projects/contracts from bilateral and multilateral donors, trusts and foundations.
  • Three years (5) experience of raising funds, preparing project proposals for international organizations such , MoFA, DFID, EU, OFDA, DANIDA [TAH1] etc., foundations, Private corporate organizations as well as and UN Agencies and other institutional donors which are predominant in Nigeria.
  • Experience with donors’ rules and regulations.

Job Purpose

  • Significantly contribute to the development and implementation of impactful and influencing Programmes in Nigeria consistent with the Oxfam in Nigeria Country Strategy.
  • Work closely and collaboratively as a member of the Country Leadership  Team to lead delivery of programme objectives.
  • Work with the Country Director for effective change management within, keeping Oxfam relevant and progressive to changing internal and external contexts. Represent Oxfam at internal and external events and meetings as appropriate.

Dimensions
The post holder will:

  • Report to the Country Director and oversee the overall management of programmes, policy and influencing initiatives and actions.
  • Support the Country Director to institute structural reform within Oxfam in Nigeria Programme, focusing on changes to the programmes team (including, where necessary, supporting the recruitment of new staff).
  • Support, supervise, coach, and mentor all programme leads and transversal functions.
  • Manage the overall country programmes budget with departments and thematic leads.

  • Lead the Programme teams to ensure the proper implementation of the global M&E framework.
  • Lead and support programme monitoring and evaluation.
  • Ensure inbuilt M&E system in each project, which is responsive of the donor and Oxfam’s international requirements.
  • To support build a knowledge management system for Nigeria

Resource Mobilization and Donors Reporting:
In collaboration with Country Director, the Business Development Advisor and with support from the regional and global fundraising team, ensure that Oxfam Programme:

  • Has an ambitious yet realistic fundraising strategy.
  • Enables the programme team to aggressively pursue and draw strategic donor contracts.
  • Identifies and reaches out to new/potential donors including institutions, corporate, foundations and consortiums with other strategic national and international organizations for joint programming and fundraising.
  • Prepare and submit quality and innovative programme concept notes, proposals and budgets to donors.
  • Ensure that narrative and financial reports to donors are of quality and submitted on time (in collaboration with Finance Manager and Project Managers).

Budget Management:

  • Work closely with the Business Support Unit to support Oxfam in Nigeria programme teams, manage and monitor programme budgets ensuring value for money and ensuring that programme expenditure is within agreed budgets.

Essential:

Team Purpose

  • To provide a professional, business -focussed finance, logistics, IT and administrative management service, through a proactive solution-based approach for resolving issues and ensuring that the operational business requirements are effectively managed in order to deliver on organisational results with the focus to developing capacity and expertise in Oxfam and its partner organisations

Job Purpose

  • This is a key role on the Leadership Team and will provide financial and risk management service to Oxfam Country Office in Nigeria by developing business intelligence that supports program decisions and performance management.
  • The job holder will provide strategic overview and management of Finance, Procurement & Logistics and Information Communication & Technology; leading on business process reengineering initiatives that will ensure appropriate integration with user departments.
  • The job holder will reinforce value for money criteria in close cooperation with the program and management units.

Key Responsibilities and Accountabilities
Performance Management & Business Intelligence:

  • Steward performance management. Lead business intelligence activities, performing proactive monitoring and analysis to drive strategic business decisions and continuous improvement activities:
    • Support the development of Key Performance Indicators (KPIs) and action planning to meet targets
    • Understand the key drivers / scenarios that impact performance
    • Analyse the impact of different financing strategies on programs
    • Monitor and perform high level portfolio analysis of budget vs. actual (BVA).
    • Ensure financial sustainability of programs and work in the country
  • Respond to informational requests from the Executing and Partner Affiliates and the West Africa Regional Platform and be the main contact point for information for all on matters to do with programme support.
  • Take prompt and definite action on non-compliance with policy and practice.
  • Responsible for the annual operational planning and implementation (COP).
  • Advise and monitor other teams/managers on the interpretation and implementation of the full range of Oxfam’s business policies and procedures, ensuring consistency and fairness in application, in accordance with Oxfam policy and local legislative requirements.
  • Oversee the design and management of regular performance assessments and reviews of partner organisations, to ensure that the capacity building programme is delivering agreed results, making necessary adjustments as circumstances change.

Financial Planning and Information Management:

  • Monitor grants and ensure compliance with all donor reporting requirements, including proposals, budgets and donor reporting liaising with donors and partner organizations.

  • Provide direct support to Programme Managers and/or budget holders on all matters of finance specifically budget preparation, monitoring, control and reporting with a view to ensuring good financial standards is met.

Grant Management and Donor Reporting:

  • Ensure that the Finance Team provides proactive response to the Programme Team in:
    • Departmental planning and budgeting (in departmental operating plans, budgets, and (re)forecasting and analysis);
    • Cost recovery through proactive and aggressive recharging of core costs and key positions to restricted donor funding
  • Contribute to proposal development (for Grants and Tenders) and lead the development of detailed internal cost models and external budget / pricing proposals together with the Supply and Logistics Manager.
  • Review and sign off all proposal budgets, budget reallocation/addendum and donor financial reports
  • Manage restricted funds (e.g. EU/ECHO, Dutch MoFA, DFID, SIDA, USAID/OFDA, and Foundations.)
  • Collaborate with Business Development Advisor  to ensure best practice for compliance and financial reporting as required.
  • Review partner grant budgets, activity plans and partnership agreements to ensure compliance with donor requirements and Oxfam policies and procedures
  • Review and sign off financial accounts, comments and supporting documentation for inclusion in donor reports, ensuring that all donor reporting deadlines are met and that reports adhere to donor requirements.

Procurement & Logistics:

  • Support the Supply and Logistics Manager in design and implementation of effective supply chain and logistics management strategies working with the Country Director with respect to identifying required interventions, and the resolution of attendant issues.
  • Together with the Supply and Logistics Manager manage costs and ensure that budgets are not eroded through unwarranted procurement expenses
  • Support the team to embed organisational systems, standards and structures into logistics & procurement functions, including strategic advice, clarity on policy, procedures and ways of working.
  • Exercise approval and signature authority within defined limits for all purchases and contract agreements and subject to appropriate approvals.
  • Coordinate proposal development, particularly with respect to innovative resource planning and budgeting and realistic estimates related to logistics requirements for support and other costing for support functions.
  • Exercise cost efficiency through ensuring framework agreements are in place, and be part of procurement committee.

Information Technology:

  • Ensure that IT strategy not only incorporates developing effective business solutions and services with the underlying infrastructure but that it underpins the delivery of appropriate technology enabled solutions.
  • Ensure continuous follow up to IT process and day-by-day operation that complies with Oxfam minimum standards and policies; promote best practise.

Risk Management:

  • Conduct regular effective risk analysis (i.e. variance analysis, trends) and reviews for the office, ensuring proper financial and operational controls are in place.
  • Regular sample check country office and file offices documents to ensure the audit trails are in place
  • Conduct field visits and partner visits in coordination with programme staff and ensure quality supports are provided
  • Create strategies to mitigate financial and operational risk, working closely with Country Director
  • Ensure compliance with all legal and statutory reporting requirements including providing reports to the relevant bodies.
  • Ensure compliance with Oxfam financial procedures and policies, including financial risk management, money laundering, value for money etc. and reduce risks associated with the programme around legality and compliance issues and alert the Country Director of any imminent risks.
  • Lead Pre-audits, expenditure verifications, audits and forensic audits ensuring that TORs are up to tasks and management response is properly coordinated and submitted timely.

Leadership, Coordination and Capacity Building:

  • As a member of the leadership team, support the development of key strategies  with a focus on ensuring sufficient capacity and support in business operations.
  • To proactively address the interface within  Finance, IT & Logistics teams to ensure they operate effectively and provide support to programmes on cost effectiveness, efficiency and compliance with organisational standards of management and accountability.

Education:

Experience:
